grade. you can see all those low speeds there. there's debris across the road, also oil as well. one lane is still blocked. this is the san mateo bridge where you can see things are moving but you can expect a slowdown because of that crash that i am following and let you know as soon as it clears. reggie and kumasi? >> thanks, jobina. police arrested four men accused of crashing a stolen car into a parking enforcement vehicle. and an uber vehicle caught it all on dash cam video. several men jump out of the car and take off. reporter lauren martinez is live with what the uber driver is now saying about this. >> this all started when police were trying to track down a car off green and hyde streets. police officers tried to stop the vehicle. the suspects drove off. that's when the crash was caught on uber dash cam. it shows the moment a parking

officer was hit by a van. the car flips onto its side and slides into a nearby park uber.. david p. said he's tired of these smash and grab incidences. >> i've had lots of passengers that have had lots of issues and nothing is done about it. >> run from the scene, police were trying to track them down because there were reports of smash and grabs in the area. i forgot to mention that. officers were able to track them down and arrest them. the parking control officer involved in the crash was taken to the hospital with minor injuries. the number of car break-ins was down 3% last year but has gone up by 30% in southern california. vacaville police are looking for a man who attempted a kidnap a 7-year-old at knifepoint.

police say a stranger approached as he was walking on a path. the boy was heading to his guardian in a couldar. the boy didn't listen and ran to the car instead. the suspect has not been caught. police say they are going to patrol the area more frequently. today is the first day back from winter break for students at dublin high school. the district is encouraging them to wear red in honor of three classmates who died in a crash. javier ramirez and twin brothers michael angelo y michael angelo urista. two other teens were hurt in the crash as well. grief counselors will be on campus today to support the sfun students who knew the victims. local media reporting 40 people have died and more than 200 others have been hurt in a stampede that erupted during qassem soleimani's funeral procession. more than a million people

gathered in the general's hometown of kerman. authorities don't know what triggered the stampede. soleimani was iran's top military general. he was killed in a u.s. military strike last week. iran has threatened to retaliate against the u.s. and this morning the u.s. warned ships in mideast water ways iran may target u.s. maritime interests. homeland security officials are also concerned that iran may carry out cyber attacks. so we checked with cyber security company crowd strike to find out what that could look like. >> that could be destruction or disrupti disruption. it could be espionage. it could be denial of service. we're tracking a number of criminal actors in iran that engage in ransomware attacks. >> the sunnyvale companies says it believes the top targets would include american financial institutions, the defense industry, government, oil, gas and internet services. new this morning a big announcement from facebook. the menlo park company will now

ban videos that are heavily manipulated by artificial intelligence. you may know these as deep fakes. we have a few examples here right behind me that show you what they can be mistaken for which is actual people. deep fakes have spread increasingly in the past year or so. facebook says its removal will exclude any it thinks as parity or satire. all videos are fact checked for deceptive content. any that are found to be factually incorrect appear less prominently on the site's news feed and are labelled as false. kumasi? in the east bay the alameda police department is trying to identify these four women who worked together to steal three shopping carts filled with goods from grocery outlet store. it happened around 9:00 saturday night. after filling up the carts police say they loaded up the items into a ford aerostar minivan and took off. a health alert this morning about a popular type of facemask.

we are back with new video of a brazen theft down under. watch as the person use as front end loader to steal an atm from a shopping center in australia. as if they're not going through enough. the thief drives up, picks the machine up in the bucket and then takes off. the atm and the front end loader were found abandoned later at a nearby school. stores are pulling a popular facemask off of shelves. the yes to single use unicorn

cleared. many quakes have hit the caribbean islands. yesterday's magnitude 5.8 quake damaged dozens of homes in the coastal town of guanica. gilroy firefighters are investigating the cause of a two alarm fire that left 17 people homeless. flames broke out around 12:15 this morning at an apartment complex on kelton drive. crews were able to quickly knock down the flames but not before it did a lot of damage. the fire was contained to a bedroom on the second story. it's unclear what started it. families in five units now don't have a home. the red cross is helping them out. two bills in sacramento as our local lawmakers look for ways to help build a better bay area. >> today a state senator is hoping for a better introduction in areas known for single family housing. abc 7 news reporter amy hollyfield is live at the lafayette b.a.r.t. station with details on this. good morning, amy. >> reporter: hi, good morning.

state senator -- that was a very loud b.a.r.t. train. excuse me. state senator scott wiener is determined to bring high rises and less parking to the suburbs. he's going to try again. we've met people this morning who have said it's not the state's business. leave it up to the locals. we've met people who understand and say there is a need for more housing, something needs to be done. so it will be interesting to see how this round plays out. this new bill does still require cities to build more housing but it gives them more time and allows them to create a plan that caters to local needs. if the city's plan isn't approved then the city would face state mandates so that could mean taller buildings and less parking no matter what local zoning laws say. one resident told us this morning he gets it. >> well, i'd like to see some more housing so that people aren't living on the street or can't afford to. i think we have to be realistic

mourners rushed to pay tribute in his hometown. this is the second day large crowds have gathered to honor soleimani. more than a million people marched in the streets of tehran yesterday. meanwhile, president trump is defending his decision to order the strike that killed the iranian general. here is what he told rush limbaugh. >> and we had a shot at it and we took him out. we're a lot safer now because of it. we'll see what happens. >> thousands of troops are being deployed to the middle east. the pentagon confirmed yesterday that contrary to a letter that was sent to the iraqi government there are no plans to withdraw troops from iraq. the draft was sent by mistake. secretary of state mike pompeo is expected tomorrow. >> on that theme san ramon-based chevron pulled all of its american oil workers from iraq. chevron says it's a precaution following last week's air strike. a spokesperson said safety is

its top priority. local staff are overseeing the ongoing operations in iraq. the two men charged in a laptop robbery will be back to enter pleas. they're accused of running down shuo zeng as they drove away with his laptop. reed's aunt is praying for him as well as zeng's family. >> what they're enduring right now. >> tributes to zeng posted on the win dope of the starbucks will be placed in a memorial book for his family and a picture of zeng will stay there. new developments in the shooting death of kate steinle. a federal judge tossed a lawsuit filed by her parents over the gun used in the shooting. you may recall jose inez garcia zarate fired a stolen gun in 2015. the bullet ricocheted and killed steinle at pier 14 in san francisco. the gun was stolen from a
