t hassan. >> reporter: this tops a list of places that the county is looking to move some of the homeless people to. it's paved. it's big, and it's near public transportation. >> this one is something that's got to happen fast. it's not to happen in the next two weeks. >> reporter: two weeks until people could be moved from the homeless camp to this parking lot near the sonoma county airport. >> it will enable us to get them in permanent housing. >> reporter: linda hopkins says several locations are being evaluated as possible temporary shelters. this site could host 60-08 people to be housed for up to six months. it was picked because of its size and closeness to public transportation.

will come online in the spring. >> thankfully here in san francisco, we are making investments in acquiring as many units as we possibly can to provide these opportunities. >> every single night the city houses nearly 10,000 formerly homeless people. >> reporter: included in that number are more than 3800 uni 30 the it city leases and 3900 units it already own. 1200 more are in the pipeline. but transitioning from one stage to another doesn't happen as quickly as the city would like. mitch orsaba now lives in permanent housing offered by the city. >> i love it. it's a home for me, and i don't expect to leave any totime soon. >> mayor breed says she's aware many people are frustrated with this crisis. patience, she says, is running out and what we see on our streets is not acceptable.

emirates. fly better having a safe transportation system is an important part of building a better bay area. this week, b.a.r.t.'s board of directors is set to vote on an unarmed ambassador program, this would strategically place ambassadors throughout the system. we are live from the embarcadero station. luce? >> reporter: the vote is set to happen on thursday. we spoke to many b.a.r.t. riders tonight who said they're looking forward to having some peace of mind while riding in this system. safety and more police presence is on the top of many b.a.r.t. riders' minds, especially after the 2018 fatal stabbing of nia

wilson. >> i didn't see any police. >> reporter: to tackle both safety and police presence on the system, b.a.r.t.'s board of directors will be voting on an ambassador program on thursday. why has it taken so long to get to this point? >> there's been a split among the board members of where these ambassadors would come from. where would they be hired from? >> reporter: if approved, ten unarm unarmed civilians would ride the system and be law enforcement's eyes and ears. >> during the non-commute hours, they're going from 7:00 p.m. to midnight, they will be in the core of the system. let's call it civic center to 12th street. >> reporter: b.a.r.t.'s deputy general manager says this pilot program has been in the works since 2018. >> it will take us through about six months at 810,000. >> reporter: b.a.r.t. says

that's money well spent, all to better riders' quality of life. >> at the end of the day, we have to keep people safe. and to keep people safe, we have to put people on the trains. it's what our riders have been screaming for, for many years. >> reporter: they are not there to physically intervene and break up incidents. if they see something, they have to radio it in. if the program is approved on thursday, b.a.r.t. plans to deploy these ambassadors next month, by the way, they will be getting paid $40 an hour. >> thanks very much. the rise of silicon valley over the past two decades has had a profound impact on the world, not just the bay area, but certainly in the bay area. a man who's been at the forefront of that rise is carl gardino. now after all this time he's stepping down, and he joined larry beil on abc 7 news at 4:00 to talk about what he's seen.

>> we try to tackle what you talk about on the news. homelessness, education, equality and environment. we call them key issues. that's what's plaguing the bay area. companies need to continue to stand up, speak up on those solutions. >> 350 companies own the silicon valley leadership group, which was started in 1978 by david packard of hewlett-packard fame. the mepolice officers' unio says they are in the midst of a staffing crisis, pointing out the difficulty of recutiruitingd keeping officers. >> one of the big reasons is the strong economy here in the bay area. namely, the tech industry. both the department and the union say many potential recruits are opting for those

jobs instead, but they say that's just one reason. at this election night party in november, san francisco supervisor sandra lee fewer fewr chanted expletives. tony montoya says it resonates with potential recruits. >> you see the election night rant. what is that saying to you? they feel there's a lack of support from the community and also from electeds and politicians, a general lack of support for law enforcement. >> reporter: montoya says it sends a message that city leaders don't care about its officers. other reasons for the lack of recruits and recensiotention, i expensive to live in the bay area, and competition is stiff. other departments are offering thousands of dollars in bonuses. >> i've seen police officers

leave in record numbers like i've not seen in my 26 years in the sfpd. >> reporter: montoya says statistics speak for themselves. in 2018, 121 in 2019, 152 left. >> when i was there, i would like to think we were drawing all kinds of recruits. now the competition is so stiff because of the big hires in the '80s that led to a lot of retirements. >> reporter: what's more concerning montoya says is in the last two academy classes only 42% of recruits that started, completed their training. the supervisors have been an obstacle. >> when i proposed new academy classes, which we so desperately need on a regular basis, they were cut at the board of supervisors. >> reporter: now the department itself is trying different ways to recruit cops. and among them, holding

workshops, creating mentorship programs and job fairs. but one of the most interesting things i heard today is that many young people simply don't drive much. not with ridesharing, and, you know, ama, dan, training, much of it involves, obviously, driving under emergency situations. >> right. >> so some of these recruits are failing that very important part of the training process. >> wow. >> just boggles the mind. >> they haven't had that much experience. >> that is interesting. we need to get a check on our weather. spencer christian is here. >> light rain but rain nonetheless. wet in the morning. here's a look at live doppler 7. we have a little moisture in the northwestern corner of the radar map through ukiah and clover dai dale and coming to a town near you soon. it's dry at the moment over most

of the region and temperatures are generally in the low 50s. san jose, gilroy and half moon bay a couple degrees above 50 degrees. and here's a look west ward toward emeryville. and most temperature readings are in the low 50s. petaluma, fairfield, livermore, down to 49 degrees. that's our cool spot at the moment. and looking live from our rooftop camera out across the embarcadero, these are forecast pictures. light rain and showers developing late tonight, continuing overnight and into early tomorrow morning. there will be partial clearing by afternoon tomorrow and this unsettled pattern will continue into the weekend. the approaching storm is a light one, ranking only one in the storm impact scale. look for light rain, periods of light rain, spotty showers, less than a tenth of an inch likely,

only a few hundredeths of an inch. the rain will be pushing south ward down into parts of sonoma county and points farther south by 9:00. we'll see more showers south and east of the golden gate. then during the overnight hours, around 5:00 a.m. or so, at that point we'll see a few spotty showers near the coast. as i pointed out before, there may be wet spots in the roadways, but this storm will be pretty much windsing doing down. we'll expect rainfall totals to be not much more than hundredeths of an inch. lows will be in the low to mid 40s. in the north bay, a little chillier, mid to upper 30s there and tomorrow's highs will generally be in a pretty narrow range there, 56, 57 at the

coast. 57, 58 degrees in most locations near the bay and inland. here's seven-day forecast. tomorrow night and into early thursday, we may have another wave of light showers, much like we expect tonight. we'll give that storm a ranking of one on the storm impact scale. look for mainly dry but chilly day on friday. then on saturday, more spotty showers. and this unsettled pattern resumes next monday. for the next week or so, we can expect periods of light rain here and there, and not many extended periods of dry weather. >> as you said, unsettled. >> it is. a new state law could save parents hundreds of dollars on diapers.

different bases that house american troops in northern and western respect respectively. both have been on high alert, warned that they might be targeted for retaliation. a statement from the defense department says the government is working on initial damage assessments. targeting these two bases was a strategic decision. >> the choice of these two bases to me indicate that they want to have a retaliation, but they don't want to have a retaliation that will force trump to attack on a much larger basis in iran that will then get news a reasonabl regional war. >> he says the iranian economy is in trouble and the country might not be able to afford a conflict. developing news from puerto rico where two powerful earthquakes have caused extensive damage across the island. the latest was a violent magnitude 6.4 earthquake that struck the southern part of puerto rico this morning.

one person has been killed and dozens have been hurt. that's the latest information we have on casualties. the quake knocked houses off foundations and brought down power line. large swaths are without power because power plants have been shut down. >> i just got off the phone with my dad. so yeah, i don't want to get too emotional, but it's a little scary. >> look at this before and after image of a famous rock formation. it's gone. the quakes caused the formation to collapse sadly. firefighters in australia are bracing for more scorching temperatures in the next 48 hours. that's expected to make the fight against out of control fires more treacherous. they are almost certain millions of acres have burned throughout the country. probably 14 million acres or more. thousands of structures have

help. she thoughthe was one of the lucky ones. neighbors were part of public power safety shutoffs, but not her. then suddenly, her luck ran out. >> well, two days into it, we lost our power due to a power line down. and of course none of the stores had batteries or anything else that we could buy supply wise. so we were kind of left high and dry. >> as many found out, essentials such as cable and internet are also tied to electricity. without power, mary turned to cell phone data to get internet. her cell phone service is also with comcast. her xfinity bill increased by 33% because she used cellular data instead of wi-fi. >> i said i don't think that's fair. it's your internet that went down that caused me to have to use my cellular data. >> she said comcast wouldn't budge. they told her she used the data and would have to pay the
