it was not a normal dropoff in sonoma today, there was more than cold and more than a little shock and concern. >> it's scary, small town snow marks and you don't expect things like this. >> the sonoma county sheriff has jesse leon granado-lopez in custody, attempt to commit rape on a 14-year-old student. he grabbed her all the street, assaulted her, released her, and went for a second girl. >> this is a very traumatic incident and i think that the best thing we can do is put together a really good case. >> the first attack happened on this corner, a walking route to school that parents and teachers and neighbors consider to be safe. carina heinz who lives there heard nothin. >> i think they need to at least have some kind of monitor or guidance around this area. >> reporter: the sonoma unified school district sent a letter to

parents, praising the brave student for reporting the issue. some parents told us they felt that the letter fell short. >> the school down played it, and i was upset about that. they made it sound like it was nothing. it was a big deal what happened. >> reporter: sheriffs deputies parked on campus during dropoffs today, the intent to remain high profile in the area. >> it's a little close to home for a lot of people. i think it's unsettling bagsed on the fact it's middle school aged kids. i think it's unsettling because it was daylight hours and school aged children, and i think that these things are very sensitive in nature. >> reporter: deputies found the suspect sitting in a car near the school, he will be arraigned tomorrow. in sonoma county, wayne freedman, abc 7 news. the u.s. and iran stepped back from the brink of war, president trump spoke at the white house this morning indicating he would not respond

militarily after america suffered no casualties on the missile attacks in two bases in iraq. >> the american people should be extremely grateful and happy. all of our soldiers are safe, and only minimal damage was sustained at our military bases. >> reports say iran launched more than a dozen short range ballistic missiles at those place bastes. some analysts are calling it a modest response to the killing of general qassem soleimani. iran's foreign minister suggested his country was finished fighting, tweeting iran took and concluded proportionate measures adding they do not seek escalation or war. the u.s. contractor was from sacramento. president trump says the incident was one of the factors leading to retaliatory strikes.

leaders paid tribute. she was attacked while exercising and left to die. the woman known as grandma wong spent weeks in a coma, and after suffering a stroke. families say thanks to an all out effort, the tragedy has changed the community for the better. >> i think the past mentality is that i don't know you, you don't know me because we look different and right now, we are changing that narrative. we are bringing together different people in one room, and sharing what our vision of our lives and vision of visitation valley, what that means, and realizing, oh, my god, we have the same desires, we have the same vision and we are grateful for the same things. >> suz anna yi is working to continue awareness of her grandmother's attack and make the community safer. the family is seeking assistance in paying for her funeral.

a link to the go fund me is on abc7news.com. san francisco city wide office holders all began their new terms today. >> mayor london started their first full year term. both new to their offices. mayor breed took the oath of office inside the city hall rotunda. for that she captured a special election in june of 2018 to serve out the remainder of former mayor ed lee's term. lion dancers performed before new sheriff paul miomoto was sworn into auchoffice, just second to rise through the ranks and be elected sheriff. the 23 year veteran is california's first elected asian american county sheriff. the incoming district attorney will take his oath of office at 5:30. he narrowly won after votes were

counted. he ran promising to transform the da's office, coming up with alternatives to sending people to jail and prison. last month's power outage also caused cell towers to go dark. at one point, 874 towers were down. that includes more than half the towers in marin county. now a new proposal would require cell companies to make sure their towers stay powered during any shutoffs or major disaster. abc 7 news reporter, laura anthony is live in lafayette to explain. >> reporter: lafayette was one of the east bay cities that lost power, and to some extent, cell service during last fall's power outages by pg&e. this morning, bay area senators announced a bill they hope would ensure cell towers like the one behind me keep working even when there's no electricity. during last fall's public safety

power shutoffs, many in the bay area quickly learned even with a charge, a cell phone is no good without a signal. >> it's about life and death. >> reporter: that's why bay area state senators are sponsoring senate bill 431. legislation that would require companies like at&t and verizon to provide battery backup to their hundreds of cell towers, during a pg&e shutoff or other emergency, like an earthquake or major fire. >> residents sign up to be able to receive emergency alerts. community alerts or alerts from law enforcement. trying to be prepared for the worst but that alert never comes through because cell phone towers have gone down and aren't operable. >> reporter: according to a federal communications disaster route, thousands of cell towers went down on october 28th. marin county suffered the most, losing power to 160 cell sites, 57% of the county's towers, sonoma lost 118 sites or 27%.

residents in sunnyvale say they are worried. >> we can't leave nothing in our car for people to come and break into it now. >> police say they are looking for more suspects. the city of oakland launching a new program to help people with disabilities join the scooter revolution. the city is partnering with scooter provider lime to make special cars available. they showed a seated. riders with disabilities will be able to locate the scooters through the company's app. oakland's department of transportation says it plans to roll out other forms of specialized transportation as part of this program. there has been, though, a dramatic spike in the number of injuries among people who ride electric scooters. that's according to a study done by ucsf. >> here in california, they fought heard against helmet laws that would have protected

people. joining us live to tell us what she found, lyanne melendez. >> reporter: i found that people over 18 years old don't have to wear a helmet when riding an e scooter. that's law in california. ironically, the person who pushed for this law represents the city in the central valley which by the way does not have any rentable scooters. from 2014 to 2018, the number of scooter related injuries, and hospital admissions in the u.s. grew by 222%, the number across the board was dr. benjamin brier, compiled the data. >> one in three people that came to the emergency room had a head injury. >> that's twice the rate than bicyclists. most people who ride e scooters don't wear helmets.

>> they don't go that fast, and they don't come with a helmet, and i'm not going to bring my own. >> the group that got hurt the most was 18 to 34-year-olds. >> the push to allow them to ride without helmets began 80 miles from san francisco, a city in the central valley, assemblyman heath flora, requiring only those under 18 years of age to wear a helmet. if adult bicyclists aren't told to wear helmets, stand up motorized scooter riders shouldn't have to either. the bill was signed by then governor jerry brown in september 2018. one of the e scooter companies bird gave this statement, we provide them to riders for free, and to date we have given away more than 65,000 helmets. in addition, they say they require everyone to take safety training before they ride. some people say it's hard to change bad habits until you have

colorful sky. the setting sun trying to work through. temperature readings in the low to mid-50s at all of these locations. santa rosa, petaluma, napa, fairfield, concord and livermore, at the golden gate, we see brighter skies as we look northward, the direction from which our storm is coming. forecast features are these, rain arrives after midnight, partial clearing tomorrow afternoon and wet, unsettled pattern will continue through the weekend and into next week. the approaching storm rarranks e scale impact, after midnight, continuing to midday, light to moderate showers with less than a quarter inch of rain in most locations and occasional wind gusts in the overnight, morning hours. notice the rain pushes into the north bay after midnight, between midnight and 2:00 a.m., starts to get wet. we'll see rain spreading to all parts of the bay area. it's going to be a wet commute for sure.

that means wet and possibly slippery areas of the roadways. mid-morning to midday, we'll see the storm moving out of the bay area, and start to get some partial clearing by noon. rainfall totals will be under a quarter inch. some spots like hayward would get about a quarter, just over 2/10 of an inch at oakland, san mateo, and fremont, north bay, and east bay, generally under 2/10 of an inch. lows in the low to mid-40s and tomorrow's highs will range from about mid-50s at the coast to only mid-and upper 50s everywhere else. a pretty narrow range of temperatures. 56 to 58 degrees in most places. the accuweather seven-day forecast, friday a bit of a break, nice clear skies, but it's going to be a cold morning with temperatures dropping down into the 30s in many locations away from the coast. then on saturday, our next bout of light showers will move in. it does not look like this system is going to produce

uber rides are changing for both drivers and passengers across the state. uber e-mailed the updates to its workers. to comply with the gig work law which makes it harder for companies to claim workers are independent contractors. the biggest difference is passengers will see a price range rather than the specific price before they request certain rides. the final price for nonpool rides will be calculated at the end of the trip based on time and distance traveled. uber is letting favorite drivers. santa rosa drivers may need to find a new dmv, the department of motor vehicles is telling customers, the santa

rosa field office will be closing for two months. the dmv says it will open a trar offi -- temporary office. the new office is scheduled to reopen april 1st. california's oldest weekly newspaper has been saved from going out of business. >> yeah, the mountain messenger published in down aeyville, up the sierras, they have been printing every week since 1853. mark twain even reported for the paper briefly. >> it was set to fold later this month but the publisher found a surprise buyer to keep it alive, his friend carl buts decided to buy the 160-year-old weekly. >> i think it's important for the community and for the country as a whole to have local newspapers and there's been a plethora, too many failures of local newspapers. >> that is for sure. he says he'll look for new revenue models to help keep the paper in print. you bet.

time now for four at four, four stories that we're talking about. sports betting, could soon be legal in california. state lawmakers held a hearing today in sacramento. they're talking with people in the industry about how to develop the best approach. they introduced legislation last year after the supreme court overturned a federal ban. another plan submitted by native american tribel leader, proposals would need a 2/3 approval before being placed on the ballot for voters to decide. i think this is coming, it's inevitable, and you know, some of my friends are degenerate gamblers and this will make it easier for us, i mean, for them to wager on sports. >> don't have to go to vegas to do it. >> the senior citizens will love this, right. myself included. >> i mean, you can do online betting now, a lot of people do,

debt is one option but is it right for you, michael finney is here with answers. >> i'm here with financial planner, distinguished adjunct professor at golden state university, dr. david yeski, there's really nobody better to go to than you. what is debt consolidation? >> well, debt consolidation is a process where you take a variety of obligations, and bring them together under a single loan, preferably with a lower paint but most especially with a lower interest rate, that would allow you to retire the debt more quickly. >> if you have a whole lot of debt, there isn't anybody waiting to give you another loan, is there? >> it depends, the strategies you follow are going to be a function of your credit rating. if you want to go to a debt con sol day to factor. the other thing is that, you

know, when we're talking about credit cards, for example, one of the simplest strategies is the, you know, doing the 0 interest rate balance transfer. if you qualify for it. a lot of people don't realize that their existing credit card company may be offering an option like that. it's important to log on and see what offers are available. but you can also get personal loans from various companies including your regular banks, they offer loans that could be used for credit consolidation. i assume you would tell anyone if you could get a 0% loan, you ought to be transferring your money over there, and start paying it down, most credit cards are 24, 27%. >> right. but there is a risk. >> oh, okay. >> if you transfer to a 0% credit card with the idea that you're going to use that opportunity to pay it down or pay it down faster. that's fantastic. but you have to look at how you got in trouble in the first place, so if you've had spending issues, if you haven't been controlling your spending very

carefully, if you haven't been budgeting, then you could almost get into more trouble because you transfer to a 0 interest rate credit card, and run your old credit cards back up again.o >> who should and who shouldn't briefly? >> well, anyone who qualifies for a low or no interest rate loan that is big enough to bring all of their other debts together whether it's a car loan, student loan, credit cards are a common one. if you qualify for one of those loans, do it, but be disciplined. if you think you have a spending issue, if you think you're just going to run the balance up again, that's another issue you might want to consultant with a credit counselling agency about that, about developing better spending habits and better debate management habits. >> if you're worried that you kind of have a spending problem, you need to deal with that before you start thinking about how i'm getting out of debt. >> exactly.
