faster. >> a billion dollar plan could bring homeless people to state owned property near you. it's part of a large new goal by governor newsome. good evening, i'm dan ashley. >> and i'm kristen sze. homelessness is something we have been focused on on abc 7. >> and governor newsom signed an executive order that looks to build more shelters on state owned land. >> david louie is live at one proposed site in san jose. david. >> kristen and dan, about 100 sites have been identified at the governor's request, including this state office building in downtown san jose. it's located not far from where a lot of homeless already are out on the street. the governor's plan has received some positive reaction, although there are some who wonder what the true impact could be. the latest census says more than 10,000 people are homeless in san jose, and share county. these are the homeless the

governor hopes to house in temporary facilities using surplus state land. the office building on 2nd street in downtown san jose already identified several months ago. it's vacant, however there is competing interest for this property. >> i know that san jose state has been looking at that site for permanent housing and the state has allowed them to take a look at multiple sites that the state owns also for permanent housing for professors and faculty and stuff. >> the other potential site is the gilroy armory which is being used as a cold weather shelter part of the year. the governor's plan is to link shelter residents with mental health and drug treatment services, however, contributor phil points out that could be hard sell. >> you have to stay sober, you can't take your dog, this or that, you get no, i don't want to go, i feel safer on the streets, i'm more comfortable on the streets. >> the governor is talking about a budget of 750 million or

especially parent. >> it hit me really hard. i have a 17-year-old daughter that it bothered as well. >> jesse leon granado lopez in custody facing charges of abduction, sexual assault and attempt to commit rape on a 14-year-old student. deputies say he grabbed her off the street at gunpoint, assaulted her, released her, and then tried to grab a second girl who escaped. >> he is now pending six felony charges. >> reporter: the attacks happened near the campus on a walking route that parents and neighbors considered to be safe, she heard nothing outside, is most concerned. >> i think they need to at least have some kind of monitor or guidance around this area. >> the sonoma valley unified school district sent a letter home to parents, praising the brave student for reporting the issue. some parents told us they felt that the letter fell short. >> the school totally down played it, and i was upset about that. they made it sound like it was

nothing. it was a big deal what happened. >> sheriffs deputies parked on campus during dropoffs today, the intent, to remain high profile in the area. >> this is a very traumatic incident, and i think that the best thing we could do is put together a really good case. >> deputies arrested that suspect based opt descriptions of the two girls. they found him near the campus, sitting in his car, the suspect faces arraignment tomorrow at 1:00 p.m. in sonoma county, wayne freedman, abc 7 news. wayne, thank you. san francisco has a new sheriff tonight after paul miamoto took the oath of office earlier today. lion dancers performed to start today's ceremony inside city hall. the 23-year-old law enforcement veteran is the first asian american to be elected as a county sheriff in california. he paid tribute to his loved ones who fought in world war ii after being sent to internment camp sg camps. >> they are the role models who influenced me. they faced adversity and racial

discrimination, and yet they responded with grace, strength, and grit. >> miamoto is the second person to be elected as sheriff after rising through his agency's ranks as deputy. san francisco sheriff runs the jail system, oversees court security and provides police services for city owned facilities. san francisco district attorney is being sworn in tonight by mayor london breed who had supported breed's opponent in the election. mayor breed was sworn in this morning for her first full term as mayor. you want to take a live look outside. not raining yet, but this is what we call the lull before more showers tonight. >> it's about to change. that's right. here's a look at the forecast with abc 7 news meteorologist sandhya patel. let's take a look at live doppler 7. a lot of low level moisture, and we're still seeing a few sprinkles, getting into street level radar, across 280.

plan. >> it's such a battle over this valuable land, the former weapons station sits off sas soon bay. trav er eric thomas is live. >> reporter: it was a long meeting yesterday. it finally adjourned at about 1:00 in the morning with no decision from the city council. they decided to come back tonight at 6:30 and finish up on that. at stake, one of the largest housing development projects in the bay area. for more than 12 years, the city of concord has been struggling with plans for redeveloping the old base, which stored bombs and torpedos for navy ships. in 2016, the city contracted with developer leonard corporation to turn this into a gleaming, mixed use development with 13,000 units, and there's no shortage of interest. >> we had over a hundred people comment, about six hours of public testimony. >> concord mayor says plans are currently at an impasse because of a dispute between lennar and

the local building trades council over how much union labor should be used. >> that lennar's financial models always assume nonunion wages for the vertical construction. >> lennar and partner 5 point construction say they can't make money using all union workers and the trades council knows that. >> they have stated they intend to lobby you and to find another developer who may be more malleable and perhaps less concerned about the project economics. >> concord mayor says the purpose of the city council meeting is to determine whether lennar is following through with terms it agreed to when it accepted the project, including the number of union workers. >> the goal is to have a robust conversation. there's probably going to be other things brought up as well. >> the city says if everything goes right, it will be worth the wait. >> in the plan, you can see we've got 25% affordable housing, which is significant, very few projects in the entire bay area have that sort of the

a lot of people hate the sound and smell of them, but landscaping businesses rely on them, and california wants to phase them out. we are talking about gas powered garden tools like leaf blowers and motors. >> this week, novato was the latest city to talk about an all out ban. it generated so much interest on our web site, breaking down what you need to know if you're making the switch. >> how long would it take you to work on something like this, gas versus battery. >> it's probably about double the time. >> and that's why marcus is worried about the possibility of an all out ban on gas powered tools. >> how much would an all out ban on these tools cost your company? >> it would completely destroy my investment which is $24,000 for these specific types of

planet and take care of it, and do it in a way that doesn't adversely impact major industry. >> 65 cities have a ban or regulation on gas powered tools but the state is looking at new standards as it tries to reduce smog causing emissions by 80% in 2031. >> a slow integration and phasing out of power tools. a strip club company is facing criticism in several cities for its effort to help the homeless. take a look, deja vu show girls handed out 150 branded tents to homeless individuals in san diego. residents in san diego and las vegas where tents were also handed out were posted about the tents online. . some say it's a form of shameless advertising, others say it's a nice gesture, a company spokesperson says they have done this type of outreach in several cities for the past five years. a facebook executive took on criticism on capitol hill over the company's new ban on
