we have more rain behind that. this is live doppler 7, light to moderate showers, up to a third of an inch of rain and no lightning. the threat of storms will be over. >> the manzanita park and ride lot will be closed due to nightly high tide flooding. we will take you so you can see some of the rain coming down the bay bridge toll plaza. everything is backed up. the metering lights are not on yet. too early for that a live look at the golden gate bridge, we're seeing some ponding on the bridge. people splashing, making their way through. don't want to see hydroplaning take it slowly. drive times, walnut creek to dublin, 13-minute ride. santa rosa to san francisco, 51 minutes. it will take you 22 minutes to get from highway 1 to los gatos. >> breaking news in san francisco right now, police are investigating a deadly crash on

treasure island. >> the crash happened on 9th street and avenue h. that's where julian glover is live with what we know. jewulian julian? >> we're able to confirm one person is killed. the only person in the car, the driver after the driver sped down avenue h and apparently -- we just want to get to what's left behind. this white car mangled. the interior of the car, you can see one of the car seats, this thing shredded. it happened when the car started off by hitting this tree on the left-hand side of your screen. and as the camera begins to pan over, you can see the field of debris all left behind in the street here. all of this unfolding around 1:00 this morning. when that driver started by hitting a parked car, continuing down avenue h and then hitting that tree. the car bursting apart on impact killing the driver instantly. police here on the scene able to confirm the driver was the only

person in the car and the only person who has been injured as a part of this accident. as to when this section of treasure island, avenue h around 9th street will be back open, we're hearing it will take at least a couple more hours for crews to clear the scene, get the car out of here, clean up the wreckage and continue their investigation. it's unclear why the driver might have been going so quickly down this stretch on treasure island. as you know, it is a small area for anyone to be picking up that type of speed to break up the car on impact. just shows you how forceful that crash was. reporting live on treasure island, julian glover, abc7 news. at the live desk this morning, the house is set to vote on a measure limiting president trump's ability to take action against iran. democrats have criticized the killing of a top iranian general. the democratic war powers resolution will pass despite republican opposition.

all 176 people on board a plane flying over tehran died. all this happened three hours after iran fired multiple missiles into iraq. there are no immediate signs these two events are linked and some iranian officials say it was a technical failure. the cause remains unclear according to ukrainian authorities. boeing, the maker of that 3737 that crashed expressed sympathy for the victims. a man accused of sexually assaulting a teen will be in court today. the 49-year-old sonoma man grabbed a 14-year-old girl off the street at knifepoint tuesday morning. he assaulted her, released her and tried to grab a second girl who was able to escape. both girls are students of altimira middle school. he was arrested a few hours after the attacks. neighbors are on edge in the

east bay following several burglaries in the middle of the day. two burglars kicked in the front doors of homes in walnut creek yesterday. one break-in happened minutes after a family left their home. a neighbor called police when he saw two men wearing hoodies outside the house. a short time later, another break-in was reported down the street. neighbors are on edge after losing irreplaceable items. >> there were three items that were personal of my dad, grandma that are gone. also baby diamond earrings i was going to give my granddaughter. >> the crimes are similar to several break-ins over the holidays in san ramon. police say those crimes are not related. state lawmakers may require telecommunication companies to have 72 hours of backup power at cell phone towers in high-risk fire areas. 874 cell phone towers were o offline during the pg&e public safety power shutoff. marin lost power to 160 cell

that crash is causing a bit of a backup. number seven, one-day tickets go on sale for the bottle rock music festival in napa valley. the tickets go on sale at 10:00 this morning. lime is rolling out new scooters to help people with disabilities get around. the company is providing these special models, they have a seat which makes it easier to balance and ride for longer periods of time. the scooters are available in oakland and will roll out in san francisco next month. here at abc7 news, building a better bay area includes a focus on transportation and the safety of electric scooters. a new study shows a dramatic spike in injuries among riders as the scooters become more popular. researchers crunched the numbers and found scooter related injuries and hospital admissions in the u.s. grew by 222% over a four-year period that ended in 2018. still many are resisting the

stations. >> a man they described as unstable refused to leave the tracks, this standoff left thousands of passengers forced to use a bus bridge between the stations. long lines of frustrated commuters as they were waiting for buses to shuttle them. the man was finally removed this morning. b.a.r.t. tweeted after 3:00, to the thousands of stranded riders last night, we offer our deepest apologies for the major delays. we had a situation on an aerial structure by trackway where an individual amid a mental health crisis needed rescue. we thank our first responders. >> our effort to spotlight stories to building a better bay area often lead us to b.a.r.t. this morning we're ready to hear if the agency will start putting new eyes and ears on its trainso >> b.a.r.t. is considering having unarmed civilian monitors ride the rails at night. amy hollyfield is live at the pleasant hills station with a look at how this might work. amy? >> riders we're talking to say this sounds like a great idea. they're happy to have an extra

set of eyes, two or ten watching over the trains and looking for problems. yet it took a while to get to this point. it was controversial at first. that's because at first the proposal was to hire people from a non-profit agency which places people who serve time in prison. not everyone liked that idea. now the plan is to use civilian employees from b.a.r.t.'s police department. they will be unarmed, trained in conflict negotiation. people we talked to say bring it on. >> for safety reasons. it's a good thing. it's good all around. protect people and the public. you don't know what type of people go on b.a.r.t. all type of people on b.a.r.t. it's a good thing. >> if this passes today, you will see ten unarmed ambassadors in teams of two roaming the trains looking for security issues. you will mostly see them between

2:00 p.m. and midnight. it will be a six-month long pilot program. then they would re-evaluate it, listen to riders, get feedback and assess whether to move forward from there. if approved at today's meeting you could see them on the trains starting next month. reporting live from the pleasant hill b.a.r.t. station, amy hollyfield, abc7 news. back at the live desk, the united states upgraded a travel warning advisory to australia because of the devastating wildfires there. the u.s. department of state has increased the warning to a level two that means the department recommends tourists consider postponing trips to australia. the warning says even in areas not affected by bush fires, smoke is causing poor air qualities. the fires may burn through march or april of this year. this morning, the u.s. appears to be back from the brink of war with iran. no new military strikes against the country appear to be coming.

serena marshall has more from washington. >> reporter: good morning. president trump telling the american people iran appears to be standing down and he won't be responding with military action, instead focusing on peace talks and tougher sanctions. even so, congress moving to limit his war powers. the before and after of iran's ballistic missile strikes targeting u.s. troops in iraq. newly released satellite images revealing the scale of damage. the 17 missiles launched at the two bases just one day ago causing chaos. even as iran claimed victory and troop deaths on state tv there were no casualties for u.s. or coalition forces. the president saying that's evidence iran was standing down. and instead of retaliation, talking tougher sanctions. >> the fact that we have this great military, we do not want to use it. american strength, both military and economic, is the best

deterrent. >> reporter: on capitol hill his national security team briefing members of congress. >> it is a far cry from meeting a standard of imminent threat. >> reporter: and two conservative republican senators, rand paul and mike lee agree. >> it was probably the worst briefing i've seen on a military issue in the nine years i've served in the united states senate. >> reporter: saying they'll join democrats and voting to limit the president's war powers. that senate vote not expected until sometime next week, but later today the house will taking their vote, making it clear to the president if he wants to go to war, he'll need congress to sign off. serena marshall, abc news, washington. in the south bay, sunnyvale police are looking for more people involved in a rash of car break-ins. two men were already arrested. we told you about the crimes yesterday morning. 43 cars were burglarized in two hours on tuesday night. they were all parked along rockefeller road and sherwood drive.

officers were able to track down these two suspects in oakland. police found them with stolen property. investigators are trying to determine if the sunnyvale spree is connected to a dozen car break-ins sunday night 11 miles away in san jose. a real estate developer faces new hiring rules if it wants to build at the former concord naval weapons station. last night the city council issued new guidelines for a massive $5 billion redevelopment project. that includes hiring 40% of labor from the area and setting an hourly wage. lennar wants to build thousands of homes and shops and offices on that site. it has said hiring restrictions might force it to pull out of the project. in the east bay, a school committee is meeting this evening to consider changing its name to michelle obama elementary. woodrow wilson elementary school will hear input from the public this evening about naming the school after the former first lady. the school is under construction people expressed interest in a

where you live. starting with the latest on the storm track with mike. >> watching a lot of wet weather out there. >> ponding on the roads as well. >> unfortunately. i know the commute this evening will be much easier. let's start with this morning. getting to jobina in a second. 6:00 straight up on a wet thursday morning. danville near sycamore valley road, going from dublin and pleasanton on 580 out towards livermore, coming out of the altamont pass, you will run into heavier showers. heavier showers around half moon bay, these are sliding to the southeast along 35 and heading over towards lajonda. you can see this is the steadiest rain we're going to have, just some minor showers moving through the north bay right now. the storm is a 1 on the storm impact scale with light to moderate rain. about a third of an inch. that's causing some ponding on the roadways,
