good afternoon. thank you for joining us. i'm larry beal. >> and we begin with an east bay teacher accused of having sexual relations with a student more than two decades ago. the story is now coming to light because of the recent change in the statute of limitations. >> 54-year-old kyleann wood was arrested for having inappropriate relationships with students at a high school in lafayette. she was a teach tler er there i 1990s. abc 7 news reporter chris reyes live with the latest on this case. chris? >> good afternoon. as you mentioned, 54-year-old kyleann wood was a teacher here between 1996 and 1998. we just interviewed the superintendent. they learned about the arrest last night. >> well, we became aware last night of the arrest of one of our teachers from the high

school, kia wood. and we were informed that she was arrested for felony sex crimes and we were told that there was an improper relationship with students in 1990s at the high school. >> kyleann wood is a teacher. we reached out to parents there but no one got back to us. when we were on campus with, he did hear students chanting free miss wood. wood was arrested at her home wednesday night. she is being held in lieu of $150,000 bail. residents across the street told us they were shocked that she is an extremely helpful and good neighbor. court documents state that complaint was filed october of 2019. >> our priority is absolutely student safety. what we hear of something like this, it really shakes us to the core. and so we are, you know,

reaching out and if anyone knows anything, we want them to come forward. the teacher is on administrative leave pending police investigation and our own internal investigation which has commenced. >> reporter: and as bhengsed early eshgs it is worth noting that this complaint was filed just days after the governor approved a bill giving victims a longer statute of limitations, until they're 40 years old, to file a lawsuit or make a charge. previously, it was 26 years old. that law came into effect january 1st. it's also worth noting that while there were two complain ants, thoenl charged miss wood with one case because the other person is deceased. sheriff's office is asking anyone with any information on this case to call them. chris reyes, abc 7 news. a student faces

[ inaudible ] officers made the arrest after receiving calls that a student was carrying a concealed weapon. officers reportedly found the gun inside the student's backpack. school administrators did place the campus on lockdown as a precautionary measure. new develop ments in a shooting that left one man dad and injured four more others. >> the shooting happened last march, authorities announced charges against two san francisco men. >> we're live in the newsroom with more. >> according to the superseding indictment that was filed, the men charged are known street gang members. beej a both are now in custody. >> this is what it looked like on fill more street. a shootout between rival gangs. >> this event was heinous zbrchlt one man was killed and five other people injured including a 27-year-old man that is paralyzed from the waist down. >> the wanna be kings of the street don't have a throne waiting for them. they have a federal prison cell waiting for them.

>> the u.s. attorney along with fbi special agent in charge john bennett and san francisco police department chief william scott announcing a federal indictment against san francisco residents, 28-year-old robert manning and 26-year-old jamari coats. they're both accused of using a firearm resulting in death and being felons in possession of a firearm. >> these individuals are documented gang members and convicted felons who have a history of committing violent crimes involving the use of firearms. >> the indictment is the result of a joint effort between law enforcement partners. >> we're all safer when federal and local law enforcement is allowed to work together. >> anderson is calling for the review assessment and reversal of san francisco's decision to suspend its participation in the joint terrorism task force. >> it's one of the decisions, the consequences of which will only be known when it is too late to make a difference. >> the decision to rejoin would

uber for three years say the new changes give him more control. allow him to choose a higher fare, for example, someone headed to the airport instead of someone looking to take a shorter trip. >> now we can decide if you go or not. >> for the first time, drivers will also be able to see where the potential passengers are headed before accepting a ride. >> so where are you going? and then if you don't want to go south, you don't have to take it. but now it helps to manage time. >> the changes are uber's response to california's assembly bill five taking effect with the new year making it harder for companies to claim workers as independent contractors. riders also notice a change. uber x riders no longer see a set price before booking a ride. they'll be shown a price range instead. a move not going over well with some >> if you're still seeing the set price, don't worry.

we got results. that's not something you see a lot of from washington these days. i'm tom steyer and i approve this message. let's make change happen. people are gathering to protest political ad policies. there is a handful of people out there right now. protest was set to begin at 4:00. so presumably more people will be showing up as the afternoon progresses. the social media giant is under fire including from some employees for allowing politicians to make false statements in online campaigns. users say they plan to black out pro profile pictures in protest. this comes after the head of facebook's political ad library says they're not making any major revisions to the ad policy. he called on politicians to establish new rules to govern

digital political ads. cleaning up the streets is just one way to build a better bay area. and san francisco alone says they collect 1,000 tons of trash that ends up in the landfill. 650 tons going into the blue bins and 800 tons into the green bins. that is nearly 2500 tons of crash generated by san franciscoians every day. >> you've seen the video and seen it in person, trash just piling up on the streets even around garbage cans. >> you mib remembght remember t video. trash just strewn across the street. the city is coming up with a plan to fix the problem. >> abc 7 news reporter lauren martinez has the details. lauren? >> they asked supervise yards what they're doing to alleviate this problem and work toward a citywide plan. >> you're not convinced that additional trash cans actually make the streets cleaner?

>> right. it's got to be a balance. >> reporter: the san francisco supervisors and department of public works don't agree when it comes to how aapproach one of the city's biggest problems, trash. >> from our perspective, the biggest issue is really bad behavior. we see lots of illegal dumping at cans. we see lots of piller iffing through cans. >> reporter: matt haney is leading the meeting and disagrees with public works approach. >> i don't think that cans themselves are causing the illegal dumping. i don't think that it stops it when you take them away. >> reporter: if it were up to dpw, there is more trash conditions at bus stops and schools but not at every corner in needed areas. >> they're not intended to be this -- a catch all for everyone's they want trash cans in every corner in high needed areas. a new secure trash can design.

you can expect scattered showers. and the wind will be out of the northwest at about 20 to 30 miles per hour at times. it will be preezy. here is our forecast animation starting at 7:00 tomorrow evening. in advance of the arrive will after the storm. notice by 11:00 tomorrow night, we'll see rain pushing through much of the north bay. again, though, light rain scattered showers and not very heavy or widespread. overnight into saturday morning, rain sweeping southward. and eastward. so the east bay, south bay will start to get wet weather. early in the morning, the storm will start to wind down. the rain will taper off and by mid morning to midday, we see at least partial clearing. it should be dry conditions for the niners play-off game. so we're looking at good weather after that storm moves out of here in the morning hours. the rainfall totals, not so impressive. generally under .2 of an inch. most locations will see totals

under a tenth of an inch. it will be a light storm. it will produce some wet weather. overnight tonight, look for temperatures to plummet in our inland valleys. lows drop into the mid 30s and many inland valley locations around the bay shoreline. lows to 40, 41 degrees and upper 30es 30s on the coast. tomorrow, mid 50s on the coast and mid up toer 50s on the bay and inland. don't expect it to warm up very much tomorrow. here's the seven day forecast. after a level one storm on saturday morning, we'll get partial clearing. it remains mostly sunny through sunday as well. but some light showers will come in late sunday night into early monday the next storm should be beefier than the monday storm. we'll see fet develops into something more energetic. >> i was going to sashy, beefie

the army is issuing a warning about fraudulent texts that they've been drafted. they are said to report for immediate departure to iran. it's unclear how many texts have been sent. army security officials are investigating the source. recipients not to respond to those messages. the u.s. has had a military draft in nearly 50 years. >> consumer news. . the governor expected to reveal a must plan for california to sell their own prescription drugs. >> michael finney is here with more on that. >> wow. >> yeah. >> i mean really that, is bold thinking. they reveal the plan tomorrow if approved. it would make california the first state to sell its own brand of generic drugs as a way

to fight high costs. a new plan which is still in the works would allow the state to contract with generic pharmaceutical companies to produce drugs under the states own label. the governor says he hopes a plan will introduce more competition in the marketplace and drive prices down. the takata saga is coming to a conclusion with an additional 10 millionaire bags from 14 carmakers being recalled. the ten million are among the 70 millionaire bags, a bankrupt company agreed to recall in a settlement with the national highway safety administration. the air bags have been found responsible for 25 deaths. hundreds of others were injured by takata inflaters. 100 million are being recalled across the globe. the first recalled occurred in 2001. >> major meat producer is now selling its products online

now, news to build a better bay area from abc 7. >> building a better bay area involving protecting bart riders from crime. the board of directors signed off a pilot program that will move community service officers from the bart police department into the role of ambassadors. >> the ambassadors will ride the trains and they'll be on the lookout for possible safety issues. abc 7 reporter following the story joining us now with the latest. laura? >> well, hi, larry. riders should see these trains with ambassadors on them about this time next this is reaction to the stabbing death of a person on a train last november. >> so the roles are going to be visible to the public. >> bart police will soon have ten new sets of eyes and ears assisting them on platforms and trains. they'll come in the form of

ambassadors, part of a six-month pilot program designed to deal with specific issues regular riders see every day. >> it will be inappropriate behavior, safety and security on and in the system and biohazards. >> the ambassadors will be easy to spot wearing these black and blue shirts. they will work in pairs seven days a week from 2:00 p.m. to midnight and focus on the route from 12th street oakland to san francisco's civic center. the most heavily traveled heart of the system. unlike bart's sworn officers who ride trains a half dozen times per day, tambassadors will wide the system full time. >> this is the first of the kind program for the system. finally, there are dedicated employees walking up and down the train, observing and report wlag they see. >> the the ambassador program had a h. been stalled for the past couple of years out of concern that the unarmed personnel might create more of a liability than a help. that hurdle was cleared when it was decided to pull the

ambassadors from the existing pull of community service officers, already trained by bart police. >> hopefully we'll be able to look at this with some of the metrics in the next three to four months and expand it. i think this is something that has the ability to help make bart safer. >> now because the ambassadors were pulled from that existing pool of community service officers, they were able to be trained up quickly. they've been vetted by the police department. and the hope is to get them on these trains on the system by this time next month. of course, if the program is a success after the six month pilot this he hope to make it permanent. of course, they have to find the funding, that is the bart board of directors. laura anthony, abc 7 news. thank you. we're here to talk about the bart program. bart in general, now, it fields like bart is make something

progress with a couple of new programs. is this real or is this just public relations? >> it's both. i say it's one part public public safety two parts public relations. let's be honest, bart has an image problem right now. what we're talking about is trying to change that image of bart not being safe. now there is a debate about whether they should have more cops or not. that costs money. also a lot of people say i don't want to see more cops on the train. that's militarizing. >> i think most people opt for more public safety. but always -- >> that's the politics. >> in order to get something done, you have to get everybody onboard. so what they're doing is saying, okay, we're going to take the people that are already working, checking your tickets. we're going to give them more training on confrontation disputes and such. give them new jackets and put them on the trains. and they're going to be at peak commute hours from san francisco to oakland and later hours out in the outer areas. it's to give riders a sense of

safety, a sense of president thaens bart is there on the trains and on the platform keeping an eye on them. >> bart has new leadership to address a lot of the issues that are problematic. how much of that stems from ron powers being on the job? >> quite a lot of it. there were a lot of, like we just pointed out, opinions about what to do about public safety on bart. the union questions, should they be cops? who are you bringing? what are the background? are you getting the checks done? he was able to bring all those forces together. and come up with a compromise. the basically said let's not try to reinvent the wheel. let's take what we have, reassign it and get it in front of the public. these guys and gals are going to be on the train within a month. by next month. it took a year to get this far. he's not going to waste any time. >> why did it take a year? >> because of the politics of it. you have all the different opinions about how to solve a problem.

there is some people on the board that said, hey, fare jumpers and activities we're seeing, not that big a deal. as a matter of fact, there are. i talked with one bart director who said i'm not personally bothered by, you know, people fare jumping. they're not bothering me. we're trying to get more people on the trains. let's be a more encouraging place. so you're going to see more ambassadors. they'll hire 19 more cops this year. you'll see more harder gates to get in and out of the system. all of that is going along because powers at the new gm knows he's gt to make the riders happy. he can deal with the board. he has to make the riders happy. ridership is continuing to slide. >> we reported previously this is costing them just the fare jumping, 25 to $30 million a year. you need that money. you need that money to provide more security. this is -- >> one would think. i'm telling you, okay, one would think. when you tell somebody, we're going to take that money. that means that the station in your district, your area isn't going to get the upgrade that you thought. you're not going to get something that you want.

you're shaking your head? that is politics 101. like it or not. >> yeah. >> bart, you know, luckily runs relatively on time. the bart board of directors, >> let's go back to something we talked about, the new ambassadors and new approach. if it they're checking your tickets and zroibt the ticket, they're going to say -- >> talking about the early morning sweeps. they didn't like the word sweeps because that entails that, you know, you're going in and being aggressive. the ticket takers were checking tickets along with the police in the morning saying if you don't have a ticket, you're out. they didn't give you a citation. they just ordered you out. that's going to continue. if anything, i think it's going to expand. that what's they told me it's going to expand. >> and it's working? >> it's working. one step at a time. and believe me, as much of as you might think this is a small step, that is a big leap if you know bart. >> building a better bart. not that easy. thank you, phil. >> all right.

it's the place i go for inspiration. it's a place where i go to meet people, actually. it's a good place to go research our account is never really been about us. a lot of the shots we take are him from the back. the view from a child's eyes. it's become a love letter to the city, if you will, i really love showcasing it in the best light. what does this one say, buddy? >> i love new york. he enjoys it as much as i do. he has a private life as well. we don't showcase that. baseball practice, soccer practice, play dates that, also happens. we're just good at scheduling. it looks like we're always somewhere. we may have done that two weeks ago. we're avid readers in the house. he has a lot of great children's books. there's not a lot that are inspiring about children really. we thought about how we can be different and new and modern, fresh from what we've seen out there. came up with an idea. >> going through hash tags of just looking for illustrators.
