the landfill. 650 tons goes into the blue recycle bins and 800 tons is put into the green bins. >> that's nearly 2500 tons of trash generated by san franciscans each and every day. some of it is ending up on the street. >> lauren martinez is in san francisco with more for us tonight. lauren? >> ama and kristen, supervisors ask different city agencies what they're doing to help alleviate this issue. they're hoping they can all get on the same page and adopt a citywide plan. >> you're not convinced that additional trash cans actually make the streets cleaner. >> right. it's got to be a balance. >> reporter: san francisco supervisors and the department of public works don't agree when it comes to how to approach one of the city's biggest problems, trash. >> from our perspective, the biggest issue is really bad behavior. we see lots of illegal dumping at cans. we see lots of pilfering through cans. >> supervisor matt heaney is leading the hearing at city hall

and disagrees with public works' current approach to remove public trash cans based on requests. >> they just do it based on complaints. and the result is they're putting out trash cans and pulling them away all over the place, and they may pull one away and the result of that is there isn't one for block after block after block. that's unreasonable. >> one solution being tested is a new automatic lock on private bins. this pilot program includes giving customers a key, a collection time window, and changing the times drivers work. >> we have switched our tenderloin drivers from servicing at night starting at 7:00 p.m. until morning time so the carts out on the street all night. >> i want to appreciate you all for being innovative for really trying solve this problem. >> now public works is working on a new design for city cans, and they're hoping that will become a public process later this summer. in san francisco, lauren martinez, abc7 news. >> all right, lauren.

what is the impetus? you got to think they must be thinking other cities are doing a better job with trash cans. that the case? >> supervisor heaney mentioned new york and how he saw trash cans there at every corner. sometimes he saw multiple trash cans on a block. so he said it can only help. back to you. >> all right. we'll see. lauren, thank you. so let's turn to safety. now it's another area where we are working to build a better bay area. >> the bart board of directors signed off on a pilot program that will put a team of people called ambassadors on a train to try to reassure passengers about their safety after dark. >> laura anthony has more on how this will actually work. laura? >> well, hi, ama. bart riders should begin seeing these ambassadors riding bart trains by this time next month. they will work in pairs. they will be on the trains armed only with radios, but ready to call police at a moment's notice. it's all part of a larger effort

to restore public confidence in the bart system. >> so will be visible to public. >> bart police will soon have ten new sets of eyes and ears. they'll come in the form of ambassadors, participant of a six-month pilot program designed to deal with specific issues regular riders see every day. >> that would be inappropriate behavior, safety and security, on and in the system, and biohazards. >> the ambassadors will be easy to spot on bart's unlike sworn officers who ride trains a half a dozen times per day, the ambassadors will ride the system full time. >> they cannot intervene in a fight. they also can't issue a citation. that's not their job.

their job is truly to greet you, see if there is a problem, radio in something and really be there to offer more comfort for our riders. >> the ambassador program had been stalled for the pat couple of years out of concern that the unarmed personnel might create more of a liability than a help. that hurdle was cleared when it was decided to pull the ambassadors from an existing pull of community service officers already trained by bart police. >> it's not a single solution. it's a big puzzle that we're working on regaining the trust and again trying to be a world class system. >> now bart staff will keep close track of how the ambassador pilot program is working. they will measure in terms of numbers, interactions, those sorts of things over the next several months. if they have success after the first six-month pilot program that. >> hope to find the funding to make it a permanent program. in orinda, laura anthony, abc7 news. >> this ambassador program, it's just one part of larger effort by bart to beef up safety. so what about the police force?

>> well, the police force is obviously the area that they would really like to beef up. in fact, they have 21 officers right now out in field training. they have another 19 in various police academies. they're hoping to have at least those who are field training out here working on the system within the next several months. certainly some time this year. >> all right. laura anthony reporting live for us tonight. thank you so much. more now out of that bart meeting. the board voted to award a $798 million contract to design and build a new train control system. the new system will allow bart to run trains closer to together and improve transbay capacity. this is expected to be the largest bart contract in decades. the current system 47 years old. right now bart is handing out $10 tickets on this antioch line to apologize for last night's delays between the concord and pleasant hill station. a man officials describe as unstable refused to get off the

tracks. the standoff forced thousands of passengers to use a bus bridge between the two stations. the man was finally removed this morning. bart apologized for the delays that impacted thousands of riders. tonight anti-war protesters are out in front of the grand lake heater in oakland. sky 7 was overhead about 30 minutes ago. the demonstration comes amid the ongoing dispute between the u.s. and iran. the protest was organized by the group's move on and indivisible. a couple dozen protesters were getting close to traffic, but they didn't seem to be interfering. even the trump chicken balloon showed up. facebook says it's sticking to its plan to allow political ads that target users. there was a quick reply from the nation's federal election commissioner. in a tweet, ellen weintraub said facebook's plan suggests the company has no idea how seriously it is hurting democracy. a group of facebook users gathered outside the company's headquarters in menlo park tonight to demand accountabil y

accountability. david louie is there with more of their concerns. david? >> well, political advertising is expected to pump $1.6 million into the coffers of online sites. protesters who have been outside facebook for the past two hours say they want facebook to separate fact from fiction in the ads, but the company says it has no plans to do so. the protesters say this is only the beginning of their campaign aimed at facebook. they've already collected over 23,000 signatures from all over the world in a single day, urging the social media giant to prevent misleading political ads from running on its site. facebook's ceo mark zuckerberg has already been on the hot seat before congress after user data got into the hands of political operatives. the issue now is policing fact from fiction, which facebook says it doesn't want to do. >> we shouldn't have to be worrying about the integrity of our democracy, and we are. and in large part, it's because of this huge social media company in our backyard,

facebook, that facebook is facilitating bad actors putting out disinformation, putting out divisiveness. it can actually jeopardize our election. >> facebook's position is people should be able to hear from those who wish to lead them, warts and all. and what they wish to say should be scrutinize and debated in public. facebook does plan to roll out new features to give the almost 2.5 billion users more control over political ads. the first one later this month can address how advertisers target them. blocking political ads will be available this summer. a local republican leader doesn't want what he calls left-leaning facebook employees filtering political ads. quote, these activists cannot be trusted to take an even handed approach in judging the accuracy of political hyperbole, says the chair of the santa clara county gop. it's not just political ads in the crosshairs. so are videos such as the one in which house leader nancy pelosi appeared to be slurring her words, a video that had been manipulated. >> employees of facebook have already spoken up. the public is speaking up, and we're going keep the pressure on

emergency. with every passing day along the joe widodo trail, to find a solution and to move these 200 plus people. today jeffrey ross, the county's number one man in charge of getting it done resigned. and according to sources inside the county, he did so under criticism. this is off the table. >> today supervisor james gore showed off the latest disappointment, a county storage facility near the airport that they had hoped would serve as a shelter for the residents. but yesterday the county learned of mustard gas canisters beneath the concrete. >> no way are we going put a vulnerable population somewhere where we have ordnance and mustard gas and other things from world war ii underground. >> meanwhile, the county has promised a decision by tuesday about where to put those residents. with that decision looming, they still need a location. they're now considering the near oakmont. it has plenty of land and some buildings, but lies far out of town. the not in my backyard factor

of the park. chris nguyen is live in north san jose with the story. chris? >> hi, kristen. hundreds of homeowners received a warning letter last week touching off widespread panic across the neighborhood. city officials are now working to prevent displacement, but some people wonder if those efforts will be enough. fears of displacement over a possible redevelopment plan. >> this is the only home me and my sister have ever known. and the thought of having to leave that is scary. >> an unsettling start to 2020 after residents at the west winds mobile home park in san jose received an eviction warning saying they may be forced to move out by august 2022. >> these people can't lose their homes. they can't afford to go anywhere else. so we don't want to leave here. >> last week mobile home park manager mch operating sued the property owner, the nicholson family partnership, accusing them of wanting to push residents out on the street,

saying in a statement displacing residents without cause or justification is contrary to the way we do business, and our lawsuit is the first step in opposing the nicholson family partnership's outrageous demands. no word yet on those exact demands, but the partnership says mhc has been unwilling to collaborate to find a long-term solution for the tenants, taking the unfortunate position that it has no obligation whatsoever to its tenants or to us when the land leases expire. affordable housing advocates say time is of the essence. >> other mobile home parks have been threatened with closure. so it's been a period of great stress for tenants and for -- and for mobile home park owners. >> mayor sam liccardo issued a memo today urging the city to establish an exclusive mobile home parkland use designation in the general plan, which would require council approval before any landowner can redevelop a mobile home park. >> you have a legal fight brew right now.

bridge. 49 in santa rosa. 47 in napa. 45 fairfield, 47 concord and livermore. you can see how many of the inland communities are cooling down quite significantly already. here is a view from sutro tower looking over san francisco. and these interest forecast features. it will be mostly clear and let's call it cold overnight as opposed to chilly. next rain arrives tomorrow night into saturday morning, and this wet unsettled pattern we've been talking about all week long will continue through next week. overnight, look for low temperatures dropping down to 29 in lakeport and getting a little farther south. mid 30s in santa rosa and napa 37. vallejo 33. fairfield over in the inland east bay. livermore, antioch, concord in the mid-30s. morgan hill, 37 at san jose. it's going to be quite chilly. even right around the bay shoreline, lows will drop to 40 degrees and upper 30s on the coast. tomorrow mainly sunny skies. we'll see a few high clouds in the southern part of our viewing area. highs will range, high temperatures from 56 to about

58, 59 degrees. the warmest spot may be san jose with a high of 60. now let's talk about the approaching storm. it's a light storm. ranking only 1 on the storm impact scale. it will produce scattered showers late tomorrow night and early saturday. we expect less than 0.2 of rain from the storm. it will be breezy with wind out of the northwest at 10 to 20 miles per hour. perhaps up to 30 miles per hour. here is the forecast animation starting at 7:00 tomorrow evening. notice how the rain starts to develop in the north bay late tomorrow night. then it spreads southward and eastward during the overnight hours into saturday morning. and by late saturday morning to midday, we'll see the system winding down. rain will tamper off. and it will give way to the departure of the storm will give way to at least partial clearing and i expect mostly sunny skies in some locations by midday on saturday. rainfall totals will probably not exceed 0.2 of an inch. in many locations totals won't be more than a tenth of an inch. here is the accuweather

business briefs, now developing drugs. the sunnyvale company is famous for its dna tests. but today it announced that its licensing antibodies to sweep inflammatory diseases. the company was able to use its genetic data to help develop the drug. a california judge has ruled that california's new gig law will not apply to independent truck drivers. the law was classed to reclassify many independent contractors as employees. but the judge said the state measure is preempted by federal law when it comes to truckers. and taco bell is offering $100,000 in salary to some employees. the company is betting that a higher saly will help attract workers and keep them. it's testing the higher salary

in the midwest and northeast. current salaries for general managers at company owned taco bells range from $50,000 to $80,000. the stock market hit new highs today. the dow was up almost 212 points, the nasdaq up 74. the s&p was up about 21.5. the 49ers are set to host their first play-off game at levi's stadium this saturday. and they're hoping to impress fans with play on the field and in the kitchen. abc7 news was at levi's stadium where the team gave a sneak peek of the play-off fare, including, look at, this a gold leaf tomahawk rib eye and a foot long hot dog topped with mac & cheese and the big kid dog. >> we're getting ready for some play-off football here at levi's stadium. this is pretty amazing stuff. you know what? to kind of bring the noise that's happening on the field, we've got bring it from a food standpoint to elevate our specials and our offerings. they're going to be going on this saturday. >> i think i need a side with that the golden rib eye is a 40

now news to build a better bay area from abc7. >> new developments in a fatal shooting that left one man dead and injured five others outside san francisco's fillmore heritage center. the shooting happened last march, and today authorities announced charges against two san francisco men. >> abc7 news reporter melanie woodrow has more. >> new federal charges in a fillmore street shootout between rival gangs. this was the scene of march 23rd. >> this event was heinous. >> one man was killed and five other people injured including a 27-year-old man who was paralyzed from the waste down.

us are less safe because of san francisco's decision not to participate in the joint terrorism task force. >> the decision to rejoin would require police commission approval. the maximum penalty for the charges announced today is death. scheduled to be arraigned tomorrow. manny made his initial appearance last week. many the newsroom, melanie woodrow, abc7 news. a student atlas lomas high school in walnut creek faces charges for bringing a handgun to campus. officers made the arrest after receiving calls that a student was carrying a concealed weapon. officers reportedly found the gun inside the student's backpack. school administrators did place the campus on lockdown as a precautionary measure. an east bay pe teacher has been arrested for allegedly having relationships with students decades ago. lafayette police arrested kyle anne wood last night at her home in pleasant hill. investigators say wood had inappropriate and unlawful relationships with two female

minor students between 1996 and '98 when she was a teacher at acalana high school. wood is currently a teacher at miramonte where she is now on administrative leave. the district superintendent spoke with abc7 news today. >> when we hear of something like, this it really shakes us to the core, and so we are reaching out and if anyone knows anything, we want them to come forward. >> the only charges filed only involve one victim as the other is deceased now. a new law just went into effect this month in california that gives childhood sexual abuse victims until age 40 to pursue legal action. san francisco's new district attorney today with demands to shut down an aging jail facility. groups including the no new sf jail coalition rallied outside. they presented the dean with a report card they plan to keep, they're also demanding the

closure of the jail facility located in the hall of justice at 850 bryant street. the building has been identified as an earthquake risk. but instead of replacing it, the group wants the money spent on diversion and drug treatment programs. california could become the first state with its own prescription drug label under a proposal that governor gavin newsom unveiled today. his plan is to lower prices by increasing competition in the generic market. reporter carlos granda is with our sister station in los angeles. >> reporter: pharmacist kevin ahadi owns magnolia pharmacy and is always trying to get a good price. >> for a small pharmacy in burbank right now we have 10, 12 generic wholesalers, and we are checking the prices on a daily basis. >> governor gavin newsom wants the state to get into the prescription drug business. california could be the first state to create its own generic drug label. john backes is the ceo of l.a. health plan. >> the one area of health care that has the least transparency

is the prescription drug industry. >> according to a study, generic drug price have gone up 38% since 2017, and three of the most expensive cities, for prescription drugs are inful ca. san francisco prices are 17% above the national average, los angeles, 13%, and san diego 8%. newsom wants state agency, including medi-cal and covered california to negotiate with private insurers to lower the cost. >> we're bigger than canada, and canada has a prescription drug coverage program that's done on a national basis administered by each of the provinces simply. so there are models for us to follow, and certainly we think california has enough buying power to do that. >> reporter: it appears the plan would only be for generic drugs. and he says there is so much competition now, he wonders if it would lower the price at all. >> we have so many generic companies in the state and also in canada, and we are importing

three-day passes are already sold out. one-day tickets went on sale at 10:00 this morning. they're about $160 each. some of the highest tides of the year will appear tomorrow through sunday. this is called king tides often when the gravitational pull of the sun and moon are aligned. the first chance to see the tides begins at 10:00 tomorrow morning along san francisco's embarcadero. the tide is predicted to reach almost 7 feet high at pier 41. the tide could reach 9 feet in redwood city. didn't know there was an appointment. some folks really want to see it. >> be careful. so let's check on our weather, because i think we will be getting some more wednesday. >> what's the timeline on that? >> there is a little bit coming our way. at the moment, it's dry and the skies are mainly clear. as we go into the nighttime hours, check out live doppler 7.

i know abc7 sports with larry beil. >> good evening. just when we thought the 49ers were completely healthy for their saturday play-off game with minnesota, defensive end dee ford was listed as questionable. ford is trying to come back from a nagging hamstring injury that kept him out for six weeks. it gave the niners a bye last week. it will be 13 days since their last game when they actually take the field at lee vvi's on saturday. they played on the road in new orleans last sunday. upset wins. now come out west for a saturday game instead of playing on sunday. so a day earlier. the niners meanwhile, rested and ready to go. >> i want to take advantage of the time to rest and recover from a long season and get a little healthier, more energy. but at the same time you got the stay into it every single day. so there is usually one day off, two days on. we only had two full speed practices. so i think we're able to rest our bodies and make us fresh their week. i know our guys are ready to get out there.
