money and new approach to tackle california's homelessness crisis. i'm dan ashley. >> i'm kristen sze. thanks for joining us. the governor unveiled his new $222 billion proposal stating that california is in great financial state. >> his budget includes $21 billion in reserves for any economic downturn and a $5.6 billion surplus. the budget calls for $750 million of the surplus to be directed toward organized organizations that help homeless. leslie brinkley sat down with the governor to ask him about affordability and the homelessness, both important topics for bay area residents. >> certainly. leslie joins us live from sacramento with more on her conversation with the governor today. leslie. >> reporter: it was a fruitful discussion. he said that last year's budget earmarked $650 million towards homelessness. this year adds another $750 million towards that goal, and he says all of that is about to

come to fruition, something we're going to notice on the streets in the next few weeks. >> what are you most worried about this year as you plot out your budget? >> affordability is the issue of our state. it is the issue of our time. more important than anything else, we have to bring down the cost of housing which ultimately is a homeless issue. >> reporter: the governor says we will see dramatic changes in the next few weeks in the bay area. >> you're going to see state properties will be taken over for temporary facilities, medical tents. we will bring out quite literally fema trailers. the trailers we use in emergencies to temporarily house people, but we're going to triage them through medical tents and medical units. we are going to bring strike teams from the state, social service teams from every discipline, make sure people are connecting every single dot, and we're going to start trying to address the big encampments, particularly on caltrans properties. there is one very controversial bill, sb-50, which comes to land use that i think will dominate

the discourse in the next six weeks to six months, and we're going to lean into that. we're going to figure out a way to get something big done in this space. everything else we do won't matter if we can't do that. . >> reporter: sb-50 would mandate local governments to build morehousing along transportation corridors. that's something we've been hearing a lot about. there are 150,000 homeless people in california, and the governor says he intends to be the first governor to attack homelessness as a top priority going forward. from sacramento, i'm leslie brinkley, "abc 7 news." >> it seems the crisis has reached a tipping point. thanks very much. let's take a live look outside. our last dry hours before the rain moves in. >> let's get to abc 7 meteorologist sandhya patel for the timeline. >> yes, it is rain that will be coming in late tonight, not right away. so you still have a few more hours to enjoy this, dan and kristen. take a look. a beautiful view here.

department of homeland security left san mateo jail in a dark van carrying him, transferring him to federal jail in dublin. "abc 7 news" learned he is being held under suspicion of passport fraud. during sentencing this morning, the family of keith green spoke directly to adella who admitted to dumping green's body in sonoma county in 2016. >> today i'm here to tell you how you have impact my life. you are a coward and as evil as they come. you have put a hole in my heart that will never, ever grow back. >> prosecutors say that tiffany lee lured green to her hillsborough mansion where he was shot. but in november a jury found lee not guilty. the jury could not release a verdict on bayot. adella served the maximum sentence for being an accessory after the fact.

he was ordered out of jail today and taken into federal custody. a victim is being remembered with a special scrapbook from a stranger. joanne coin collected all of the posted notes from the memorial outside the montclair starbucks where he died. hundreds of notes, sentiments and pictures were left on the windows. she made them in to a 76-page scrapbook for the family to help them heal. >> the notes i have read are incredible. the grieving people are going through, the messages of c condolence to the family, it is incredible to read the notes. >> the family arrived from china last weekend and the two subjects are scheduled to be in court on january 17th. running a bay area restaurant has been difficult this year. >> it is something we've been looking into as part of our efforts to build a better bay area. visit oakland is hoping to help

businesses as it celebrates its tenths year doing restaurant week. >> "abc 7 news" reportr chris reyes has the story. >> it will be followed by a scallop dish we're serving over a saffron rissoto and a double chocolate torte for dessert. >> american wagu beef, the richly marbled beef. it is a traditional steak. >> reporter: that's a taste of the menu offered for oakland restaurant week. the event is a welcome lifeline after a tough 2019. both restaurants had to shut down for the power shut-offs. >> it was catastrophic. it took us to the brink. >> in a restaurant business your profits are thin. it takes all 30 days to show profits. when you lose a few days, we obviously lost money that week. >> reporter: diners are given a

>> the judge gave the women and their children five days to vacate the home on magnolia street. after those five days the sheriff's department will then evict them. it is getting more and more difficult for retailers to survive with competition from big box stores and the internet. in the south bay western appliance in san jose is the latest to toss in the towel. a store of near institutional status because of its landmark neon sign and popular jingle.
