fall. the incidents triggered a community rally for change, but merchants i spoke with say they have seen no improvement since, despite the sfpd increasing patrols, so they're taking matters into their own hands. >> police need to police people. if there's no people here to police, of course they're going to go somewhere elsewhere there's more action. >> reporter: for the past six months, steven lee, a business owner and entertainment commissioner for san francisco has been working with the sfmta, san francisco recs and park and the garage to lower evening time parking rates to draw in business and get the city to step up safety efforts. >> this will hopefully boost our nighttime economy. >> reporter: from 5:00 p.m. to 2:00 a.m. used to cost $36. now it's just $8. spent $40 or more at participating merchants and the rate goes down to $3.

into a canal in pittsburg with people inside. sky 7 was over the scene just minutes ago. you are seeing it there. all the victims were actually out of the water by that time, but you can still see the car submerged and emergency workers on scene. this is near west leland road not far from john henry johnson park and conveniently a fire station. firefighters told us witnesses stopped to help and had everyone out before the rescue crews arrived. sky 7 earlier flew over a home in hayward, a city that had its first homicide of the year over the weekend. a shooting sunday morning left one man dead. it happened at an airbnb rental. airbnb released a statement that says our hearts break for the victim of this violence and for all who have been impacted by this tragic incident. a santa clara county sheriff's deputy who left his gun at an airbnb rental at lake

tahoe has been placed on paid administrative leave. a man says his young son found the gun friday night. no one was hurt. the department is launching an internal investigation. a call for action tonight in san francisco following the killing of three black women in a period of less than 30 days. abc 7 news was at larkin and o'ferrell streets this morning. all of the victims were in their early 30s. one san francisco supervisor says people should start noticing a difference on the streets as the city tries to make them safer. >> we need to make sure that everyone understands we are going to put the right resources on the street. more community ambassadors, more officers on foot patrol. we will not stop until we get to a point where we can end senseless violence. >> today's event took place near the location of the most recent

killing. 32-year-old emma hunt was shot to death on january 5th. two people have been arrested. the clock is ticking on those oakland moms who have been occupying a home for the past two months. friday a judge gave the women and their children five days to move out. that means sheriff's deputies will execute the eviction order sometime before wednesday evening. laura anthony spoke to the occupants about the fight they have been through. >> we will practice nonviolent civil disobedience. >> reporter: with a court-ordered eviction loom, dominique walker said she, another mom and their children will leave peacefully when the time comes. >> we have stated numerous times that we will not resist. we are not violent. this is just one house. this is a movement. this is not the end. this is a start of a new movement for housing for all. >> we are looking to de-escalate the situation. >> reporter: ray kelly with the alameda county sheriff's department told abc 7 news his

deputies have until wednesday evening to execute the order delivered last friday by an alameda county superior court judge. >> we're looking for a nonconfrontational situation. it's very easy to make law enforcement look like the bad person in this scenario, and we're not looking to do that. >> we're not sure when they're coming. >> reporter: with dozens of supporters keeping a constant presence outside the house, walker and the others have been living inside illegally since november. she said her group is even offering to buy the home from wedgwood properties for the same price the company paid last july, $501,000. >> we don't believe in negotiating with people who are essentially trying to hold our property hostage. >> reporter: a spokesperson says they plan to renovate the home and sell it to a first time home buyer. >> wedgwood has reached out and made them an offer to provide shelter for up to two months as well as to move their belongings for free. we hope they accept that and that they leave voluntarily and peacefully. >> reporter: the moms called

that offer from wedgwood insulting, saying two months shelter does not address the larger issue, not for them or for the thousands of people currently homeless in oakland. in oakland, laura anthony, abc 7 news. california wildfire victims thought they had a deal. a judge signed off on a plan for pg&e to give them $13.5 billion last month. now the federal emergency management agency, fema, wants a cut. wayne freedman is live in santa rosa tonight to explain why. wayne? >> reporter: good evening, dan. this story is a maybe, a what if, a might happen, a form of spillage in the tussel between pg&e and fema over wildfire damage. it could become a splash if you're a wildfire victim. like many tubbs fire victims, michael williams thought he was done hearing from the federal emergency management agency.

here they hept clear locks and provide assistance. fema earned a reputation as a hero. >> now they're a zero. >> reporter: and all because of money that california wildfire victims from butte county, sonoma county and paradise might have to pay. the federal emergency management agency has been in a legal fight for pg&e for $3.9 billion in restitution. if pg&e does not settle, fema is now warning that it might have to go after some fire victims for money from their fire insurance settlements. attorneys for fire victims are furious. >> this is enormously frustrating. these folks have waited well over two years to get paid whole by pg&e. they're on the cusp of getting made whole after all this time and fema comes in and tries to blow it up. >> reporter: fema spent today in clarification mode saying blame pg&e. the agency would only be looking to recoup about $100 million in funds that duplicated insurance payments and then only if pg&e

did not reach a settlement with fema for damage from the fire. >> we want to make sure survivors get everything they can from pg&e, but at the same time taxpayers can't have provided assistance once and pg&e provide those same individuals with the same expenses. >> reporter: and that is the rub. fema seeks restitution because it says pg&e was at fault, but so far the utility has yet to pay. fema insists that seeking repayment from victims would be a last, worst case resort. for now they are still perceived as being the bad guy. >> it almost feels like a bait and switch. >> what should happen is fema should obtain reimbursement from pg&e after pg&e settles with the wildfire survivors. >> reporter: sound complicated? it's complicated. as for pg&e, a statement today. it reads in part, fema does not have a valid legal claim against the company. the bankruptcy court has approved our settlement agreements resolving all major

an update to the laptop theft at a star bbucks in a montana claire neighborhood. two men have been arrested and one of them gave a jailhouse interview to abc 7 news melanie woodrow. >> reporter: for the first time we're hearing from one of two men accused of a man's death. the engineer died on his birthday outside starbucks in oakland as he attempted to get his stolen laptop back. 22-year-old byron reed and 21 javon lee are in custody. according to charging documents, reed is the suspected getaway driver. lee agreed to speak to abc 7 news. he said reed is his friend. when i asked if he was with reed december 31st, he said, quote, i'm not trying to talk about

that. >> do you belong in jail? should you be there? lee responded, no, i shouldn't be there. surveillance video shows two individuals snatching a laptop. the two fled into a waiting vehicle which later struck him. according to charging documents, lee was identified in surveillance video and by witnesses. >> do you think that you're on that surveillance video that police say they have of what happened? >> reporter: lee said, quote, i don't know. i don't think so because i didn't do anything. zhang's funeral was this past weekend. his family accepted a scrapbook filled with post-it notes which covered starbucks windows after his death. i asked lee about his prior robbery conviction and he did not want to talk about that. i did not have an opportunity to speak with byron reed. both are scheduled to be back in court later this week. melanie woodrow, abc 7 news. starting tonight b.a.r.t. is increasing its police presence on certain trains in san francisco and oakland. this is in response to riders

who say they want to see more police presence on trains at night particularly. abc 7 news reporter liz kreutz talked with b.a.r.t. about these changes. >> reporter: starting tonight get ready to see more b.a.r.t. police officers, not just on the platform but actually riding the trains. >> we listened to our riders. they have asked for more police presence on weekends and at nighttime, so that's going to be their primary focus. >> reporter: these 12 new patrol officers will be dedicated to riding trains on popular routes between san francisco and oakland from 2:00 p.m. to midnight. this team spotted a man drinking a beer. >> is this a beer? >> yes. >> there's no drinking alcohol on trains, okay? >> is that common? >> not necessarily for this time of day. he did try to hide it. as soon as i walked by he covered his hand over the top of it. again, no brown paper bag. >> reporter: b.a.r.t. police hope the increase in officers

will lead to a decrease in all levels of crime, particularly cell phone theft. >> with an extra layer of security officers walking through the trains and the stations, would be thieves will recognize that and be less opportune place to steal cell phones. >> reporter: margaret thinks having more riding b.a.r.t. will be helpful. >> given the people that are unhoused and have mental health issues, substance abuse issues, i wonder where is the mental health response. >> all of our officers are trained in crisis intervention so they are trained to interact with people suffering from mental illness. >> reporter: b.a.r.t. police is launching a new ambassador program that will add 10 community service police officers also to monitor these b.a.r.t. trains from 2:00 p.m. to midnight seven days a week. liz kreutz, abc 7 news. let's turn our attention to the weather forecast.

a little more rain coming in. >> spencer christian is tracking it for us. >> the weather will grab a lot of our attention this week. here's a look at live doppler 7. conditions are calm and dry at the moment but light rain is beginning to push into the northernmost part of our viewing area. calm conditions looking from our abc 7 exploratorium camera and pier 15 across the bay under the bay bridge. we have temperature readings in the low or low to mid-50s at san francisco, oakland, redwood city, san jose, gilroy and half moon bay. here's the view from our rooftop camera. it is 49 right now in santa rosa, a little chilly up north and low 50s for petaluma, fairfield, concord and livermore. the south bay will probably be the last region of the bay area to receive rain from the approaching storm. these are our forecast features. we can expect scattered showers tonight and early tomorrow. a stronger storm arrives midweek and light showers will follow and another system coming in on saturday. the approaching system ranks 1

on a storm impact scale, producing scattered light showers, less than 0.2 of an inch of rain expected in most areas. it will be breezy in the hills. here's our forecast animation. notice the rain will spread, light rain, very quickly across the north bay during the evening hours. won't start to push down through san francisco and the peninsula and east bay until right around midnight and then sweep down to the south bay. as the morning commute is getting under way, there will be not much rain falling but roadways could be wet so it may slow down the morning commute. there won't be much left to the storm in the afternoon hours except spotty drizzle here and there. lows tonight mainly mid-40s. upper 30s and low 40s especially up in the north bay. tomorrow look for high temperatures not very high at all in a very narrow range, about 54 to 56 degrees across the entire region. it will be breezy at the coast.

a fiery tragedy claimed lives. parents, children and friends on a scuba day boat laugh labor day weekend. among the victims, one member of the boat's crew. >> now her family is suing in federal court saying the boat owners knew it was unsafe. >> rob hayes from our sister station in los angeles revisits that deadly fire. >> reporter: when the conception dive boat burned and sank off the coast of santa cruz island last september, it took 34 lives with it. today attorneys for the families of four of them put the blame on the boat's owner and its captain. >> their training was inappropriate and the policies and procedures were deficient. >> reporter: a preliminary report from the national transportation safety board has found that all six crew members were asleep when the fire broke out. that, the attorney says, was a deadly breach of federal law. while investigators still have not released the cause of the fire, the attorneys say it's

obvious. >> the lithium ion batteries. >> reporter: those batteries and their chargers, attorneys say, were associated with powerful underwater diving equipment. scattered throughout the galley where the only exits were funneled to. >> the failure to have redundan redundancy, different means to get out, gave the victims trapped below deck no way to get out of their bunks, no way to get free of this fire. >> reporter: even worse, the lawyers claim, the boat's owners new of the battery danger when the vision had a battery burst into blames the year before. crew members tossed the battery overboard. >> truth aquatics didn't report it to the coast guard, didn't bring in safet professionals to reassess what they were doing. had they done so, they would have noticed this problem. >> repoter: we reached out to the attorneys representing truth

center in san francisco. the staff here has been following the news from their homeland closely. at 11:00 a.m. local time sunday, a volcano just outside of manila started blasting ashes, steam and pebbles into the sky. officials raising the alert level to 4, warning of a hazardous explosive eruption within hours or days. >> very devastated to hear the news just because not only like our clients that have families over there, but we were really worried about people we built with over the years that are serving communities directly in the surrounding areas. >> reporter: like many filipinos, i woke up to eerie and frightening photos. the bay area is home to one of the largest filipino communities in the country. they are rightly worried and rallying to respond. >> so we just yesterday launched our relief program meaning link

welcome back. a live look at san francisco international airport where it will soon be easier to fly internationally. the airport today announced plans to expand the two security checkpoints in the international hall to handle about 33% more passengers. last year more than 7.5 million travelers used these checkpoints. construction on the expansion will start later this month and take about a year to complete. when it's done, there will be 20 total security checkpoints. currently there are 15 in that terminal. now to the royal rift. the queen hosted talks at her estate today with her son and grandsons, trying to find a solution to harry and meghan's announcement last week, the couple's desire to step back as senior royals took the family by surprise. >> reporter: the highly anticipated meeting of the royal family today ended with a statement from the queen. in it she expressed her support for her grandson, prince harry, and his wife, meghan, and their
