looking clear. our drive times here, walnut creek to dublin, 13 minutes. highway 1 to los gatos 22 minutes. reggie and kumasi. we're following breaking news. we're pressing to get more information on what had been a heavy police presence in san jose. officers cleared the scene. reporter anser hassan is getting answers. he tells us no officers were hurt. a live update at 5:30. and developing news, the city of hayward may consider new regulations after a deadly shooting. neighbors tell us there was a party going on inside sunday morning when someone opened fire. abc 7 news reporter amy hollyfield is live with more. amy? >> reporter: this is hayward's first murder of the year and has them questioning airbnb rentals and whether they need to put

more into place for short-term rentals. a lot of activity at the house, cars at the rental house at the time of the shooting early sunday morning. they say there was a party going on in hayward. now there is a memorial in front of the home where the shooting happened. neighbors say there have been parties before on the weekend. the house is pretty quiet during the week. no arrests have been made. no motive for the shooting has been given. police say the shooting was not random. they don't believe the victim -- they do think the victim was likely targeted. >> there is no indication there is any threat to the public. we want to make sure our community knows that. >> reporter: airbnb put out this statement, our hearts break for the victims of this violence and for all impacted by this tragic incident. we are outraged by the reported behavior and are in contact with

the police department to offer our support. unauthorized parties are not permitted on airbnb. we have removed the booking guest from our community. the mayor of hayward says the city doesn't have any regulations about short-term rentals. it is something she says they are going to have to look into. reporting live, amy hollyfield, abc 7 news. thank you, amy. these men are wanted in the north bay for a home burglary. a neighbor saw them trying to break into a home. they ran off after that neighbor yelled at them. police believe the same group broke into a house a short time later near san rafael. now they're believed to be driving an older model black mercedes with tinted windows. new this morning rv dwellers will soon have a safe place to park. last night the city council approved a pilot program at participating churches. religious organizations would have to apply for a permit for rv dwellers. rvs would be allowed to park there anytime between 6:00 p.m.

and 8:00 a.m. the program will connect people to permanent housing. governor newsom is currently on a weeklong tour of california in an effort to alleviate homelessness. he started to promote his billion dollar plan. >> $650 million of emergency grants, more money than ever has been distributed to cities and counties in the regions in california's history is going out as we speak. a homeless task force that newsom appointed wants to allow the state to sue cities that fail to reduce the homeless population. doing that would require amending the state constitution and voters would have to approve it. the tour continues with stops in the inland empire, los angeles counties, central valley and bay area. the last democratic debate before the iowa caucuses takes place tonight in des moines and it comes amid explosive new allegations between two of the top candidates. elizabeth warren is accusing bernie sanders of saying a woman couldn't win the presidency.

here is report er corinna mitchell. >> reporter: they may agree on many things but one thing they don't see eye to eye on is who can win the 2020 presidential election. warren alleging he told her in a 2018 meeting he didn't think a woman could win the white house. in a statement she says among the topics that came up was what would happen if democrats nominated a female candidate. i thought a woman could win. he disagreed. overnight on cnn a sanders senior campaign adviser denying the comment. >> clearly bernie sanders did not say that a woman could not win. clearly is not what he said. >> reporter: the friction beginning days earlier after a separate report claiming the campaign circulated talking points that criticized warren for being a candidate for the elite. >> i was disappeared hearing bernie is sending his volunteers out to trash me.

to try and help. here is a closer look. you can see a red van speeding on leyland road. another driver says he nearly hit her and was weaving. she pulled out her phone. the vehicle pulled to the right, went off the road and crashed landing in the water. >> she's still stuck in the van and we were holding her head above the water. she kept saying my leg is stuck. everyone was helping so we kept holding her head above water. and then we kept on trying to pull her out and then she got out. luckily everybody made it out of the water and no word on why the woman was driving eradically. a bird's eye view in san leandro. this happened right after interstate 580. the sideshow blocked the intersection for a few minutes leading to traffic backups at

the freeway exit and the on ramp. the chp eventually broke that up. no word if anyone was arrested or ticketed. abc 7 news is focused on change that could help build a better bay area. in chinatown leaders have launched a program to reduce crime while drawing in more customers. it includes discounted parking. the parking garage now offers $3 parking with validation from participating merchants. $3 in total, not an hour this rate is good anytime after 5:00>> tim:. >> this will boost our nighttime economy. they can park in the garage at a very low rate and don't have to worry while they're shopping, dining and eating in chinatown. >> parking in a garage can prevent car burglaries and robberies. even without validation the plaza will only charge a maximum of $8 in the evening.

stitch by stitch, people in the bay area are taking part in an effort to comfort animals devastated by the wildfires, creating pouches and wraps to warm and comfort marsupials. the oakland zoo provide this had video and is leading the effort. wildfires are blamed for killing 26 people and an estimated 1 billion animals leaving many babyorphaned. they need that pouch for comfort and support like you would want to swad a human child. they need that comfort to grow up in and be carried around in. >> the zoo is asking people to donate pouches it will then send to australia on friday. my home ec teach her to finish my projects for me. it was that bad. >> maybe we can order some. >> that would work out better for everyone.

north bay for the evening commute and it becomes heavier with moderate, even downpours this is a band of steady, moderate to even heavy rain, red, moving through the north bay. a lot of us are getting up and ready for work and school and you can see the heaviest of the rain moving through the bay area. it's in the east bay and the south bay and by 9:00 we're transitioning over to lighter rain and scatteed showers as we head into the afternoon and evening hours. a half inch to an inch of rain that will fall in a six to eight hour window. i'm worried about ponding on the roadways. a break friday after the fog and then light showers saturday. but look at that. 60 sunday. i sure like it here, don't you,

here is a look at the rainfall through 4:30 thursday. mainly in the north bay. then look at that, in that four and a half hour span, the rest of us get the heavy rain, up to two-thirds of an inch. a very tight window of very heavy rain will cause a lot of problems on our roadways. in fact, that's my number one storm concern, ponding on the roadways. spinouts. some downed trees and power lines near the coast and up in the hills. now as far as the game sunday, sunshine, passing cloud and about 60 at levi stadium. looks great. thank you, mike. a man who met his wife on "the bachelorette" is talking about a new battle with his health. j.p. rosenbaum was diagnosed with a rare immune system

>> reporter: good morning, guys. rielly court finally open after about 45 minutes ago. it had been closed off for almost five hours having residents blocked inside. this is officers taping off the area. there is very little information at this time. what we're told is chp officers were involved in a chase along highway 101. why it ended up on city streets is still under investigation. i spoke to a neighbor as she was leaving for work. she didn't want to talk on camera but said it had been quiet. san jose police may have also been involved in some police activity near velasco drive. we don't know if the two incidence are related. we have reached out to police and chp and will bring you updates throughout the rest of the morning.

anser hassan, abc 7 news. breaking news at the live desk. officials made arrests over the ukrainian airliner shot down killing all 176 people onboard. a spokesman said several were arrested but is unclear how many people or what their roles may have been. over the weekend iran said its military accidentally shot down the jet saying it was caused by human error. a special court should be set up to investigate and punish those responsible for shooting down the plane. kumasi? thanks, jobina. in the east bay a group of mothers living illegally in a west oakland home has until the end of business tomorrow to leave. >> more than 100 people gathered in support of the women. >> the rent, the rent is too damn high. the timing of the crowd seemed to coincide with a rumor that a locksmith showed up and deputies were on their way. several homeless mothers and their children have been living in the magnolia street home

since november. they moved in without permission when it was vacant. on friday a judge ordered them to leave the house. >> the message is out there has to be a new paradigm, a new way of thinking about homes and people who are homeless and underhoused. that people have to assert their right to housing. >> the investment firm offered to shelter the women for two months and pay for moving expenses. the mothers have rejected that offer. happening today in san francisco, a first of its kind housing policy for teachers is set to be adopted. the board of education will announce its vision for prop e. voters approved that last november t. allows housing for teachers to be built on land owned by the school district or city college. educators say the historic policy comes at a critical time when teachers are losing their homes to evictions and rent increases. an effort is about to begin to crack down on car burglaries in the east bay. oakland, berkeley, emeryville,

piedmont forming a task force. they've seen car burglaries explode in the last year. oakland saw a 25% increase. each will provide two officers a month to work in the other jurisdictions. that program is set to start next week. kyle shanahan says they are not taking green bay lightly. the fans are zeroing in on the 49ers store trying to stock up on that merchandise. the niners postseason is having a ripple effect even beyond the stadium bringing tourists to town. >> i was out here for the playoff game. i stayed here well after the game i was so excited. didn't want to leave. businesses say huge boost.

year's wildfire had a noticeable impact on the economy and estimates sonoma county suffered $725 million in economic losses. county officials say the blackouts and evacuations impacted about 75% of the population. people are being urged not to return home. the alert has increased to a level four. according to the government that indicates a hazardous eruption is imminent. tens of thousands have evacuated. the bay area is home to one of the largest filipino populations in the country. the staff at the community center in san francisco has been following this news closely. >> very devastated to hear the news. not only our clients that have families over there but worried about people we've built with over the years that are serving communities. >> those who want to help are asked to find organizations doing work on the ground.

part of building a better bay area involves taking real action. a san jose state police corporal helped a man get back on his feet and into much-needed work boots. he is named steele this is him. the colorado native is homeless and looking for work in san jose. var gas said steele had his i.d. and social security card but didn't own much more than sneakers, sweatshirt and jeans. he took him to a big 5 a few miles away. >> we drove him up there and had him try them on and drove him back to the salvation army shelter. that's where he wanted to go to get everything started. in this job if you don't have compassion for people, it will wear on you pretty quickly. >> police credit its community policing approach, a strategy it feels has led to stronger bonds. researchers say they've led to a pill replacing exercise.

your best is yet to come and breaking news at 6:00 a.m., alameda county sheriff's deputies arrive at a home in west oakland to evict moms and their kids. this group calls themselves moms for housing, occupied the vacant home since november. what you're watching here is a live stream that they are putting out on facebook. now they were served an eviction notice. more than 100 people were there protesting in support of these women. as you can see here they are being evicted by deputies. sky 7 is on the way to the scene and reporter amy hollyfield is also on her way there. she'll have a live report coming up in our next hatch hour. this should be interesting to continue to watch because this has become a national story, a symbol of the
