we have multiple cars involved here. this is westbound 80 before gillman street. doesn't look like injuries have been reported. two lanes are blocked. this is going to cause a slowdown for people coming in towards the east bay or san francisco. american can an accident here. injuries have been reported. traveling on the dumbarton bridge, eastbound 84 past the high rise, a stalled car blocking one lane. expect a few delays but it's in the counter commute direction so you should be okay. >> building a better bay area means digging into issues surrounding homelessness. >> new this morning we're learning about something samtrans is doing. it appears that buses are dropping homeless people off on drum street in san francisco with nowhere to go. and there's video of it happening. amy hollyfield is live in san francisco with this story. amy? >> good morning.

we saw it happen this morning. samtrans buses drop off right here at drum and washington next to sue bermen park and the embarcadero towers. we took video of it happening this morning. let's see how we got tipped off to this story. some security guards saw it happening, they rolled video. they noticed the samtrans bus comes to the end of the line, the driver tells everyone they have to get out. the security guards say they then see several homeless people get off the bus and disappear out into the darkness. phil matier is breaking this exclusive story this morning. his story will be getting quite a reaction. >> it's horrible they're homeless and there should be some kind of solution. to bus them in have somewhere else, that's low. here's the video that we shot within the last hour, the

park near oakmont. advocates say the location is remote and it's not a fix to the bigger problem. today governor newsom will be in the central valley to talk about his plan to deal with homelessness. he'll meet with people struggling to get off the street and hear from those who work to house and assist the home also. this is part of the governor's week-long tour across the state. he was in southern california yesterday. today he'll stop in fresno. he'll tour a recovery facility that offers social services including mental health. breaking news this morning. russian prime minister dmitry medvedev has resigned. he submitted his resignation to vladimir putin. putin will name medvedev as deputy of the presidential security council. putin asked medvedev's cabinet to keep working until a new cabinet is formed. medvedev served as russia's

prime minister since 2012. he spent four years before that as president. kumasi? >> thank you. happening today, the house will hold a historic vote to send articles of impeachment against president trump to the senate. the articles accuse president trump of abuse of power and obstruction of congress. the house is expected to name impeachment managers who will act as prosecutors. after the vote the house managers will walk the articles across to the capitol. senate leader mitch mcconnell says the trial will likely begin next tuesday. your voice, your vote. the iowa caucus is less than three weeks away. last night six democratic candidates took the stage in iowa for their seventh debate. they weighed in on everything from climate change to health care. senator bernie sanders addressed the comment that he said he never made. he denies that he ever told senator elizabeth warren in 2018 that a woman could not win the presidency. >> anybody who knows me knows that it's incomprehensible that i would think that a woman could not be president of the united

[ applause ] >> the incident getting the most attention happened after the break, when the senator extended his hand to warren and she appeared to rebuff it. parents convicted of certain crimes in san francisco could avoid jail time. this is causing controversy but for chesa boudin it's personal. his parents went to prison when he was a baby for being getaway drivers in an armed robbery in new york state. nonviolent offenders are eligible, but must go through a program that may include everything from parenting classes to drug treatment. >> if they do that for a period of between six months up to two years, they can earn a dismissal of the criminal charges.

president trump slamming apple for refusing to unlock iphones that belong to criminals. apple declined requests from attorney general william barr and the fbi to unlock two phones. they belong to a 21-year-old man who killed three sailors in a shooting last month at an air force base in pensacola, florida. in a tweet trump said that apple will have to step up to the plate and help our great country. the bay wheels bike share system just passed it's 5 millionth ride. the bikes are available in san jose, san francisco and the east bay. eventually there will be more

good morning. so we're starting off with a live look at the san mateo bridge. things are a bit slow, if you're moving westbound towards the peninsula, just expect there to be some stop and go traffic. there are no issues that are causing that slowdown at the moment. live look in san francisco, things are much better, this is a live picture showing you our 280 at king street camera. things are smooth across our roads. checking in on mass transit. ferries are running on winter schedule, no delays. b.a.r.t. has 49 trains running, ace 1 has continued to be the problem spot with 18 minutes behind schedule. that crash that we had been following involving multiple cars in albany has cleared. this is westbound 80 past the albany exit. the damage has been done as far as the traffic. speeds there, down to 25, 14 and 12 miles per hour. expect delays in this area. the backup extends more than four miles. reggie and kumasi? >> thanks. let's look at how much rain to expect. if you're in the blue, two-thirds to three quarters of an inch. if you're in the green like most of the north bay, more than an inch. this is going to fall all day or all morning. that's why my biggest concern is ponding on the roadways, we have the possibility of downed trees and power lines for a couple hours tomorrow morning. severe weather in north carolina damaged the roof of an elementary school gym while the students were inside. look at this video all of it caught on camera. a spokesperson for the samson schools says that part of the roof near the back of the school's gym blew off and 25 kids were in the gym at the time as bricks and wooden beams started falling.

anyone taking ace. in san pablo, we have a multi car crash. westbound 80 before san pablo dam road. it look like it will be a while before they get this cleared up. westbound 80 has had quite a problem this morning. moving down into the south bay, morgan hill, we have one lane blocked due to a stall. that's causing a slowdown on northbound 101 before coyote creek golf drive. california highway patrol took one man into custody after an apparent chase in san jose. in in video, you can see the patrol car perform a pit maneuver on this white dodge charger, the man eventually stopped his car at a gas station and was taken into custody at that point. the chp has not released any

other information about this. starting today, a fire station in the east bay will no longer answer calls for help. >> station 30 in union city is closing and some people want to know why. july july h julian glover has more on this. >> reporter: when there's an emergency, you pick up the phone, dial 911 and you expect someone to be there right away. now people are concerned about response times now that station number 30 is set to close, set to stop answering calls at 8:00 this morning. the mayor says the reason for the closure is underutilization of this firehouse that was costing the city 3$3.2 million year. a city that's facing a budget deficit. on average the station received less than two calls every 24 hours, an average of 1.7 calls a day. the local firefighters union says the closure of firehouse 30 could add an additional 6 to 8 minutes in response times. while the city is backing the

decision to close the station with data, abc7 news spoke to neighbors concerned about the decision. >> my question would be why in this economy when everything and everybody is doing well. the other concern is about response time. the nine firefighters working here will still with be with the alameda fire department, but will have to reach out to other stations for placement. the majority of the calls that this station was receiving were for medical calls, so they're considering moving ambulances and other emergency medical services to this firehouse, but still just a consideration as it is set to close at 8:00 a.m. this morning and no longer be accepting residents calls. reporting live in union city, julian glover, abc7 news. in the east bay, advocates say the eviction of squatters from a vacant home in oakland is giving their battle to help the homeless new momentum. >> moms 4 housing rallied their

supporters outside the home last night. they're vowing to keep fighting for affordable housing. deputies forced four women from the house before dawn yesterday morning. two women were arrested and released hours later. >> it was never about taking over the house. the statement and the movement was way bigger than that. that's the reason that we are standing in front of moms house today, because it was never about being on the inside. >> a judge issued an eviction order last week. the moms say deputies used a battering ram and a robot to get inside the house. deputies say the doors were barricaded from the inside. in the east bay, famous park ranger betty reese hoskin is back to work. she suffered a stroke last year. the 98-year-old posted on facebook yesterday, hello friends, this is actually betty. five months after a stroke i'm back at work. not actually but at the invitation of tom leatherman. i'm be visiting with no work schedule to get in the way. we take whatever we can get. i'll be working from 11:00 to 1:00, if you have nothing else to do, stop by and we'll catch

quick, take a screen. that's a tornado flipping two cars in south carolina. they were in a school parking lot when this twister tore through monday afternoon. national weather service says it was an ef1 tornado, winds up to 90 miles per hour. thankfully nobody was hurt. we don't have that kind of wind, but it will be gusty tomorrow morning. today, a bit of fog for kids heading off to school. chilly temperatures, in the 30s. dry this afternoon, 52 to 54. one to two feet of snow possible above 2,000 feet and possibly more than that up in the peaks, in lake county. over in the sierra, travel difficult to impossible thursday and friday getting to and through the sierra to tahoe. it will be nice this weekend to ski on all that snow. >> thanks, mike. new this morning, it appears samtrans new bus service that goes from the peninsula to san

francisco's embarcadero is essentially being utilized as a late-night homeless shuttle. the "san francisco chronicle" obtained this video of homeless people being dropped off on drum street, the end of the line for samtrans. abc7 news contributor phil matier broke the story this morning. this is the first thing i read this morning. essentially this illustrates the merry-go-round that our whole system in the bay area has created of just pushing homeless people from one part to another. >> that's right. i think exactly. it's not intentional necessarily, the fact is when they say the end of the line, it's the end of the line. a couple months back samtrans began service to san francisco from the peninsula, that includes stops at san francisco's airport. security guards around the drum street bus station or bus stop here in san francisco, they started noticing that homeless people were showing up that appeared to have dropped out of the sky, didn't know where they were in the morning. so they took this video and we see this one is from abc7 this

morning of yet another homeless person sort of just getting off the bus and going out into the night. what we have here is what aaron peskin calls musical chairs. the san francisco supervisor whose district includes this bus stop says it is unconscionable that samtrans would be used as musical chair between agencies. dan lieberman, the spokesperson for samtrans says look, bus drivers get homeless on, they get homeless off. and they -- the exit at the end of the line is the end of the line. so that's when you get off. now, what is interesting here is that samtrans, in an effort to help the ohomeless in san mateo county gives out free bus tokens to various organizations that give them to the homeless but they don't say where they're going. some of these are riding the buses to the end of the line. the added insult or injury to this is that san francisco international airport, which gets homeless coming in on the final b.a.r.t. trains turns

around and gives tokens for bus rides as well to move on from there. so yes, you have one agency after the other end of the line, end of the line, moving and moving and moving them. >> as you say, this may be unintentional. each of these agencies or areas or even cities, they don't know what to do. so they say, well, here's a way to go somewhere else. so this is not our issue for this moment. >> or this is a place to go somewhere else in the county, but now we started service in san francisco, so that's an option. we are seeing it on b.a.r.t. you can start someone homeless in san francisco and end up in fremont at the end of the line. the question is also what do you do once somebody gets off those buses or they're completely disoriented, in a new place, the problem is spreading. what was once a homeless problem in san francisco and alameda county spread out throughout the bay area. it's all part of what we're

calling the musical chairs. as you say, trying to deal with it. >> then you have governor newsom who has been addressing homelessness especially over the past couple of weeks, and now he's doing a state-wide tour. >> he's doing a state-wide tour. he pledged 7$750 million to various cities in an effort to handle the homeless. people in the san francisco area say that's not near enough. the committee he had to look into it has now suggested possibly a state constitutional amendment that would mandate that cities and counties provide housing for people. the question is who will pay for it. that hasn't been resolved. the question is how you will build it. that hasn't been resolved. whether it's the joe rodota trail in santa rosa or the drum street bus stop, the same question, it's all connected. and there doesn't seem to be what's the next step is going to be. >> what's still out there is sb50, which the governor has not said one way or the ear other i

this happened in los angeles county. the flight was headed to shanghai when a pilot reported a stalled engine compressor. some of the kids were playing on a playground during the fuel dump happened. medics treated more than 60 kids and adults for skin and lung irritation. the fuel was described as a mist. >> so what happened was that a plane was coming over and it was throwing gasoline. and it spread it on my friends and on me. then it got in my eye, and i'm blurred. >> the faa says procedures call for fuel dumping over unpopulated areas but experts say a pilot can stray from that rule if there are safety reasons. this morning we're hearing from the newly crowned greatest "jeopardy" player of all time. >> he's happy. ken jennings won the tournament after fighting off some of the toughest competitors in jeopardy history. >> ken jennings! you are the champion! >> jennings defeated
