now at 5:00, look at that. the rain has arrived. the system is moving into the bay area bringing rain for your morning commute. mike has the timeline of when we can expect things to dry out again. >> it's thursday, january 16th. we're tracking that rain. mike has been telling us about it all week. it's pretty much here. >> it's pretty much here for the north bay and offshore for a lot of us. 101 is wet from pen grove, petaluma, all the way down to the golden gate bridge. you can see in the santa cruz mountains we have wet weather and light showers developing off the coast. you may not see your neighborhood under green right now, but more than likely it got hit by a shower last night. there is damp pavement out there. the steadier line is up to the

north. when it marches south, it will bring us light to moderate rain. thunderstorms and hail are possible during the afternoon hours. that's when we'll have our best chance of snow down to 3,500 feet. san rafael, you can see only of that light rain falling now. breezy now through noon with increasing intensity of the rain through 7:00. the rest of us get it from then through noon. then we turn into scattered showers at 4:00. that chance will start to taper at 7:00. more on this heavy rain event coming up. here is pran sis with tfrancis commute. >> we have a traffic alert in pacifica. this is highway 1 at manor drive. this is a fatal accident. a dodge charger driving the wrong way on southbound 1, it hit a mercedes it around 3:00 this morning. right now southbound 1 is closed. you can see how this crash turned out.

look at these cars. just a complete mess right now. southbound 1 will be closed in pacifica for a while. traffic is being detoured right now on to skyline boulevard. so you can't get on to southbound 101 through pacifica, and there is some slowing on skyline boulevard, highway 35 approaching sharp park road, which is your detour at this point. i want to take you to sunol. a crash on westbound 84, a couple accidents, one of them blocking. traffic is slow approaching the scene. it's slow out of livermore. you may want to consider 680 as an alternate. here's a live shot at the bay bridge toll plaza. things are quiet. there is a high wind advisory for the bay bridge and also for the richmond-san rafael bridge. be extra careful as you drive across, especially with all the wind and rain mike is expecting in the next few hours. >> all right.

thanks. >> i'm sorry, amy hollyfield is live at the scene. we're going to her right now. >> the coroner just got here. you can see the van parked right there. between the van and that highway patrol car, you can see a mangled car. that's what's left of the car that was going the wrong way. that was on highway 1. this is on the southbound side, that car was headed northbound. the driver of that car, we're told, was killed. his passenger, a female, was taken to the hospital. that car crashed head on into a mercedes, which is being loaded on to a tow truck right now. here's some video of that car. the driver of the mercedes was also taken to the hospital. southbound highway 1 is shut down right now in pacifica. cars are being diverted at skyline. i asked the chp if he had an estimated time of when they were able to get the lanes reopened. he said he doesn't know at this point. right now they're relying on the tow trucks and how quickly they

can do their work. they have a lot to clean up. the charger is in pieces. several pieces lying across the freeway here. so it could take some time if this is your commute, plan around this. traffic heading into here wasn't bad at all. it is early in the morning. so later in the morning we expect this to possibly be an issue. keep this in mind if you need southbound highway 1 this morning. we'll keep you posted on how it's looking and when they may get the lanes reopened. as of now they don't know. amy hollyfield, abc7 news. >> that looks so bad. sorry to see that. thank you. happening today, government nor makes his last stop on his statewide homeless tour. >> that stop is right here in the bay area, one of the areas most impacted by the housing crisis. he'll be in oakland in an effort to build a better bay area. julian glover is in the newsroom with more on the visit. >> good morning. the oakland coliseum will be the back drop for governor newsom

today as he makes his last stop on his homelessness tour. he will outlines what he plans to do about the problem in the bay area. the governor outlined 7$750 million to tackle the homelessness crisis in california. but many questions still remain about how the money will be spent to stop the cycle of homelessness. in an interview with abc7 last week, the governor mentioned 100 trailers typically used for disaster relief would be part of his plan, trailers like these that sky 7 spotted in oakland near the coliseum parking lot where the governor will be today. the governor said the state needs to do better to get homeless people off the streets. >> living out on the streets and sidewalks, you may find you're struggling with a little too much to drink or doing something else. then you want to come in, they're like sorry, you have to be clean and sober. it's hard to moralize that. we have to provide more options. >> part of those options could

propose a new law forcing communities to house the homeless, something oakland mayor libby schaaf supports. so far the governor had stops in grass valley, riverside and fresno, now oakland today as he wraps up his homelessness tour. in the newsroom, julian glover, abc7 news. >> thank you. the san francisco mayor, london breed, announced plans for a new navigation center on goff street off market. it was once used by city college of san francisco. it will have 200 beds and should open by the end of the year. the city is working to get a property at post and hyde streets ready. this will be geared towards youth. >> it's important that we have more places for people to go, to get the services and the support that they need. >> the mayor says the new centers will allow the city to reach its goal of 1,000 new shelter beds by the end of the year. we want to hear your ideas about

building a better bay area. join our building a better bay area group on facebook. this morning we're hearing the audio from the heated moment following tuesday night's democratic debate between elizabeth warren and bernie sanders. you remember this, when sanders extended his hand on stage to warren, she kind of refused it, these two started exchanging tense words. >> i think you called me a liar on national tv. >> what? >> i think you called me a liar on national tv. >> let's not do it right now. you called me a liar -- >> i don't want to get in the middle of it. i want to say hi, bernie. >> yeah, good. >> tom steyer said he just wanted to say hi. >> yeah. >> mm-hmm. >> earlier in the debate, warren and sanders sparred over a comment that warren says that sta sanders made in 2018. she says he said that a woman could not win the white house. he denies making that assertion.

after the debate, tom steyer, caught in the middle. he tweeted just wanted to say hi, america. >> to be honest, that's a fire tweet. i don't know if he did it or his staff, but hi to that tweet. here's a look at first signs of our storm moving into windsor this morning. you can see the rain coming down sideways, almost sheets of rain. that's how intense it will be. it could be more intense than that if you're caught under a thunderstorm or when the cold front comes through your neighborhood. it will be the most intense. so this is a little bit of what we have to look forward to. only a couple hundredths of an inch of rain out of this so far. considering we're going to get an inch of rain, we have a long way to go. here's a look at the steadier rain moving into the northwest corner of sonoma county. you can see an extension of the push of warm air creating some lift and some showers heading towards the peninsula. let's look at that.

you can see it just about in half moon bay and pacifica right now. in fact, it will be in san francisco in less than eight minutes. 5:26, south san francisco, oakland, 5:39. so it will cross the san mateo bridge, the golden gate bridge, the richmond-san rafael bridge, and the bay bridge. expect those areas breezy and dry now to get wet in the next half hour and 45 minutes. winds sustained 20 to 25 miles per hour south of the cold front. that's up here. it's feeding that cold front with moisture from the south. it hits the front. that lifts it and creates the heavier rain. so it's going to continue pumping moisture in. we have a gust up to 47 in st. helena, that's down from 55 earlier. so here's a look at the peninsula. we're relatively dry. a few scattered showers through 7:00. after that, rain is on until at least 5:00. in the east bay, drive through 7:00, after that, rain is on

through 3:00. and then further south, south bay, you're good for most of the morning commute. 9:00 rolls around, rain through 5:00. >> back to this traffic alert in pacifica, the fatal accident on highway 1, southbound at manor drive. we have live footage at the scene. amy hollyfield is there now. a dodge caravan was traveling northbound in the southbound lanes, hit a mercedes, you can see what a mess it is. the wrong-way driver was dead at the scene. his passenger and the driver of the mercedes were taken to the hospital. this is southbound 1 closed in pacifica. traffic is being detoured on to skyline boulevard. you can get back on highway 1 at sharp park road. in sunol, a couple accidents. one of them blocking and causing slowing as you make your way out of livermore. a live shot of the rain we're expecting. we're already seeing it here in san rafael, southbound 101 on the right-hand side. it will be a wet ride later on this morning.

let's show you what's going on. the steadiest of the rain in the north bay. scattered showers for the rest of us. the morning commute will deteriorate quickly. heavy rain, gusty conditions, a lot of standing water this morning. >> number two, a fatal accident in pacifica. traffic alert has been issued southbound highway 1 closed at money no manor drive. the driver of the wrong-way vehicle was killed at the scene. san jose police are investigating a shooting last night. we don't know any other information. number 4, governor newsom will visit the bay area today to wrap up his tour of the state as he looks for solutions to the homeless crisis. sky 7 was over an area near the coliseum parking lot and spotted about 20 trailers. the governor said these would be part of his solution.

senators will be sworn in as jurors today to prepare for the impeachment of president trump. this as an associate of the president's personal attorney, rude rudely giuliani, makes claims imi implicating a number of people. an e. coli outbreak linked to lettuce is over. the cdc gave the all-clear yesterday. and number seven, it is the start of restaurant week in san jose. it's your chance to sample some of the tastiest food the south bay has to offer. more than 30 restaurants are taking part. some have special fixed price meals. the prices start at just 10 bucks. in the east bay this morning police are warning a new scam. fake parking tickets. an alameda driver found one after returning to their car. officials say you can tell if a parking ticket is fake because it may not have a citation number and won't give instructions on how to pay the fine. police say it doesn't seem like the person who placed the fake

ticket was trying to collect money, so don't know what the point of this is. if you get one, contact alameda police and let them know. new developments in the south bay, morgan hill city leaders voted unanimously to support a trial band hoping to protect their sacred land. a 320 acre sand mine is proposed for the site at sergeant ranch in south santa clara county. those supporting the amah mutsun band gathered last night. >> we have ceremony there's for renewal, for healing, for the sick. >> i also feel like we have not had our time to demonstrate the benefits of our project and also the measures we've taken to address these issues. >> the project manager for the proposed mine says he expects the environmental impact report detailing that effort to be released sometime this summer.

new details on the jet fuel dump that is sparking outrage. radio transmissions between the delta air lines pilot and l.a.x. show the pilot was aware that there were problems. the pilot told the control tower that he was having issues with the right engine five minutes into the flight. when the controller asked if he needed to return or hold to burn fuel, the pilot said no. 20 minutes later the pilot dumped jet fuel 2,300 feet above elementary schools dousing children playing outside. paramedics treated dozens of people, thankfully nobody was seriously hurt. 13 bay area mail carriers will be honored for an incredible achievement. >> they have each driven 1 million miles on their routes without getting into an accident. not even a fender bender. the mail carriers will be inducted into the million mile club. all 13 mail carriers work out of the union city post office. that's equivalent to circling

the planet 40 times. >> that's incredible. >> that is good. >> congratulations to them. >> yes. >> thank you for being out there when it is raining. like it is today. hi, mike. >> right. they'll have a challenge today keeping that record going with the wet streets, the standing water that will develop. the winds that are blowing, look at sutro tower, light rain falling now in san francisco. we have a steadier light rain falling in san rafael, notice so far only about 0.4 we're dipping our toe into the pool right now. a 2 on the storm impact scale. moderate storm. rounds of showers and thunderstorms after that. the weekend is trending drier and brighter. we'll top out in the low 50s, most of the day we'll be in the mid to upper 40s. tonight we'll drop down to the mid 30s to mid 40s with patchy fog becoming an issue. all of us under the umbrella of a threat of a thunderstorm, not

necessarily with the initial line this morning, when you get behind that and get in the up stable at m unstable atmosphere. this storm is slowing down. it's heavy with yellows, oranges and reds. at 9:30, it's in the heart of the bay, moving into the east bay valleys. scattered showers in the south bay. by 11:00, heavy rain and snow falling on hamilton. we'll get a couple of inches at least. 12:00, we're already turning over to scattered showers. you can see waves of them during the evening commute. all the way up to 8:00. those start to fall apart. let's look at how much rain. through 7:00, most of it in the north bay, scattered lighter showers for the rest of us. that window, look at that. three quarters of an inch to more than an inch. my accuweather seven-day

cleared. bay bridge toll plaza, looks like things are backing up beyond the end of the parking lot. it is a pretty scary ride across the bay bridge where a high wind advisory has been issued as well as the richmond-san rafael bridge. be extra careful this morning. we still have green drive times, southbound 680 dublin to mission boulevard. 580 westbound is slow tracy to dublin. a wet ride in the north bay, this is 101 in san rafael. that southbound traffic on the right moving past the marin civic center heading down towards san francisco. roads are wet and slippery. in today's "gma" first look, prince harry will make his first public appearance since announcing he and meghan will be stepping back from royal duties. >> reporter: in this morning's "gma" first look, canada fights back. the country's largest paper lashing out at the royals in a scathing editorial reading in part princes are not shipped over here when no useful duties

live doppler 7, you can see bayview all the way across the golden gate bridge up to mill valley, up through highway 1, lucas valley, novato, petaluma, all the way up to santa rosa, a light shower. also moving through napa, yountville, a light shower off to the east. already damp conditions there. it's just going to get increasingly harder to get around as the heavier rain moves in and causes minor flooding on the roads. downed trees and power lines, a moderate chance of that. it's a small window when the cold front comes through. at 6:00, fastest winds, 20 to 30 miles per hour, especially near the front. heading to 9:00, that front will be in the heart of the bay. oakland, 35 miles per hour.

the winds will calm around noon and be around 10 to 15 the rest of the day. >> thank you. pier 1 imports will close 11 of its 16 stores in the bay area. the retailer said they're closing up to 450 stores across the country. there are reports that the company may file for bankruptcy. the ceo says reducing the number of brick-and-mortar stores is critical. the bay area stores closing are in san francisco, san mateo, redwood city, coupe tino, fremont, los gatos, napa, novato and walnut creek. the closures will begin in february and may run until april. toyota has invested 5$590 million in a santa cruz start-up that specializes in flying taxis. it's not the only company that is investing. joby aviation raised 7$720 million to get their project off the ground. the company has partnered with uber. it wants to make commercial flights available to the public

expecting some issues on the roadway with all of that weather. >> we are. the good news is it keeps hitting the snooze button, so it's about an hour later than yesterday. if you live in the south bay or inland east bay neighborhoods, you will be dry through the morning commute. the intensity of the tomorrstor be the same as we said yesterday just later. in windsor, this is some rain coming down heavily, and then it turns sideways when the winds gust. that's why an umbrella, when you're in the heart of this system, probably not going to keep you as dry as you would like. you can see on live doppler 7, 101, from windsor, down to rohnert park, petaluma, we have the light to steady rain right now going down to 101 in san francisco. it's about to cross the richmond-san rafael bridge and about to make the bay bridge slippery with some light rain there. you can see we're seeing some

the 880 overcrossing. both hands are on the wheel. as mike mentioned, the south bay, it's dry right now. a live shot in san jose, headlights are northbound 280, that's highway 17 coming out of the santa cruz mountains from the right-hand side of your screen. checking out the ride in the north bay, it's a wet commute here. southbound 101 on the right-hand side looking good through san rafael down to the golden gate bridge. keep in mind it will be a wet commute and slippery. we could see more accidents. hes up, b.a.r.t. reporting no delays, ace train number 1 is reporting 30-minute delays. >> we have more on that breaking news in the peninsula. >> amy hollyfield is live at the scene of a deadly crash in pacifica. >> i got an update from the chp. they had an idea they would open the lanes skoon, noon, they're opening it now, they will be closed indefinitely.

they have to clear this, what was a dodge charger out of the lanes of traffic. this was the car that was going the wrong way. it was going northbound on southbound highway 1. the person driving this car died. his passenger, a female, was taken to the hospital. he crashed head on into a mercedes suv. they have hauled the mercedes out of here. the driver that car taken to the hospital. i asked for an update on how those two are doing. he says he doesn't know. he says this will be closed indefinitely because the chp is sending another unit here. i asked him why. ef sa he said that decision was made above him. he said these lanes will be closed indefinitely. if you need southbound highway 1 as part of your routine, you will need to make a different plan. cars are being diverted at skyline. at skyline they will kick you off at southbound highway 1.

no weather yet. lots of wind and sprinkles, but this was just -- this wasn't weather related. this was somebody just going the wrong way on highway 1. we will stay on the scene here and bring you updates throughout the morning. reporting live in pacifica, amy hollyfield, abc7 news. >> thank you for that update. the impeachment trial against president trump officially gets under way in the senate this morning. senators will be sworn in as jurors today. it all comes as an associate of president trump's personal attorney, rudy giuliani, makes new bombshell claims that implicate a number of people including the president. megan tevrizian is in new york with the latest. good morning. >> hi. that associate, lev parnas, makes a series of serious allegations that implicate vice president mike pence, attorney general, william barr, republican congressman, devin nunes and the president himself. the formal articles of impeachment are now in the hands of the senate after being hand delivered by the seven democrats appointed to prosecute the case.

president trump maintaining it was all a hoax even as new details emerge about his actions in ukraine. in a new bombshell interview on msnbc, an associate of president trump's attorney rudy giuliani says the president was in the loop when it came to pressuring ukraine. >> president trump knew exactly what was going on. he was aware of all of my movements. he -- i wouldn't do anything without the consent of rudy giuliani or the president. >> reporter: lev parnas also facing indictment and more potential charges is doubling down. >> it was never about corruption. it was never -- it was strictly about burisma, which included hunter biden and joe biden. >> reporter: new evidence handed over by parnas was made public by the house intelligence committee. text messages, emails and handwritten notes. when asked if he had any comment on the parnas interview giuliani

telling abc news, none, he's a very sad situation. the latest interview could put pressure on senators to demand new witnesses possibly even giuliani himself. senators will be sworn in as jurors today in the impeachment trial which is scheduled to begin on tuesday. megan tevrizian, abc news. san jose police are investigating a shooting. >> it happened just before 10:30 last night. detectives cordoned off the area while they continue to investigate. we don't have other details that are available now. happening today, the suspects involved in the deadly laptop theft in oakland are due in court. byron reed and javon lee are in court for a plea hearing at 9:00. according to charging documents, lee was involved in taking the laptop and reed was the suspected getaway driver. shuo zeng died outside the starbucks while trying to get his laptop back.

and governor newsom will be in san francisco today to talk homelessness. it's one of the major issues in building a better bay area. >> sky 7 was over oakland and spotted about 20 trailers. the staging area is connected to the governor's visit. last week he told abc7 news reporter leslie brinkley that trailers would be part of the solution that the state is implementing. newsom has been touring homeless facilities all this week. sonoma county is grappling with how to help the homeless living on a trail. the new plan is not going over well with some. the park is near oakmont neighborhoods and a juvenile detention facility. >> why did they pick this area when it has very inadequate public transportation and it has no services, absolutely none.

>> sonoma county will hold a meeting tomorrow to discuss this at 9:00 a.m. a dispute over a cannabis dispensary. neighbors are fine with the business but against the location and there's a new sense of optimism in one south bay community. it's 5:39. we're not excited about this storm moving in. >> it's slowing down. as the storm deepened over the last couple of hours, it increased in intensity, it slowed down its forward progress. the heaviest of the rain is still up to the north, you can see that snow falling. you need the chains heading northbound on 5. you can see the cloud deck and the rain, the storminess that we'll be dealing with all morning. then we get back into the
