fresno. >> he's committing more than a billion dollars in state funds to ease california's homeless crisis. part will go to providing temporary shelters in the form of travel trailers to those currently living without housing. >> laura anthony has a look at today's tour. >> reporter: we thought we'd show you at least a little bit of the inside of one of these trailers. very soon this will be a temporary home for a family or perhaps some homeless youth. it's just a small part of a larger effort to try to at least address the state's growing homeless crisis. >> we own this issue. it's the issue of our time. >> reporter: governor gavin newsome arrived in oakland on a mission, he says to tackle the worst problem facing california. >> none of us are naive that this is a permanent solution to the crisis at hand. this is a deeply temporary solution to the crisis at hand. no one is in denial about the

scale and scope of the crisis either. >> reporter: oakland was the last stop on the governor's tour. the backdrop for his visit, 15 travel trailers, former fema trailers now owned by the state. the first of 100 to be deployed. >> i am thrilled to announce today that the city of oakland is accepting 15 trailers from the state of california. >> reporter: newsome says the trailers will provide temporary shelter for 70 people. six of them will house homeless youth. the other nine will stay right here near the coliseum to house homeless families. the governor's event was held just a few miles from one of oakland's largest encampments near the home depot on high street. there we found leroy silva trying to secure plastic tarps in the rain to protect what little he owns. the 50-year-old told us he was born and raised in oakland and has been homeless in his hometown for 13 years.

he's not sure 15 trailers will make much of a difference. >> they put a lot of rules on everything that they want us to do. that's why a lot of people are out here, because they don't like rules. >> reporter: now as we speak these trailers are being moved out of this location to two different locations here in oakland. nine of them will go to an area about a mile away from here, a government owned piece of property. that's where the families will be temporarily sheltered. then there's another location in another part of oakland for six more trailers to be located for those at risk youth. after years of planning and waiting, san jose is celebrating the conversion of a mobile home park into a housing development. city council approved the plan for winchester ranch mobile home park. it will ultimately have close to 690 residential units and a park. the plan is the product of a

first of its kind deal between the developer and homeowner's association. condos will be built for mobile home residents who want to stay on the land. those choosing to leave will be provided with a relocation package. we want to hear your ideas about building a better bay area. let's move now to storm watch. here's a live look at current conditions across the bay area. that's the golden gate bridge on the left, moving very smoothly at 6:03 on this thursday night. in the middle a live look from sfo and on the right a live view of san jose. no major problems out there that we're aware of but we're left of with the remnants of a storm that brought hail to san bruno this afternoon. check out the snow falling atop mt. diablo today in the east bay. there was enough to start accumulating on the ground. a lot of bay area peaks saw snow today. anyone thinking of heading to is

sierra forget it, they're getting real snow. at castle peak, there are whiteout conditions. cal tran was holding all eastbound 80 traffic in colefax most of the day. cars are now being allowed through and highway 50 was just reopened after being shut down for avalanche control. chains are required on all roads heading into the sierra. in san francisco the streets were soaked and pretty quiet, calm there. not many people out during the worst of the storm this morning. but eric thomas got an inside look at east bay mud's waste water treatment plant. check out the smile on david

louis picking up a snowball in the santa cruz mountains. >> you're going to each from each of them in live reports a little later on. first let's go to the expert who's been inside all day, spencer. >> thankfully i've been inside all day. the storm is weakening now but it was pretty intense for a while. we have scattered showers around the bay area right now, pockets of downpours still prevail, though. there's one little downpour, an isolated one but pretty intense moving across the bay toward san leandro and hayward. we still have pockets of rain associated with a weakening storm. it will produce scattered showers tonight and a chance for light snow of the higher peaks and maybe even some isolated thunder. notice as we get later into the night we'll see pockets of showers becoming more widely scattered and lighter. but they'll be with us until just after midnight. as we look ahead to 5:00 a.m. as

the morning commute begins, the storm will be just about over and we'll start the day around 8 or 9:00 a.m. with at least some partial clearing. let's go back outside to david louie in the santa cruz mountains. >> reporter: commuters heading either to san jose or santa cruz here on highway 17 have to be very glad it's not raining right now. just a short time ago conditions were quite dangerous because of the potential for black ice as hail and light snow fell here in the mountains, making the roads very slippery. highway patrol had to set the pace for drivers during storms. the heavy rainfall doesn't seem dangerous but it can be especially if there's an accident ahead of them. they can't see because of bends in the road. >> it's not that they're picking up the speed but they're maintaining their speed as if it was a dry day. they have to reduce their speed. the speed limits are set for perfect conditions.

even if it stops raining but the roadway is wet, we recommend drivers to slow down. >> reporter: the storm dumped heavy rain. a cold blast allowed rain to freeze on the roadways creating slippery conditions. raphael has seen those single vehicle accidents. >> i've come back other laver l night and seen cars rolled over and stopped to help people. it's pretty bad. >> reporter: chp says what drivers forget is as they reach the summit or high peaks they can encounter black ice. >> up here you have a lot of times you'll just hit black ice or a lot of times after it rains and it gets freezing cold the water on the road turns to ice. that's almost worse than black ice. it's like a river that's frozen over. >> reporter: other parts of the santa cruz mountains had to deal with snow along skyline boulevard. there were also reports of intense hail a thunder in the scotts valley area.

even with the heavy rainfall we saw today, the city of san jose's transportation department said they saw no major problems with flooding. that was not the case in san francisco, especially in the west portal district. that's where kris reyes is. >> reporter: we drove around all morning and found pockets of flooding all over the city. you're probably not going to find a neighbohood more prepared than the one at the bottom of this hill in west portal. they're rain ready every day. this is a sandbag ready neighbor for a reason. >> everybody is worried, yes, absolutely, because as i was telling you before, the manhole covers come up ten feet. there's no place for that water to go. >> reporter: even a few minutes of this kind of gushing rain can mean big trouble for homes in west portal. that's why nearly every house on one side of the street is fortified.

jan even spent 3 to 4 grand on this renovation. >> this is where the drain comes in and you see with the door coming right down there, there's actually instead of a sandbag. >> reporter: that's made all the difference? >> that's made all the difference. >> reporter: without that difference, here are some snapshots of what can happen with just a few hours of rain. we started in san mateo and found parts of palm avenue flooding. this was the scene on the highway as we headed to san francisco at 9:30 a.m. the road is a river. the overpass, waterfalls. even when the rain stopped at around noon, the ocean far from quiet. this was the view from the sunset district. >> it's that .2 inches of rain that happens in ten minutes that really hurts us. >> reporter: crews were busy overnight putting up barriers on fulsome. the city is asking for help, about 25,000 drains in the bay area are up for adoption.

about 20% have been claimed. >> it's really a great citizen led effort. one of the things we talk about with rainy season is we're kind of all in this together. >> reporter: we know that this will not be the last downpour of the season. if you want to get rain ready, you can find some tips abc7news.com. eric thomas is live in concord. >> reporter: there's rain on a personal scale and there's rain on an industrial scale. that's what east bay mud was dealing with today as part of its mission to try to keep contaminated water from going into the bay. all it took was a raincoat and umbrella to keep the rain off you today. >> the rainwater is coming into the sewer pipes of the cities and makes its way to our interceptors. >> reporter: no such luck for east bay mud, some of whom spent all night monitoring the amount of water in their treatment system. >> yesterday at this time our

flows were about 50 million gallons per day. >> reporter: ilene white's staff spent all night and most of today watching water levels rise on their computer z becaus beca the rain. >> we've seen flows go all the way up to 165 million gallons per day. >> reporter: the waste water is designed to clean sewage out of our bathrooms so it can be safely pumped back into the bay. but old leaky pipes are allowing millions of gallons of rainwater to mix in. >> we want to keep waste water in the waste water system and there's a separate system in the east bay for the stormwater system. >> reporter: too much stormwater infiltration could create overflows and spew untreated water into the bay. although the system can handle up to half a million gallons per day in an emergency, system operators begin to worry when flows top 170 million gallons.

by 1:00 this afternoon they reached 200 million. they forced them to divert and store some of that excess water until things calmed down. now, that point isabel facility is one of three that east bay mud can open up when there's heavy rain in the area. although they were built in the '90s they are already out of compliance with the epa. they have 12 years to finish all those pipes, repair all of them to stop leaking before they have to take those sightes out of service, according to the epa. now when weather like today's level 2 storm hit, you can track it with live doppler 7. you'll find it on the abc 7 news app. tap the weather tab and scroll down to tap live doppler 7 to see what the weather is like where you live. tonight san jose kicks off

from the 26th through february 1st. in the north bay residents woke up to soggy streets today. rainwater flowed down the mountain through yards and down their street. look at that. homeowners say they've complained to the county about flood control measures for years but nothing's been done yet. >> it's a beautiful natural surrounding but when we saw the creek overflowing and understanding that the county wasn't doing anything about it, it was frustrating. >> along highway 175 in the upper regions of lake county, it was an entirely different sight. it looked like lake tahoe. >> in the east bay the rain came down with a nouru fury. that meant even an umbrella wasn't enough to keep people from getting wet. on the peninsula storm drains were working overtime in san mateo. this is what it looked like this

afternoon at palm and 21st avenues. drivers leaving some businesses had to creep through several inches of standing water. i wish i had video of this. i had to take a car to the mechanic today. the window was rolled down and wouldn't go back up. driving rain, soaking wet. >> such a bummer. >> it was a bummer. >> we need video. >> i know. i didn't take it. are we getting a little bit of a break? >> that's the question. spencer christian is here with more. >> the break is slowly dropping right now. many locations around the bay area are getting a break right now. we have patches of active weather offshore moving toward the coastline and we have this isolated area of heavy downpours leaving san leandro. we still have wet spots but not here on the embarcadero. on this view from our rooftop camera, it's 49 degrees here in

san francisco, mid to upper 40s in oakland, 41 in gilroy. nice view from emeryville looking west ward. temperatures in the upper 40s at santa rosa, petaluma, napa. low to mid 40s at fairfield, concord and from sutro tower, a pretty nice view. light snow is possible in the higher peaks. a break from the rain will occur over the weekend, starting tomorrow. the storm 1 on the impact scale, producing scattered showers tonight and snowflakes over the higher bay area peaks. snow showers becoming lighter although snow continues over in the sierra. the morning commute should get off to a pretty good start. let's take a look at the sierra where winter storm warnings still in effect until 6:00 a.m.

jetblue says it is ending service to and from oakland international airport starting prel april 28th. the change means there will be no more nonstop flights to the new york city area from oakland. that's a big change for a lot of travelers. jetblue will continue to serve bay area travelers from sfo and san jose. spirit airlines is beginning nonstop flights between oakland and fort lauderdale starting april 1st. at 5 1/2 hours, it will be

spirit's longest domestic route. the airline sells cheap tickets but charges extra for everything else, including carry-on bags. gap is calling off its plans to spin off old navy. the san francisco based clothing company announced today that the cost and complexity of splitting the brands wouldn't benefit the company the way gap had initially hoped. gap's president and ceo is also stepping down. the news comes after the brand has struggled in sales over the past few months. the company first announced plans to spin off old navy last year to improve the budget brand's image and popularity. pier 1 imports will close 11 stores in the bay area. it's closing up to 450 stores across the country. there are reports the company may file for bankruptcy. the ceo says reducing the number of brick and mortar stores is critical. the bay area store's clothing are in san francisco, san mateo, redwood city, san rafael,

was up about 27. two democratic presidential candidates are visiting the bay area. andrew yang is expected to make a campaign stop in san francisco tonight. he'll introduce silicon valley assemb assemblyman ed lowe. yang isn't polling well but he raised more than $16 million in the fourth quarter of last year putting him among the democrats top five fund-raisers. michael bloomberg is expected in the bay area tomorrow scheduled to appear with the oakland mayor for coffee at a bart station. later he'll be at an organizing event also in oakland. from there he'll travel to monterey. he began his campaign two months ago and has already outspent president trump in google campaign ads. jp morgan's conference is underway in san francisco but several attendees are reportedly complaining about the city's high cost and cleanliness and they want the conference to

relocate. the state of the city and how it impacts business is something we've focused on very much. here's the story. >> reporter: it's that time of year when thousans from around the world descend on the six block radius around san francisco's union square for jp morgan's annual health care conference. with that comes this. a new bloomberg news report shows how attendees continue to plain about san francisco's high prices and the homeless crisis. one says she feels unsafe walking around at night. >> complaints we've heard that the city is ripping people off, there's thousands of dollars to get rental space for conference rooms at hotels and it's way too expensi expensive. >> everybody from the company was complaining it's hard to get hotels and prices were really hi high. >> reporter: would that make you guys second guess wanting to come back here? >> i think it is something that

we consider. >> reporter: the complaints are not isolated. oracle announced they are moving their conference to las vegas. that millions of dollars in lost revenue to san francisco. >> i mean, the city definitely has a responsibility to do better to address these problems but these are also a consequence of economic inequality and i don't think the bankers are separate from that. i hope that at their conference they had some communications and conversation about how they could invest in communities right now that are suffering. >> reporter: some long time attendees have taken a more active approach. and not everyone has complaints. >> the criticisms are valid, but there's so much about the city to be here for. >> the ceo of jp morgan was asked by fox business whether he would consider moving the conference out of san francisco. he said the city is not, quote, quite that bad, but it has been hurt by bad policy.

scams. >> the 49ers of course hosting the dpreeb pagreen bay packers stadium. >> you got to be very careful. michael finney has a message from the team about this tonight. >> team executives tell me it's harder than ever to create fake tickets now that the niners use electronic ticketing. however, that doesn't mean the bad guys won't try. i know lots of fans will pay big bucks to get a seat in the sold out stadium. some may overlook the signs of a scam. there is no lack of excitement over the big game on sunday. there are also almost no paper tickets like the old days. instead, fans must purchase tickets on a mobile device using an app that displays a bar code, which must be scanned at the gate. the electronic system makes counter fitting difficult. however team executive jim tells us by phone scammers will try. >> there are still going to be

nefarious people out there that are trying to be opportunistic and catch those fans that are overly excited and just want to get into the game. >> the team has provided paper tickets to a few season ticket holders who don't own mobile devices. however, those are rare. if someone tries to sell you one, be careful. it's likely a fake. also there's no way to print-out an electronic ticket with app. if someone tries to sell you a printed version, it's lickly not real and definitely won't get you through the gates. the screen shot of an electronic ticket will not get you in either even if that ticket is valid. you must scan the actual bar code, not a picture of one. >> you won't know that until you come to the gate. you spent $200, $500, a thousand, whatever amount of dollars and you come to the game and we tell you i'm sorry, that ticket's invalid. now you have four victims sitting outside your gate very upset that they can't watch the
