and, yes, all along republicans have made it very clear they want this trial to be over very quickly, and now we know if this trial wraps without any witness testimonies, it is possible this is all over sometime next week. ahead of the historic impeachment showdown, democrats blasting republicans. >> senator mcconnell's resolution is a national disgrace. >> reporter: senate minority leader chuck schumer slamming majority leader mitch mcconnell's proposed resolution which gives the two sides two days each, 24 hours in all to make their opening arguments. then there will be 16 hours of questions from senators. after that, the debate over the issue of witnesses. >> it's clear mcconnell is hell bent on making it much more difficult to get witnesses and documents and intent on rushing the trial through. >> reporter: this as president trump's lawyers argue in their 110-page brief the process has

violated every precedent and every principle of fairness with one of the president's lawyers, alan dershowitz, claiming the articles of impeachment do not rise to the levels of high crimes and misdemeanors as the constitution requires. >> the articles of impeachment are two noncriminal actions. >> reporter: but dershowitz himself said the exact opposite 21 years ago during the clinton impeachment. >> certainly doesn't have to be a crime. if you have somebody who completely corrupts the office of president. >> reporter: and this was dershowitz on cnn last night explaining his contradiction. >> so you were wrong then? >> no, i wasn't wrong. what i -- i have a more sophisticated basis for my argument now having read justice curtis' opinion and other opinions. >> reporter: so what's happening today? this afternoon chief justice john roberts will gavel in the trial, and that's when those proposed rules will be laid out

which, again, democrats say they will fight, they say, to get a fair trial. kenneth, kimberly. >> elizabeth, thank you. abc news will bring you live coverage of today's impeachment proceedings beginning around 12:30 p.m. eastern time. >> the impeachment process is impacting the race for 2020 with the iowa caucuses less than two weeks away. a new poll finds former vice president joe biden leading the pack, and he could gain more ground because three of his rivals, senators bernie sanders, elizabeth warren and amy klobuchar, are being forced to return to washington for the senate impeachment trial. meanwhile, sanders has apologized after his campaign promoted an editorial written by a surrogate claiming biden has a corruption problem. sanders responded saying, biden is a decent person and is not corrupt. we turn now to an incredible story out of southern california where a mountain lion has attacked a little boy. >> yeah, the toddler was walking with his family in a park and

authorities say his father's his split-second decision likely saved the boy's life. >> oh, my god. wait, that is so terrifying. >> reporter: it was a terrifying sight. >> he's just standing there with a backpack. >> reporter: a massive mountain lion perched in a tree, a backpack gripped in its jaws just moments after pouncing on a 3-year-old walking who was with his family. >> i'm riding up and she said, hey, be careful. there is a mountain lion up in the tree and it just attacked our child. >> reporter: the big cat grabbing the toddler by the neck when the boy's quick thinking father threw that backpack, which distracted the mountain lion long enough that he could pull his son to safety. >> this is a mountain lion attack. the mountain lion is supposed to be in a tree. use caution. >> reporter: the child suffered only minor injuries. >> he most likely saved his son's life by his instant reaction. >> reporter: still officials were forced to shut down the park in trabuco canyon while they hunted for the mountain lion responsible. this morning they're urging caution for hikers in the area. >> we need to be aware of the situation around us, situational

awareness, for this incident in particular. >> reporter: mountain lion attacks are rare, but encounters with the elusive animals are becoming more common. less than a week ago, this pack of five was spotted on surveillance video strolling through a neighborhood in sacramento. the mountain lion was euthanized because it was considered a public safety threat. a nightclub security guard is being credited with saving lives after a deadly shooting in kansas city. police say the guard fatally shot a man who had opened fire on a line of people waiting to enter the club. that followed a confrontation inside where fans were celebrating the chiefs' win sunday. a woman was killed and 15 others injured. the motive remains unclear. the world health organization is considering whether to declare an emergency as a mysterious coronavirus spreads in china. authorities now confirm the virus can spread from human to human. at least four people have died and the number of confirmed cases is rising sharply. spreading to japan, thailand and south korea. here in this country the cdc is screening certain passengers at three major airports.

the virus can mimic the common cold, flu or even pneumonia. >> we don't know yet if there will be a phenomenon like we saw with sars of this so-called superspreader where you have a very sick patient who can then more readily pass this virus to many other people. all of these factors are still yet to be determined. >> sars and mers killed hundreds of people after outbreaks in china in 2002 and 2003. in this case at least 15 health care workers in china have now contracted the new coronavirus. this morning anger is growing in puerto rico after disaster relief supplies were found locked in a warehouse two years after hurricane maria. hundreds of people staged a protest monday demanding the governor resign because of corruption. the governor has fired three top officials and is asking the justice department to investigate why the supplies were not delivered. and turning to the weather, bitter cold is gripping much of the country. even south florida is preparing for unusually low temperatures. let's take a look at your tuesday forecast.

good morning. another chilly day on tap across the east coast for our tuesday, temperatures about 5 to 10 degrees below average across the northeast. 10 to 15 degrees below average across the southeast with some gusty winds. we'll have some rough surf along the coast as well. temperatures in places like atlanta only to 43. low 70s in miami through the afternoon. we get into our tuesday night it's going to feel like the 30s across south florida. certainly needing to bundle up. we make our way to the west where another storm brings rain and snow. i'm accuweather meteorologist adam del rosso. coming up, the license plate controversy involving president trump. but first the shocking moment caught on camera at this wrestling match. the parent now facing charges. and the huge bonuses that employees at delta air lines just got. more than a billion dollars. why the company is giving back to its workers.

incident. the mother of the 9-year-old rubye rhodes says she was driving on a dallas highway with her daughter in the backseat when a man cut them off and nearly crashed into them. that's when he pulled up alongside them and opened fire. >> we made eye contact before, and the next thing i know, i heard, pop, pop, pop, pop, pop. the doctors told us several times that she's very lucky that she's live. you should just really turn yourself in because that was just -- my baby's life will never be the same. >> the girl was shot in the side and needed two surgeries. she's now in stable condition. a texas man has been given 30 days to give up his license plate. the dmv has ruled he cannot keep his jail 45 plate, a reference to president trump being the 45th president. a rule in texas allows the dmv to reject plates deemed to have derogatory language. one expert says the state doesn't want to be held liable for any confrontations that may result on the road. we're learning more about a megabonus that employees at delta air lines are getting. the company was so profitable

video showing meghan with archie walking the couple's dogs around a park. the prince said sunday the decision to step back from his royal duties was made with great sadness. we turn now to florida and a major break in a cold case dating back to the 1980s. >> back then the so-called pillowcase rapist was terrorizing women up and down the coast. and now police have arrested a retired cable worker. nearly four decades after a serial rapist terrorized south florida, police say they found their man. >> from the moment i met him, he just -- he just gave me the wrong -- the wrong feeling. >> reporter: this morning 60-year-old robert koehler is behind bars accused of being the person behind the pillowcase in a string of cold case assaults. the so-called pillowcase rapist began his spree in 1981 attacking 45 women in just 5 years. the pattern went undetected until an investigative reporter noticed the similarities and notified investigators. his m.o. was to target young professional women including nurses, teachers and students. he would sneak in through an unlocked door or window, use a pillowcase or covering to

obscure his face, hold them at knifepoint and tie them up during the attacks. in one case he allegedly returned to the scene of the crime weeks later and before leaving undetected wrote an obscene message on his victim's mirror that only appeared once steam from her shower made it visible. only one of his victims ever caught a glimpse of her attacker and finally gave police a face to look for. still, it would take another 30 years before officers descended on this florida neighborhood in a palm bay arresting koehler who is a registered sex offender for an unrelated assault. neighbors were stunned. >> we knew that he had a little bit of a checkered past. we had no idea of the rest of this. >> reporter: police have not revealed what led them to koehler, and he has not yet entered a plea. the pillowcase rapist abruptly stopped his crime spree in 1986. the task force assigned to the case disbanded the following year after his trail went cold. a new hampshire man says he killed a coyote with his bare hands after the animal attacked his son.

collapsed. that is the house they have been working on for quite some time. they first got the call at 9:50 and saw flames and smoke coming from the home. they heard a victim was located inside the house, two of them were. one pronounced dead at the scene. the other transported. while we were there earlier we were able to speak to neighbors about what they saw. >> it shook me. it shook me. it gutted the place. i was only outside for maybe half an hour and the entire place was gone on the inside. it was too close to home and i pray for him and his wife. >> reporter: that neighbor you heard from says she lives directly behind the mobile home that was completely burned in this fire overnight. she was only able to tell us she believes the victims are husband and wife. that's all the information we're receiving this morning. also unclear if it was a man or a woman who died, but at least one person dead here after a
