>> a man returned to the u.s. from china last wednesday arriving and by sunday he felt sick and went to the doctor. >> yesterday, tests confirmed he has the new coronavirus. necessary good condition and not considered a public health threat. >> this was first found in china last month. 300 people have been diagnosed. six people have died. airports around the world have stepped up monitoring, checking passengers from china for signs of illness. in the hope of containing the virus during the busy lunar new year travel season. >> sfo was one of the first airports to initiate the screenings. today we learned chicago's o'hare and at llantaatlanta's wl begin as well. >> what's the expert's advice?

>> reporter: we spoke with the doctor at stanford. she says that people should not panic. there's very little known about this coronavirus. the risk is low, but there are indications from china that this virus can be transmitted person to person. the patient lying in this washington state hospital is a case in point. people travel. he was in china. he brought the coronavirus here. millions will travel in the days ahead to celebrate the lunar new year. the cdc on a conference call issued this warning. >> we do expect additional cases in the united states. >> reporter: researchers don't have a handle on the incubation of this virus. the symptoms are similar to the flu. the washington state patient may have exposed others while at airports or in flight. >> they are probably contacting people who flew on that plane and who had contact with that person.

>> reporter: the doctor from stanford says it's not known yet whether adults or children are equally vulnerable to the new coronavirus. >> we don't know yet. at least in the other cases it was mostly adults. i don't know why that is. perhaps those were the people exposed. >> reporter: abc 7 news was in hong kong during the sars epidemic that took more than 600 lives starting in 2002. those outbreaks were eventually contained. the unknowns about the new virus has a san francisco nurse making a hasty retreat home. he spoke with abc news's bob wo woodruff. >> that's why i'm going home. i want to get home as soon as i can. >> reporter: short of visiting where the outbreak started, should people be worried? >> there should be a healthy degree of concern. i wouldn't panic.

i think we have contained these epidemics in the past. >> reporter: a special committee of the world health organization will meet wednesday in geneva. the company represemittee is ex announce a global emergency. >> what does the testing? >> testing is done at cdc in atlanta, georgia. they are planning to roll out that test and all the protocols to local and health officials around the country so they can speed up the diagnosis of any cases that come into the country. >> david, thank you. the new virus is blamed for a sell-off off markets.

let's move to storm watch. the bay area experienced scattered showers. you can see people had their umbrellas out in san francisco. maybe you needed yours today. oakland, the rain made for dark skies and slick roads. there were a few periods of isolated downpours. now the storm is moving south. spencer is here with what we can expect for the rest of the night. >> here is a look at live doppler 7. it's quite wet in some spots, especially along the coastline. just east and south of san francisco, down into the peninsula, rain in san bruno and getting close to redwood city. oakland getting showers and near fremont. the storm is a light storm, ranking one on the storm impact scale. for tonight and early tomorrow morning, expect more scattered light showers. a tenth of an inch to half an inch of rain in the wettest locations. the forecast animation, notice most of the activity will be

confined to areas south of the golden gate in the late night and overnight hours. it will be wet for the morning commute in some locations. the rain will continue until the wee hours of the morning before it starts to wind down around 8:00 a.m. a closer look in a few minutes. >> spencer, thank you. new at 6:00, the victim has been identified in yesterday's deadly hit and run crash in berkeley. a woman was struck on the sidewalk of 6th street near university avenue. police say she's a 58-year-old transient but have not released her name. >> the suspect was seen heading toward interstate 80. investigators say he had another woman in the car with him and was seen punching her in the head. the homeless crisis has cities searching for solutions as they try to build a better bay area. berkeley is considering a proposal tonight to house about 1,000 people. the idea, create a tent-based shelter. there's already pushback against the possible location.

>> reporter: first of all, this proposal would not house the 1,000 people estimated on the streets at this time. only 75 could move in. this meeting is about to begin. the proposal is to put a temporary tent-based shelter under a freeway overpass. cal trans says it's illegal and unsafe. >> i would be okay with that. >> reporter: homeless for 20 years. carrie would consider a proposed tent-based emergency shelter in berkeley. she and her dog live in one of a cluster of tents amid considerable garbage. just off the i-80 freeway at university avenue. >> we try to keep it contained. some of us have problems. i can understand that. we're just trying to survive. you know what i mean? we're trying to live. they don't give us much to work with. >> reporter: the proposed shelter would be in a storage yard under the university avenue overpass just down the road at

second street. up to 75 people could stay for up to 180 days. >> there would be a staff person there 24/7. >> reporter: a council member says the tent-based shelter would be managed by a local non-profit. >> this would be an organized system of paying for trash pickup, toilet, showers, hand washing stations as well as the behavioral rules that would help us work with the community. >> reporter: the city conducted a survey to gauge feelings. 53% approve. 43% disapprove. cal tran says it's a violation of state code and not safe to have people sleeping under their structures. those who work in businesses near the site worry about potential impacts to them. then there's the question of whether people like crawford will really move there. >> i have social anxiety. i can't do a bunch of people like that. it's really uncomfortable for me. nope. >> reporter: you need to have your dog. >> i have to have my dog.

i'm not going anywhere without my dog. >> reporter: the decision tonight would be to direct staff to undergo further study on the issue. the overpass or under the overpass is the preferred location at this point. even if the council passes this tonight, it just means they will study it further. no location would be finalized until there is further study and community outreach. >> thank you. sonoma county promised residents by the end of this month, a trail will be cleared of the homeless whose tents stretch for over a mile. that hasn't happened yet. we spent time on the trail today. we found a degree of disconnect between residents and the county trying to help them. >> reporter: this was an exceptionally difficult day on the trail. a level of mystery for the homeless that most of us will never experience. the kind of day when a trash bin

presents opportunity. and the kind of day when a man looking through it feels the need to explain himself. >> i hate asking for stuff. i hate begging. i hate all that. >> reporter: it was distress made worse by the falling rain. how cold is it? >> it's really cold. some sick right now. >> reporter: more than 200 people camp here while the county prepares outdoor shelters for 60 of them. would you go if they asked you? >> no. >> reporter: you wouldn't? >> i believe it's set up for concentration camp. >> reporter: they are the faceless and nameless. at a meeting last week, many of them expressed concern. >> i'm sorry that they are so fearful. >> this is a poor choice in dire circumstances. >> not that bad. like i said, we're from all walks of the world here. all we need is a place to be.

city council members will have final say on an application to replace this denny's with chick-fil-a. you can see the number of homes east of the proposed site. >> we think the site is too small. we think access to the site is too difficult. one of the concerns that we have is that the site is going to have only a single in and out. >> reporter: dave is among nearly 1,000 residents who have signed a petition urging council to reject the project. >> chick-fil-a is not an average operator. they have to be treated with different view. >> reporter: neighborhood access is limited because of medians in place. for example, if you are coming from the yard, one of the few ways to get on the drive is by making a u-turn in front of the denny denny's or to a stoplight to turn around there. add in the backup from a chick-fil-a and neighbors say it's a recipe for disaster. >> so many other options that i think would be a better fit and not cause the traffic problems that a chick-fil-a would cause.

>> reporter: some say the restaurant could help boost the area. >> it's convenient. that's the point of fast food is convenience. why not have something close to where we work? we walk right over. >> reporter: council members hope to have a constructive discussion with the public. >> our tax base is what allows us to provide services. we have to look at that in a bigger picture. >> reporter: a proposal that has some neighbors in campbell thinking twice. >> from a city standpoint, we have a bigger picture of what's our vision for that corridor and what do we want to see in our city? >> reporter: that meeting starts at 7:30 tonight. we have been told it's the third item on the agenda. it could be a very long night for the council members and the people who come here to hear what happens. >> sounds like it will be a long night. to the north bay. an elementary school is inviting

neighbors to an open house after a sign with racist overtones was posted on the school's marquis. the words appeared in school. >> some of it is ignorance. people in the neighborhood who don't understand what the school is about. there's obviously elements of racism there. >> reporter: 98% of the students who attend the elementary school are hispanic. 85% are english learners. this woman drops her 4-year-old off for preschool. she said she felt sad when she saw the sign and says even though the majority of the students speak spanish, they are very young and they are in the process of learning english. >> people mis-assume the classes are in spanish. they in english.

>> reporter: it was posted in december. he wants to turn it into a positive. he is hosting a town hall from 10:00 to 12:00 inviting neighbors and families. >> if i can wave a magic wand and have my kids be bilingual, i would do that. if they could meet the kids, the staff, you realize the kids are kids. time to check on our weather. that rain is back. >> several storms are coming through. spencer is tracking it for us. >> yes, i am. right now, we have a weakening storm but a storm nonetheless. you can see where the wettest weather is at the moment is at the coastline from south of the golden gate all the way down to the monterey area and on the santa cruz mountains. it's wet there. we have light rain across the bay toward the east bay. the view from our rooftop camera. it's wet right now. it's not raining heavily, but we are getting spotty showers. 54 in the city.

we have mid 50s at redwood city and half moon bay. the view from emoryville, it doesn't look so wet there as it was a few minutes ago. readings in other locations, low to mid 50s at santa rosa, napa and fearfieairfield. you could see the rain pouring on the pavement. it's still wet but appears that whatever that shower was a minute ago has moved somewhere else. look at our forecast. scattered showers during the overnight hours. we can expect early morning fog and milder afternoons for next three days. rain will return to the bay area this weekend. before we get to the current storm, let's talk about the statement which has been extended to 9:00 a.m. tomorrow. wave heights continue to grow. they are up to 12, 13 feet or higher along most bay area beaches. looks like the risk of rip currnts and waves will remain with us until tomorrow morning.

let's talk about the storm. it's a light storm ranking one on the storm abc 7 storm impact scale. tonight and tomorrow morning, scattered light showers. closer to a tenth or two-tenths in most locations. in the hills, closer to half an inch. it will be breezy to gusty at times. the forecast animation. starting at 7:00 this evening, during the overnight hours, we will see little surges of moisture moving in south of the golden gate on the peninsula, santa cruz mountains. some to it the east bay. it will sag southward and get wetter in the south bay later tonight and early tomorrow morning. as the morning commute gets underway at 5:00 a.m., there will be wet pavement. maybe so much in the north bay but just about everywhere else there's a good chance of showers at that hour. by mid morning, the storm should be ending. we will get at least partial clearing. projection for rainfall totals by midnight tonight, just a few hundredths of an inch in most locations. closer to the coast and down

they are getting the field ready in miami. the nfl installed a new turf at hard rock stadium for the game. crews have been painting numbers and working on the logo on the 50 yard line. it will be different. that's to mark the 100th anniversary of the nfl. they need to paint the end zones, one for the 49ers and one for the kansas city chiefs. >> if you are not going to miami, where can you watch the game with other fans? >> we have a look at some of the official watch parties being held right here in the bay area. >> the celebration is on with fans continuing to flood the

officer. they say police roughed up the suspect in the hours after his arrest. >> it has been months since that killing. two bay area suspects have been in jail in italy ever since. >> we have an exclusive report. >> right now, the defense teams are preparing for the trial that's set to start a month from now and taking steps to get their side of the story out. just hours after his arrest in connection with the death of an italian police officer in july, gabriel was photographed in a police station handcuffed and blindfolded. two officers face charges for exceeding their authority in connection with the blindfold incident. now the father of the second suspect writes his son received rougher treatment from authorities. he admits stabbing the officer and claims it was self defense and he didn't know he was a police officer. his father writes in an op-ed, the confession he gave to the police came after eight hours of

him being slapped, kicked and stood on. interrogators came in to interview him and extract the words they wanted to hear. >> we look forward to the truth coming out and our son coming home. >> they resisted commenting publically. >> it's understandable but unfortunate that people have jumped to conclusions in this matter. >> the father describes the morning of july 26 he and his wife, when he heard her yelling from the back of the house, what happened? i ran to our bedroom to find her talking to two italian policemen on face time. one of them, i don't have an hour to decide if you have an italian lawyer. right before they hung up we heard our son's voice, mom, they're saying i killed a cop. investigators say the teens had arranged to return a backpack they had stolen after a drug deal went bad in exchange for 80 euros and a gram of cocaine.

is your common over-the-counter painkiller a carcinogen? california may vote yes. at issue is acetaminophen. a panel of scientists is scheduled to have a hearing in the spring. state regulators have reviewed 133 studies about acetaminophen. some reported an increased risk of some types of cancers. others did not. the results are mixed. the effort falls under proposition 65, a law that requires the state to warn people of any chemical known to cause cancer or reproductive tax isty.

an old scam is targeting new victims in the bay area. >> law enforcement agencies say scammers threaten to shut off a victim's electricity unless they pay money immediately. >> a woman lost thousands of dollars. however, a glimmer of hope from 7 on your side. >> some of her money back. i first reported on this scam four years ago. now it's rearing up again. victims are threatened with no electricity unless they pay with money cards, gift cards, that type of thing. that happened to our viewer. it could have been worst.

here is how 7 on your side got some of her money back. she was sure she paid her bill. still the phone call scared her. >> it was from pg & e. they were going to turn off my electricity and remove the meter from my house in 45 minutes. >> the man told her she owed $500. a technician was waiting to take her meter. >> i said, don't turn off my service. >> he said she could avoid it if she paid right away. >> i had to buy moneypak cards. >> he transferred her to a woman who scared her more. >> if she took the meter, it would take up to three weeks to get it back. i panicked. >> she raced and bought a $500 moneypak card and read the numbers to the woman on the phone. however, that wasn't good enough. >> she said, that didn't go through. there's a problem. she said, not only that, you owe more money than i told you. >> she actually owed $7,000 she

was told. >> you have to pay that before we can keep the service going. >> she withdrew $7,000 from her bank account. a girlfriend drove her to riteaid and wallgreens to buy more. >> i was shaky. >> she called the woman back and read off all the moneypak numbers. the woman said those didn't work either. she owed $10,000. >> i said, look, i have no more money. you have gotten everything i've got. >> she hung up and contacted 7 on your side. could we help her deal with pg & e. >> we told her it was not pg & e. it was a scam. >> i felt awful. >> her money was gone. or was it? we contacted moneypak. could it stop the payments? thankfully, moneypak did manage to intercept $1,000 before it got to the scammers. returning it to her. >> i learned a lesson.
