week. >> thank you. we have an update that just came in to us regarding eastbound 580 being shut down in livermore. the freeway has reopened. however we have an update that the off-ramp is still closed there. this is the airways off-ramp still closed. this is a look at the scene. i want to bring you to the map. there is police activity in the area. the livermore police department has not confirmed to us what took place here. we are still waiting on that. amy hollyfield is on the way to check that out for us. tracy to dublin, 33 minutes. antioch to concord, 13 minutes. san rafael to san francisco, 16-minute ride. safety on b.a.r.t. is a major challenge in our effort to build a better bay area. >> chronicle insider phil matier reports that b.a.r.t. has seen a huge spike in theft of laptops and cell phones. the thieves are often juveniles.

they target passengers not paying attention because they're all engrossed in their devices. the snatch and grab thefts often occur when the train doors open. 512 robberies and thefts happened last year on trains running through san francisco stations. system-wide records show 1,180 devices were stolen last year. that's an increase of 288 thefts from 2018. you can read matier's article every sunday and wednesday in the chronicle. b.a.r.t.'s general manager will hold another listening tour to give riders a chance to share their thoughts and concerns directly with them. bob powers will begin at the antioch station at 4:45 this morning. he'll go over to the pittsburg station at 6:45. then at 8:00 a.m. he'll be available on the antioch transfer platform between the pittsburg bay point station and pittsburg center station. i'm tracking the coronavirus

outbreak. the world health organization is expected to meet today to decide whether or not they'll declare the outbreak a global health crisis. in china, at least nine people have died and more than 400 people are sick from the virus. chinese officials are urging people to avoid public gatherings in the city of wuhan. a man from washington state caught the disease. major u.s. airports including sfo have increased passenger kore screening for the virus. we're getting a new look at a deadly shooting in vallejo involving an off duty police officer. the city posted four new angles of the moments leading up to the death of eric reason. reason was shot in november after an argument over a parking space. reason in the white t-shirt can be seen pulling a gun and running away as thomas draws his

weapon and fires. vallejo police claim as he was running, reason raised his gun at some point. they say thomas kept firing because he believed reason posed an immediate threat to him. berkeley city officials are considering whether to set up temporary tents to house the homeless. the berkeley city council discussed the emergency plan last night. the shelter would house about 75 people in a storage yard. it's located off interstate 80. the city conducted an online survey among residents about the proposed shelter. 53% approved. 43% disapproved. caltrans says it is not safe to have lodging underneath their structures. >> within the next year we want to get people into permanent housing. within the next month we want to prevent people from dying of exposure. >> the outdoor temporary shelter would have restrooms, have showers and likely be managed by a non-profit. uc regents are putting off a

dressed as a pink dinosaur, another person dressed as a tiger restrained him until police arrived. the man faces charges now. building a better bay area means covering the issues that matter most to you, that often including transportation. a new ucla study shows an increasing number of bay area commuters are taking uber and lyft instead of public transit. today the public transit commission will look at the proposed solutions to improve service and increase ridership. they include addressing crowding issues, improving service during off-peek hours and better integrating fares and routes. in the south bay dozens got a chance to work out with the greatest receiver of all time. >> jerry rice stopped by 49ers fit in san jose to hang out with fans and talk about bowl. >> reporter: a meet and greet

and we are looking at clouds around the bay area. most of the moisture is falling below the radar beam. because of that we have fog forming. we have weak high pressure building in. quarter mile of visibility in santa rosa, napa. half mile in fairfield. issues in the north bay, i suspect we could get fog into the east bay. six miles in hayward. three miles along the coast. 53 in hayward. mild numbers this morning. it's going to be milder this afternoon. low 50s in the city and pacifica at low 50s. we'll be looking at the wet pavement, the clouds to hang on for a little bit. as we go through the afternoon, some breaks, a mix of clouds and sun. a chance of showers in the morning, then looking for improving conditions and some milder weather. talking about 60s out there in the inland valleys.

. good morning. looking at a lot of cloud cover here. the visibility reduced in napa, santa rosa from a quarter mile to a half mile. it is foggy and gray in the mountains as well. so the visibility, yes, certainly a problem heading out early this morning. some rain mixed with snow in the mountains, but as we go through the next couple of hours, the moisture in the santa cruz mountains, it evaporates. we get rid of the clouds, we are looking at sunshine throughout the morning hours. more clouds for the afternoon. no rain though.

partly cloudy and we'll keep the rain away for a few days. a lawsuit is accusing the u.s. navy and other groups of ignoring radiation on treasure island. abc7 news was in san francisco as attorneys filed the suit yesterday. lawyers say the radiation cause the people to get sick and die. they want to stop all development on the island until the issue is addressed. the lawsuit accuses san francisco of withholding information from residents. the city says the claim is false. california's considering whether to carcinog carcinogen. a warning label is required for any products known to cause cancer. some types of cancer have been linked, but others haven't. starbucks is adding more plant-based menu options. it's all in an effort to create a more environmentally friendly
