hollyfield is on the scene in livermore of this situation where we have police activity. the airway off-ramp is closed. we expect a report from her shortly. moving up to pinole, i'm giving you the thumbs up, westbound 08 before appian way, that debris is getting cleared up. patchy fog and wet conditions out there, this is san rafael 101. take your time out there. same thing goes at the golden gate bridge this morning. looking a little foggy and wet as well. >> thanks. hold on to your phones tight. new numbers show the number of us getting our phones and other electronics stolen on b.a.r.t. has gone up dramatically. >> in our effort to building a better bay area, we're highlighting the ways b.a.r.t. is responding to the crimes. julian glover is live with more. >> good morning to you. if you believe it or not, 1,180 phones and other electronic devices were reported stolen on

b.a.r.t. trains in 2019, an increase of 288 of those electronic devices being stolen from the previous year. that's up about a third overall. now the police chief of b.a.r.t. says the majority of the snatch and grabs happen when people are not paying attention on the train. you're sitting there, the train stops, the doors open, someone satches your phone, runs off and you're left on a train taking off. we hear the crooks are getting smart eer about this, too. they know to turn off the phone completely so you're unable to use one of those find my iphone or similar features to help locate your stolen device. they can easily get 300, 400 bucks when selling your phone. we want to give you an idea which stations are targeted. the balboa park station is the one with 118 cell phone and laptop thefts that were reported last year. that is up from just 65 in 2018. that's followed by the oakland coliseum station with 103 reported thefts last year.

that's nearly double the 53 reported in 2018. with the airport connector there, riders are less aware of surroundings, that's how crooks are able to get away with phones easier. the safest two stations, pittsburg and west dublin with no thefts or robberies reported there. what's being done about the issue to stop it from happening, b.a.r.t. police are cracking down by focusing on nights and weekends. they have 12 officers that will be patrolling the trains and making sure, stepping up a presence so people are less likely inclined to steal devices and be a deterrent for those crooks out there. something to keep in mind as you get on the train, keep that head on a swivel, make sure you're aware of your surroundings. julian glover, abc7 news. >> of course we learned about this from phil matier's column. you can read those columns in the "san francisco chronicle" every wednesday and sunday. coming up in the next hour, we're sitting down with the

b.a.r.t. director, bevan duffy. we will talk about what's being done to improve your ride to work. also this morning, we are learning more about a challenge sonoma county is facing in an effort to building a better bay area. the county promised to clear a homeless camp from the joe rodota trail with about one week left to go, more than 200 people are still camping out on that trail. sonoma county is preparing outdoor shelters ten miles out of town for about 60 people. they're hand picking the first shelter residents based to go. abc7 news asked why some are refusing help. >> no. >> you wouldn't go? >> i believe it's set up like a concentration camp. >> i'm 62 years old almost. why should i have somebody tell me i can't go someplace? >> neighbors living in oakmont have raised concerns about the

homeless. many people who are homeless say they're harmless and misunderstood. we want to hear your ideas about building a better bay area. share them by joining our building a better bay area group on facebook. in the east bay, a major move from the city of oakland. it became the first california city to ban landlords from doing criminal background checks on potential tenants. city council unanimously passed a fair chance housing ordinance last night and it blocks landlords from rejecting someone because of a criminal conviction. supporters say this will help those who served their time rebuild their lives. back to our breaking news in livermore, the police activity on eastbound 580, also the airway off-ramp. i want to get to abc7 news reporter amy hollyfield who just made it to the scene with more information. hi, amy. >> good morning. huge police presence here at airway boulevard here in livermore at 580. wie on the south side of the freeway. they blocked off airway

boulevard and they are still very busy. we just saw them loading a man into an ambulance. he is handcuffed, he is talking. he is alert. we also moments before saw them surrounding a car. they had their guns drawn, they had the police dog out. they had a drone above the car, all precautions as they approached the car. they didn't know if somebody was inside. so it looked like potentially dangerous situation for police. they seem worried about it. and they blocked off this whole area. they have now told us there's no longer a threat to the public, however they kicked us out of the parking lot of the starbucks here and said they are roping it off and clearing it out. that they told starbucks and the 7-eleven they will be keeping people out of this area. those two things don't seem to agree with each other, so we're going to try to figure out why they would -- if there's no more threat why they need to widen the scene.

at 6:30 p.m. an ugly scene last night when a massive brawl marred the end of the game between kansas and kansas state. >> this is what started it. oh. that blocked shot in the final seconds, a little bit of taunting, then all of this. both of the benches cleared. you can see that chair. that was raised up, too. it took several minutes to break it up and get everybody away from each other. >> that was an embarrassment on our part for the role that we played in it. and, you know, i'll -- there will be consequences that i'm sure i'll announce tomorrow for that role as soon as i'm able to study it and come to grips with all of it. >> kansas ended up winning the game 81-60. the two schools are set to meet

what happened here. she says she did witness someone being handcuffed and taken away. that person was talking as they entered an ambulance. we are still waiting to find out more information on that. want to move over to another crash in fairfield, this is westbound 80 before travis boulevard. car spun out s hit a center divide. it doesn't look like injuries have been reported a slowdown is starting. today is the last day to file a claim for free credit monitoring or compensation if you were effected by the massive 2017 equifax data breach. a u.s. district court finalized the $70 million settlement. the personal information of 147 million people was a part of the breach. those who do file claims are eligible to get at least four years of credit monitoring or get a cash payout. the original amount was $125, but given the number of people who have filed, it could be

scene. situation all morning long. airway boulevard is shut down. the airway580. want to get to amy hollyfield who has more information for us. good morning. >> good morning. we have a lot to show you. first, let me give you the current situation. this area is blocked off. a lot of police officers here. the parking lot of the starbucks you can't get into. when we pulled up, it was intense. so many officers were here, they moved in on a car. they had a police dog, a drone above the car, guns drawn as they made sure there wasn't a threat to them inside the car. that ended peacefully. nothing happened. it was quite a scene to witness. we saw them put a man in handcuffs in an ambulance and take him away. he was alert. he was conscious. looked okay. he was taken away for treatment.

trial. >> that vote did not happen until just before 2:00 a.m. in washington, d.c. elizabeth hur is on capitol hill with the new developments. >> good morning. yes, it was a long day and night and many of the senate members left the building here exhausted. but senate majority leader mitch mcconnell said in his view day one was a good day. the impeachment trial of president trump resuming today with opening statements, this following a marathon session yesterday that stretched well past midnight. with the ground rules approved and some senators even seen rushing out of the building. the trial kicked off with a fierce debate over the rules. >> but president trump does not want you to hear from ambassador bolton, and the reason has nothing to do with executive privilege or this other nonsense. >> the only one who should be embarrassed, mr. nadler, is you. >> this clash even prompting a rare moment, chief justice john

ac transit's board is expected to back a proposal for a bus-only lane on the bay bridge. >> the idea is controversial. it will speed up buses on the bridge, but it will take away a driving lane for everybody else. the idea was floated by east bay assemblyman rob bonta tshgbont someone suggested the idea on his facebook page. caltrans opposed the idea. the mtc has not made the bus lane a priority. building a better bay area means covering the issues that matter to you including transportation and a new ucla study shows an increasing number of bay area commuters are taking uber and lyft instead of public transit. today the public transit commission will look at the proposed solutions to improve service and increase ridership. they include addressing crowding

issues, improving service during off-peek hours and better integrating fares and routes. >> i'm tracking the coronavirus outbreak. the world health organization will meet today to decide whether or not to declare the outbreak a global health crisis. chinese officials are warning people to avoid gatherings in the city of wuhan. a man from washington state yesterday was confirmed to have caught the disease. health officials are prepared. >> a lot of this has been prepped and primed by the response of not only the cdc but the world health organization in response to sars so we know how to act more quickly, more efficiently. >> major u.s. airports have increased passenger screening for the virus. >> thank you. new developments, we're getting a new look at a deadly shooting in vallejo involving an

off duty police officer. the city posted four new angles of the moments leading up to the death of eric reason. reason was shot in november after an argument over a parking space. reason in the white t-shirt can be seen pulling a gun and running away as thomas draws his weapon and fires. vallejo police claim as he was running, reason raised his gun at some point. they say thomas kept firing because he believed reason posed an immediate threat to him. this wild video is making the rounds this morning. why people in pajamas and dinosaur costumes were seen fighting on a sidewalk. plus -- bernie fighting back. his response after hillary clinton's comments saying no one likes him. and free nachos for the niners. one restaurant serving up all the nachos you want for the entire week. >> that looks tasty.

right now we'll talk about how the weather is looking today. what do we have? >> it's a little gray and misty. it's improving. we'll see improvement thes by the afternoon. starting out with live doppler 7. you'll notice there is fog. that ris represented by the gra. there the moisture is just mist and drizzle. it's falling below the radar beam. it's been slick out there, so do be careful in the hills there, the higher elevations, but look at the visibility, down to a quarter mile from napa, petaluma, santa rosa and farfield. five miles at the coast, two miles in the livermore valley. oakland could be impacted throughout the morning hours. 54 there. los gatos is 48. the golden gate bridge, folks seem to be getting along just fine. it is wet out there. use caution with the fog. mass transit should not see a problem. looking at a chop out there in the morning. as our beach hazard statement continues through 9:00. if you're headed in to the city,

58 in san francisco. 61 in santa rosa. 59 in oakland. jobina has an update on that police activity in livermore. >> thank you. good morning. so, yes, i want to give you an update on the breaking news we've been following out of livermore. you can see this is video from the scene. those officers surrounding that vehicle with guns. livermore police department has just confirmed to us that they are investigating an officer-involved shooting in the area of kitty hawk road. so airway boulevard off of eastbound 580, that's the airway off-ramp there, it's still shut down while they work to secure the scene. the police department is saying they -- there are no officers injured, there are no outstanding suspects. back down here in the studio, looking at other issues, a crash we're following in san francisco involving one car on northbound 101 past 280. it's turned around the wrong way, blocking two lanes now. just be aware of that.
