shooting. amy hollyfield is there getting information and will join us live in a few >> if you're driving this morning you will probably see wet roads and some fog. please be careful. >> you're never more than seven minutes away from your accuweather forecast. here's lisa. >> good morning kumasi and reggie. we had that front move through the afternoon and get hung up in the bay area, this morning it's providing mist, drizzle and fog. taking you to the east bay, livermore valley, dublin, a few areas of mist. overall the system is out of here. it's the fog we're worried about. visibility a half mile, quarter mile in the north bay. two miles in livermore. 3 miles on the coast. starting out with 40s and 50s. getting brighter and milder throughout the afternoon. calling it partly cloudy, near 60 inland today. more clouds tonight. jobina is here with an update on all that's going on in livermore. good morning. >> good morning. we are following this developing

breaking traffic news out of livermore right now. there was an officer-involved shooting that was confirmed to us by the livermore police department. the airway off-ramp is closed right now as well as airway boulevard. that's where we find amy hollyfield who is live for us with the details on this developing story. good morning. >> good morning. we've seen more activity, another man has been taken away in this area in handcuffs. he was put in a police car. still roped off here at airway boulevard, still several police officers here. i want to show you video of how active it was earlier. this was intense. police with guns drawn, the police dog at their side. a drone watching from up above. as they approached a car making sure there was no threat to them in that car. that was after we have been told there was an officer-involved shooting. you can see it, they were taking

every precaution. that ended peacefully. we did not see violence out of that situation. the car, nothing came out of the car, no one was in there. it didn't look like. so they were all okay. we've been told that no officers have been injured in the situation. but they are still here and have a wide footprint here at airway boulevard. so you will want to avoid this area. there's a 24-hour starbucks here that is popular. difficult if impossible to access now. there's a 24-hour fitness. you will have to take an extra exit. give yourself more time. they have not told us when they'll reopen the area. they say there is no threat to the public right now. we have seen two people taken away in handcuffs. one was taken to a police car. another taken away by ambulance, he was conscious. we saw him sitting up and talking. so it appeared he is okay. he was taken away for treatment. reporting live in livermore, amy hollyfield, abc7 news. >> thank you. safety, a major challenge

for b.a.r.t. as we try to build a better bay area. we're highlighting the ways b.a.r.t. is responding to the crimes. julian glover is live with more. >> good morning to you. if you believe it or not, 1,180 phones and other electronic devices were reported stolen on b.a.r.t. trains in 2019, an increase of 288 of those electronic devices being stolen from the previous year. we are hearing all of these numbers from abc7 contributor phil matier. ed alvarez said the majority of the times these are kids, presumably teens who see you glued to your smartphone, not paying attention. they grab your phone while the train is stopped, they grab your phone and take off and you are left on the train taking off

wondering what happened. we hear the crooks are getting smarter about this, too. they know to turn off the phone completely so you're unable to use one of those find my iphone or similar features to help locate your stolen device. earlier i spoke with a b.a.r.t. rider at the millbrae station who said he has seen one of these thefts happen. >> she was on the phone-like this. right by the door. snatched it, ran out the door before anyone could do anything. i would think that would help, but it's -- it's hard to stop that. >> he was referring to increased patrols. we'll talk about that in a second. i want to give you an update on which stations are targeted most often. the number one tar getttargeted is the balboa park station. they had 118 cell phone and laptop thefts that were reported last year. that is up from just 65 in 2018. that's followed by the oakland coliseum station with 103 reported thefts last year. that's nearly double the 53 reported in 2018. the safest two stations,

pittsburg and west dublin with no thefts or robberies reported there. b.a.r.t. police are cracking down by focusing on nights and weekends. they have 12 officers that will be patrolling and trying to act as a deterrent. the most important thing is keep your head on a swivel and be aware of your surroundings. julian glover, abc7 news. >> thank you. we learned about this from phil matier's column, it's every wednesday and sunday in the "san francisco chronicle" coming up in the next hour, we're sitting down with the b.a.r.t. director, bevan duffy. we will talk about what's being done to improve your ride to work. this morning in las vegas, police are still looking for the shooter who wounded three people at a shopping mall. police say a fight took a violent turn when someone pulled

out a gun and fired into a crowd. people involved were taken to a hospital with nonlife threatening injuries. police are reassuring the public that yesterday's incident was not a "active shooter situati situation." >> we are still looking for the suspect or suspects. but we do not believe there's any further threat to anyone in our community at this time. as i said earlier, it is an isolated incident from what we've gathered. >> witnesses reported hearing four to five gunshots. the department's gang unit also responded to the scene to investigate. witnesses are also saying the shooting sent people running for the exits and locking themselves inside stores. many reminded of that horrible mass shooting that took place at the music festival at the mandalay bay in 2017. new at 6:00, more than 80,000 people filed a claim against pg&e over wildfires that were started by the utility company's equipment. the "new york times" reports that more than half of those claims were filed in the last month. this is after a federal judge

that commuter alert we were telling you about. the delays between the sfo b.a.r.t. station and the san bruno station. check out these stations. they're new from the fire department responding to the san bruno station. a witness tells us at the scene there was smoke in the tunnel. we checked with b.a.r.t., they tell us there are ten-minute delays for antioch-bound trains. we will continue to monitor this. new overnight, a magnitude 3.6 earthquake has shaken the los angeles area. it hit just before midnight last night centered in granada hills and causing shaking throughout the san fernando valley. it became a trending topic on twitter. no early reports of injuries or major damage. governor newsom will be in san francisco today for a summit with other governors. they'll discuss how state governments can improve infrastructure. while in the city the governors will tour the salesforce transit center. it first opened in 2018, then it closed shortly after 2014 because of cracks in support

that all of this is on reports of smoke coming from the tunnel. you can see a number of san bruno fire department engines and ladder trucks and personnel on scene this morning. again, investigating reports of smoke inside of the tunnel. i went over to ask the battalion chief for additional information. he tells me he can't give me information because his firemen are in the tunnel trying to get to the bottom of what happened. the latest report from b.a.r.t. is that ten-minute delay between san francisco international airport and san bruno on the san francisco line heading to the antioch direction. it says this is due to a problem on the track and equipment problem. very little details being released now. a number of people are walking in and out of the station. they're not stopping anyone from going into the san bruno station. when we got here, we did not see smoke or flames. so still waiting word on what

there's a large police presence here. we have seen two people taken away in handcuffs it looks like there were incidents as far as people involved, but they're still here gathering evidence and having the area blocked off. don't plan on getting to this starbucks, a 24-hour starbucks on airway boulevard. i want to show you video of what happened when we first arrived here. it was an intense scene, officers had weapons drawn, police dogs out and a drone watching from up above. they were approaching a car worried there could be a threat to them. this was an officer-involved shooting. we were told no officers were hurt in this incident. we saw two people they took into custody who appeared to be okay. one was taken away in a police car. one was taken away in an ambulance. he had handcuffs on, but he was up, alert, conscious and talking. so at this point, that's all the details police have given us.

board director bevan duffy to talk about what's going on and the effort b.a.r.t. is making to combat these numbers. obviously many more of us have more electronic devices, so there's that, but also people have found a pretty easy way to make a quick buck. >> it's true. and what we can say for b.a.r.t. is that we're happy there's a new chief in town. we have a new chief of the b.a.r.t. police station. in 2019 we hired 63 additional new officers. we had a shortage. what the chief has done is that we have lateral transfers who come in to the department, 12 of them, and so they are not getting cars, they're not going to have electric theirstrictly riding the trains and talking with passengers. we will also have ten community

service officers. a physical presence on the trains is an important thing. on sunday, a woman was knocked down on a platform at glenn park by four juveniles what b.a.r.t. did was to run the trains through the station, so they did not stop. there was no way for these young people to get out. two were arrested, two were returned to their parents. so that type of response will help turn the numbers around in 2020. >> we love to hear about what b.a.r.t. is doing. even when you're on the train, you always want to make sure you're doing what you need to do. are there certain people being targeted or things we might be doing in making ourselves targets? >> mostly the common factor is just not being aware, being deep into candy crush or whatever it is you're doing that morning. particularly when the doors open. that's when the opportunity exists to grab something and jump off of a train. so, i don't want to chastise our riders. they should be able to ride safely, but i do think being

aware is important. but we have a job to do and i'm proud of our chief ed alvarez. i think we'll be doing a much better job this year. >> as phil writes in his column, it sounds like at least on the san francisco side of things the majority of crimes are happening in the downtown area to just outside of downtown, right? the core of the city back and forth. people getting on the train, grabbing your stuff before the doors close, run out, and then phil's column says they're selling primarily outside the civic center station. that's kind of the market for these phones. people should be aware when they're in those areas. is that where some officers you're talking about, they're concentrating in that area? >> yes, they'll be in the downtown core area of san francisco. that's where the focus will be but also coliseum station was -- had the largest number of thefts in the east bay and the chief has designated two officers to just be there. they will not be getting on to trains or going to other stations. they're strictly going to be at the coliseum station to really have an impact there.

again, we're trying a lot of strategies. i think that's where there's a lot of excitement about our chief. he was our deputy chief. he has a lot of ideas. i think the public and riders will be happy to see things change. >> last year you were able to make arrests in 67% of the cases. how do you feel you'll be able to do this year? >> i think it's going to continue on that track. we have 25 vacancies. i think our b.a.r.t. police department is the strongest it's been. i want to encourage people to apply and be b.a.r.t. police officers and so we're hoping to add another 19 officers. we've been severely understaffed. we want to have a bay area class police department, a community policing focus. letting the public see them, feel safer. we need to have more riders on nights and weekends. i think having these officers there will give people confidence >> i want to ask you something we talked about earlier in the show, that's the idea of perhaps taking a bus lane away from the bridge, the bay bridge -- or put

a bus lane on the bay bridge and taking a car traffic lane away. we heard from some members of the b.a.r.t. board. do you have an opinion on this subject? >> i'm for it. absolutely. i have a 13-year-old, we're going to have to change the way we do things for the future of our planet. so, dedicating a bus lane so that buses can move more quickly and make it a competitive or preferred means of transit across the bay bridge is important. b.a.r.t. already takes twice as many individuals than those who travel by cars across the bay bridge. we'll have more trains. we're going to have a new train control system that will increase our through put in rush hour by 25%. but the reality is we need to do everything possible to make it competitive for people to want to use mass transit and to reduce emissions. >> thank you so much for joining us. >> wonderful. great to see you both. >> don't take it slightly that someone gets up as early as we go to be here. >> i don't look quite as fabulous but i'm happy to be here. >> you can read phil matier's column every wednesday and

firefighters walking out from the train station right now. i was looking at pictures from them on the platform as well. they're investigating what's going on in the tunnel. abc7 news reporter julian glover is on the scene there. i'll catch up with him and find out if we have more information on what took place there. moving to livermore, a live look at airway boulevard. i did get word that the airway boulevard off-ramp from eastbound 580 in livermore has reopened. it's been shut down all morning long while the livermore police department investigates an officer-involved shooting. they did confirm they are not looking for suspects now. there are also not officers that have been hurt. there's no threat to the public right now. >> all right. thank you very
