make a fresh start out of jail but it has landlords worried about the possible implications. >> leslie brinkley talked with both sides to find out whether this will help build a better bay area. leslie? >> reporter: dan and ama, you know how if you're wanting to rent an apartment, you fill out an application and there is a box that you could check off asking the question have you ever been convicted of a felony and oftentimes if that box is checked, that application often ends up in a reject pile. well no more. that question will no longer be allowed on oakland housing applications. it's called the fair chance housing ordinance. designed to bar landlords from conducting criminal background checks on potential tenants, on tuesday the oakland city council passed the ordinance to address homelessness and those gives in the criminal justice system a chance to find housing but those who own rental properties are

worried about the implications. >> there is a six month phase period to cre alt the paperwork. >> this real estate attorney expected it to face legal challenges. >> as to whether these are appropriate questions that the owner of a property, of a rental property has the right to ask. i mean, they face liabilities, they face all sorts of consequences if they get the wrong person in and bad things happen. >> reporter: the campaign director of the alameda county fair chance housing coalition was incarcerated himself and still faces challenges as a single dad rying to find housing. >> landlords still have discretion and check credit and things of that nature but we think removing the barrier is important. >> reporter: it wouldn't just be oakland. next month berkeley is expected

to consider a similar ordinance. >> it is very interesting. leslie. this officially takes place in two weeks time. what should landlords be doing to prepare? >> reporter: well, that is a good question. i posed that to the real estate attorney right now it is not officially in effect and genen forcement wouldn't technically begin until summer. but that attorney told me that his advice to landlords would be to cross out or eliminate that question and that check box on their current applications. back to you. >> thank you, leslie. efforts to relocate homeless people off the joe rodota trail have been postponed. they will be moved to the another location. it was supposed to start today but has been pushed to sunday because the site isn't ready. officials will meet the county january 31st deadline for clearing the trail. the homeless will have to move from the trail that borders highway 12 to the new 60-person

camp that is 13 miles up the road. we want to hear your ideas about building a better bay area and share them with us by joining our group on facebook. along the peninsula, development discussions are underway tonight surrounding a massive space talking about the san mateo county events center. neighboring bay meadows has been transformed from the race track. kris reyes is live there to explain what it could be turned into. >> reporter: good evening. well the event center is home to the county fair, up until last year maker fair was a big draw. they've had concerts here but the county wants to do more and that may include a hotel. here are the details. >> we want to do more day time business. business seminars, business conferences and to do that we need to renovate a couple of the buildings and we think we need to build a hotel. >> reporter: blue sky thinking. that is been the exercise at san mateo county event center for more than a year now as they try to imagine the future of the

fairgrounds. slowly rolling out plans for a 200 plus room hotel and a parking garage and billing renovations, a $100 million project spanning 30 years. brian mckenna wasn't happy to hear about that. he lives right next door. >> i don't think i would have bought a house in this neighborhood if i would have known this planned development was to happen around me. >> reporter: here is the view from sky 7. for the county this space, 49 acres in total, is all about potential. new development means new revenue. funds a nonprofit center needs to survive in the future. >> the buildings are wonderful and well used but they're tired. so it is time that we did something and this is the collaboration of the beginning. >> reporter: it is the development common in growing san mateo where you see new housing everywhere. even a new cal train station is in the works. >> huge topic in the neighborhood. >> reporter: huge topic at this local barbershop, a business in san mateo since the 1960s.

>> i think this is kind of a small town so i think some of the scope of some of the projects should kind of fit the size of our town. not try to blow it up too much. but the growth is good, definitely. >> living in the neighborhood, it's already a problem with all of the events because there is not enough parking for everyone as it is. so they park in our neighborhoods. they leave their trash in the neighborhood. >> reporter: a train could pass through and you could see the cars behind me. this is just a snapshot of the suggestion that residents are talking about but the supervisor said they are not rushing no the project that many consultations will take place and it will take place county wide. chris reyes, abc7 news. >> next door is bay meadows, the race track and one of the largest redevelopment sites with new shops and parks and housing. it will include the all

affordable housing project. that is scheduled to open this fall. what is affordable? with the typical one bedroom apartment in san mateo renting forge $3,400, the rent here will be $740. new details we're learning about the victim of a deadly hit-and-run in oakland. brook smith of oakland died in sunday morning's crash. she was a sexologist with offices in oakland and menlo park. she was driving east on macarthur when the driver of an audi going south hit her car. >> right now our investigators are following up with witnesses and looking at video surveillance. >> the search is now on for the driver who hit her. and his two passengers who all ran from the scene. an online fundraiser is now collecting money for the children of another hit-and-run victim. myisha singleton was a mother of seven. last friday she was picking up her daughter from the middle

school when a hit-and-run driver ran her down killing her. police found the car involved but are still looking for the driver. new at 6:00, pg&e won support for the restructuring plan from key bondholders who have been pushing for a different plan than the one pg&e has been proposing. but in a statement pg&e said all involved have now reached a settlement. the bondholders will back the pg&e plan cleared a major hurdle for the utility facing bankruptcy and still unimpressed p the plan was the governor. he sent a letter to the bankruptcy judge handling the restructure and saying why he doesn't think it meets the requirements of a new wildfire law saying it falls sort in transparency. they expect to make changes to the plan in weeks. we're getting a break from the rain. check out the morning fog in san francisco. from this advantage point in the embarcadero, you should be able

i see that dry. >> that i from the climate prediction center indicating that over the next eight to 14 days the bay area and most of california could expect dryer than average weather for this time of the year. and it is dry right now. as you look at live doppler 7, no rain showing up on the screen there. there is a few have emeryville westward from san francisco and across the bay. 58 in san francisco. oakland 61. upper 50s in san jose and low 50s at gilroy and half moon bay. east bay hills over the bay, it is currently 53 in santa rosa and we have mid-50s at petaluma, napa and fairfield and 58 in concord, livermore 54. and looking over the tranquil waters of san francisco bay. peer 15 here in san francisco. these are the forecast features, fog tomorrow morning, much as we saw this morning. but it is bright and mild in the afternoon. in fact, that is the pattern on friday as well. but rain returns over the weekend and then an unsettled and sort of wet pattern will continue into the middle of next

week. overnight look for fog spilling in from the central valley through the carquinez straig-- t into the east bay and the shoreline. overnight lows will be in the mid to upper 40s and then tomorrow by the time we get to afternoon most of the fog should have burned off but we expect to see a few lingering clouds mainly high clouds but it is a bright day in the afternoon. high temperatures ranging from near 60 at the coast to mid 60 the in the south bay. 65 is the expected high in san jose. 66 in morgan hill. low 60s in the north bay as well. let's talk about rain chances after tri. the next two days are dry but we have significant rain chances on saturday, sunday and monday and the storm activity each day will rank one on the abc storm impact scale. storms of light intensity but wet and then lower chances of rain, nonetheless rain coming our way likely on tuesday and wednesday as well. so this is a rather unsettled

period. let's skip ahead to friday afternoon at 5:00. we'll start the forecast animation there. and notice we see rain overnight friday night and into saturday morning and saturday afternoon still in the north bay event and then retreats and comes back from a different angle on sunday. sunday afternoon could be a wet one over in the east bay and down to the south bay and the peninsula. and then the storm will start to wind down late sunday evening into monday morning. but that won't be the end of it, we may get more showers on monday horning as well. san francisco is at 74% of average rainfall totals. san jose -- santa rosa rather 80%. but the remainder of the bay area is well below average for this time of the year. so may not love the rain but we need the rain. so here is the accuweather seven-day forecast. two more dry days and then the wat and soggy person begins on saturday and as i previewed you earlier, i couldn't hide this, the eight to 14 day outlook

you can now fly from oakland international airport to two new

locations in hawaii thanks to southwest airlines. southwest launched flights from oakland to hawaii last march. the destinations included honolulu and oahu. and today you could fly to kona and -- and in march flights will be operated on a daily basis. the days of seeing an emotional support iguana or rabbit on a u.s. airline may come to an end. the transportation department will tighten rules regarding service animals allowing only dogs. airlines have complained that passengers are abusing rules to let them bring animals on board claiming they are needed for emotional support. you remember the support duck thamed daniel on a flight in 2016. you see it here. or the support peacock banned from the united airlines flight in december of 2018. one week from today san francisco will ban private cars from a big stretch of market street. going east toward the ferry

building, you'll no longer be able to drive from 10th street to main. in the opposite direction from stewart to van ness. the new rules apply to private cars and include ride share companies and do not apply to taxis, commercial drivers and muni and emergency vehicles. a car will be allows to cross market street. at certain intersections vehicles will be allowed on to market to make turns. some side streets will change from one way to two-way or vice versa. it is a little confusing at first but we'll get used to it. a san francisco ride-sharing company lyft is offering free bike share to teenagers and they own the company called bay wheels. teaming up with the ymca and lebron james and his company called uninterpreted to provide free one year members to qualifying teenagers. lyft said it is part of a plan called lyft up which is about providing transportation access for all. a san francisco doctor is on the front lines of the battle to

u.s. health officials announced the screenings on friday. today reporter melanie woodrow went to sfo to talk to concerned travelers and a doctor in the thick of the fight. >> as the centers for disease control and prevention test people here in the united states for the virus, a local doctor from the university of california san francisco is taking a big role in the fight to battle the virus. >> my lab develops diagnostic tests. our interest is in developing sequencing based tests to not only diagnose the coronavirus but identify virtually any kind of virus. >> reporter: dr. chu said they don't have a respiratory test yet which is what they need to diagnose the infection. most of the death and cases have been in china, there is one reported case in the united states. a man in his 30s who lives in washington state. he's being treated in a bio containment room in part by a robot until the cdc said he's safe for discharge. the cdc said it is received

specimens for testing from several people in the u.s. who have traveled to wuhan, china. or had close contact with someone who may have the virus. in wuhan, warnings have been posted that public transportation will stop running. the city is going on lockdown to contain the virus' spread during the peak travel period for the lunar new year. we met cecilia wang at san francisco international airport. she and her parents are visiting from china for the new year. >> they're worried about the virus. >> reporter: in addition to china and the u.s., cases have been reported in south korea, thailand, and japan. with suspected cases detected in australia. chris king is visiting from korea. >> we do hear some news about this coming from china and there is a potential threat that could be brought to korea but it is still very small so far. >> reporter: the virus was first identified in wuhan in mid-december. the strain has been linked to a market in the city that was

watching the impeachment proceedings was a melding of legal education and historic moment and political theater. >> so be honest i'm surprised by this speed that everything is going. >> reporter: silvera is the president of the student bar association at the school and many students are struck by the stark difference between the senate rules and normal trial procedure. >> there aren't allowing any new witnesses or new information to come in. >> it seemed like the chief justice was supposed to provide over this trial doesn't have much of a say in what is going on. >> what is frustrating about it is it is sort of a quasitrial where the result is predetermined but i look forward to the american people being the real jury. >> still others argue that critical issues of constitutional law and presidential power should transcend any sense of political spectacle. >> i've taken away that i don't

breaking news. an arrest warrant has been

issued for nfl player antonio brown in florida. he's macing multiple charges including burgla and battery. police say he and his training arrived at a home and attacked a man there. brown has not been arrested but his trainer was taken into custody. it appears another retail chain is closing all of the stores. fortune magazine is reporting that retailer papyrus is going to shutter the 260 stores including 14 in the bay area. it has yet to respond to the report but the website is pushing a 20% off sale with all sales final. at one time they have 450 locations nationwide. and express is closing up around the country. the ohio based company announced today that it is closing about 100 of the 630 stores as part of a restructuring plan. days after express announced it is laying off 10% of the staff at the headquarters and its new york city design studio.
