kate? >> well, those numbers are still under investigation. the tank is a 97,000 gallon take. the oes report says all of it spilled into the waterways. however, rodney strong says only 20 to 25% of that take spilled into the creek and russian river. on wednesday afternoon, a 97,000 gallon tank of cabernet at popular wine maker rodney strong sprang a leak. >> investigating what appears to be a mechanical failure. we're not entirely clear about that at this point. but we're deeply, deeply concerned about this leak and protecting our waterways here in sonoma county. >> reporter: christopher oh gore man with rodney strong says once they noticed the leak on one of the tanks on the property, they pumped the wine into another tank. however, much spilled into ponds. once the ponds overflowed the wine made its way to this creek which flows into the russian river. >> we feel not that much wine got into the waterway.

we are investigating the other tanks. we moved wine out of that area as well to prevent any future leaks as well. >> i would say this is a case of dodging the bullet the nonprofit has had 50 volunteers keeping an eye on the waterway since the spill. >> we're lucky in that it's winter. the river is high. there is a fair amount of dilution. we haven't had reports of fish kills. the acidity of the wine is going to kill some smaller insect type things that are fish food. and, you know, this could have been a lot worse. >> rodney strong and a third party contractor also pumped wine out of the creek after the leak. the spilled cabernet sells for $27 a bottle. so it's likely millions of dollars of inventory was lost. and by the way, a 97,000 gallon tank would be about half a million bottles of wine. i have also spoken to a fish and wildlife warden who was out here

tonight. they're monitoring the waterways, and they are also investigating what happened. they say that it's possible rodney strong could be facing some misdemeanor charges and penalties. live in healdsburg, i'm kate larsen, abc7 news. >> wow, kate, thank you. new developments and arrests in a series of highway attacks that has gone on for almost a year. terrifying drivers headed to and from monterey county. dozens of cars had their windows shattered by something. investigators told us months ago that it wasn't a bullet. it wasn't until today that we found out what it really was. this is the man the chp says is responsible, charles lafferty. chris nguyen explains what broke the case and led to the arrest. >> in monterey county this afternoon, a major announcement that's been months in the making. >> thank god nobody was seriously hurt, but the fear itself was enough to live through. it was bad. >> reporter: the california highway patrol in salinas has

arrested 52-year-old charles lafferty in connection to nearly a year-long case involving nearly 69 incidents of vehicles being hit by projectiles on highways 101 and 156 near prunedale and aromas. the suspect who has multiple homes was taken into custody wednesday in the town of napomo. >> as we develop the evidence we have acquired, we're confident that we'll be able to recommend additional counts based on the evidence we have linking him to the victims. >> investigators getting a break after spotting a gmc pickup truck during the most recent attack earl this month and linking it back to lafferty. he faces multiple charges, including ten counts of felony throwing an object at a motor vehicle, ten counts of felony assault with a deadly weapon, and one count of felony possession of a silencer. the chp says lafferty used a slingshot with marbles. >> i've been very worried about it. and i've had to take a couple of trips up to the bay area, and

i've rerouted myself. >> initial feelings of relief now making way for some frustration. >> i don't know what their motive was, but it's disgusting. thaw really -- they could have killed innocent people. it's sad. >> the chp thinks lafferty acted alone. he is currently being held at the monterey county jail on $250,000 bail. chris nguyen, abc7 news. on the politics and presidential candidate tom steyer made his first stop in california in weeks today. for a round table in richmond. he was last here in december to open up a campaign office, and since then his status in the race has changed rather dramatically. abc7 news reporter laura anthony with the story. >> i would like to hear -- get your insights. >> fresh off surging numbers in national polls, tom steyer back in the bay area, meeting face-to-face to talk criminal justice reform in richmond. >> that's why i'm running for president. >> steyer's public profile and

legitimacy as a presidential candidate has risen dramatically in recent weeks. last week appeared as one of only six democrats in a cnn debate, and wednesday he engaged in a mini twitter feud with president donald trump, who called the former hedge fund manager a major loser. to which steyer replied, quote, donald, you're just jealous nobody wants to say hi to you. impeachment is forever. bye. >> i don't take his insult seriously. why would i let someone who doesn't know me tell me what i am? i never have. i believe every time he lashes out is because he's weak and scared. >> climate is the number one priority. >> reporter: steyer's rising poll numbers are due in part to his own deep pocket, having now spent more than $130 million on television, radio, and internet advertising. trump aside, he's managed to stay away from the fray that's swirling around the top candidates. >> look, i don't think that this is the time for democrats to be talking about the personal

was a mayor, and because he did a lot of transformative work as a mayor. >> breed will also serve on the campaign as the first chair of african americans for mike. she says bloomberg is, quote, the only candidate for president who has a fully articulated plan to improve the lives of african americans. in a statement, bloomberg said in part, i'm honored to have her support and look forward to working with her not only to win this election, but to help make search and all of california stronger, fairer and greener. we heard some insight into bloomberg's candidacy from chronicle insider phil matier. he spoke with abc7 news reporter liz kreutz as part of our new political series, "chasing california." >> you have this relationship between him and elected officials in the state. the question for michael bloomberg is can he translate that out to the mass of voters while the clock is ticking down on this primary election. >> right. how much do endorsements matter

new respiratory virus. the death toll has increased to 25, seven more than yesterday. one of those deaths happened far from the epicenter of the outbreak in a province 600 miles to the north. >> the chinese government has put wuhan and several other nearby cities under virtual lockdown. public transit, trains and flights have been suspended. it's an unprecedented move affecting more than 20 million people. after two days of deliberations, the world health organization says it will not declare a global health emergency, at least not yet. >> now is not the time. too early to consider that this event is a public health emergency of international concern. >> the organization will meet again in ten days to review that decision. east bay officials are asking doctors and nurses to isolate suspected cases if they should encounter them. there are other victims of this outbreak. bay area residents planning trips to china. >> fearing exposure to the

virus, they're scrambling, trying to cancel their tours. but travel agents say their clients could pay dearly for doing that. >> david louie is live at fort mason in san francisco with that part of our coverage. david? >> ama and larry, with more and more cases of coronavirus being reported globally, people who have travel plans to china are definitely on edge. some of them are trying to get their plans canceled and get refunds, but the refunds are not a given, and they could be out tens of thousands of dollars. china's travel ban is growing. flights and ground transportation are now restricted in eight cities to help contain the virus outbreak. as the number of confirmed cases grow, people planning trips to china are reacting. san francisco travel agent irina beef, owner of travel darlings has had a flood of cancellations. >> we have clients that are going to be losing $30,000 just like that. it's a risk that they took. they're not going to be taking the risk, and they're going to be taking a loss. >> she says tours have been

prepaid, and travel insurance doesn't cover fear of an epidemic. there might be concessions made by the airlines and hotels at some point. rescheduling the trip could be problematic. >> we're trying to advocate on their behalf and rebook them, but people are not that keen on being rebooked because what if this virus continues for a year like sars. >> the economic impact could be substantial. three million u.s. tourists visited the u.s. last year spending about $6700 per tourists visit china annually, pending from 2200 to 4500 per person. china has moved quickly to contain the coronavirus, mostly within one province. but the mobility of passengers has already spread the virus across asia and to the u.s. that puts many on edge about going to china or coming in contact with those returning. travel can be risky. >> i would postpone it. i would be concerned. just the virus, it's sensitive. and i would be concerned.

>> the union that represents american airlines flight attendants is asking now for all u.s. carriers to step up their efforts to protect both cabin crews and passengers. we're live in san francisco, david louie, abc7 news. >> all right, david, thank you. looks like a clear night behind david. >> let's get to spencer christian for a check on our forecast. spencer? >> it is mainly clear. we've got high clouds developing. maybe fog overnight. at the moment, skies are fairly clear. here is a look at live doppler 7. we have dry conditions despite the presence of moisture in if atmosphere around ukiah and cloverdale. this is the tail end of a weak frontal system. it's possible someone up there may get a sprinkle or two. no significant rainfall associated with it. here is the view over the calm waters of san francisco bay. 57 in the city. 59 in oakland. 58 redwood city. and mid 50s in san jose, gilroy and half moon bay. lovely view from the east bay

hills camera looking along the bay bridge back towards san francisco. you can see a few clouds in the distance. but we have lots of clear patches in the sky as well. temperature readings right now are right in the mid 50, about 54, 5 in most of those locations. santa rosa, petaluma, napa, concord and livermore. and the live view at the golden gate where the pavement is dry. these are our forecast futures. areas of fog developing overnight and a little increase in clouds as well. we can expect mild afternoon temperatures tomorrow and saturday, but our next storm arrives over the weekend that means saturday won't be completely dry. the wave heights are growing along bay area beaches. we have rough surf. as a result, beach hazard statement will be in effect from 3:00 a.m. to 9:00 p.m. tomorrow. as the wave heights continue to grow, we may see large breakers. there is the possibility of dangerous rip currents and sneaker waves. on we go to overnight conditions and increase in high clouds and areas of fog developing overnight. we'll see low temperatures

mainly in the mid- to upper 40s. tomorrow lots of high clouds. but bright hazy sunshine for most of the bay area, although it will begin to get increasingly cloudy in the north bay. highs will range from low 60s a the coast to low and mid-60s everywhere else around the bay shoreline and in our inland valleys. let's talk about the approaching storm. it ranks 1 on the storm impact scale. will be coming in late saturday into sunday. about a tenth inch to half an inch expected in most locations. here is the forecast animation starting at 5:00 p.m. tomorrow. late tomorrow night, we'll see a little area of light rain dipping south washed. but then it's going to lift northward again and the rain won't come back until late saturday. 5:00 in the afternoon we'll see the rain beginning to push southward in the north bay. late saturday night overnight into sunday, spreading to the east bay, the south bay and other parts of the bay area. start the day on sunday as a wet day. but the rain will taper off in

now news to build a better bay area from abc7. >> scientists say it's not a matter of if but when the next major earthquake strikes the bay area. and when that big one hit, people will rely on hospitals to take care of the thousands who are expected to be injured. >> but will hospitals still be standing? abc7 reporter melanie woodrow has been digging into state data and is here to tell us where there are still some concerns. >> the seismic safety act originally gave hospitals until 2008 to make their buildings safe in a major earthquake. many hospitals applied forbe an extension until january 21st

2020 and have been granted new ex-sentence, even though they have a number of buildings that pose a risk of collapse. anni-team analysis of data from california's statewide office of health planning and development found 41 bay area buildings that pose a risk of collapsing in the event of an earthquake. buildings like this one in san francisco or this one in palo alto may not stand up to a major quake. for the last 12 years, more than 200 hospital facilities across the state have been working to upgrade their buildings to make them more structurally sound. santa clara valley medical center is one of several hospitals that applied for and was granted an extension beyond an already existing january 1, 2020 extension. according to the state, santa clara valley medical center has five buildings that pose a significant risk of collapse and danger to the public in the event of an earthquake. in an emailed statement, a spokesperson tells the i-team the state granted an extension for three of the buildings until july 1, 2022. quote, there are no acute care

beds in these structures. santa clara valley medical center has a permit in place and will begin to seismically retrofit these structures prior to the new deadline. the spokesperson says the two other buildings have also been granted an extension to january 1, 2025. quote, these structures include 16 patient beds and medical records which will be moved to compliant buildings in 2021. the other two hospitals with the most buildings that pose a significant risk of collapse are california pacific medical center west campus and stanford health care. cpmc tells the i-team the hospital at the west campus is now closed, and all in-patient services have been transferred to the van ness campus. also that, quote, there are some isolated support and outpatient care services still operating in the facility, which will relocate throughout 2020. stanford health care says there are no hospital beds or acute care in their six significant risk buildings. quote, the affected outpatient services will be moved to a new space in redwood city or on the

in new south wales. governor newsom issued a statement expressing his condolences for the deaths of the three men he called heroes. they were part of a california-based crew that recently travelled to australia. their names haven't been released. the c-130 hercules that crashed was the same one seen at mclellan air force base during an event governor newsom hosted with former governor arnold schwarzenegger last year. happening right now, bay area members of congress, including representatives mike thompson, mark desaulnier, eric swalwell and jackie speier holding local town hall meetings talking about the impeachment trial that is under way against president trump. live look at the senate floor in washington, d.c., it's 9:30 there, and the trial is still taking place. abc7 reporter rachel scott wraps up today's proceedings in two minutes. >> the democratic house impeachment managers moving in to day two of opening statements, focused on threading together the evidence to argue president trump violated the

when it actually wasn't, which led to some scary moments while she was oversay, 7 on your side's michael finney is here to sort this all out. this is a weird case. >> it is a weird case. this viewer had a perfectly good phone and a fully paid at&t service on it. but she found herself stuck overseas with almost no connections to loved ones back home. >> this is me in front of the temple. >> reporter: brenda chen took lots of photos when she was in china. >> we were in shanghai afterwards. >> taking pictures was about the only thing she could do with her iphone. >> i couldn't call out. i couldn't receive calls. i couldn't check my email either. >> it was a little unnerving being far from home without phone service. >> strangely, the only person i could contact was my daughter by text. i explained to her my service was suspended and i can't contact dad. >> it had nothing to do with her location. it was the phone. somebody had reported it stolen. >> every time i tried to make a

phone call, then it would say this device has been blocked. >> her phone had been blacklisted, entered into a database of stolen phones which are blocked from getting service. it's meant to deter theft, but brenda's phone wasn't stolen. >> and i said i have never lost my phone. i still have it in my hand. >> luckily, she was traveling with a group. so when their tour bus got into an accident one day, brenda wasn't stranded. >> everyone had a phone, and they were happy to share. >> when she got home, she contacted at&t. why was her phone blacklisted? >> they just wanted me to prove that it really was my phone. i was suspect until then, i guess. >> she contacted 7 on your side. we asked at&t to investigate. well, it turns out a different phone was reported stolen and its id number was typed incorrectly into that database. as fate would have it, the incorrect number belonged to
