relief. wall street suffering steep losses with airline shares leading the way and more people are detected with coronavirus. and concerns about its containment and potential economic impact are only jumping tonight. and today san francisco activated its emergency operation center because of the virus, although there are no new cases yet. i'm dan ashley. >> and i'm kristen sze. let's get to reporter david louie who is live with more. david? >> well, kristen and dan, a lot of people in the bay area are concerned about this coronavirus. you notice a lot of people at the airport are wearing them. you'll see them at the ticket counters. you might even see them aboard the aircraft. but the city's top health official says there is no need to wear them, and he explains why not. it's a common sight now to see passengers wearing face masks. airline and airport employees too with flights arriving daily from a number of countries besides china where there are confirmed cases of the coronavirus. however, san francisco's public health director says they're not

recommended. dr. air aragon was at a meeting to talk about the kraut break preparedness. there are no confirmed cases here. there is no coronavirus circulating at this time. you would not be wearing it for those reasons. people can still wear for other reasons like i don't want to get the -- the flu virus to that this person next to me may have. >> sayed disagrees with that opinion. he and his wife are wearing them to pakistan. they want to protect themselves. >> people are commuting, traveling from here to there. and they may bring this disease with them. and still it is incurrable. than is the major concern. >> the mayor said a state department charter flight carrying consular staff and other americans out of wuhan will not be landing at sfo. it will touch down in anchorage before flying to ontario in southern california.

passengers will undergo three healthchecks. >> the first healthcheck will be by chinese officials for passengers boarding the plane. the second check will be for by u.s. officials on the aircraft that flew in to wuhan with that flight and will do a second healthcheck before departing. >> the third will be done on touchdown in anchorage. wuhan, china in central china is considered ground zero for the outbreak of the coronavirus. there are no commercial nonstop flights coming from wuhan to sfo anymore, but that doesn't mean people can't transfer to other airlines and still arrive here in san francisco. live at sfo, david louie, abc7 news. >> david, thank you. now some people are wondering whether packages mailed from china pose a risk. it's a fair question since california imports so many products from china like apple iphones. but the cdc saying today, quote, in general because of poor survivability of these coronaviruses on surfaces, there is likely very, very low risk of

spread from products or packaging that are shipped over a period of days or weeks at ambient temperatures. chinese health officials are now blaming coronavirus for at least 80 deaths. the flu-like disease has sickened thousands of people, most of them in china. right now there are five confirmed cases of coronavirus across the u.s., and tests will determine if another 73 people have coronavirus in the u.s. meanwhile, this health threat led to really an extraordinary moment in wuhan as people there stay indoors. many last night took to their windows to shout out messages of solidarity. listen. [ shouting ] >> isn't that remarkable? you can hear wuhan jaio. it translates literally to add oil, but it's a chinese phrase that can mean keep going or hang in there, and it's commonly used

to emphasize perseverance and determination. wuhan jaio. well, for any new developments on the coronavirus, we will send out alerts immediately to keep you informed on the abc7 news app. >> often said at sports games to cheer on the teams. in the east bay, two young children were unhurt during a shooting spree on 580 that wounded a victim. the shooting appears to be targeted. the victim was riding in car driven by a woman who also had her 1-year-old and 4-year-old children with her. it happened in oakland just before 10:00 this morning near the keller avenue exit on eastbound 580. a neighbor helped the family. she says the shooting victim was the driver's teenaged son. >> took off my shirt and tried to stop the blood, and his mother helped. and we called 911. and i just hope from the bottom of my heart that he makes it through. >> the chp says the shots came from a white suv with two people

wearing masks inside. officers have made no arrests. a battle over thousands of rental units in san francisco is really heating up tonight. san francisco supervisors join housing advocates on the steps of city hall. they're demanding that one of the city's major property olders, veritas investments delay the sale of about 76 apartment buildings. a city law requires owners to give qualified nonprofits a chance to bid on rental properties. but advocates say the volume of the sale is just too large to meet current deadlines. >> so we are here today to say that the homes of thousands of san franciscans are more than just commodities to be bought, operated and sold for maximum profit. >> it is contrary to their claim that they care about the tenants in their buildings. this was also a big fat lie. >> in a statement to abc7 news news, veritas accuses the

housing advocates of violating the community opportunity to purchase act by releasing private information about the sales, but say they are willing to work with the mayor's office of housing. in the south bay now, san jose state university today announed a multimillion-dollar project to house staff and students who are experiencing homelessness. abc7 news reporter kris reyes is on that story, and it's part of our effort to build a better bay area. >> we have exciting news to share with you. help with affordable housing is on the way. >> promises from the president of san jose state university. many in this room have been waiting for this announcement for a long time. last year, a number of rallies were held on campus criticizing the university for its inaction on student homelessness. >> i would describe this as a housing crisis, honestly. and that shows by the 53,000 students that are in the csu system that are homeless. >> a recent california state

university report show that san jose state has the highest rate of homelessness in their system at 13%. here are a few of sjsu's brand-new prom misses to help bring that number down. more than $3 million in grants over 18 months to help address basic needs and security. the expansion of a rapid rehousing and rental assistance program. 12 or more emergency beds for a fall 2020 pilot program. and it's not just money. they're also building space. this building is one block from the university. the plan is to turn it into retail and office space, plus more than 800 apartment units with below market rent. and this space inside the school will be dedicated to helping students with housing by fall 2020. >> we stand for those students who can't speak for themselves. >> in san jose, kris reyes for abc7 news. let's turn to what's happening in miami for the super bowl. >> we sent abc7 news amanda del castillo to check out all that fan excitement.

the yelle and red flag is that of south vietnam. it also symbolizes the struggle of the vietnamese refugees who came to the u.s. after the fall of saigon to the communists. america is in the midst of a salad shortage. more precisely, an arugula shortage. the shortage is being caused by the unexpectedly colder and wet winter facing growers in the southwest. abc7 news reporter laura anthony is live from alameda with the local impact of this shortage. laura? >> well, hi, dan. let's just say it was a really good idea for me to buy this box of baby arugula when we first got to this store in alameda, because as you can see now, they are entirely sold out of their inventory. there is a race for arugula in the bay area. across the country, it seems, as stores and restaurants either don't have it or dent have what little they do have for long. >> my understanding is that there is an issue with the

weather and mold in the fields. >> joe owns the market in alameda. he had some bulk arugula last week, but that's gone. this week he did manage to find a few containers of baby arugula from mexico. you have a little bit now, but it's the package kind? >> correct. it's spotty. it's only what's available. that's what we'll take. we contact a half a dozen different vendors on a daily basis to get what we have. >> safeway didn't have it. whole foods didn't visit and trader joe's didn't have it locally. >> nate bradley sells gourmet cooking products including a vast array of olive oils. he also does some special events featuring his signature nate salad made be baby arugula. hard to do nate's special salad without arugula >> exactly. when we didn't visit, we tried to find a replacement, baby kale, and it wasn't the same. >> the reason behind the shortage may be weather related,

but not everyone is buying that theory. not this arugula shopper. >> i think the reason for that is because they've been serving baby arugula for so many years that they never let it have a chance to grow up. so if there is a shortage, it's the people who ate the baby arugula. >> obviously the shopper there was trying to be a little bit funny. this is a hot commodity, though, as we were telling you. i touched base with the growers association down in the salinas area. they said the reason there is a shortage up here right now is they would normally get a fair amount of the arugula from arizona, and it's been especially wet there lately, which is causing mildew problems and the like. the crop just isn't up to the standards to put on the shelves here. live in alameda, laura anthony, abc7 news. >> thanks, laura. arugula is zisdelicious. >> especially with chicken. we have the looming deadline on health insurance. >> michael finney is here with that story. >> time is rung out. i'm hearing the clicking.

californians have until friday to get health insurance or pay up. the federal government did away with the penalty for not having health insurance, but the state of california stepped in and levied its own fine. individuals who go the entire year without health insurance can expect to pay about $700. a family of four is looking at more like 2,000. covered california offers a variety of programs and often covers the entire cost of insurance for a family. so it is definitely worth checking out. as job growth accelerates in california, it may be peaking across the united states. a sawyer say by the national association of business economics now says just as many american companies are reporting job decreases as increases. now that could mean job growth could slow this year. however, the unemployment around historic lows could also indicate difficulties in finding workers, not just in finding jobs.

kpax tax season unofficially began today. so far so good. the irs opened the 2020 sacks tonight by accepting and processing federal tax returns for tax year 2019. there have been no glitches reported. the deadline to file and pay any tax owed is by wednesday, april 15th. more than 150 million individual tax returns are expected to be filed. 90% electronical. be on the lookout for scams. this is also a con man season as the bad guys attempt to use the filing season as a way to rip off consumers. they're going to come up with a bunch of new scams. just watch. assume you're not talking to the irs. >> they're like rust. they never sleep. thanks, michael. >> all right. right now we want to check out your accuweather forecast. got some changes on the way. >> we do, meteorologist sandhya patel tracking it. >> some of you will have to switch out your shades for umbrellas. let's check out emeryville camera right now. it's a little breezy outside. we do have clouds and fog on

multiple layers. mid 50s in san francisco. 60 in oakland, san jose. san jose 59 degrees. 53 in gilroy, and here is a lovely view from our san jose caera as we look at the sun setting. mid- to upper 50s from santa rosa to napa. currently 60 degrees in fairfield, and 55 in livermore. so today those temperatures were within a few degrees of yesterday. for those of you who think it's too cold, just wait. look at the santa rosa temperature trend. we're going to be a little little on the lower side for the first couple of days of this week. but look at those temperatures thursday through saturday. low 70s around the region. so it's definitely going to feel like spring. let's look at a live picture right now from our golden gate bridge camera as we see the clouds gathering. live doppler 7. exploratorium camera seeing light chon on the bay. light showers develop by morning. dryer and milder week mid- to late part of the week.

above average temperatures thursday through saturday. let's check out the rainfall season to date. we are still behind. santa rosa 79% of average. 71 in san francisco. oakland, sfo and san jose just above 50% of average. so even though we're not expecting a whole lot, we'll take anything we can get. it's a light level one for tomorrow. scattered light showers. less than .15 for most of you. tomorrow as we head towards the morning commute, we're still going to be dealing with fog and a little drizzle. 5:00 a.m. you will notice. but as we head into about 8:30, north bay starts to see showers. that's where the best chance will be at 10:00 a.m. as well. but as we head into the afternoon, you will notice the shift of those showers. not everywhere, though. 1:00 p.m. is slicing across the central bay, and then it's pretty much done in the early afternoon with some partial clearing by late afternoon. in terms of rainfall totals, most of you will get from a few hundreds of an inch to perhaps about .12 in calistoga. we will see damp roadways.

first thing in the morning watch out for the showers in the north bay. fog around some parts of the by area. 30s, 40s for your temperatures. as we head into the afternoon, it's going to be int the upper 50s to low 60s for most of you, and a look at the super bowl forecast in miami on sunday at hard rock stadium 7:00 a.m. it's going to be a dry morning, sunshine, temperatures in the low 70s. it's going to be a winning forecast for the niners. 67 degrees at 7:00 p.m. accuweather seven-day forecast. a level 1 for tomorrow. scattered showers and then dry for the rest of the workweek. heading into the weekend with the spring preview, low 70s thursday through saturday around parts of the bay and inland 60s coast side. we'll cool it off for you sunday and monday. and back to winter-like temperatures by monday. but until then, we have a little bit of a seesaw in those temperatures coming. >> a little taste of spring. >> there you go. i just want to preview it. >> thanks, sandhya. a my money should work as hard as i do.

a teenager left paralyzed in a shooting four months ago returned to her high school today in el sobrante briante. >> 16-year-old ashley parker was surrounded by family and first responders at el sobrante. she was one of three innocent teenagers wounded in deanza high school following a football game there. >> police have arrested three people. parker today told students her heart stopped beating three times and it gave her a new outlook. >> i now realized what it means to live and to have a meaningful life, and, like, it doesn't matter what age or anything. everyone has a reason to live. >> knowing you, god, it's okay. we're okay with it. we're okay to -- we can still be a family, no matter what. >> ashley's sister told the
