federal involvement. >> live in the newsroom. >> reporter: this is a complicated story. talk about a war of words. members of the police officers association used these phrases to describe the district attorney, a threat to public safety, someone who hood winked the public into voting for him and empowers criminals. the d.a.'s office insists all they want is clarity. >> the decision to not charge has put law enforcement lives in danger and we respectfully respect that the u.s. u.s. u. department enter conveniencesin case. >> that decision monday morning is in response to the district attorney's decision to withdraw the complaint against the man allegedly seen in this video running from two san francisco police officers in the mission after they approached him about a disturbance call.

hampton alleging hitting one in the head with a bottle. officers fire multiple shots which result in amputation of hampton's leg. withdrawal is the same as dropping or dismissal of charges. >> that's just lawyer talk. technically they said they are withdrawing the complaint. they're dropping the charges. >> reporter: a spokesperson from the d.a.'s office issued this statement saying it would be unfair to ask the officers to testify as witnesses in a criminal prosecution while they are still under investigation for their use of force in the same incident. the d.a.'s office telling me later by phone that with a withdraw charges can still be brought against mr. hampton within three years with the intention of more action as soon as the investigation into the two officers involved is complete. in the meantime, as indicated by a go fund me page, hampton remains in the hospital. his leg amputated as a result of his injuries. a video from the nonprofit city

team illustrates his journey from being homeless to hopeless to a mentor for foster youth. the poa is awaiting a response from the u.s. attorney's office. the investigation into the two officers involved in the shooting is ongoing, but i'm told they are back on the job. in the newsroom, abc 7 news. back to you. >> thanks very much. a san francisco is on alert this evening ready to respond if a case of coronavirus is discovered in the city. san francisco has activated the emergency operation center because of the growing outbreak of this flu-like infection. this is a place where agencies can work together to deal with a large event like an earthquake. around the city you will see people wearing masks in increasing numbers, but san francisco's chief of public health doesn't recommend a mask to protect yourself from coronavirus. >> right now there's really no risk in san francisco or even in the united states. we realize that people may wear

masks for other reasons. >> the mayor dispelled a rumor that a state department flight from china will land at sf tomorrow. it will land in alaska. federal officials will monitor passengers to see if they display symptoms of the virus. china has just revealed that 25 more people have died of coronavirus. the death toll is now at least 105. thousands more are reported sick, many of them in the area near where this disease first emerged. right now the united states has five confirmed cases of coronavirus. that's in the entire country. tests are under way to see if more than 70 other people have this disease. the u.s. senate's top democratic wants a public health emergency declared. >> that will spring up to

$85 million that's immediately available, it's been funded, so the cdc can prevent the spread. >> the state department issued an advisory recommending that americans avoid traveling to china unless their journey is absolutely necessary. the chief medical officer at doctor on demand joined us at 4:00 and explained that patients who fear they have coronavirus are most often sick with something else. the early symptoms are similar to the flu. >> it happens. people miss the education about the exposure so people absolutely come in thinking what is my risk for this, i'm seeing this in the news. the most common thing people are going to have is the flu because right now we have 15 million cases of that, but about 100 possible cases of coronavirus.

time stocks suffered a steep sell off today as investigators worry about the effect of the coronavirus. airlines, resorts and other company that rely on travel saw the steepest losses. the national transportation safety board has begun the investigation into the deadly helicopter crash that killed nine people yesterday morning. kobe brienyant, his 13-year-old daughter and seven others were on board. >> reporter: tonight a nightmare for investigators combing through the helicopter crash site where kobe bryant and eight others were killed. at least three bodies have been recovered. witnesses still in shock. >> i'm not hearing any engine problems. i listened to the sound go across the street, over that

building and i'm going i hope you're getting altitude and then 20 seconds later i hear this big thud and you could hear the fuselage break apart and then the rotor blades were completely silent. >> reporter: the ntsb tasked with finding out what went wrong in the seconds before the deadly crash. they're asking the public for photos of the weather at the time of the incident. in addition to the fog, they're going to be looking at flight patterns, the pilot, the seat c arrangements and the history of the aircraft. as far as the black box. >> there wasn't a black box and there isn't requirement to have a black box on this. there was an ipad where for flight which essentially flight plans and weather briefings and the pilot uses that in flight. >> reporter: tonight all nine members aboard the aircraft

identified, including kobe bryant and his 13-year-old daughter, orange coast college head baseball coach and his wife and daughter. sports employee and sara chester and her daughter and the pilot. >> christina leaves behind a husband and three children ages 3, 9 and 11. she was the assistant basketball coach at bryant's academy. her husband matt gave an emotional interview to abc 7 news. >> how do you tell a child their mommy is no longer with us? so it was very -- it was very challenging. it was extremely hard. they screamed. they yelled. i just held them and let them scream, let them yell. >> matt says christina was extraordinary and was hand picked by bryant to help him

coach because she was so amazing. hard to watch that interview. today we learned that bryant's helicopter was approved to fly in fog before it smashed. we spoke to a helicopter expert about this. >> reporter: in this audio communication between kobe bryant's pilot and air traffic control, we can hear the pilot obtain clearance, meaning he could fly in a low visibility situation. >> once he got into what's considered special vfr, we would have come home. >> reporter: why? >> because that's below our minimums. >> reporter: the helicopter was flying north from orange county after takeoff in the air traffic control audio we can hear he was held up for 15 minutes in the air waiting for clearance. >> i have a helicopter that's

been holding for 15 minutes. >> you're holding waiting for the weather to get better. the weather is better and then he went. so you think maybe it was major mechanical. kind of back to square one. we don't know. >> reporter: he believes weather played a role. based on the weather conditions that day, would you have flown? >> no. >> reporter: he argues that normally the helicopter is equipped for those conditions. the pilots decide whether or not to fly. >> we'll probably find out that he got an inc so the weather was really bad and it just got really bad and couldn't get the aircraft coupled to autopilot. >> reporter: so the mystery remains, what happened. in the last moments before the crash, bryant's pilot went silent. >> you're still too low for flight following at this time.

countdown. >> reporter: according to records, the pilot was not only certified to fly under instrument weather conditions, but to also teach other pilots. now the faa and the ntsb are both investigating this crash. abc 7 news. our los angeles sister station looked into the flight path of the helicopter. the blue line indicates the path from the john wayne airport into the burbank area. the helicopter was actually videotaped circling glendale as the pilot waited for visual flight rules clearance. the helicopter pilot says he's flown that intended path and is familiar with the weather. >> i live close by. the weather was bad and the ceiling was low, which means that helicopter was trying to squeeze by to get through this pass here and that's where the crash occurred. >> the pilot killed in the crash is being remembered as a dedicated caring instructor.

welcome back. it's the bitter truth, there is an arugala shortage. the reason is a cold and wet winter affecting growers. abc 7 has a look at the local impact. >> reporter: these are tough times for arugala lovers. we were fortunate enough to get here as the shelv restocked. we bought this package and the rest was gone in a matter of hours. there is a race in the bay area. across the country it seems as stores and restaurants either don't have it or don't have what little they do have for long. have you ever had an issue before? >> not that i can recall and i've been doing this for 25 years. >> reporter: joe owns the market and he had some bulk arugala last week and that's gone. this week he managed to find a

few containers of baby arugala from mexico. >> my understanding is there is an issue with the weather and mold in the fields. >> reporter: you have a little bit now, but it's the packaged kind? >> correct. it's spotty. it's only what's available. that's what we'll take. we contact vendors to get what we have. >> safeway didn't have it and whole foods didn't have it. >> reporter: nate sells gourmet cooking products and he does some special events featuring his signature nate salad made with baby arugala. it's hard to do it without arugala. >> exactly we tried to find a replacement, baby kale, and it wasn't the same. >> reporter: the reason behind the shortage may be weather related, but not everyone is buying that theory, not this arugala shopper. >> i think the reason for that is because they've been selling

we'll see light showers developing overnight and in the wee hours of the morning first in the north bay. we have a much warmer pattern coming our way thursday through saturday. we have an approaching storm ranking one on the storm impact scale. light showers will develop during the overnight hours. best chance in the taking us from midnight to 2:30 a.m. and we'll see the first showers developing. after 5:00 a.m. we'll see patchy showers moving through mainly in the north bay and down along the coastline and later in the morning we'll see rain reaching down into san francisco and a few spots on the peninsula and maybe a few scattered showers in the east bay. the system will weaken and fall apart by the end of the day tomorrow. overnight lows mainly in the mid to upper 40s and highs tomorrow

new money, new building, new space. san jose state plans to tackle the students homelessness problem in all sides. >> the plan comes after a year of protests from students and staff about this growing problem. >> abc 7 has the university's president's promise of a solution. >> we have exciting news to share with you. help with affordable housing is on the way. >> reporter: promises from the president of san jose state university, many in this room have been waiting for this announcement for a long time. last year a number of rallies were held criticizing the university for its inaction on student homelessness. >> i would describe this as a housing crisis and that shows by the 53,000 students that are in the system that are homeless. >> reporter: a recent california state university report show that san jose state has the

highest rate of homelessness in their system at 13%. here are a few of the brand new promises to help bring that number down. more than $3 million in grants over 18 months to help address basic needs in security. the expansion of a rapid rehousing and rental assistance program. 12 or more of emergency beds for a fall 2020 pilot program. they're also building space. this building is one block from the university. the plan is to turnil and office than 800 apartment units with below market rent. this space inside the school will be dedicated to helping students with housing by fall 2020. the mayor, local leaders and homeless advocates praised the announcement. >> it was her efforts to bring so many of us together to push together. >> we stand for those students who can't speak for themselves. >> reporter: in san jose, abc 7 news. >> last year on november 1st the

homeless advocates set a goal of housing 100 homeless students in 100 days. we reported this at the time. san jose is a partner. they are on track to hit that goal by february around the deadline. a battle over thousands of rental units in san francisco is heating up tonight. san francisco's supervisors joined housing advocates on the steps of city hall there and demanding that within of the major property holders delay the sale of some 76 apartment buildings. a city law requires owners to give qualified nonprofits a chance to bid on rental properties, but advocates say the volume of the sale is too large to meet current deadlines. >> we are here today to say that the homes of thousands of san franciscans are more than just commodities to be bought, operated and sold for maximum profit. >> it is contrary to their claim that they care about the tenants in their buildings.

be warned, timing the secondary market is like timing the stock market. it's not easy. i spoke with brett goldberg, the co founder of pic tick whichick doesn't charge buyers a fee. hre's what he thinks is going on. >> in prior years we've seen the monday or tuesday the week before is a very good time to buy. sometimes if you miss that window, everyone starts buying and then ticket prices go back up. it's all supply and demand. it used to be if you wanted the best seats you're paying $10,000 and you can get in for $2,000 five plus years ago. now it's over $4,000 where the best seats can be $8,000. >> if i'm looking for cheap tickets, i should buy and if i'm looking for the best seats when should i buy? >> what typically happens is the week in advance some supply does

come out in the open market and we'll see the drop in price. that inventory then becomes available because whether it's people who go to pick up their ticket and then say, hey, i can sell these for $4,000, i'm willing to do that. so there's this big supply and demand kind of push and pull that's happening. it's possible the team ends up getting more inventory for whatever reason because sponsors didn't want all the tickets. there are elements, but it's unclear exactly how that may effect the open market. >> it's how much do you want to gamble. >> yeah, what's your risk. >> for those of us the best seat will be in our living room. for those determined to be there in person, you may be able to still get a good seat at a relatively good price. yeah.

today it's hard to focus on football given the tragic death of kobe bryant. so many feeling the impact of his death. i had a chance to catch up with an old friend. sal is a philly guy and he covered kobe bryant when he was a teenager in high school. >> i covered him and to him when he initially came out of high school. i was sent to do an outside piece and interview him and i found him to be a very interesting young man at a very early age, even when he was a teenager. he wouldn't do the interview for a while and we went looking for him and he was hiding under a desk in the lower high school library. >> you're kidding. really? >> yes. sort of like hanging out with his friends. didn't want to be interviewed on camera, but eventually he did it. it was sort of like playing

around. i covered obviously that first championship when they beat their opponent. i was around him a lot early in his life before he became the mega star that he became. one of the biggest thing is tremendous sadness over the loss of a life, especially young people. >> as far as the football goes, the kansas city chiefs, there's a narrative that with the 49ers success running the ball in the past two playoff games that maybe they're best game plan is to try to force them to beat them because there are some who believe that he can't throw the ball, at least that's what's out there. if you look at the stats, he's had some great games. i don't know how the chiefs approach this? >> i don't look at stats. i look at the matchup and i think specifically in this game if jimmy doesn't turn the ball over, the 9ers should win the

game. i covered the 9ers when they came to baltimore and he had that really bad turnover in the football game and that was the difference between winning or losing or they would have beaten the ravens. if he takes care of the football, i think it would be hard for the chiefs to win this game. >> your relationship with andy reed goes back many years because he was in philly for a long time. had a chance to win the super bowl with the eagles. that was 15 years ago. did not. how much pressure do you think he feels because you don't get -- you may not get these opportunities that often in your career. >> the question of pressure is interesting for andy reed. he is not a very guy. we don't have a feeling about this. i was with him the night before the super bowl in jacksonville and he gave me a tour of their team facilities and we talked at

length about owens and facing the patriots and we did a report on sports center. you probably were the anchor that night. he's different now. he's more closed up because of some of the circumstances surrounding him as a coach and person. i don't get the sense he wants to talk about 234e any of that big picture way. >> are you in the big picture business? >> i'm in the reporting business. the furthest i will go about it is if jimmy doesn't turn the ball over, it will be hard for the chiefs to beat this 9ers team i think. >> one more note on kobe bryant, the game scheduled for tomorrow night has been postponed. this is the media entry area. this is opening night at the super bowl. we'll have a ton of interviews with the 49ers and the chiefs. we'll bring them to you on air and online, all the social media
