in san francisco. we are talking about the market street changes. there will be no personal cars allowed on market street. if you're traveling eastbound between 10th and main street, no cars of your own between stewart street and vanness. traveling westbound starting tomorrow. today is the very last day, so get all that driving out while you can. it is going to be a big change for us all. ferries with no delays. b.a.r.t. 43 trains running on time. ace as well. looking live right now at the bay bridge seeing things move smoothly over the bridge, but once you get to the toll plaza, expect some delays. metering lights came on at 5:17. a live look at 280 and king street, nice and clear for everyone. turning now to the super bowl and the last chance for fans to see both teams together for sunday's game. >> opening night had everything a fan could want. julian glover is live in miami with more on the big event.

>> reporter: investigators are here in calabasas right now. they haven't determined a cause yet but they are confident they will. right now they say they are looking into the weather, any possible mechanical issues and decision making on behalf of the pilot. air traffic control radioed in telling the pilot they were flying too low to receive any flight communication assistance. in a news conference yesterday the ntsb said in addition to the heavy fog, heavy air traffic forced the pilot to circle for 12 minutes. investigators say there was no black box required for this type of aircraft, but they hope the pilot's ipad will give them information about the flight path and weather conditions. also this morning "people" magazine is reporting kobe bryant and his wife vanessa made a deal to never fly on the same chopper together. reporting in calabasas, rachel brown, abc 7 news. >> that was reporter rachel brown from our los angeles sister station giving us an

update on what they are learning about the helicopter crash that killed kobe bryant and eight others including his daughter. we are getting more information as they continue that investigation and we're bringing that to you as well. >> and we are going to get to julian in a moment. all nine victims in the crash have been identified. among those killed bryant's 13-year-old daughter, gianna, her teammate alyssa and her parents john and keri altobelli. sarah chester and daughter payton, the pilot, ara zobayan, who had two decades of experience, and bryant's assistant coach christina mauser. her husband spoke about her talent as a coach. >> kobe didn't pick my wife because she was average. i don't think anything he ever did was average. he picked my wife because she was exceptional at what she did. coming up on "gma" much more on all the victims in the crash at 7:00 right after abc 7

mornings. with los angeles grieving kobe brian's death, the lakers will not play their scheduled game tonight. it is going to be rescheduled. they shared this tweet saying thank you for the outpouring of support and condolences. the nba says out of respect for the team it has postponed the game against the clippers. the team says they continue to support the bryant family. now we will turn to the super bowl. last night was the big opening night ceremonies. >> they saw both teams together before the big game. julian is live with more details on that. good morning, julian. >> somehow the excitement leading up to the super hole, the big game reached a new level. fans were given access and they loved it. we heard jimmy g. got a very good tex from tom brady saying good luck and that has to be worth something.

let's take a look at what's going on. we have the exploratorium camera showing drizzle around san francisco. this is the way it looks from south beach to the western span of the bay bridge. it may be slippery this morning and drizzle down the peninsula to sfo. areas of drizzle because the air is super saturated. damp at times for mass transit. a look at the peninsula. you don't see any one hour where it looks like it's going to rain more than any other. have our app handy. you'll need it. 49 to 60. as far as the east bay valleys 50 this morning to 60 with a mixture of sun and clouds and a random to scattered shower. in the south bay 48 this morning. low 60s this afternoon. we'll talk more about the rain coming up. first back to jobina.

i am getting early reports in from drivers on waze of a crash in pleasanton on 680. chp has not confirmed yet so i will monitor it. there is a slowdown on our map. in san mateo or the san mateo bridge, i should say, as people head on making their way westbound you can see delays here. lots of brake lights. we have antioch to hercules. highway 4 to the maze, we have a slowdown that will take you 22 minutes. a nice, quick, eight-minute ride, reggie and kumasi. thank you, new developments in the controversy over prince andrew's relationship with jeffrey epstein. the fbi is now trying to contact the prince. >> and as we head to break a live look outside at the golden gate bridge.

welcome back, everyone. building a better bay area means finding solutions to big issues in different cities. in san francisco car break-ins are a constant problem. that's why neighbors packed a community meeting last night, smash and grabs near the diamond heights shopping center have increased more than 300% between 2018 and 2019. district attorney chesa boudin will charge them as felonies. >> across the bay area that create demand for stolen products. >> police say some improvements overall. car burglaries went down 2% between 2018 and 2019. do you have any suggestions? you can join our building a better bay area group.

cooperate as investigators are looking into the sex abuse allegations against jeffrey epstein. in november the duke of york stepped back from his public royal duties citing his former friendship as a disruption to his family's work. he even offered to help law enforcement into their investigation. officials say he has not. >> the southern district of new york and the fbi have contacted prince andrew's attorneys and requested to interview prince andrew and to date prince andrew has provided zero cooperation. >> legal experts say he does not have sovereign or diplomatic immunity but he doesn't have to cooperate unless he is officially subpoenaed. tomorrow you can watch royal divide -- harry, meghan and the crown at 10:00 p.m. happening today president trump is expected to release his long awaited middle east peace

good morning. welcome to tuesday, january 28. >> julian is in miami. we are here. we have everything you need to know including the forecast for today. >> a little bit of rain but nothing like the thunderstorms julian and our colleagues may deal with later on this week in miami. i'll show you that seven day coming up. let's focus on ourselves. we're a 1 for drizzle this morning and scattered light showers, the remainder of the afternoon. less than a tenth of an inch of rain. more of a nuisance than anything else. up across lake and mendocino counties, clouds are getting thicker and that's why we're having a little bit of drizzle. scattered showers at noon. showers will start tapering at 4:00. 56 to 60. and then the chance is gone by 7:00. temperatures around 51 to 54. we'll talk more about a warming trend. 70s on the way, jobina.

>> i love the sound of a warming trend. we are starting off in the north bay because we have a sig alert in the area before hearn avenue. there is a big rig on fire. the chp has run a traffic break so can you expect delays. oakland, a live look at our camera. a smooth ride over in that direction. no problems in that area so i'm going to give you an update on our mass transit, the ferries, b.a.r.t. and all ace trains running on time. abig heads-up for commuters this is huge news in san francisco, tomorrow morning no more driving on market street unless you have a taxi or commercial vehicle. private cars are a thing of the past. amy hollyfield is live for thus morning with this update. hi, amy. >> reporter: people we are talking to this morning aren't

too sure about this idea. they're wondering what this will mean for other nearby san francisco streets. starting tomorrow cars will not be allowed on market street including ride share cars so no ubers or lyfts on market. taxi drivers, though, will be allowed. commercial vehicles will be allowed and, of course, public transportation and emergency vehicles can come through but no personal cars. the idea is to make it safer for bicyclists and pedestrians. people are skeptical. >> let's give it a shot. i also drive and know how crowded it is. i think it will be nice to walk down market street but i don't understand how it's going to work. so we'll see. >> reporter: here is a map of the affected area. a big red stripe there. more than a two mile long stretch of market.

the blocks change a bit in each direction but it's basically from the ferry building to vanness. cars can cross market street but will not be allowed to turn. this starts tomorrow at 6:00 a.m. spread the word. they will have traffic enforcement officers out here to guide people. they expect there to be a lot of confusi confusion. >> they've been pushing us in this direction for years, amy. now it's finally here. we know you have lots of questions so can you get some answers now on our website abc7news.com. developing news, the coronavirus outbreak is getting worse, killing 106 people in china. >> this morning hong kong announced it will limit air, rail and ferry travel to mainland china. now they are recommending people

avoid nonessential trips to china. health officials say they are prepared to handle an outbreak. >> right now there's nories nk san francisco or even in the united states. we realize people may wear masks for other reasons. >> a flight to evacuate officials will fly into ontario, california. a lot of tech companies are heeding the cdc's warning. facebook is stopping nonessential company travel to china. companies within china are telling employees to work from home. san francisco's new district attorney chesa boudin is absorbing sharp criticism from san francisco and san jose police associations. >> after boudin decided to withdraw charges against a suspect. video shows the suspect, jamaica hampton, running from two

officers in the mission after allegedly hitting one of them with a vodka bottle. officers ended up shooting and injuring hampton. abc 7 news caught up with chesa boudin and asked him about his choice to withdraw the charges against hampton. >> we're not putting the officers in a position to testify against or choose not to prosecute, not to cooperate and we have to dismiss the case. i'm sorry the poa doesn't see that and is putting the politics of their election first. >> the police officers association calls boudin a threat to public safety. the d.a.'s office says its intention is to bring possible charges back as soon as the investigation into the two officers is over. learning more about the helicopter crash that killed kobe bryant and eight others including his daughter. investigators describe the crash site as devastating. they confirm the pilot was

trying to climb above a layer of clouds before the crash. air traffic controllers informed the pilot they couldn't detect him on radar. the helicopter accelerated quickly. investigators are asking for any photos before the crash. a grand opening celebration in gilroy. the gilroy strong resiliency center opens today on monterey road. the santa clara county d.a.'s office says it will focus on grief counseling, trauma education and compensating those who survived. a new bill in sacramento could make pg&e pay for the costs that spring up when your power is turned off to prevent a wildfire. a bill was passed yesterday that would require utilities to pay you back for any losses during shutoffs. for example, lost wamges or los food and would need to be

the big board at the new york stock exchange starting up 60, 70 points. another update on how the markets are doing next. but first, a check of weather here with mike starting with our temperatures this morning. >> the temperatures are milder thanks to the cloud cover out there. running in the mid-40s to mid-50s. i want to get this updated really quick. this is one of those areas, the richmond side, that had a little bit of drizzle this morning but it looks like the lens is clear. you can see a little dampness there on the roads, something we need to worry about is that drizzle. now getting back to those temperatures, kumasi. we are upper 40s to low 50s through most of our east bay neighborhood. even 53 in pittsburg. a look elsewhere, upper 40s in mountain view and san carlos. everybody else around 50 to 55 in oakland. the san mateo bridge dry. drizzle is possible when you get
