these changes coming to market street starting at 6:00 a.m. just an hour away. no more personal cars on market street for eastbound traffic between 10th and main street. westbound between steuart street and van ness. amy hollyfield will have more on that coming up. this reminder, there's a big fine you will have to pay if you ride down market street. >> thanks. developing news, the flight carrying u.s. consulate employees and their families from wuhan, china will soon land at the march air reserve base in riverside county. it left alaska about two hours ago. americans are leaving china because of the coronavirus outbreak. the virus killed more than 130 people. overnight we learned that british airways, lion air and seoul air banned flights to china. we're learning new details about the crash that killed kobe bryant. the ntsb says a terrain warning

system was not on board that helicopt that system sounds an alert warning pilots of impending impact. it wasn't required to be on boardators say the pilot slammed into a foggy hillside after a minute-long high speed plunge. at this point it's still unclear whether the pilot was still in control of the aircraft. bryant, his daughter and seven others were killed. the lakers organization is struggling with the loss of kobe bryant and his daughter, gianna. last night's game against the clippers was rachel brown has that part of the story. >> reporter: good morning. an extremely difficult time for the lakers organization. the team will be holding their first practice since learning the news of kobe's death. last night fans and former teammate shaquille o'neal gathered outside staples center. >> kobe! >> reporter: the lakers were scheduled to play last night.

telling people they can no longer turn on to market street. you not only have to see the sign, there's extra employees out patrolling market to make sure everyone gets this right. they won't hand out tickets yet. they'll give you time to get used to this. when they do, tickets will cost $238. you will want to get this right. no private cars will be allowed on market street anymore. that includes lyft and uber drivers. taxicabs will be allowed along with commercial and emergency vehicles. city officials say the key to the success of this idea will be getting the word out. >> letting drivers know they can no longer use that stretch of market and the reasons behind it. we don't want to start off being punitive. a lot of tourists in san francisco and they may not know the rules of the road yet, but this has received a lot of attention and the message it out there. we're prepared to cite if necessary. >> here is a map of the area

with heavy surveillance. it alleges nuru and bovis were involved in a scheme to bribe an airport official for the winning of a lease at sfo. >> if you give somebody that much power where they can do whatever they want without oversight, it allows them to do this kind of stuff. it's unacceptable. but i think he needs to both be fired and he will spend time in prison. on top of that, we have to reform this department. >> nuru and bovis were both released on $2 million bonds. people 18 and older are automatically tried as adults, but state lawmakers are considering raising that age to 20. a bill proposed yesterday would expand the juvenile justice system to include 18-year-olds and 1-year-o9-year-olds. supporters say young brains are not fully developed until their
