it is only for buses. bikes, and emergency vehicles. >> the reasons for changing market street match up with a lot of the issues we address when we talk about building a better bay area. >> kate larsen is live. how is this first evening commute under this new rule? >> reporter: i can tell you parking enforcement is out. we had to move our truck off of market street even though we have a commercial vehicle. you heard from mayor breed. i spoke to her today. she explained all the reasons they wanted to do this, improve safety for bicyclists and pedestrians. they want to get more public transportation and ease congestion, but there are a lot of people who are not happy with the changes. with the ceremonial toll of the city bell, the market street banned the private cars. >> this is a long time coming.

>> reporter: more than ten years. that's how long city hall spent working to make the 2.2 mile stretch closed to cars including uber and lyft. elizabeth cruz says the change makes navigating difficult. has it been harder today with market street closed? >> it is, because i got to go around. >> it's just nonsense, crazy. >> reporter: mark is on crutches and says with all the driving restrictions it's impossible to get a rideshare to drop him off at his destination. >> this morning there was essentially no way to get here. a ot of vendors showed up, couldn't get in and left. >> reporter: the he makes 80% of his income by selling his goods.

including five in the united states. on thursday, the world health organization will gather a team of experts to vote on whether to declare a global health emergency. >> whole world needs to be on alert now. the whole world needs to take action and be ready for any cases that come. >> w.h.o. officials are concerned about person-to-person transmission reported among people who have never been to china. a flight carrying 195 passengers escaping the coronavirus outbreak in wuhan china arrived in california. the plane touched down at march reserve air force base in riverside county and was greeted by a ground crew in hazmat gear. passengers will remain at the base for three days while they undergo twice-daily health exams. >> they wanted to know their own status, the status of their children. family.

they want to protect others. >> after the three-day waiting % period, passengers will have the option to leave or stay for 11 more days, the entire duration of the incubation period. they will monitor those and notify their public health departments. a trip was cancelled to china. the quote was although the students are disappointed the health and safety is priority. they have sent students since 2010. public health officials have been urging people not to panic about a coronavirus outbreak here. there has been no person-to-person outbrea. >> reporter: for china, the biggest challenge is putting a lid on the spread of the virus. in the u.s. and other parts of the world the focus is on learning how it is transmitted

and how to prevent infections. there has been no person-to-person transmission in the u.s. >> this is a potentially very serious public health threat. but at this point, americans should not worry for their own safety. >> bay area public health officials have been spending a lot of time dispelling rumors. some people are donning face masks unsure of people around them and where he they might have traveled. officials say masks are not needed. >> the mask is really used for if you are having symptoms. >> reporter: what about potential exposure to the virus in crowds, such as at a theater, conference or super bowl party? >> flu season, cold season. if you're not feeling well, don't go to a gathering where there are lots of people. >> we're going to have to evaluate what is happening in china to really understand the biology of the virus and how

gun. >> reporter: reports of a man with this gun roaming the grounds of tam high led to monday's lockdown and hours of heavy police presence. >> officers responded within two minutes and began an initial search for the subject while calling for a lockdown of tam high school. >> reporter: the lockdown was lifted a few hours later after it was believed the man left the area in a car. but it wasn't until wednesday police made contact with a man who they say rented the vehicle. that man taurnurned himself? >> it led us to identifying michael kessler from fairfield, california as the person responsible for the large police response. >> reporter: police say he was a former student at the high school and was filming for snapchat. >> i think he put himself in grave danger along with all our students and our community. >> reporter: he faces charges

quite a bit milder there, 58, redwood city. gilroy 51 and 54 in half moon bay. here's a view, sort of, from the emeryville camera looking west ward. temperatures have dropped from mid-60s down to the 50s now, 59 at santa rosa, petaluma, 56. mid-50s at napa and fairfield. and the view at the golden gate is a pleasant one. the morning commute could be a little slow with reduced visibility. warmer pattern than today even but it will turn sharply cooler over the weekend. you might be wondering, should i wash my car? yes, you should wash your car. there will be no soaking rains. speaking of dry, many bay area locations, in fact all of the bay area is in a bit of a rainfall deficit right now. the rainfall season started october 1st. and right now at this point,

santa rosa is four and a half inches below its average rainfall. oakland five inches below. quite a deficit to make up and we don't see any rain in the forecast for a while. high pressure is the controlling factor, giving us dry and milder conditions on sunday. may see patchy moisture moving our direction but won't produce any significant rainfall and high pressure builds in again to give us a dry spell going into the end of next week. that's how things are shaping up right now. overnight, lots of fog. highs tomorrow will range from low and mid-60s at the coast to upper 60s to near 70 in the warmest inland areas. quite a mild pattern over the next two days. we'll probably see low 70s inland on thursday and friday and the warmest inland locations and up to about 70 along the bay shore line.

then a drop in temperatures on saturday, sharper drop on sunday with rather strong breezes develop also. once again, no rain is expected. early next weekend you see a bit cooler with high temperatures reaching into the 50s inland and around the bay. next weekend, super bowl liv, almost said studio 54. that was a famous club in new york many years ago. saturday, next weekend, it will be a little rainy, but this come being weekend i should say, sunday, bright and sunny with a high of 71 degrees. great football weather. coming up, a

a man with disabilities is talking tonight about the attack inside a pleasant hill target store that left him with a broken wrist and certainly emotional trauma. >> a man sddumped the 52-year-o out of his wheelchair in a dispute over a parking spot. >> the thing that most hurts is that nobody did anything. >> reporter: this january 11 surveillance video backs up what phillip kintzler is saying. watch as people look on as he is manhandled and finally flipped out of his wheelchair and onto the floor in target. >> first my wrist hit, the back of my watch hit the floor, and

then i tumbled down like a rag doll, all on top of my wrist. >> reporter: he says his wrist was broken in the attack, requiring surgeons to insert titanium screws to hold the bones together. it all started over a handicap spot. >> i said could you please not park in the handicap parking. >> reporter: he says he then went into the store to return an item. a short time later, the woman's husband came into the store, found him and demanded that kintzler come outside and apologize to her. when the victim didn't respond, the suspect grabbed the wheelchair and tried to force him outside. >> he pushed me one way and then the other way. >> reporter: when he resisted, the suspect lifted the chair and dumped him out. jimmy tiger of san ramon was

new developments in the corruption scandal rocking san francisco's city government. it started with two people arrested, including the director of public works. >> and tonight, a sfo commissioner who did not accept a bribe has resigned from her job. >> we have the latest from melanie. >> reporter: according to her

resignation letter, sfo commissioner, linda creighton is resigning for health reasons. she served as a member of the commission for more than 20 years. the director of the department of public works, mohammad offered creighton cash in a bid to run a restaurant at sfo. in 2018, creighton and confidential source and a federal undercover employee metd f for dner. while she did not accept the cash, what was said was unethical and inappropriate, they say. >> the words about being able to control the outcome of a decision at the commission, the words about the airport director owing his job to this individual

are spine tingling. >> reporter: by phone, creighton told me she had done nothing wrong and her integrity means a lot to her. peskin had planned to call for her resignation before learning she would be submitting it. >> while the individual did not take the bribe, it is not appropriate for that person to continue as an airport commissioner. >> reporter: creighton writes she's been struggling with multiple severe medical conditions. she says it has continued to the point where she cannot continue to serve on the commission. in an e-mailed statement provided by her attorney, linda creighton writes in part, quote, given the alarming revelations this week, i do not want to be a distraction, but i want to reiterate i played no part in any contracting scheme, period. her attorney writes, linda is innocent of any wrongdoing and intends to cooperate fully with authorities if asked. melanie woodrow, abc 7 news.

a santa rosa homeowner is mi tonight, and with good reason. first she lost her home in the tubbs fire, and now a group of marauding teenagers trashed the home she spent two years building. >> so we see the two girls at 5:it5 5:28 coming up these stairs. >> reporter: she says it was caught on security cameras and police are looking at social media videos like this one of the raging teen party that happened in her home under construction in fountaingrove neighborhood. >> i saw this horror of torn up things. i was like what happened? it was as if a tornado had gone through my house. the window is down there. >> reporter: they apparently got in that you window, and over the next six hours, police estimate 40 to 80 kids came and went, leaving behind piles of damage and thousands of dollars in damage. >> they took one of these armchairs. there's one missing of the set

of six. they carried it and threw it down these stairs. they took out the header, took out the stairs, took out part of the wall. >> reporter: and with no working plumbing, the teen party-goers urinated on the floors and used a closet as toilet. >> vomit, pee, you know, oh, i mean, alcohol, the smell of pot. >> reporter: a santa rosa police spokesperson told abc 7 news the felony vandalism report is still under investigation. we have identified some of the party-goers, but trying to prove who is responsible for causing the damage is difficult. >> for the ones that are under 18, that's when their parents need to be held accountable. that's when the community needs to protect itself against people who are not managing their children on a saturday night. >> reporter: police know who a lot of these kids are, local teenagers who attend local high schools. the trick will be identifying who actually did the damage and gathering enough evidence to

prosecute them. in santa rosa, laura anthony, abc 7 news. governor newsom says california is making progress in the effort to prevent forest fires. the projects have been expedited by his administration. under these projects, crews thin or clear brush and trees and remove dead trees to slow the pace of wildfires, making them easier to contain. but critics say the projects will do little to slow wind-driven infernos like those that devastated communities in recent years. a man is in grave condition after being rescued from a high-rise fire. the raging inferno broke out on the sixth floor off wilshire boulevard. it's people suffered injuries, including a three month old baby. most injuries are from smoke

inhalation. helicopters were brought in to airlift people off the roof of the building. >> there are no sprinklers in the building. there was not a single noise. >> look at this dramatic moment a fire victim hangs onto the ledge of a window, awaiting rescue. firefighters used the aerial ladder to get to the man and bring limb dohim down safely. kobe bryant's widow broke her silence in the first social media post since the helicopter crash that killed the nba star and their daughter. vanessa bryant writes she is completely devastated. she goes ton to say i'm not sur what our lives hold beyond today, and it is impossible to imagine life without them. the coach of the lakers spoke since the death of the legend.

like vin mo. >> we believe 15% who come across the bogus scam are going to fall for it. you get to your destination. and you knock on the door with all your luggage and somebody answers and says what are you doing here? this is my home. >> reporter: not a good way to start your super bowl weekend. look for rentals on a reputable site like airbnb or vrbo. if the seller wants you to discuss terms or pay outside the rental site, it's almost certainly a scam. never pay by wire, gift card or cash. that's a sure sign you're about to be scammed. a credit card is the safest way to go. >> hmm. >> now, at last check, airbnb and vrbo still have listings in miami for super bowl weekend. never pay the bill off of those two platforms.

practicing in the warm 70s. traffic and weather together on 7. chris jones on the nfl network basically saying that casey wants to put the game on jimmy garoppalo's shoulders and force him to beat them. interesting. let's bring in chris alvarez. were you in talking with all the niners. what's your take away? >> the take away is the same thing you said, maybe they're sick of us. nice to see you, and samuelsson to dbo. it's nice to see them on the practice field. they were happy to get back on the practice field as they told me. >> it was great, you know, definitely sunday, monday, tuesday, those are three long days for us. but just being able to get back on the football field is fun for us. we love being out there, and it was definitely a blast to be out there hitting each other again. >> being able to run around and get a swag going.
