the market price and obtain the property. a similar policy was enacted last year in san francisco to address affordability but oakland may take it a lot further. not only giving community groups the first right to purchase but giving that right to the tenants themselves. debate on this issue is now set for february 25th. in oakland, i'm leslie brinkley. abc7 news. state lawmakers have failed to pass a controversial bill aimed at building more housing around public transit hubs. it is the third time lawmakers have failed sb 50. now lawmakers say they were concerned the bill would have stripped too much authority away from local governments and others feared the new housing built would not be affordable for low income residents. governor newsom wanted this bill to pass to spur home construction this year. they say they'll keep trying to construct badly needed housing projects. abc7 has learned that several employees of a danville

middle school have been placed on administrative leave and are under investigation. it is at charlotte wood middle school. certain employees were caught mocking children in the special ed program. and a half statement, the district says images of a closed exchange of text messages were brought to our attention. some of those messages were unacceptable. the district says we expect all employees will hold he have one of our students in the highest regard whenever they're wovg or communicating about our students. one of the parents of a special ed student tells us, this makes her family feel terrible and distrustful of those involved. the district says the school will continue to work with impacted families. some new details before a possible super bowl win for the 49ers. san francisco officials say there are already plans to shut down some roads on sunday. abc7 news reporter cornell bernard is live with how the city and businesses are getting ready for what might come. cornell? >> reporter: yeah, dan. super bowl is big business

let's take a look at the reservoirs. the percent of average, most of them are above 100%. don pedro, 118%. i don't see any storms on the horizon. just some clouds is that the clouds are adding a little character in the sky. partly cloudy tonight. patchy morning fog. mild tomorrow with above average temperatures. and it will be windy and much cooler on super bowl sunday. here's a look at the forecast. mainly clear in miami when the niners tea the chiefs. 61 degrees in the morning. noontime, to 4:00 p.m. mid to upper 60s. clear skies at 7:00 p.m. 65 degrees. so perfect weather for the afternoon at kickoff time. as we take a look at the forecast. tonight we will see the fog developing, especially in the valleys and along the coastline. some higher clouds filtering in as well. and then in the afternoon, evening tomorrow, high clouds increase. fog increases as well. so that is going to lead to a little cooldown saturday.
