we have three important stories tonight on the topic of housing, and we'll begin in the east bay in richmond. >> a 25-year fight over a piece of valuable bay front property took a big step today that includes the development of homes. >> remember the moms? >> they were evicted for illegally occupying a house. now it's led to a chance for renters to potentially turn into buyers. and fierce opposition on building the navigation center alog the embarcadero. >> today we went back to see if neighbors' fears came to fruition. kate larsen has more. >> reporter: for the first time since they opened their doors one month ago, we got a look inside the much disputed embarcadero navigation center. steve goode is the ceo of the nonprofit that operates the shelter. >> we don't really anticipate the center drawing more homeless to the area. people don't come to the

homeless shelter and wait outside think that's how i'm going to get in. >> reporter: but wallace lee who opposed the center from the beginning said otherwise. >> people in the neighborhood have noticed at night there are a lot more drugged out looking people. >> reporter: today he pointed out a group of homeless people behind the nav center on beale street. when we showed up sfpd's foot patrol was already helping the group. how long you been camping here. >> i just came last night. >> reporter: and why did you come here? >> because we heard at the new navigation, they were getting everybody from the embarcadero. >> reporter: this woman, who did not want to show her face, has been homeless for three years. she migrated to beale street from sixth and fulsome, which is a mile and a half away from the nav center and outside the safety and outreach zones. why do you want to go to the nav center? >> because that seems to be one of the quickest ways to get into housing. >> and that was kate larsen reporting. how many navigation centers are

there in san francisco? do they make a difference? find the answers to the top seven questions on abc7news.com. now to the east bay. inspired by the group moms for housing and the homelessness crisis, an oakland security council member put forward plan to keep rental units in the hands of the tenants occupying them. the story now from oakland city hall. >> thank the moms for housing for elevating this issue. >> reporter: laid out before the rules and legislation committee was a new law for addressing the housing crisis. >> this policy would be very specific to oakland. it's called the tenant opportunity to purchase. >> you're a tenant and you're in a single-family home or even a larger building with multiple tenants, you would have the first opportunity to purchase that home from your landlord. >> reporter: on the steps of city hall, organizers praised moms for housing for highlighting the issue when they occupied a vacant home in west oakland until they were evicted

earlier this month. >> this is just a first step. this is a movement. a part of the movement for moms for housing, and we're going to continue to uplift housing as a human right. >> this legisltion is not new. it's something that we've been working on for several years now. >> reporter: this new ordinance would potentially allow landlords to sell their property at full market value, but there would be some still yet to be specified parameters for making sure tenants and community groups have a chance to match the market price and obtain the property. a similar policy was enacted last year in san francisco to address affordability, but oakland may take it a lot further. not giving community groups the first right to purchase, but giving that right to the tenants themselves. debate on this issue is now set for february 25th. in oakland, i'm leslie brinkley, abc7 news. a huge housing development is moving forward. a multimillion-dollar deal with hundreds of housing units. it's at point milati north of

the san rafael/richmond bridge. it's right next to the refinery and with sweeping views of the bay and san francisco. details about what might be built there. >> this is point molate, a beautiful piece of waterfront property with sweeping views of the bay and san francisco. richmond mayor tom budd says it's the perfect place for a major housing development. >> it's one of the safest places in the entire bay area. seismically, this is all on the franciscan sandstone formation. it's solid as a rock. >> reporter: that's one reason the navy stored huge quantities of fuel here for decades. so the property sat like this, fenced off and mostly undisturbed since the navy left in the mid-90s and sold the property to the city of richmond for $1. but these pictures provided by orange county developer sun cal show what the company has in mind, and it will cost a lot more than a buck. >> we're proposing 1261 homes,

which would include single family homes, town homes detached and attached. >> reporter: a group of black business leaders in the east bay is on board. >> we think this project presents some opportunity because the commitment to local hiring and to affordable housing. >> reporter: but different factions have struggled to control the future of the land. environmentalists want to keep it open space. developers want housing and retail. and indian tribe even tried to put a casino here. that idea wound up in court and led to a settle that gives richmond officials until april of this year to get a development deal done or give the land back to the tribe in exchange for just $300. the mayor is optimistic. >> we may be breaking ground here in less than two years. >> reporter: not if an environmental group called the point molate alliance has a say. the group says the houses would be too close to potential leaks, releases and fires at the nearby chevron refinery. members also say the high-priced

media attention surrounding one specific 49ers assistant coach, katie sowers. katie will become the first female assistant coach in super bowl history come sunday when the 49ers meet the kansas city chiefs. sowers will be the -- sowers in her second season with the niners. before that she was with the falcons. played in a women's tackle football league. so she really knows the game. and we talk with some niners s. they just love her. >> she is awesome. she does so many little things for us that go unnoticed and behind the scenes that the average person would never really know about, but we seer in the hallways, the coach's office. and she's grounded. she is a grounded, that's why i appreciate her. >> her work ethic is incredible. one of my favorite things when i walk in at 7:15 for my meetings, and she is in her office, chugging along working as hard as she can trying to prepare us. when you see stuff like that,

basketball fans are still in shock over the death of superstar kobe bryant. the investigation into what caused the helicopter crash goes on. the wreckage of the chopper has now been moved to the ntsb -- by the ntsb to arizona where it is being analyzed. back in l.a., the coroner has now officially identified all nine on board using fingerprints and dna. their cause of death is listed as blunt trauma. meanwhile, staples center is preparing for basketball. the clippers play tonight and the lakers play tomorrow. >> it probably makes it a little harder than an ordinary game with all the emotion. on instagram, lakers owner jeanie buss said we will mourn together, cry together, but we will also heal together, love together and win together. very much pulling together as a family. well, moving on, president

trump's impeachment trial is nearing a critical phase. tomorrow senators will vote on whether to include witness testimony and documents. democrats say the allegations in jhn bolton's unpublished book reportedly states the president told bolton he withheld aid to ukraine for political purposes. the vote could come down to four undecided republican senators. if witnesses are allowed, some republicans insist joe and hunter biden be called. the president's legal team argues the president launched investigations for national and personal interests. >> it's not campaign interference for credible information about wrongdoing to be brought to light if it's credible information. >> what president is not going to think he has a credible reason to investigate his opponent? >> the president's defense argues that it is the president's right to block witnesses without the presumption of guilt. the san jose sharks got off the ice today and got to play aboard the uss hornet. military members and their

families were invited to come play as part of heroes appreciation month. an inflatable ring was set up for friendly street hockey with players. it was a nice day to do that. >> it was. here is sports director larry beil live in miami. >> hey, dan, hey, ama. a lot of 49ers fans flew into town today. the streets are packed. abc7 news reporter amanda del castillo joining us live from miami beach with the story of one family that is truly grateful to be here. amanda? >> yeah, larry, there are so many fan stories to tell here across south beach, but we are focusing tonight on the castillo family here from san jose. now they didn't think this trip was going happen because of a major medical scare. the castillo family made to it miami. the san jose natives are 49ers superfans and season ticketholders, as faithful as they come. but that faith tested shortly

after this august 10th game. dad albert castillo was home when his world suddenly went black. >> all of the sudden i wake up. i was on the floor. >> reporter: he suffered a brain aneurysm, a condition that could limit his abilities or worse. >> we didn't know for sure, you know. i don't remember it, but my doctor was telling me, they didn't know how i was going to come out of it. >> it was a shock and we weren't sure if he was going to make it. >> from his hospital bed recovery with a side of red and gold. over four weeks albert overcame hurdle after hurdle. eventually he was cleared to travel. behind the scenes, brian knew the super bowl was their next stop. >> he goes dad, i'm going to take you to the super bowl. told him it's probably going to be too expensive. don't worry about it. we're going the super bowl. and here we are. >> his eyes lit up like a little kid. yeah, we're going to beat the packers and we're going to go to the super bowl and i'm going to get our tickets. >> a special surprise for the husband and father of four, a man who helped build the home of

so the fact that he's doing this and people are going to listen and take advice from it, it's great. >> in the south bay, chris nguyen, abc7 news. so now we have some weather to discuss. >> we do indeed. spencer christian is tracking it for us. dry but cooler? >> dry but lots of changes coming your way. dry and mild conditions. it was a live view. it's gone. but we had a great view from mount tam. the camera is looking down on the bay. you can see the lights around the city. it was just gorgeous. current temperature readings are 58 degrees in san francisco. low 60s in oakland and redwood city. san jose, 58. 54 in gilroy and half moon bay. that was colorful, though, wasn't it? here is a view from east bay hills camera looking westward. you a partly cloudy to mostly clear sky over the bay right now. it's 61 degrees in santa rosa, plume that. 56 in napa. 55, fairfield. 60 in concord and 57 in livermore. and a lovely view of a lovely evening along the embarcadero here from our rooftop camera

here at abc7. here are the forecast features we'll see partly cloudy skies tonight and patchy morning fog. it will be mild again tomorrow with above average temperatures once again. but windy and much cooler on super bowl sunday. let's talk about our growing wave heights here. we've got rough surf along the bay area beaches. wave heights range from 10 to 14 or 15 feet high. they continue to get higher. there is the increased risk of sneaker waves an rip currents. and a result of that, a beach hazard statement in effect until 11:00 a.m. tomorrow. let's take a look at the overnight forecast animation. you can see the skies will remain. mostly clear. a few high clouds will pass by. we'll see some low clouds well offshore. or thicker clouds i should say. and little patches of fog will develop mainly in the inland valleys and near the coastline. and then tomorrow will begin as another sunny day. so on we go to overnight conditions. low temperatures will be generally in the mid- to upper 40s. mid 40s in the inland valleys. upper 40s near the coast and bay.

and as i said, most of those higher clouds, those thicker clouds will remain offshore. but fog will come up to the coastline and form in some of the inland valleys. then tomorrow, by afternoon, mainly sunny day once again with high temperatures in the mid-60s at the coast. upper 60s right around the bay shoreline and in many inland communities, but we'll also see highs reaching or exceeding 70 degrees in some inland locations. now let's look a bit farther ahead with this forecast animation, starting with today's day. we've got high pressure in control of our weather today. and tomorrow bringing us the dry and mild conditions. this high will begin to weaken a bit going into the weekend. there will be an invasion as we call it of cold air sweeps through the bay area. so we'll see a sharp cooldown over the weekend. although there will be some moisture near the coastline, we don't expect any precipitation over the weekend. just a sharp cooldown. then high pressure builds in again going into next weekend. it stays relatively cool. in fact, it will be chilly most overnights next week. looks like the next chance of rain is just over a week away,

the u.s. state department issued an advisory, warning citizens against traveling to china. >> the advisory also asks americans in china to return home. the number of deaths from the virus has surged now past 200. all are in china. >> there are nearly 10,000 infections worldwide. a passenger who was on the u.s. evacuation flight out of wuhan has been placed into mandatory quarantine after he tried to escape the military base where evacuees are being monitored for symptoms. >> riverside county resident patrick stockstill and his family were on that evacuation flight. >> when we first stepped on board, my jaw dropped. i've never seen a plane set up like that before. it was wide open cargo plane that had passenger seats in it. and honestly, it felt like something out of a movie. i do want to mention the state department was great. they had snacks on hand. >> 195 evacuees are being monitored for the next 72 hours. the state department is planning another evacuation flight to

leave wuhan monday. >> also today, the cdc confirmed a sixth case of coronavirus in the united states. this one is of particular concern because it's the first person-to-person infection in the state. >> abc7 news reporter david louie has the latest. >> the country's first human-to-human transmission case involves members of the same household, the husband of a woman developed symptoms days after she returned from wuhan, china 17 days ago. >> public health officials are investigating where this second patient visited in the past few weeks. >> this case helps to confirm that the virus can be shared between people in close proximity as researchers had reported in china. the wife had been in wuhan, the central chinese city where the outbreak began. the husband had not traveled. public health officials said the man developed symptoms a few days after she returned. he was isolated in a local hospital. this is the sixth confirmed coronavirus case in the u.s., unlike china, no one infected in

america has died. the mortality rate in china is about 2%. george rutherford is an infectious disease researcher at ucsf global health sciences. >> it may spread around the world. it will likely spread around the world. but will there be a big number of deaths in its wake? i doubt it if it stays this way. >> reporter: at the white house, officials are assuring the public they have the situation under control. >> the sources are deployed, the government mobilized and we feel confident and we know the steps to take right now to contain it. >> a bigger concern is whether countries with fewer resources can contain the virus. the world health organization has declared a global health emergency. >> we don't know what sort of damage this virus could do if it were to spread in a country with a weaker health system. >> face mask shortages have developed as people think they provide protection. however, the coronavirus here is not widespread. >> face masks are fine.

remember. eileen misheloff, the teenager was kidnapped while walking home from school from dublin in 1989. family and friends of the 13-year-old will retrace her steps as they do every year on the anniversary. the case has never been solved, but there is still a nearly $100,000 reward for information. new at 6:00, the woman you see on your screen has just been convicted of murder. jennifer barbaro was found guilty of driving under the influence and hitting and killing a man. the crash happened along 580 and isabel avenue in livermore. 70-year-old david nemiroff was standing next to his car when he was hit by her vehicle. he died two days later. she will be sentenced in march. the group walk san francisco private vehicles on market street. the group's executive director says the closure represents what walk san francisco is about, making city streets safer. the private vehicle ban took effect yesterday there is a one-minute video explaining what

survey shows we're still below average for rain and snow. the snowpack is 72% of average. now an update on california's drought with the release of the latest map from the drought monitor. it's worse than last week, but better than last year. you can see the side by side comparisons on your screen. so let's find out if there is any rain coming our way. >> yeah, spencer christian is tracking all of that for us closely. >> not for a while. as you can see, though, our reservoirs are in pretty good shape. we've got most locations at over 100% of average for this time of the year. just under 100% at a couple of them. so water levels are pretty good shape. this dry pattern will continue. it's dry right now. looking ahead, we have not only dry weather, but rough surf. beach hazards in effect until 11:00 a.m. tomorrow for bay area beaches. wave heights from 10 to 15 feet, and they could get higher. there is the increased risk of sneaker waves and rip currents.
