now news to build a better bay area from abc7. >> could pg&e go public? a bay area lawmaker wants to transform the nation's largest electric utility into a publicly owned company. this after last fall's problematic power outages. good afternoon. thank you for joining us. i'm ama daetz. >> and i'm dan ashley. sparks were flying over the future of pg&e today. >> yeah, the confrontation began as state senator scott wiener unveiled the legislation to turn the company into a publicly owned utility. >> dion lim tells you what sparked it all off. >> senator wiener gathered with city officials at civic center, telling a crowd that it's time for the government to step in to effectively manage pg&e's role as a power provider. >> it will put an end to the dangerous roller coaster ride that we have been on with pg&e over the past decade. pg&e is a failed company. >> wiener says they would create
4:01 pm
the northern california utility district. he says he'll work with governor newsom and local lawmakers on the restructuring and transmission, and promised to attack safety issues like the rash of devastating wildfires, which he blamed in part on the utility's business model. >> tens of thousands of homes incinerated. entire communities disrupted or destroyed. >> but within minutes, wiener found himself disrupted by an angry crowd of union members. the members of international brotherhood of electrical workers are employees of pg&e and fear a state takeover would put their jobs and retirements in jeopardy. >> if the state takes over and san francisco takes over, our pensions are not guaranteed. there are folks out here with 35, o40 years of time with pg&e. ibw 1245 loyal members, skilled workers, union workers. >> safety now, safety now! safety now! >> reporter: the union says it
4:02 pm
will fight any takeover that would threaten jobs or pensions. as for wiener, he promised to work with the union to address their concerns as the legislation moves forward. in san francisco, dion lim, abc7 news. >> pg&e reacted in a statement to abc news saying we oppose senator wiener's proposed framework. pg&e's facilities are not for sale. additionally, it would not create a safer or cleaner operation. the effort to help prevent homelessness is just one way we are working hard to build a better bay area. >> today in oakland, the mayor says a multiagency effort to combat homelessness is working. >> abc7 news reporter laura anthony is live at city hall with the story. laura? >> well, hi, dan. this was launched as a pilot program designed to prevent people from becoming homeless. the idea is to keep folks, more folks from flooding the streets of the city. >> a little over a year ago we
4:03 pm
announced this incredible public/private partnership. >> 15 months in mayor libby schaaf says a program to prevent people from becoming homeless in her city is working. >> keep oakland housed in the last year and a half has kept 2,117 households from losing their housing. >> the 2100 households by keep oakland housed include about 4,000 individuals. for more than a thousand clients, the aid came in the form of legal services. 779 received financial help. >> i'm a retired physical education teacher. >> inez washington is one of those hemmed by the organizations that make up keep oakland housed. in her case, with emergency funds to get caught up on her rent. >> and i'm very, very, very thankful to catholic charities for their help. >> for those already homeless like the dozens of people living at oakland's infamous encampment near home depot, it's time to
4:04 pm
clean up and move on as the city plans to dismantle the camp over the next six weeks. those currently in rvs are being offered a space at a new safe rv lot opening across the street. do you think it will be cleaner maybe? >> oh, yeah, it will be a lot cleaner. it's a good idea, but i don't know. >> now as you heard there, that guy was a bit on the fence about whether to move into that new safe rv lot. not everyone in that home depot lot is in an rv. the city will be reaching out in the weeks to come to offer alternatives for those who are in cars and in tents. the goal, though, is to have that completely cleaned up and closed by mid-marc. dan, ama? >> so how does this keep oakland housing program, how does it determine who gets aid and who doesn't? >> well, as you know, ama, the cost of living here in the bay area is extremely high. the median income is fairly high here too.
4:05 pm
but they're targeting the very lowest income people who live here in oakland. 50% of the median income. so if it's a two-person household, that's a little less than $50,000 to be able to get the aid. and in the case of the financial aid, it's actually 30%, they're lowering it to 30% of the median income here in the bay area. >> all right. laura anthony reporting live. thank you. the highway patrol is working to find the motive of a deadly shooting aboard a greyhound bus headed from los angeles to the bay area. witnesses say a gunman wounded six people, killing one of them. it happened while the bus drove through kern county about 80 miles north of los angeles. other passages and the driver then convinced the gunman to get off the bus and leave his gun on board with them. around 1:20 this morning. >> at this time we're working out the details exactly how they transpired. but ultimately, they were able to get the suspect off of the
4:06 pm
bus. >> the greyhound driver drove to a nearby gas station after dropping off the gunman. chp officers arrested the suspect minutes later. investigators say the victim who died is a 51-year-old woman from colombia. developing news on coronavirus. there are six confirmed cases in california, and today we learned two patients from san benito county south of gilroy are being treated in san francisco. city health officials say the patients arrived at ucsf health today. the patients are being cared for in an isolation unit. officials say there is no elevated risk to the public and that all appropriate precautions are being taken for the safety of other patients and staff. >> both of them are 57-year-old individuals. they are husband and wife. the husband went to wuhan, china and returned through the san francisco international airport on the 24th of january. >> officials say the man had no symptoms when he was screened at
4:07 pm
sfo, but developed some the next day. his wife also developed symptoms. the couple hadn't left their home since returning from the airport, but today officials said because of worsening symptoms, the patients were transferred to san francisco. as we mentioned, there are six cases in california, two in santa clara county, the two from san benito county, one in los angeles county and one in orange county. there are five other cases in the u.s. bringing the total in this country to 11. officials say the risk to the general public remains low. in our effort to build a better bay area, we often talk about bart. we've told you about the concern over fare evaders. so new gates were installed. but with that has come a new challenge. those gates may not be accessible for people with disabilities. in fact, a long-time bart rider who is quadriplegic is now asking for a change. abc7 news reporter liz kreutz has the story from berkeley. >> this is daily life for bart
4:08 pm
rider jay theerlt. >> hello there. how are you going to help me enter? >> reporter: but it's not always so easy. jade says there isn't always an attendant there, and because of some changes the emergency gates are often lock order too heavy to push open. jade posted about these charges in this open letter to bart. >> if there is no agent and the gate is locked, i'm trapped in this weirdly enclosed area. >> so here are some of the changes that have been made at stations like here in berkeley. this gate here used to be a lower lighter gate that would open easily either way. but to stop fare evaders they added this heavier, higher gate that's locked from the outside and just not as accessible for people like jade. >> i understand what this design is doing, but it's created some accessibility barriers in the process. >> we asked bart general manager bob powers about these concerns.
4:09 pm
>> we want bart to be available and accessible to everybody. there is always the cal button that they can contact the station agent. >> jade says more staffing could help and more training, but she wants bart to be aware that there are challenges that come with these new changes. >> disabled people exist. we are everywhere, and we're going to start making a stink about it. >> liz kreutz, abc7 news. >> remember, we want to hear your ideas about building a better bay area. share them by joining our better bay area group on facebook. bart has announced some schedule changes set to take effect a week from today. significant changes including increased peak service for concord rider, especially earlier weekday service for both lines and later direct evening service from san francisco to warm springs. we'll see more future trains running on saturdays. let's turn our attention to the weather. as you noticed, it is chilly out, there even cold. >> i know. at least it's not quite as windy

about 91% of plastic waste ever created has never been recycled. and now the same companies making the same kind of plastic containers that end up in the trash are taking action. nestle, procter & gamble, pepsico, unilever and clorox all trying to get consumers to switch from single use to reusable packaging. and they trusted this man to help them do that. >> we're going into procter & gamble and say reinvent the packaging of these world famous products completely. build production lines to build this reinvented package. and oh, by the way, i have no proof if anyone is going to buy it at all, but they said yes because they know there is a garbage crisis and they really don't want to contribute to it. >> tom sake is the driving force behind loop, a service he describes as a 21st century milkman. they sell brand name goods like detergent, razors and ice cream in reusable packages. you pay a refundable deposit for each package. you use the products and send

the containers back to be cleaned and refilled. >> we've invested so much time, energy, people, resources and dollars because as we think forward to the future, we know consumers will demand more recyclable products. >> so far the company claims loop is used by more than 10,000 people. next year, loop products will be available in major retailers like walgreens and kroger. >> what's neat is you can buy it at one retailer and return to another. it creates this network effect. we're adding a brand every day. >> i'm steve nanos. >> right now loop operates on the east coast and in parts of france. next year the service is expected to launch here in california. the global concerns about coronavirus, but what can you do if you have a trip planned? >> we have a answer to that

now news to build a better bay area from abc7. >> two coronavirus patients from san benito county are now being treated by ucsf health in san francisco because their symptoms worsened. officials say precautions have been taken, and there is no elevated risk to the public. there are six cases in california and 11 in the u.s. the vast majority of cases are in china. within the last 30 minutes, we learned 425 people have now died. one other death was confirmed in the philippines over the weekend that is the first outside of
4:30 pm
china. a new hospital is now screening coronavirus patients just ten days after workers started building it at the disease's epicenter in china. the brand new hospital is in wuhan. it can treat up to a thousand patients. chinese officials expect to open a second new hospital within the next few days. that facility will serve up to 1500 patients. china has placed 60 million people under lockdown hoping to slow the spread of the disease. the united states is stepping up its response to the coronavirus outbreak. a new travel restriction went into effect yesterday, and today the department of homeland security says flights could be rerouted if there is a concern about coronavirus. delighted to have chris mcginnis, senior travel correspondent with sfgate.com here was. i know you're getting a lot of interest from your readers about the coronavirus. what should travelers expect in the next few weeks as the response sort of becomes a little bit more widespread? >> right.
4:31 pm
well, right now you can't go to china. all the flights have stopped. you can't fly there nonstop. you can get on a one-stop flight on an asian carrier if you have to go to china. but if you want to fly on awes carrier, you can't go. i think the thing that most travelers are going to notice, not only on international flights, but just flights throughout the u.s. is that people are going to start wearing surgical or face masks. >> i have seen more on the street. >> i've seen them on the streets, and a lot of people have seen them on planes. we don't really know whether or not it can actually prevent you from getting the virus. but it prevents you from touching your face which is one of the easiest ways to transmit the virus. >> that's a good point. is this unprecedented, the response? >> no. this is not unprecedented. we are starting to see the numbers rise and it is getting a little scarier. we have as was reported earlier
4:32 pm
11 cases in the u.s. that's twice what we had last week. i'm afraid that's going to go up until like the flu virus this starts to go away. i think we're at the beginning stages of it. >> okay. so let's just say for the sake of argument, you can't get to china. i have to travel and got to sit on a plane, and there may be passengers who have traveled to countries that are more affected than others like china. what can i do on the plane? should i wear a mask? is there a certain spot on the plane that is safer than others? >> in the past i've never said that it was a good idea to travel with a mask, but now i kind of think it might be a good idea. if you're the person that may be sneezing and coughing, it would be polite for you to put the mask on. and sometimes you just can't help it. if perhaps you're sitting next to a person that is sneezing and coughing, you want to have that extra line of defense. for peace of mind. >> that would be nice if that was our tradition and protocol with a cold or the flu.
4:33 pm
>> it's very, very common in asia. you go to asia and everybody is wearing masks. another thing you can do, and we wrote about this on sfgate last week, you can sit in a window seat. you're kind of more protected from people walking up and down the aisle and if they have germs, they're crop dusting those germs as you're sitting on the aisle, you may end up more exposed. i think we're probably going to see flight attendants who come in contact with hundreds of passengers over the course of the day. they will probably start wearing face masks, and more likely you'll see them wearing gloves. >> it's an interesting psychology. on the one hand, it's comforting to see people in a mask and at the same time unnerving. like maybe we're in an unclean environment. >> that's right. >> what if you've already bought a plane ticket and you can't get to your destination or you're uncomfortable traveling. what do you do? >> well, it depends. if your flight is canceled, like many of the flights to china have been, the airline will offer you a full refund, or they'll postpone your trip until
4:34 pm
this passes. if simply afraid to go, you're not going to get much money back. they want to avoid the whole asia region so they want to cancel their trips. >> that's tough. >> you're probably not going to get any money back. if you have travel insurance, it usually doesn't apply to case like this unless you have a cancel for any reason policy. and those are more expensive, but they allow you toe cancel because you just don't feel like traveling. >> chris mcginnis with sfgate.com. keep us informed. we'll check back in. it was good to see you. we'll wear masks next time. >> that's right. >> ama? >> thank you. new developments on the helicopter crash that killed kobe bryant and eight other people. 911 calls have been released providing chilling details. >> i'm walking on the trail. i can hear the plane. we couldn't see it and we heard a boom and a dead sound, and i could see the flames. >> and what was on fire, sir?
4:35 pm
>> the hill. but whatever crashed into the hill is also on fire. >> helicopter crashed into a mountain. we heard it. and now i'm looking at the plane in malibu canyon and agoura road. we can see it. >> you saw the helicopter go into the hill? >> yeah. and we're looking at the flames right now on the hill. >> i just heard a helicopter go over me. approximately from lost hills on a south to easterly sweep. it went over my head. i heard a pop and it immediately stopped. >> that crash is still under investigation. the weather is just one factor investors are looking into. shaking it up. a hot new burger joint opens in san francisco, but is it worth the wait? picking flowers. what you need to know before you buy flowers this valentine's day. and lost and found. a dog found three years after

4:41 pm
it caught the coach's attention and she responded to the tweet writing this quote. anyhow. this, tell your daughter this her picture is beautiful and it means so much to me. thank you for being an amazing girl. >> that spot on her was great too. >> it really was. >> it was nice. >> trending for about a week. it's great. >> she is breaking down barriers for women probably coaching in all kinds of sports. >> absolutely. >> i like how she said i'm not trying to be the best woman coach, i'm trying to be the best coach. >> which is how should it be. this popular burger chain, shake shack has opened its first restaurant in san francisco. now the lines stretch out the door, as one would suspect, all the way down fillmore treat in cow hollow neighborhood. they're known for the natural angus beach hamburgers and offers chicken sandwiches and
