what officials are blaming for the major delays overnight. good morning. it is tuesday, february 4th. >> yes, and go outside and you will be shocked at how cold it is. here is mike nicco. >> old man winter, jack frost, whoever you want to say definitely out there where you have to keep the plants, pipes and pets protected now through 9:00. another three hours of keeping a close eye on those. breezy conditions in many neighborhoods. 25 to 36, it is bouncing around thanks to that wind. we have wind chills on top of these cold temperatures, inland 32. the bay 39. the coast 45 at 7:00. by noon we're around 50 to 52. sunglasses again today. by the afternoon we may add one or two degrees with the high. you probably won't even notice with the breezes. if you're heading out this evening need that heavy coat. a warming trend coming up.

tracking the iowa caucus results at the live desk. postponed announcing a winner because of a problem with counting votes this morning. party officials will double-check the results. voters at the iowa caucus used a mobile vote this year and there appears to be a problem with the app. officials stress the delay is not because of the hack but they did not go into further detail on this. voters left the caucus disappointed. >> i would rather them be accurate than rush it. if we have to wait a couple days, we have to. >> in one sense it's tough because we don't get to have a party tonight knowing what happens. i'm also a person who wonders why we have to be in such a hurry for democracy anyway. >> the candidates now turn their focus to new hampshire. the primary election there will be held next week. kumasi? >> thanks, jobina.

police in brisbane say there's no threat to the public after what appears to be a home invasion that turned deadly. it happened around 4:20 yesterday afternoon at a house on alvarado street. officers got there, they found a man shot to death. police say it appears he was an intruder and then the resident shot him. that person is safe and is cooperating with the investigation. police right now are trying to figure out if there's a connection between the resident and the person who was shot. >> we pride ourselves on our citizens and community here and we don't have very much violent crime in brisbane. it's a very safe community. >> police are asking for help with any details that they can get from neighbors. so we have their contact information on our website. learning more about the man accused of opening fire on a greyhound bus heading for san francisco. police say 33-year-old anthony williams is from maryland. he's now been taken to the kern county jail.

police say williams killed one person and hurt five others yesterday while that bus was driving up interstate 5 near the grapevine. passengers disarmed him. the bus driver got him off the bus and drove to a nearby gas station. the cause of the shooting is under investigation. a third suspect is now facing charges in the deadly laptop death. 18-year-old wiggins faces special circumstances murder as well as a felony count of second degree robbery. two other suspects are already in custody. shuo zeng died after he stole after thieves who stole his laptop. president trump will deliver his state of the union address. it's unclear if he will talk about the senate impeachment trial. closing arguments in the trial resume today. democrats are making one last push to remove the president from office. but they don't have the votes to make it happen. no gop senator has indicated that they would vote for his removal including moderate republicans like alaska's lisa murkowski. >> i cannot vote to convict.

the constitution provides for impeachment but does not demand it in all instances. >> you can't trust this president to do the right thing, not for one minute, not for one election, not for the sake of our country. >> even though republicans are expected to acquit the president, a growing number disagree with his actions. the final vote will be held tomorrow. the u.s. government is planning more flights to evacuate americans out of wuhan, china. evacuees will arrive at one of four military bases to be quarantined including travis air force base in fairfield. more than 400 people have died in china with more than 20,000 confirmed cases worldwide. six of those in california. we have more on the concerns here in the bay area and the local response in our next half hour of abc 7 mornings. in the north bay the trail will not be reopened until next month because of the intense cleanup of the high-profile

homeless village left there. sonoma county officials estimate several hundred tons of unchecked debris line the stretch of the trail in santa rosa. cleanup will take two weeks. restoration work will take another two weeks. friday marked the end for homeless campers. mny were moved to nearby shelters. they hold the key to our future, our local teachers. we looked at what challenges they face and finding an affordable place near work came up a lot. the jefferson union high school district go the go-ahead for a four-story housing development. it will have 122 below market units for teachers and staff. >> we have people living as far as brentwood and they travel quite a distance to get to work every day. >> this is a huge benefit for me and my financial responsibility. >> a housing committee will decide who ball nice with first residents moving in as early as 2022.

this is from a meeting with parents, child safety groups and experts. new this morning walgreens is agrowing to pay $7.5 million to settle a consumer protection case. it alengths the pharmacy giant let a phony pharmacist handle more than 745,000 prescriptions here in the bay area. they employed a milpitas woman for more than a decade though she wasn't licensed by the state of california. now she's facing felony charges in alameda county. stub hub cut 93 jobs at its san francisco headquarters as the company plans to be sold off. the cuts came over the two weeks they come after ebay said it was going to sell the ticket reselling service for $4 billion. it's not quite clear how many work at the sf headquarters.

treated at ucsf parnassus campus. >> and that is where reporter amy hollywood is this morning. amy? >> reporter: officials say everyone needs to stay calm and not to worry. the couple was not diagnosed here in san francisco. they were brought here for treatment and they are in isolation. no coronavirus diagnosed here in the city. the male patient traveled to wuhan, china, developed symptoms soon after returning home and now he and his wife have it. they are both 57 years old. public health officials say they are taking every precaution. >> we've activated our medical response team. we had sars, h1n1, preparation for ebola. this is nothing new for clinicians and our responders.

is considering getting rid of the s.a.t. and s.a.t. requirement in admissions. students may still need to take a standardized test. "the chronicle" is reporting a committee has recommended the system create its own exam. tests are needed to compare students from different high schools. critics of the s.a.t. and act says the tests measure a small part and put some students at a disadvantage. a major mishap in the state's 2020 presidential caucus. when we could get the results and the app behind the meltdown. a roadblock in the efforts to build a better bay area. a shelter for homeless people looking for a new home itself. >> let's check in with how stocks are doing this morning. it looks like we are way up 4

heading out this evening, 48. our last stop san francisco. 51 for a couple hours later and then this afternoon we'll ping between 51 degrees. some 60s into the forecast coming up. good morning, everyone. happy tuesday to you. we're taking a live look at the san mateo bridge where you can certainly see it is slow if you're trying to make your way westbound towards the peninsula. a few things to talk about. first off there appears to be a crash off to the right hand shoulder. one of those cars may slide off the bridge, it's in a ditch there. they're trying to figure that out right now. there is also a disabled car blocking a lane once you get to an incline and a tire in one of the lanes as well which is why you see it's so slow. it will take you 40 minutes to get across the bridge.

>> thank you so much. so listen, it is too close to call. so i'm going to tell you what i do know. >> you won! >> reporter: the iowa democratic party not releasing any results saying in a statement they're worried about quality checks and inconsistencies. >> i want to make sure they're careful in their deliberations. >> reporter: raising questions about the new app used this cycle to report results with the party insisting the problem is not the results of any hack or intrusion. abc muse learning officials are now hand counting the results but the compliation is adding a new layer of doubt to an already uncertain primary season. there was no clear front-runner in iowa. joe biden, bernie sanders, elizabeth warren and pete buttigieg had all been hoping winning the hawkeye state would help them break out of the pack. >> i have a good feeling we're going to be doing very well here

in iowa. >> reporter: the campaigns are moving on to new hampshire which votes in a week. they will release the results today. ines de la cuetara in des moines, iowa. this morning we're learning more about the app used at the iowa caucus reportedly created by the company shadow. this is their website i pulled up here. the website says it sends voter, volunteer and data to where it needs to go. as we've been reporting all morning long the app failed to work during last night's three sets of results due to a coding issues. some had trouble sending their voting results. officials tell "the new york times" the app has never been used in a real election or tested at a statewide scale. the democratic party only considered using it two months
