>> announcer: news to build a better bay area, this is "abc7 mornings." >> good morning to you. thanks so much for starting your morning off the right way by joining us. it is sunday, february 9th. i'm julian glover. we have a lot to get into. we start off with a look at the forecast. metrologist lisa argen is here to talk about the gusty winds we've been dealing with for most of the morning already. >> you can see how clear it is. we have a big dome of high pressure overhead. low pressure to the south of us. those winds are funneling into that low allowing for the chop

on the water here. it is 52 in san francisco, 42 in gilroy. the temperatures up this morning due to the wind, but let's check out that surface wind, up to 43 miles per hour, around fairfield. if we go up in height, here are the gusts, up to 49 in the north bay, 62-mile-per-hour wind from mounta diablo. it's a windy day, blustery out there. temperatures in the low 60s. is there any rain in the outlook? we'll talk about that and the oscar weather in southern california coming up. just in from the santa rosa fire department, 20,000 people without power right now likely due to that wind damage. we'll track that throughout the morning. richmond police have arrested the hit-and-run driver who took the life of a 4-year-old boy. officers found that blue ford explorer involved in the

accident. police say the driver turned himself in around 7:00 last night. we want you to stop and take a look. this is hector, the 4-year-old who was killed as he was getting out of his family's car on friday. the driver hit him, drove away. his mother spoke with abc7 news through the translator. >> he didn't help. he just run away. and i just saw my son on the floor. i would say that you took an innocent life and if you stop to helped, he could be alive right now with me. >> so sad. neighbors says cars drive too fast there. they're urging city officials to install speed bump the fbi investigating a shooting involving one of its

agents, it happened just after 11:30 last night on ash berry street. the bureau has not confirmed if the agent was on duty or not. san francisco police say the agent was off duty when a man was shot. he was taken to the hospital with injuries, not considered to be life-threatening. the federal agent was not injured in the incident. details about what led up to that shooting have not yet been released. to the very latest when it comes to the coronavirus which has killed more people than the sars virus did in the early 2000s at this. concern in china is still high. but here in didn't damper the mood. more than 37,000 people are infected in china and that number is growing. according to the cdc, 12 people have tested positive for the virus in the u.s. 100 more americans are currently under

investigation. and according to the "new york times," the rate of new infections each day seems to be stabilizing at this point. some good news there. but world health organization officials say the area is still in the middle of an intense outbreak. we want to let you know what's happening in thailand. we're learning new details about the suspect that killed 26 people. an american is among those surviving the rampage. here's the latest. >> reporter: this morning at least 26 people killed and more than 50 wounded in a shooting rampage. the suspect, a thai army sergeant, posting on facebook about the carnage in a city 160 miles east of bangkok has he carried on the attack. the man first killing two people on a military base, stealing an army humvee and weapons, then

opening fire on people on a street before heading to a mall where shoppers sought cover. the lone gunman has an assault rifle. police worked to evacuate as many people as possible. gunfire ringing out as the troops were giving chase pushing deeper into the mall. sharp shooters neutralized the suspect 16 hours after the crisis began. today, thailand's prime minister visiting victims in hospitals, recovering from wounds in the country. calling the incident unprecedented and raising questions about the attack's mental health. >> reporter: and the minister saying this incident may have been sparked by a personal dispute, adding that he never

it's also nominated for best picture. only the sixth film to be recognized in both categories. every year the show tries to cut down the run time. winners only get 90 seconds to make their way to the stage and give their acceptance speeches. in hollywood, abc7 news. >> we know it's kind of the same drill as last year when it comes to not having a host for the oscars. what can we expect on the stage this year? >> reporter: yeah, viewership went up last year, so it makes sense they're trying it again. i think a lot of people tuned in to see how they were going to pull it off and they did. people are tuning in again this year, can they do it again? they have a long list of presenters and performers, songs will be performed live and a special performance by billie eilish as well. >> thank you so much. of course the countdown is on and we're hours away from you

argen who has been tracking the gusty winds throughout the morning. >> that's right. i've heard from a lot of you, you've sent pictures. incredible some of the damage those winds. the branches have been loud. i've heard about it. we have high pressure that is built into california, low pressure on the coast. and that has allowed for a funneling effect, area of high pressure, you have the winds blowing from high to low and we're looking at wind gusts at about 6,000, 7,000 feet. we heard from the national weather service, 209-mile-per-hour wind gust on top of kirkwood. we had 100-mile-per-hour wind guests. surface winds, 43 miles per hours. you're going to get some branches down, tree limbs, trash cans blowing around. looking up to the north bay, we're looking at the winds gusting all throughout the day

and we go up in height. wind gusts of 71 miles per hour. these winds are fierce and dangerous. and possibly some more power outages throughout the day and problems at the airport. so we are looking at not only the wind advisory throughout the day, it lasts throughout the overnight hours and it lasts into early tomorrow. there's another round of wind coming on tuesday. let's take you through the day. look at all the purples over the bay. here we are 3:00 and it is still very, very windy with winds up to 40 miles per hour, the gusts in fremont better than that. wherever you are into the sacramento valley and also the mountains, looking at gusting winds, a shrinking snow pack as well. by 10:00, it's still windy. here's a look outside from our camera. look at the chop on the bay there. 52, san francisco, 53 in san jose. high too with the full moon.

looking at the high tide at about 6.88 feet. here is mt. tam. 54, santa rosa. good thing you got the bike ride in yesterday. a little bit too windy today for that. looking at our 24-hour temperature change, we're milder, but it's not going to feel milder with those strong winds. had a little rain in january. look at that wind whipping there. if this was any other month in february, we would have fire concerns for sure. 70% of average for santa rosa dwn to about 40% in livermore with just over 2 inches of rain. we haven't seen any rain in february. still looks dry for the next week to ten days. we're looking like we're not going to catch up. but we could see atmospheric river or two in march. 60 in fremont, 56 on the coast. in southern california, they have the wind but they also have some presip. by the afternoon, the rain will

end, but we'll see breezy winds at 60 degrees. 50s and 60s for a wind-whipped day today. tuesday, it could get breezy again. you'll notice the numbers are coming up and we're looking at dry conditions throughout the week. so kind of a wicked day out there and set some records with the higher elevation wind gusts. 209 miles per hour at kirkwood. >> that's insane. widespread power outages being reported this morning from pg&e. and here's a look at the outage map. obviously, the yellow, the orange and the red that you see in fairfield lets us know that's the place where more outages are happening. 7,800 people without power. livermore reporting 4,500 people

without power. down to pleasanton. in santa rosa, 4,300 people without power. pg&e saying this is likely due to the wind gusts. obviously there's a lot that they have to restore right now. no word or estimation as to when the power will be back on those for folks this is a testament to lisa's forecast and letting you know that the winds and wind advisory was all coming. we'll have more on that coming up in just a bit. just ahead, the boys of summer back in town in san francisco. get to check out all the fun stuff for baseball fans at the

due to all that wind. we're in the low 50s from oakland to san francisco, 54 in half moon bay, and these winds are gusty. 30 to 35 miles per hours, napa is at 54. here's a look at the surface winds, up to 23 miles per hour in san jose. check out concord, livermore, 39 to 47 miles per hour and it's been gusting all morning long in the northbound. along the coast we go up in height, mt. diablo, this is going to continue throughout the day. we'll see a few lower 60s today. it will remain gusty to breezy even through the overnight hours. the winds will ease up by midday tomorrow. >> thank you, lisa. it is the final push now into the new hampshire primary. candidates are sharpening their attacks on one another, particularly taking aim at pete buttigieg and senator bernie sanders who find themselves at the front of the pack in the

seeing across the bay area with these gusty winds have been blowing hard throughout the morning. let's get a check of the forecast with lisa argen and we're also seeing widespread power outages as well. >> that's right. and the strongest winds are out by the delta. not only in the bay area, southern california, and the mountains have had some peek wind gusts as well. the waves have been very dangerous. here's a live look outside. and you can see how the flags are blowing here. this is going to be the case throughout the day today. in fact we're looking at not only the gusty winds, but the cool air and a prolonged wind event because this is going to last through tomorrow and in fact more wind, it looks like it's going to arrive into tuesday. we have king tides that will be coming our way, the high tide a little after 11:00 this morning. and we look at the big picture and you're like what's the story?

we have an area of low pressure diving into the sierra nevada. the flow around the high is clock wise, the flow around the low is counter clock wise and we get that funneling effect from the mountains, northern, central, and southern california. it is very windy out there with winds right now at the surface, 47 miles per hour in con card. i've heard from a lot of you about how loud it's been and certainly the tree limbs down, the power outages, be careful out there. the sfo, probably some problems with taking off and landing. napa up to 40 miles per hour. right now 47 in mount diablo. you saw those pictures. when you go up in winds get stronger. we have wind gusts at the surface. we're looking at the sustained

winds, i should say up to 60 miles per hour. let's take you through the day. you see the purples overhead, the direction out of the north. we're looking at these funneled winds throughout the afternoon. here we are at 6:00, no change, 30 to 45-mile-per-hour winds and these are the gusts as we go into the evening hours. still very windy out there. check out the flag from the golden gate bridge. most of you experiencing the very gusty winds. 53 in san jose. you can see the camera shaking. 51 in livermore. highs today, upper 50s to low 60s. in southern california, they have the wind as well. looking at breezy conditions, possible shower, 60 degrees and looking at the lows tonight, staying up in the 40s and 50s due to that wind. the seven-day forecast then, we're keeping it gusty throughout the day today and by tonight, easing a little.
