last night. joe biden's wife jill helped escort a heckler out of a rally. >> abc's trevor ault is covering all of it. he is in manchester. trevor, good morning. >> reporter: good morning, guys. yeah, there's so much at stake at the top and the bottom of the ballot here in new hampshire. some of these candidates hoping to get the first official win of the race while others are hoping to just hang on long enough to fight another day. the first votes have been cast in new hampshire and already some surprises. senator amy klobuchar leading after three tiny townships but in dixville notch former new york city mayor michael bloomberg won for democrats and republicans even though he's not even on the ballot. also overnight bernie sanders holding a rock concert rally. the vermont senator won new hampshire handily in 2016 and it could be a repeat victory today. >> if we win here tomorrow, i think we got a path to victory for the democratic nomination. >> reporter: sanders finds himself atop the race in new hampshire and according to a new quinnipiac poll across the

entire country, but mayor pete buttigieg with rising numbers of his own. [ crowd chanting ] >> reporter: trying to position himself as the sensible alternative. >> there is a hole in senator sanders' plan financially that's bigger than the entire size of the united states economy. i think it's an example of the kind of politics that frustrates people, big promises and not a lot behind it. >> reporter: outside that top tier of two some candidates fighting falling numbers. senator elizabeth warren has been crisscrossing the state as has former vice president joe biden, though he's trying to look past new hampshire. >> stick with me 24 more hours and i'll promise you we're going to do just fine. >> reporter: some of their momentum has shifted to amy klobuchar. >> as you probably heard, we're on a bit of a surge. >> reporter: now a reminder, new hampshire is a much more typical secret ballot primary. it is a lot easier to administer than the iowa caucuses. officials here are banking on a lot cleaner results and we could

have the first declared state winner in the 2020 race tonight. kenneth, kimberly. >> all right, trevor there live in manchester, new hampshire. thank you. abc news will bring you live results from new hampshire beginning at 8:00 p.m. eastern on our streaming channel abc newslive. we turn now to the breaking news overnight concerning the coronavirus. a new case has been confirmed in san diego. >> that brings the total number of cases in the u.s. to 13 and it comes after china reported the deadliest day so far of the outbreak. >> the global death toll more than 1,000 as officials take drastic measures to stop the spread. abc's andrew dymburt joins us with the new details. andrew, good morning. >> reporter: good morning. this is now a global health emergency and while health officials work to contain the virus they say the risk to the general public still remains low despite all those quarantines. overnight a new case of coronavirus confirmed in california after a patient on an evacuation flight out of wuhan tested positive for the illness.

>> they come by every few hours and take my temperature, blood pressure, pulse, check my lungs. >> reporter: this comes as at least 23 of the confirmed cases aboard this cruise ship in japan have been identified as american travelers. >> they brought us new masks, now we only wear these if we get the chance to go up on deck and they want us to now wear these when we open the door to get our food. >> reporter: experts say the best way to control the outbreak is to identify symptoms, isolate the patient, diagnose the illness and treat if necessary. many countries are using quarantine as the only course of action. >> there's no treatment. all i'm doing here is sitting in isolation. there's no fluids. there's no cold medicines. >> reporter: but in china where the virus has killed more than 1,000 people, officials are taking drastic measures to ensure patients are isolated. >> this man even forcibly

removed from his home over concerns about the virus spreading. back in the u.s. health officials are reiterating that coronavirus which is slightly more contagious than the average flu, cannot spread from person to person simply by being in the same room. but they do say people should stay at least six feet away from anyone who is sick and while world leaders are hopeful the spread will soon slow -- >> a lot of people think it goes away in april with the heat as the heat comes in. >> reporter: -- experts warn we do not know enough about the virus to know how weather will affect it and that mers, another strain of coronavirus, spread rapidly despite hot and dry conditions. the good news here is that a quarantine is being lifted today for a group of americans who have been in isolation on a military base in california for the last two weeks. as for another group of americans being quarantined, they also only have two days left before their incubation period passes. kenneth, kimberly. >> andrew dymburt, thank you. we have new details about the iranian missile attack that

targeted u.s. forces in iraq last month. the pentagon has now revealed 109 american troops suffered traumatic brain injuries from that attack. that's ten times the first number reported. president trump was criticized after initially saying the injuries were not serious. two police officers are recovering this morning after a deadly shooting inside a walmart in arkansas. police responded to a call about a man making threats at this store in forest city. workers and customers scrambled to safety as bullets started flying. >> it was just gunshots and everybody just started running. >> great response of our officers saved a lot of lives today and we're truly, truly thankful to the training of our officers and their quick response to that. >> the shooter was killed. no word on a motive but police say he was known to police and had a record. no customers were hurt. the long awaited merger between t-mobile and sprint may become reality today. reports say a federal judge is

ready to approve the $26 billion deal. a lawsuit has claimed the merger will lead to higher prices. turning to the weather the south is bracing for more flash flooding today. this was the scene in parts of alabama. the storm system that's been dumping heavy rain in the region has stalled. some rivers and lakes in the tennessee valley have received four times their normal rainfall for this time of year. let's take a look now at your tuesday forecast. good morning. more flooding downpours on the way across parts of the southeast as this stationary front remains parked in place, in fact, it's here through tomorrow, some parts of mississippi and alabama seeing upwards of eight inches of rainfall. west of the rain where we have the colder air moving in, heavy snowfall throughout new mexico. north of albuquerque, we're talking 12 to 18 inches of snowfall through today. nothing in terms of widespread winter weather across the northeast but another wave of rain move on by thanks to another area of low pressure. i'm accuweather meteorologist adam del rosso.

one of the nation's biggest credit reporting companies. about 145 million americans nearly half the u.s. population was affected by the massive data breach three years ago. the alleged hackers stole social numbers, dates of birth and addresses. attorney general william barr says the scale of the theft was staggering. >> our cases reveal a pattern of state-sponsored computer intrusions and thefts by china targeting trade secrets and confidential business information. for years we have witnessed china's voracious appetite for the personal data of americans. >> officials say the stolen data could be used by chinese intelligence to find americans in financial difficulty who may be susceptible to blackmail. taco bell is apologizing for the actions of a frustrated restaurant manager. that was in ohio. customers found the door locked and they found this sign. it said, dining room is closed until this store's workers can show up on time. taco bell says the dining room

investment firm, now writing an op-ed in "the wall street journal," entitled "i wish i never met rick singer," the admitted mastermind of the scheme. hodge writes, i failed to scrutinize the application process as carefully as i should have. i failed to ask tough questions and i looked the other way on questionable behavior that i never would have tolerated in my business career. more than 50 people have been charged in the admissions scandal including "full house" actress lori loughlin and her husband. prosecutors say the couple paid $500,000 in bribes to get their two daughters considered as recruits for the usc crew team even though the girls didn't row. and now prosecutors have released what they say is a fake resume used for one of loughlin's daughters. >> it's so hard because i'm not trying to like make this about me or like how i've been because it's not the point of this. >> reporter: the name on the resume is redacted, but the graduation date matches that of olivia jade who became a star on youtube. the resume includes a list of

accomplishments including gold, silver and bronze medals for various rowing competitions, medals she never received. loughlin and her husband have pleaded not guilty and could face serious prison time if convicted. and police are investigating a deadly accident at a u.p.s. facility in kansas city. a worker was killed after being caught in a conveyer belt. no word on how it happened. u.p.s. says it's cooperating with investigators. in a series of cocaine busts on the high seas, the coast guard in san diego showed off 20,000 pounds of the drug seized over a two-month period. the operation in the pacific involved several ships. the cocaine is worth $338 million. new video shows the chaos before a shooting at this bar in houston. a security guard and a customer were fighting early sunday when the guard pulled out a gun and shot the man in gray who died at the scene. experts say the video raises many questions. >> there are at least two other guards in the video that i see.

and they're not doing anything. i would question, you know, their lack of involvement. >> reporter: the security guard who fired the shot has not been arrested. a grand jury will decide if he'll face charges. in sports myles garrett of the cleveland browns is trying to get back on the field. garrett was banned from the league after hitting pittsburgh's mason rudolph in the head with a helmet. reports say garrett has met with the nfl commissioner in the hopes of getting his indefinite suspension lifted. major league baseball is considering a big change for the playoffs. sources say the league may add four wild card games in each league and the league may add a selection show on tv where second and third seeded teams will choose their opponents. the players union will have to okay the changes. and up next in "the pulse," one dog's very unhappy face. but first a tv event like no other. what "the connors" are planning to do tonight when they go live on both the east and west coast. plus, the bizarre theory on

folks traveling on highway 101. running sunday through thursday nights as cal trans works to convert express lanes and create new express lanes in other parts of this 22-mile stretch of highway. we want to give you a map to let you get a better idea how your drive might be affected by this. existing car-pool lanes will be converted to express lanes between the san mateo line and whipple ave and new express lanes will be constructed from whipple ave north to i-380 in south san francisco. now this work will be in both the northbound and southbound lanes. when work is completed express lanes will allow car-pool vehicles with three or more people to drive for free. other drivers, of course, can pay with fastrak. prices will vary from a couple
