places in the city. >> fremont police are investigating a serious crash. you can see this vehicle hit a tree near a pole on mission boulevard at nickel street. police were called to the scene around 8:30 last night. they closed part of the road and redirected traffic. paramedics responded to this incident but police have not said how the driver is doing. it's 4:30. if you're just waking up, here's an update on your weather and traffic. >> here's a look at where the fog is thickest, 101 from petaluma, rohnert park, sebastopol, up towards santa rosa and windsor. visibility a mile or less in this area. this will be around for the entire morning commute. for the rest of us, don't necessarily have fog, if you look from the exploratorium, we have low clouds out there, that will help slow the sunshine today. it didn't slow the cooling down. we're 39 to about 49. seasonally cool this morning. 52 at the coast. 57 to 60 as clouds turn over to haze as we head towards lunch.

part of building a better bay area is building a b.a.r.t. accessible and safe for everyone. >> today the b.a.r.t. board will discuss how to improve the system, they're dealing with declining ridership and growing safety concerns. >> julian glover is live in fremont with the issues they'll take up. >> good morning. it's far from perfect but it's what we have to live with here in the bay area. as you mentioned later today b.a.r.t.'s board will discuss how they can build a better b.a.r.t. that more of us want to use, this comes at a time when ridership is on a steady decline in off-peak times, so nights and weekends. in an article published in the "san francisco chronicle" yesterday, it was reported that b.a.r.t. has seen a drop in 10 million night and weekend passengers since 2015. top concerns were said to be safety, reliability and trains not running in the direction or area that you're trying to get to. inside of b.a.r.t.'s two-day board meeting they'll take up

those concerns like rebuilding ridership perhaps by further increasing service on weekend, b.a.r.t. police department will also be discussing their vision for safety and goals for the riders experience in five years from now come the year 2025. we did not see anything on the agenda discussing the newly launched ambassador program that they now have 10 of those uniformed civilian employees patrolling the trains during those late nights and weekdays. we do know that part of the session will be open to the public. if you got something to say, now is your time to raise tse concerns. the meeting starts at 8:30 in oakland and it is two days. it lasts until friday. reporting live outside of fremont station, julian glover, abc7 news. >> thank you. an attack on a passenger in the east bay is the latest example of the challenges that b.a.r.t. faces. police are searching for the person who attacked a man on a daly city bound train as it was approaching the lake merritt

station about 6:00 p.m. tuesday. police say the suspect attacked the man with a chain after asking him for directions. the victim's injuries were not life threatening. developing news on the coronavirus. a massive jump in cases reported in china. >> there's now more than 60,000 cases worldwide. china reported 14,000 new cases yesterday after implementing a new way to diagnose the virus. 218 people are now infected on the diamond princess cruise ship which is quarantined in the water near tokyo. japan's governor will allow elderly patients and passengers to leave the ship starting tomorrow. a 14th american has now tested positive here in california just hours after the cdc warned the spread of the disease in the u.s. is likely. health officials are warn being a problem with some coronavirus test kits sent to labs across the country including here in california. the cdc says some of the kits are flawed. they don't work properly. they were meant to allow states to do their own testing.

really after new hampshire, three candidates have a full head of steam moving forward but this is still anyone's race and now candidates have over a week to campaign until their next contest. after the new hampshire primary its bernie sanders leading the democratic pack by a hair. but ahead of the nevada caucuses the culinary union, one of the most influential voting groups in the state, launched a campaign against him saying he wants to end health care for workers. >> in fact, many of the unions are strongly supporting of the medicare for all single pay system. >> reporter: mayor pete buttigieg who came in second in new hampshire and claimed his own victory in iowa is sharpening his attacks on sanders. >> i don't think that even progressives really want to be in a world where we can't keep our promises. >> reporter: amy klobuchar is reintroducing herself to voters. >> hello, america. >> reporter: waiting in the wings billionaire and former new new york city mayor michael bloomberg shaking up the race while shaking off criticism.

as we climb north on the peninsula, a bit warmer. 45 to 48 degrees. looking at other neighborhoods, in santa rosa, 40 along with livermore, some of our cooler weather. we have 46 in san ramon, fairfield, 43. 51 now in oakland. all right. here's south beach, looking back at the bay bridge. you can see just a little hazy. the clouds are above the bridge right now. there's foggy areas and low clouds for your driving and bay commute. cool this morning, mild this afternoon for mass transit. peninsula is in the 40s through 9:00. near 60 this afternoon for a couple hours. east bay valleys, 42 to 57 at 11:00. low 60s from noon through about 4:00. and then we'll take a look down in the south bay, we're going to see a lot of cloud cover this morning. then more sunshine and low to mid 60s. 60 to about 63 from noon to 5:00.

average, no snow next week. >> thanks. an opera performance and thousands of homes went black during a power outage in san francisco. pg&e says underground equipment failed just before 8:00 last night. the opera was canceled because of the outage. a pg&e map shows the areas impacted. some 9100 customers were without power. most of them in ash bury and hayes valley neighborhoods. laguna and ivy street were blocked as crews tried to work on the issue. they had power restored by midnight. police are searching for a robbery suspect in the east bay that could be linked to several crimes. richmond police say on monday a robbery suspect robbed a victim at gun point in the business district. the suspect demanded money and property and ran away. investigators are working with officers in other east bay cities to see if the richmond suspect is connected to other crimes. he does resemble one of them

caught on camera attacking and robbing that man in his oakland driveway on monday. you see the red pants look similar. so what should you do if you're attacked or have video of a crime on your property? anser hassan talked with an expect to get us some tips. >> reporter: this man vacuuming his car on monday afternoon doesn't see his attackers coming, but he stayed calm which might be why he's still alive said richard correa. >> one thing to do is stay calm. >> reporter: he says an attack like this could happen fast but it's important to try and stay calm. no unexpected movement and only do what you're told to do. >> don't do anything that they haven't asked you to do. it's a very dangerous time. >> reporter: he says it can be tough but try to make mental note of the suspects.
