education. >> we thought that name would just, you know, resonate in our community and really push forward this notion of no matter where you came from or your circumstance, you can do it. >> this was woodrow wilson elementary school named after the country's 28th president. the school is facing big changes. the new building will not have hallways. the classrooms will have large windows, doors will connect all the rooms, and now it will have a new name, michelle obama elementary. it's set to open in august. reporting live in richmond, amy hollyfield, abc7 news. >> thank you. new developments as the coronavirus outbreak worsens. the united airlines has extended its ban on flights between china and the u.s. united initially banned flights between the two countries through the end of march, now the ban is through april. other airlines are also canceling flights. the last direct flight from sfo

to china will take off tomorrow. in the south bay an emotional reunion. a mom and daughter quarantined for 14 days after a trip to wuhan, china are back with their family this morning. amanda amanda has bedel castill speaking to the mom all week. >> reporter: the emotions, this embrace, six weeks in the making, esther tebeka and her daughter home. finally able to hug her other two children. >> because of his age, he doesn't really know what's going on. he missed us. >> reporter: in early january, esther and her daughter took off for wuhan, china and that's when the coronavirus hit.

on the stand for cross examination. on tuesday, john lee cowell said he thought nia and her sister were aliens trying to harm his grandmother. his attorney said he was mentally ill when he attacked the women. we're learning new details about the driver killed in a high speed crash in vallejo. police say that person was a suspect in several smash and grab thefts. officers tried to pull over the driver yesterday but he wouldn't stop. that started a high speed chase on westbound highway 780. police say officers lost sight of the suspect's car twice during the pursuit. they found it after it crashed near the glen cove exit. the car went airborne and hit a tree. the driver died at the scene. should car break-in victims be reimbursed for repairs by the city? that's what san francisco's district attorney is suggesting in an effort to help build a better bay area. chesa boudin's office is asking the city for more than 1$1.5 billion to fund a program that would pay for window repairs

following smash and grab thefts in the city. this would only apply to people who live in the city. an auto glass shop manager says 70% of his customers are car theft victims. >> some of them are good sports about it, if it occurs three, four, five times they're getting tired of this. >> we have to put victims first in san francisco. your tax dollars are already going to the county jail. for a single night in the county jail we can pay to fix a car window. >> boudin says mr there athere arrests in about 1% of reported auto burglaries. let's look at temperatures around our neighborhoods. we are pretty chilly in san ramon, dublin, pleasanton, livermore. 38 to 39 there. mid to upper 40s everywhere else. concord at 41, lafayette at 42. cloud cover around the bay and a range in temperatures from 52 in oakland to 42 in san carlos.

45 at san jose. foggy, getting foggy around pacifica, 47. foggy around santa rosa at 41. 37 in novato and napa at 49. you can see the onshore breeze. temperature mild there. if you're coming through the ferry building, about 50 degrees. if you're out and about today, grab that jacket. breezes return to the bay making it choppy. if you have allergies, exercising outside will be rough. for the north bay, foggy through 9:00 and even 11:00 is possible around santa rosa. 53 there. happening out around 57 to 61 during the afternoon hours with hazy sunshine. for the east bay, those low clouds hanging around through 9:00, staying in the 40s. more sunshine this afternoon, a few passing clouds and a high near 60. most of the afternoon in the upper 50s. for san francisco, low clouds are dominant as we start at 46 this morning, jumping up to 56 as we see more sunshine and high clouds at about 3:00. that's a little bit cooler than average.

plaza. bay bridge metering lights came on at 5:08. number seven, former mayor pete buttigieg coming to the bay area. he will meet with donors in san francisco, and palo alto today and tomorrow. new developments in the corruption scandal involving san francisco's former public works director. the case is expanding. the city attorney announced new subpoenas to access records from eight companies as part of the case against mohammed nuru. the companies include pg&e, recology and non-profit groups. fbi agents arrested nuru alleging he tried to use a bribe to help restaurant owner nick bovis expand his business. we made a commitment to building a better bay area the latest state of sill son vicon gives us a snapshot of how we're doing. silic silicon's valley has been growing steady for nine years thanks to the tech sector. it's not so much of a surprise

>> police hope surveillance video will give them the clues they need to find her. here is marcus moore. >> reporter: in this morning's "gma" first look, surveillance cameras capturing what authorities believe are the last images of faith. >> i was in the store. the mother came in the store with her phone and asked the cashier, did you see my daughter? >> reporter: the south carolina 6-year-old getting off of her school bus monday afternoon, seen her wearing a black t-shirt with the word peace written on it. and this morning an all-out search is under way. multiple agencies including the fbi going door to door focused on bringing that 6-year-old home. >> we received a lot of those videos. our investigators are working around-the-clock to go through those videos and look for leads and information that will lead us to bringing her home. >> reporter: coming up at 7:00 a.m., the family speaking out. with your "gma" first look, i'm marcus moore, abc news, columbia, south carolina. abc7 is launching a new

delays on the winter schedule. 30 trains for b.a.r.t. ace 1 and ace 3 are also on time. going to leave with you a live look at san jose, a nice and clear 87. reggie and kumasi? >> thank you. new information on a developing story in the south bay. the search for a wanted fugitive has come to an end in san jose. police say a k-9 officer took down the suspect after 3:00 this morning on vista verde drive. the suspect is being treated at a local hospital for nonlife threatening injuries. police will release new details about the suspect later today. san francisco police are determining if a man was impaired when his car plowed into pedestrians at a busy mission district intersection. this happened yesterday around 4:20 in the afternoon at 23rd and mission streets. police say a muni bus stopped after getting clipped by the suspect's car. as he was trying to get away, he hit three people. two of them were rushed to the hospital in critical condition.

>> i see when that happened on the corner, really -- i feel really bad, i don't know if that guy died or not. >> the third person was treated and released. police say the driver left the scene for about five minutes, then came back. video from sky 7 shows the driver receiving a field sobriety test. fremont police are investigating a serious crash. you can see this vehicle hit a tree near a pole on mission boulevard at nickel street. police were called to the scene around 8:30 last night. they closed part of the road and redirected traffic. paramedics responded to this incident but police have not said how the driver is doing. part of building a better bay area is building a b.a.r.t. accessible and safe for everyone. >> today the b.a.r.t. board will discuss how to improve the system, they're dealing with declining ridership and growing

safety concerns. julian glover is live in fremont with the issues they'll take up. julian? >> good morning. they certainly have a lot to tackle. we know rebuilding ridership safety and the rider experience are a few concerns that will be up for discussion today when the b.a.r.t. board kicks off a two-day meeting about how they can build a better b.a.r.t. it's all about building a transit system more accessible for all of us. b.a.r.t. is listening and trying to improve adding a number of new rail services and laucnchin its new ambassador program. there's a lot of work to be done when it comes to rebuilding ridership. in an article published in the yesterday, it was reported that b.a.r.t. has seen a drop in 10 million night and weekend passengers since 2015. they'll discuss how to get some of those passengers back today. rebuilding ridership a top concern on the agenda as is b.a.r.t.'s police vision for safety. parking will be discussed and

the financial outlook of paying for those changes. we do note meeting is open to the public, if you have a concern or something to say, now may be the time to raise those issues. reporting live outside of fremont station, julian glover, abc7 news. >> thank you. an attack on a passenger in the east bay is the latest example of the challenges that b.a.r.t. faces when it comes to crime. police are searching for the person who attacked a man on a daly city bound train as it was approaching the lake merritt station about 6:00 p.m. tuesday. police say the suspect attacked the man with a chain after asking him for directions. the victim's injuries were not life threatening. developing news, japan confirmed its first death related to coronavirus. >> the victim, a woman inrecentt

hospital. there's now more than 60,000 cases worldwide. china reported 14,000 new cases yesterday after implementing a new way to diagnose the virus. 218 people are now infected on the diamond princess cruise ship which is quarantined in the water near tokyo. a 14th american has now tested positive here in california just hours after the cdc warned the spread of the disease in the u.s. is likely. health officials are warning about a problem with some coronavirus test kits sent to labs across the country including here in california. the cdc says some of the kits are flawed. they don't work properly. they were meant to allow states to do their own testing and get results faster than if they sent the samples all the way to the cdc in atlanta. the cdc is sending out replacements. we know you want more information about coronavirus so we dedicated one page on our website to all the stories. you will find that by going to

in the central valley, you have to get to fresno to get to 71. 61 in monterey. 51 in yosemite with sunshine. that's not what we need. the snow pack is 58% of average. it continues to shrink. either by melting or the fact that we're not getting snow to bolster it. there's a light nix on sunday, otherwise temperatures in the low to mid 50s this week. the combative relationship between the santa clara city council and the 49ers got more contentious. the mercury news reports that the city council voted last night to terminate the team's operation of levi stadium for home games and other nfl events. but the action will not immediately affect the 49ers oversight of the stadium. the team filed a lawsuit last september to block the city from taking away their authority to manage the stadium for nonfootball events. the two sides are awaiting a

judge's decision on that lawsuit. an opera performance and thousands of homes went to black during a power outage in san francisco. pg&e says underground equipment failed just before 8:00 last night. the opera was canceled because of the outage. a pg&e map shows the areas impacted. some 9100 customers were without power. most of them in ash bury and hayes valley neighborhoods. laguna and ivy street were blocked as crews tried to work on the issue. they had power restored by midnight. police are searching for a robbery suspect in the east bay that could be linked to several crimes. richmond police say on monday a man robbed a victim at gunpoint in the business district. the suspect demanded money and property and ran away. investigators are working with officers in other east bay cities to see if the richmond suspect is connected to other crimes. for example, the man on the
