on the stand for cross examination. on tuesday, john lee cowell said he thought nia and her sister were aliens trying to harm his grandmother. his attorney said he was mentally ill when he attacked the women. we're learning new details about the driver killed in a high speed crash in vallejo. police say that person was a suspect in several smash and grab thefts. officers tried to pull over the driver yesterday but he wouldn't stop. that started a high speed chase on westbound highway 780. police say officers lost sight of the suspect's car twice during the pursuit. they found it after it crashed near the glen cove exit. the car went airborne and hit a tree. the driver died at the scene. should car break-in victims be reimbursed for repairs by the city? that's what san francisco's district attorney is suggesting in an effort to help build a better bay area. chesa boudin's office is asking the city for more than 1$1.5 billion to fund a program that would pay for window repairs

>> i see when that happened on the corner, really -- i feel really bad, i don't know if that guy died or not. >> the third person was treated and released. police say the driver left the scene for about five minutes, then came back. video from sky 7 shows the driver receiving a field sobriety test. fremont police are investigating a serious crash. you can see this vehicle hit a tree near a pole on mission boulevard at nickel street. police were called to the scene around 8:30 last night. they closed part of the road and redirected traffic. paramedics responded to this incident but police have not said how the driver is doing. part of building a better bay area is building a b.a.r.t. accessible and safe for everyone. >> today the b.a.r.t. board will discuss how to improve the system, they're dealing with declining ridership and growing

safety concerns. julian glover is live in fremont with the issues they'll take up. julian? >> good morning. they certainly have a lot to tackle. we know rebuilding ridership safety and the rider experience are a few concerns that will be up for discussion today when the b.a.r.t. board kicks off a two-day meeting about how they can build a better b.a.r.t. it's all about building a transit system more accessible for all of us. b.a.r.t. is listening and trying to improve adding a number of new rail services and laucnchin its new ambassador program. there's a lot of work to be done when it comes to rebuilding ridership. in an article published in the yesterday, it was reported that b.a.r.t. has seen a drop in 10 million night and weekend passengers since 2015. they'll discuss how to get some of those passengers back today. rebuilding ridership a top concern on the agenda as is b.a.r.t.'s police vision for safety. parking will be discussed and

judge's decision on that lawsuit. an opera performance and thousands of homes went to black during a power outage in san francisco. pg&e says underground equipment failed just before 8:00 last night. the opera was canceled because of the outage. a pg&e map shows the areas impacted. some 9100 customers were without power. most of them in ash bury and hayes valley neighborhoods. laguna and ivy street were blocked as crews tried to work on the issue. they had power restored by midnight. police are searching for a robbery suspect in the east bay that could be linked to several crimes. richmond police say on monday a man robbed a victim at gunpoint in the business district. the suspect demanded money and property and ran away. investigators are working with officers in other east bay cities to see if the richmond suspect is connected to other crimes. for example, the man on the
