needles on the street. >> we want to make sure we're getting all of that out of there. a smell, grease or grime. >> the new pilot program to deep clean streets. good afternoon. thank you for joining us. >> lately, san francisco has become known for its dirty waste. more than its beauty.ntd reed sl live with a look at th new clean-up program. city officials and local businesses are hoping, this will be other big boost for business. >> reporter: yeah, good evening. the department of public work crews are out seven days a week cleaning streets. this deep cleaning program targets the busiest streets. city officials are excited about the program but they insist, this will only work if

businesses and residents on their part. san francisco's little saigon is getting blasted. >> 10-4. >> as he supervisor with the department of public works. he is leaving a crew of 20 through a power blast of parts of market street, spraying down intersections, power washing sidewalks for gum and human waste. >> do a real deep cleaning beginning at the beginning of the clock. and not missing one inch of the whoa block from one corner going down to the next one. >> it is a six-month pilot program to deep clean the corridors. they said something had to be done because small businesses were complaining with a drop in traffic and tourists. >> it translates directly into dollars for the merchants. people don't want to walk through filth. >> he owns the golden lotus

restaurant. he pitched in this morning sweeping streets. he believes cleaner streets will be a boost for business. >> all the people say, oh, good. >> the city insists for the streets on stay clean, businesses and residents have to do their part with upkeep. notices were already posted today for some shots the clean up the graffiti around their stores. >> we're giving that courtesy clean-up to hopefully have the commercial and the the residents not feel so challenged when it cops to taking care of their responsibility. >> now, city officials picked larkin street to start with because of the huge number of people complaining with how bad the streets are. reporting live. abc7 news. >> so this is a pilot program. how long will this run? what street is next? when do they have to go back to larkin because in a couple weeks, they'll have the same problem? >> yeah, you're exactly right. has the six-month program, supposed to go to the end of

june, beginning of july of the if it works, it can be extended or maybe become a program, a permanent program. they'll announce the next street in the next few days. >> all right. reporting live, thank you. b.a.r.t. has been one of the many areas we focused on in our better bay area initiative. they're meeting this week the tackle major challenges. >> of the most pressing concern, a big drop in off-peak hour ridership. about 10 million fewer riders last year than five years ago. most of the problems on weekends, people aren't taking b.a.r.t. eric thomas is live at the pleasant hill station with the dilemma and the, what b.a.r.t. will do about it. >> the numbers tell it all. as you go from 2015 last year, the loss of 10 million riders. to look at i another way. the combined populations of new york city and dallas, texas. for b.a.r.t. directors and staff

members of the oakland meeting today, there were many questions but only one central theme. >> what do our riders need keep them coming back? >> ridership is up during the peak parts of the day but 10 million fewer riders took b.a.r.t. last year than in 2015. riders have their theoris as to why. >> it is dangerous. >> dirty for sure. >> one factor is competition with ride share quoims uber and lyft. but their own survey found most frequent response was that many people weren't going out as much on weekends. number two response, they didn't like the long wait between trains. number three was dirty trains nuxt four, worries about crime. number five, concerns about the homeless. police chief ed alvarez says crime was down 18% in january 2019 versus january 2018. cell phone thefts were also down over the same period. >> we'll continue to work on it.

>> b.a.r.t. is also exploring ways to get the riders back. one is to offer discounted fares to certain riders like students and seniors. >> we've been handing out free passes for the weekend. and we've been looking at i. people are using it. >> some other ideas include flat fares for round trips on the weekend. maybe even running some of the fleet of future trains to attract families with kids, to see if that will impress them. with all this trouble, b.a.r.t. is also looking at a potential $125 million deficit for the next fiscal year. so they have a lot of brain storming ahead. live in pleasant hill. eric also to, abc 7 news. >> and these weekend incentive there's only cost b.a.r.t. more money. so it is hard to see how this works out positively. >> well, their answer to that,

at least as far as the incentives go, the ones we mentioned, maybe free promotional fares on the weekend. they say they only lose about 15 cents on the dollar because people who get promotional tickets also bring along friends to go on trips with them and they pay full fare. >> interesting. to me, your thoughts? safety is a huge deal. and that's got to be at the forefront of anything that will bring riders back. agreed or not? >> well, no. that's absolutely true. they're taking steps to address that. the police chief says in addition to putting 12 officers out there, only to ride the trains and to address problems there, they're also putting officers in individual stations to work with the ticket agents so they'll know exactly where and when an officer will arrive. they will have lieutenants out every week in their stations to make sure everything is okay. they're working hard making

people believe they're working safety. >> thank you. to new developments out of placerville. a wrongly convicted man has been released after spending 15 years in prison. in 2005, he was convicted of r . 54-year-old jane hilton. the northern california innocence project based out of santa clara university took case. the newly tested evidence revealed another man's dna on the victim's notice gown and under her finger nails. davis was officially exonerated today in court. >> mr. davis, he was very emotional of the he got to hug his mom for the first anaheim court today. in a very, very long time. and other family members. >> jeanological testing led police to a new suspect who is now in custody. investigators say he had been in the bark the victim's 13-year-old daughter the night of the murder.

more than 700 condemned inmates in california will soon have a chance to transfer to one of eight different prisons. it is a move that's considered a shap in the face to victims. they say it is an opportunity to participate in rehabilitation and work programs. california hasn't executed anyone since 2006. >> there is no rain in the forecast for most of california for at least the next ten days. and federal scientists say 9.5% of the state is now back in moderate drought. that area is in the center valley. 47% is considered abnormally dry. that considers the bay area which is up 3% from a month ago. they say fortunately the reservoirs are at or above historical averages because of a rainy 2019. >> it is and only good go to get drier. spencer is here with our forecast. a bit cooler today. hopefully it is a step in the right direction. >> it feels like it. we have clouds, much cooler

conditions. still dry and it looks like it will remain that way. the rainfall potential according to our computer model shows zero inches of rain likely to fall here in the bay area. here's one reason why. the satellite and radar image shows high pressure. the dominant picture, despite the presence of some clouds and some moisture now pushing into the pacific northwest. let's skip ahead to the weekend and take a look at what we expect to happen. saturday afternoon. we'll see rain and snow from british columbia to washington to oregon. almost nothing in the bay area. the closest it will get is early sunday morning. mabel a little rain will approach the mendocino coastline and that's about it. i'll give you a closer look at our seven-day forecast in a few minutes. >> spencer, thank you. it's a big day for people who had been living on the streets of the even bay. a ribbon cutting ceremony took place for six tiny homes now opened in the parking lot of

students at a central california high school are being admonished for a channel during a high school basketball game. students ato ragetty high were chanting. it is believed it was from rival st. joseph high. that chant outraged st. joseph's principal who stormed across the court to confront students. she was led away but not before exchanging some words a righetti administrator. two students said that chant crossed the line. >> it is pretty common.

of animals, and of course, the melting of the ice caps and the rising of the oceans. reason for concern. but we've got weather that's pretty calm. here's a look at live doppler 7. we have a cloudy day. a much cooler day than the last few days have been. it is still dry. we haven't hit rainfall for a while. this is view from sutro tower. you can see some of the low level clouds passing through. it is currently 52 degrees in san francisco. 54 in oakland. we've got 60. 64 in gilroy and 50 at half moon bay. and the view looking westward, this is a beautiful view of clouds at various levels of the atmosphere. just enough sunlight coming through to make it long like nice picture. 55 degrees at santa rosa, napa. 61 in fairfield. the view of the golden gate shows a little more blue breaking through the clouds there. and these are our forecast features. we'll see low clouds and fog

returning overnight. tomorrow morning, the commuters will be dealing with a little reduced visibility and areas of fog. we'll see just a kiss of sunshine for valentine's day tomorrow. a slight chance of showers sunday morning. very slight. our rainfall potential outlook, according to our computer models, shows zero inches of measurable rain over the bay area over the next ten days despite that a rain making system is approaching us. let's skim ahead to saturday. take look at conditions. we'll see rain and snow moving through pacific northwest. as we get into saturday night, into sunday morning. we'll see the rain approaching pushing as far south as mendocino county and maybe a sprinkle or two near ukiah. after that, it looks like the system fizzles. while the official rainfall potential based on current potential is zero inches of rain. as we continue our dry pattern, look for lots of clouds and different levels of the

atmosphere and fog. overnight lows in the low to mid 40s. tomorrow, brighter skies by afternoon than we had today. highs will raise, will rise up just a little into the low to mid 60s. maybe even some mid to upper 60s inland. on the coast tomorrow, here's the accuweather seven day forecast. overall, i would say a lovely valentine's day coming our way tomorrow with the highs in the mid 60s, and the warmest inland locations. a brief warm-up saturday. mid to upper 60s on the bay. then there is that slight chance of early morning showers on sunday and then we have a mainly sunny day off next monday which happens to be dasoy, to ahy. guys sti valente'day is tomorrow! if you get flowers, it is.

increased risk of an accident. tesla says it is not aware of any injuries or crashes due to the issue. if you are an owner of one of the vehicles, you will hear directly from tesla. >> uber is about to make its services available to americans without a smart phone. they're testing a 1-800 number in arizona. uber says the number will connect the caller to a customer service rep who will provide an upfront price using the same pricing algorithm that powers the app. those using the feature will need an sms or text based mobile phone to receive important messages including the driver's license, plate detail and driver's name. there is a local service. i should say a nationwide service called go, go grand parent. they charge a fee for that but they get you where you're going and back. >> good to know. a popular and pricey drink

president to address. with health care second. >> how long have you lived in santa rosa? >> well, i've lived in sonoma county for 20 years. we were evacuated with the rest of the county from the kinkaid foyer last year. >> and how do you think the candidates are doing? >> i don't think any of them have done a good job. >> here's an example grading the candidates. this is by build a movement 2020. it looks at different factors clawing candidate's willingness to declare a climate crisis. you can see the grades are still pretty low. but bernie sanders and tom steyer both get the same grades even though they're often at opposite ends of the polls. bernie sanders leading and it tom steyer at the bottom. it does seem like you can't win the democratic nomination issue alone. >> if it has any major effect, it would be on turnout. i think because climate change is such a vital issue to the

younger voters, because the younger voters are not always the regular voters in a primary election. >> now is the time to do something. >> and please vote. >> please vote. >> so many young people have a chance to change the election. >> the primaries matter. >> such an interesting look into a topic that's top of mind for so many voters. chris, i want to start with this. nationally, of course, health care and the economy tend to be top of mind issues for voters. here in california, we tend on break a little differently. we weigh things a little differently. >> let me tell you what's really interesting that i learned talking to the green voters. not just how motivated they are to vote in the primary but how much they're willing to inspire others to do the same. what does that mean in the context of chasing california? if you are wanting a big voter turnout, climate change is a ge. we talked to a berkeley pollster

and he talked specifically to democratic primary voters last year. and he found climate change is the number one issue for those voters. unlike health care which polls typically hire across the nation. so you have to have a climate change message that resonates. >> so that's what energizes people here. and there's also an age link. >> absolutely. young voters are more politically motivated handle the ever. they're doing it in the name of climate change. >> so you might think that would bode well for bernie sanders. how are the presidential candidates trying to court those voters? every candidate came out with a plan to address climate change. we looked at the report cards. bernie sanders gets best grades. but tom steyer also gets really good grades. and we know about governor inlee is ran on it. you can't win on climate change alone but you can lose without

courting the support of people who vote a lot about the environment. >> all right. steyer is an interesting case. he doesn't poll high nationally but he has been talking about climate change before he even jumped into the race. >> he talks about it a lot. for a lot of the green voters we talked torsion they say this is really important but we can't support a one issue candidate. >> gotcha. obviously, climate change will be a more important issue to folks who have suffered the native impacts of climate change. so i know you went to sonoma wildfires. >> one guy told me. if a candidate is not talking about climate change, he's not even listening. we also talked to organizes of the sunrise movement. this is the youth group that is mobilizing to address climate change and they're lobbying for aggressive climate change policies. and they are campaigning. they are knocking on doors and they're doing it for bernie sanders. they feel like their campaigning will make a huge difference. >> all right. this is all a great insight.

it is quite rare to see these schools around san francisco. there used to be over 50 schools within chinatown alone. now there are only five or six. the tradition you learn with the line dance team, it can go on many years. they will help me learn a lot about my culter's history. i've enjoyed it since i have a little kid. maybe 4 years old. it takes a lot of preparation to become a really good line dancer. you will see a lot of acrobatic skills. we have a saying. it takes ten years of practice to do a ten-minute performance. >> chinatown is a lot more special because all the traditions and cultures come together. as part of the lunar new year. we were blegs all the stores in chinatown. when the lion come in and blesses it, it represents a whole year of prosperity and
