>> lauren martinez went for a walk with policy director to see what community leaders want done to build a better san francisco. >> every year the chamber of commerce holds a poll on toughest challenges. homelessness and street conditions were top issues that residents were frustrated with. when i walked, could see and smell how prevalent the issues are. >> in front of storefront, people can't smell but smells like sewer and there's trash right side of a business. >> that's right. hayes valley, one of the most successful merchant corridors but refuse and families and children walking past. shouldn't be the way it is.

>> reporter: last we talked, beginning of december, oracle decided to leave to las vegas. one of the complaints they mentioned was how dirty the streets are. you presumed you're going to see this more from businesses? >> macys.com laid off workers in san francisco, said were going to continue growth in other cities. if we don't improve streets and environment in san francisco to live and do business, going to see more business opportunities leave the city. one of the reasons the chamber of commerce did a poll around street conditions and homelessness, it's not usual topic for them, taxes or job growth, but the issue's gotten so bad, had real impact on all businesses regardless of size.

february has been bone dry for parts of the state. local reservoirs are struggling. >> showing nearly half of california as abnormally dry. south bay reservoirs are looking low. >> abc7 reporter amanda del castillo is live with details. >> reporter: you can understand why some residents might be alarmed. same source of water many of us are using in our homes. seemingly dwindling down. valley water says even with the concern, we're in the clear. south bay reservoirs are visibly low but no need to be alarmed yet. >> typically by end of the summer we lower reservoirs to be ready for wet winter. regular operations. >> reporter: this winter anything but. ten local reservoirs are 62% of

the 20-year average. >> little bit less than average but not concerned too much because the groundwater basin is so full. >> reporter: stark contrast to last february, rising water forced reservoir to overflow in morgan hill. >> we went around the lake, island back there and flat spots in the back. getting down, need more water for sure. >> reporter: buoys mark shallow water. complications with multiple boats. >> confined on the weekends and can get clustered. >> reporter: valley water says we're in the clear now, state reservoirs around average this time of year and will bring more water supply. >> and if they don't, manage to help for the summer, keep the creeks in healthy condition.

>> reporter: continuing to ask people to conserve as he puts it, this is the new way of life. for more on the drought conditions, meteorologist sandhya patel. >> amanda, as we look at drought conditions right now. much of the bay area is shaded in yellow, abnormally dry conditions. entire state, 10% is in moderate drought. 46% is abnormally dry because of weeks of dry conditions, not just in february. what's the problem? blocking ridge of high pressure, so slight system came through, cooled us off, fog and drizzle. next system over the weekend is going to dump rain and snow in the same area it has been, pacific northern california and sierra get a few showers but for us in the bay area once again, nothing. hoping for a miracle march, back with the holiday weekend
