city with what we're expected to learn. >> good morning. in a few hours union city police will be joined by the mayor and california state attorney general in an announcement that mave the suspects and the evidence seized. this happened back in november. november 23rd, the early morning hours, two boys, one aged 11, the other 14, were gunned down as they sat in a parked minivan in the parking lot of the elementary school. there's still a lot of unanswered questions such as why the two boys were at the school at that time of night and who drove the van to the school. police believe two suspects are involved in the shooting. this is based on 1isurveillance video from a nearby home. in january a $10,000 reward was offered for information in the case. union city police say they have spent countless hours and resources on this investigation hope doing what they say will bring justice to the families and closure to the community. this press conference will be held at 10:30.

the connector ramp from northbound 87 to 280 is open. traffic should be recovering quickly. we're seeing a bit of red, we'll give it some more time. no major problems at all in the south bay other than that. i think the ride will recover quickly. we'll show you how light traffic is. this is highway 87, taillights moving northbound towards the san jose airport. checking out the drive time on westbound 580 from tracy to dublin, 24 minutes despite an earlier accident. and no major slowing as well westbound 4 antioch to concord. 101 looking good in the north bay, san rafael to san francisco, 14 minutes. >> thank you very much. a new develoment in an attack on a b.a.r.t. passenger by a stranger. the a suspect is in custody this morning. oakland chp detained the man yesterday for an unrelated crime. they determined he was the person in surveillance images released earlier by b.a.r.t. police. the attack happened tuesday evening as the train approached

the lake merritt station. the suspect punched a man in the face and hit him with a chain. developing safe efficient mass transit is a key part of building a better bay area, today b.a.r.t. directors will hold a second day of meetings to discuss the problems facing the transit agency. one of the biggest ones is a drop in night and weekend ridership. competition with rideshare companies like uber and lyft is one contributing factor but a b.a.r.t. survey of riders found many people are not going out as much on weekends and they didn't like the long wait between trains. b.a.r.t. is exploring ways to get those riders back. >> one thing we've been doing is handing out free passes for the weekend. people are using it. it doesn't cost us that much because a lot of the people are bringing friends who are paying. >> b.a.r.t. already gives out 500,000 free weekend tickets a year, one proposal is to double that number to 1 million. tell us what you think about

b.a.r.t., what your experiences are, use #dear b stories. police have arrested the driver of a hit and run crash in the mission district. stefan kernan is charged with hit and run and running a red light. three pedestrians were hurt in wednesday afternoon's crash at 23rd and mission streets. two of them are still in critical condition. police say that dui is not a factor in the crash. four people arrested in the west oakland moms for housing eviction in january will not face charges. this is according to the alameda district county attorney's office. the four were taken into custody by sheriffs deputies during the eviction. a lawyer for the four told the east bay times the d.a. did not want to make this a big political issue. san francisco apparently has a big, dirty problem. homelessness and street conditions are the top issues

residents are frustrated with according to a new chamber of commerce poll. now the city launched a new street cleaning program, the question is is it enough? lauren martinez went for a walk with the chamber policy director to see what community leaders want done to build a better san francisco. >> we're right outside of a storefront, and people can't smell how it smells here, but it smells like sewer and there's trash right outside of the business. >> that's right. hayes valley, one of the most successful merchant corridors but refuse and litter on the street, visitors and families and children walking past. there's a concern that this shouldn't be the way it is. >> reporter: last we talked, it was the beginning of december, when oracle decided to leave to las vegas. one of the complaints they mentioned was how dirty the streets are. you presumed that more

businesses and we'll see this more. what's happened since? >> macys.com laid off workers in san francisco and said they would continue growth in other cities. if we don't improve street conditions in san francisco, improve the environment for people do business or live in san francisco, we're going to see more business opportunities leave the city. one of the reasons the chamber of commerce did a poll around street conditions and homelessness, it's not usual topic for them, taxes or job growth, but because the issue has gotten so bad it's had a real impact on all of our businesses regarding size. >> lauren martinez, abc7 news. the lack of affordable housing has been a big part of our building a better bay area coverage. in the north bay, officials are putting together a plan to deal with dozens of anchor outs, people living on boats in the middle of richardson bay. neighbors in belvedere and other

they're taking a big hit from the outbreak as people are staying home. sales are down up to 95% for valentine's day. the u.s. has a 15th coronavirus case. it involves a person who was evacuated from wuhan and quarantined in texas. cases of coronavirus spiked in the last two days because of a new way doctors are testing patients for the disease in china. trained doctors there are diagnosing coronavirus cases through chest imaging instead of lab work. that change should get care to patients faster as well as speed up the reporting of infections. we've had a dry start to the year and some people are beginning to use the drought word. but one water district says there is no need to worry yet. a big legal win for apple store workers forced to undergo mandatory bag checks at the end of their shifts. and this would be a special day for officers enforcing the

car ban on san francisco's market street. the heart felt thanks that they're getting today. >> it's 4:38. i hope everyone has a special valentine's day, especially with this forecast. >> it's nice that it falls on a friday. there's no rain in the forecast. no real wind. when you get dressed up and looking nice, weather won't have an effect on it. looking outside, we have places like antioch and brentwood where the cloud cover is less than everywhere else. we're in the upper 40s to near 50 in concord in the east bay. you can see that across our neighborhoods, mid 40s from 43 in san carlos to 52 in oakland. in los gatos, it's about 42 degrees. so here's a look from south beach, you can see the cloud deck over top of us as it gets uplit from some of the lights on the bay bridge. mainly cloudy for driving. good there. seasonal temperatures. your bay commute, light breezes. all good. north bay, stuck at 48 at 9:00.

then 54 at 11:00. more sunshine this afternoon, how about some low to mid 60s from noon through 6:00. 60 to 63 degrees. east bay stuck in the upper 40s through 9:00. mid to upper 50s as we head towards 1:00. spiking near 60 with sunshine at 3:00. down to 53 at 7:00. the last stop is san francisco, we'll have mid to upper 50s with a little more sunshine during the afternoon hours than yesterday. weekend forecast, about 15 minutes away. here is frances. >> all right. starting off with a live camera shot of interstate 80. headlights are moving westbound. it's looking good right now. things have quieted down from earlier this morning due to that fatal accident in san jose. traffic is friday light. here's northbound 87 in san jose. as you make your way towards 101. the earlier fatal crash on northbound 87 to 280 has been cleared. everything is open and there are

no major delays in the south bay. we'll take you to the san mateo bridge, westbound traffic here looking good out of hayward into san mateo. now at westbound 92, there is a crash you need to be aware of, they're trying to clear that off to the putting term limits on congress, about washington insiders went crazy. they said term limits are bad, that they'll break government. what a joke! congress is working fine for politicians and corporations, but it's not doing anything for real people on climate, health care or gun safety. the only way we get new ideas is electing new people, including a president willing to shake-up washington. i'm tom steyer and i approve this message.

temperatures continue to tumble. mid to upper 60s through the central valley. 62 in monterey. eureka is dry at 54. more warmth around l.a. and palm springs, 71 to 75. yosemite 56. tahoe, 62% of average for the snow fall. that's better than the central and southern parts of the sierras. combined that comes up to 58% of average. looking at some snow possible for sunday. snow level around 6,400 feet. if you get a couple of inches consider yourself lucky. >> thanks. a new report reveals that law enforcement is misusing data collected from automated license plate readers. the review of four agencies found millions of license plate images have been shared with hundreds of agencies across the country. the marin county sheriff's office was part of the review. there's no indication that the sharing was illegal. scott weiner instigated the audit. he said he is drafting legislation to end what he sees

as privacy violations. february has been bone dry for parts of the state. take a look. you can see our local reservoirs are suffering. the u.s. drought monitor put out this new map which shows that 46% -- nearly half of the state -- is abnormally dry. in the south bay, some residents are noticing reservoirs are looking low. amanda del castillo went there. >> reporter: south bay reservoirs are visibly low, but the valley water district says there is no need to be alarmed yet. >> typically by end of the summer we lower reservoirs to be ready for wet winter. regular operations. >> reporter: this winter anything but. the district's ten local reservoirs are 62% of the 20-year average. >> little bit less than average but not concerned too much because the groundwater basin is so full. >> reporter: current conditions, a stark contrast to last february when rising water

forced reservoirs to overflow in morgan hill. >> we went around the lake, island back there and flat spots in the back. it's getting down there right now. we need some more water for sure. >> reporter: buoys mark shallow water. murphy says low levels lead to some complications when multiple boats are trying to maneuver. >> it's confined on the weekends and it can get clustered. >> reporter: valley water says we're in the clear now, state reservoirs around average this time of year and they're hopeful the next few months will bring more water supply. >> we want to keep the creeks in healthy condition. >> reporter: he's advising that people continue to conserve. as he puts it, this is the new way of life. i'm amanda del castillo, abc7 news. this morning some special valentine's will be given to parking control officers in san francisco.

become partly cloudy this afternoon. we'll see more sunshine than yesterday. that will help temperatures warm a degree or two above yesterday's levels, especially in those areas that had a hard time seeing sunshine. plenty of cloud cover along the coast, san francisco and the peninsula on the coast side heading into the afternoon hours. onshore breeze will keep us at 56 at half moon bay, 57 in san francisco. san rafael and richmond at 59. everyone else 60 to 63. tonight, not as much cloud cover, more fog will form in the north bay and the east bay. temperatures around 39 to 48. here's a look at what's going on with our futurecast. you can see still the rain just stops right around mendocino county sunday morning. we're pretty much going to be dry. here's my accuweather seven-day forecast. breezes will kick up for sunday and for presidents' day on monday. some of our cooler days after today. the 70s trying to make a rurnda? >> traffic is looking good

around the bay area. a possible stall on the santa rosa avenue on-ramp to southbound 101. here is 101 in san rafael. friday light. southbound traffic on the right for taillights looks good past the marin civic center down to the golden gate bridge and into san francisco. in the south bay, earlier major problems cleared. here's a live shot of northbound 101 underneath the 880 interchange. 101 is problem-free up the peninsula as well. as we check out the ride in walnut creek, southbound traffic looks crowded here on the right-hand side for taillights moving past geary. there's some road work that should be cleared by 5:00 this morning. hopefully that will clear things up as well. >> thanks. a court has ordered apple to pay its store employees for time spent during security checks. >> even the robots are feeling romantic this week at amazon. here's tech bytes. >> in today's tech bites a legal win for apple employees.

here's how it looks for us. nothing changed here, about 46% of the state is now abnormally dry with 10% around fresno and bakersfield in a moderate drought. compared to average, precipitation levels are below, 50% below average precipitation. the reason people are not talking about it, or the officials, look at our reservoirs. compared to the historic averages, only a couple have below average. they are holding more water than the historic average. as long as that stays up, we're okay. here is frances. >> all right. we had friday light traffic right now. it's looking good. early morning fatal accident cleared in san jose. other than that, a few little minor incidents. northbound traffic on the golden
