dramatic proposed changes to parking in san francisco. may i recline? a viral confrontation in midair launches the debate over passenger etiquette. trjts felt more like spring than winter. abc 7 news at 11:00 starts right now. >> announcer: now news build a better bay area from abc 7. >> this is from berkley where police are looking for who robbed a postal worker. they assaulted the letter carrier and stole some mail. the attack happened at the corner of the cal campus. >> we're offering -- it's a standing reward. not something you have to ask for. a reward always there, for $50,000 for arrest leading the conviction of individuals responsible for this robbery. >> and just before 6:00 this

evening another robbery happened at oxnard lane. police declined to say whether the two robberies are connected. but that's part of the investigation. >> abc 7 news is committed to building a better bay area. and a proposal has some wondering if it might make things worse for drivers. >> lauren martinez live from san francisco with the dramatic changes that could come at a cost. lauren. >> reporter: you know, san francisco is the nation's second densest large city after new york city. tomorrow they will receive a report on proposed changes that will hopefully make san francisco's streets and curb sides less congested. more motorcycle parking, special electric scooter parking. you'll have to pay meters in the evening and on sunday.

and if you're thinking of double parking on the street, think again. cameras on the buses could be used to ticket you. these are all proposed changes they will consider. each day 300,000 people commute to the city. by 2040, san francisco's population is expected to reach 1 million. they say right now the city is stretched to its limit. with food delivery services and ride share vehicles, curve side is already tough. some changeinizeclude creating a four-hour time limit when you park at broken meters. an estimated 20% of all meters at any given day in the city. but not all are on board. >> awful. i mean, saenundays are a day i take my dog to different parks in the city.

1873 tonight. there are more than 73,000 confirmed cases and the cases in u.s. has doubled to 29 because of those on a cruise ship in japan flown back the united states. >> reporter: we know seven of the passengers who arrived from japan have the virus. those who tested positive ended up being isolated on a tent on the way back. other passengers didn't find out their fellow travellers were sick until they boarded. four of the ill are at hospitals in the sacramento area while others were taken on the nebraska. they will be held in a hospital in omaha for three weeks, possibly longer. >> we have the expertise to handle these individuals. >> reporter: the company says

production facilities are back open but not running at full capacity and many of its stores in china are closed or keeping shorter hours. china has kept tighter restriction on hubei province. only one person will be allowed out every three days to get essentials. the only businesses that can stayopen are hotels, medical services and chemshes. the world health organization is being careful not to stoke fear. >> the risk is high regionally, in china, and around the world. the risk is high that the disease may spread further. >> there are a lot of questions about coronavirus, obviously, including symptoms and the best way to protect yourself. you'll find answers on the website, abcnews.com. new information on a high speed crash in the east bay.

officers spotted a silver kia driving over 100 miles per hour on highway 4. the chp gave up the chase because of the high-rate of speed. a short time later they found the car crashed. it was empty. witnesses report seeing someone running from the scene. in the north bay search and rescue crews will continue looking for a palo alto company missing at pointed ridge tomorrow. they vanished friday. sheriff's officials say they left their cell phones, wallets and cars. they were staying at an airbnb and were supposed to check out saturday morning. >> we think there's a strong likelihood they can still be alive and that's why we have so many ground searchers looking for them. >> drones and helicopters were also deployed. rancho san antonio camp near cupertino will stay closed

tomorrow after a mountain lion attacked a 6-year-old south bay girl over the weekend. fish and wildlife officers are looking for the cat. thankfully t didn't get any worse. mountain lion sightings are very common but attacks against people are pretty rare. new at 11:00 the boy kouts of america has filed for bankruptcy, following thousands of abuse victims. they will compensate victims while protecting money held by local counsels. authorities say a colorado woman and her daughter heard the photographer and tried to steal an infant. ramona has more on the plot and who else may have been targeted. >> reporter: police say the colorado woman accused of posing for a newborn photographer in the plot to kidnap an infant may

have tried to lure other mothers. julia parker, seen in this campaign video, is charged with drugging a single mom and attempting to take her baby. parker's 16-year-old daughter also arrested. the victim tells law enforcement she agreed to a photo session with carter who offered her a cupcake but immediately after, felt disoriented. she kicked parker and her daughter out of her home. the vilktm said before leaving, parker took selfies with her baby, wiped her fingerprints off everything she touched. >> she wanted it six months or younger so she could raise it herself. >> i was completely appalled. i was like that could have been me. >> reporter: she responded to the same post to get photos of her son. >> she said she wasn't looking

vermont senator, bernie sanders brought his bid for the white house to the bay area today. in front of thousands, he hit -- included free housing, health care and college for all. he didn't mention his democratic opponents, except one, michael bloomberg. he sees him as his biggest threat for his party's nomination. >> now, mr. bloomberg, like everybody else, has a right to run for president. he does not have a right to buy the presidency. >> sandersall sk also called on 5.5 million voters who have no party preference. vote for him. republican senator, rand paul talked about his case against liberalism.

the weather. >> that's right. we channel the weather. >> that's my new name. let's talk at the weather. let's take a look at the temperatures today. oakland airport got up to 73 degrees. just broke its record by one degrees. it was 73 in santa redwood, city, 66 in santa cruz. temperatures were will above average for this time of year. we're not talking about rain or snow, we're fallbug hind. let's check out the sierra snow pack is 57% of average. last year it was 146%. so, big difference from last year to this year. clearly, we haven't been seeing the storms we're used to in february and that's why our

rainy season hasn't been looking very good. the last record driest where there was zero measurable rain was in february of 1864. so far this month we have had no measurable rain. if we continue on this trend, then it will be tieing the 1864 record. temperatures in the 40s and 50s. we have high clouds over head and a wider perspective will show you more clouds as the disturbance passes through, but unfofrp und unfortunately not expecting rain for the overnight hours. dry, mild pattern next few days and there's a chance of showers friday. 30s, 40s for your temperatures. a few patches of fog near the coast, otherwise high clouds to started offhe day and they'll be with us through the morning hours. you're looking at sunshine, mild wekter.
