issue of homelessness. there is an issue people have to get used to hearing. conservatorship. getting help with being homeless whether they want it original. >> that's key. if there is one part that differentiates this from past ones, it is the idea pits not just enough to build housing or even spent thousands on programs, you have to get people to take them. what do you with people had a need had he said and just won't take it. let's hear what the governor had to say only. >> clearly it is time to respond to the concerns of experts who agree that thresholds for conservatorships are too high and need to be revisited. >> that will be tough to do. this is a civil rights issue. very big in california. you have to remember that we closed the mental institutions because we thought they were inhuman age. the idea was to put people into
