better bay area. this is abc 7 mornings. i hope that nobody watching this ever understands just how happy i am today. >> it wasn't looking great for chances of survival. everybody behind me right here is ecstatic. >> just incredible. found after more than a week, a palo alto couple rescued in the marin county hills. a team of tireless volunteers somehow found two hikers who vanished on the trail on valentine's day believed to have been dead.

a community bursting to get them back home. good morning, everyone. it's february 23rd. i'm liz kreutz. thanks for joining us. much more on that incredible rescue in just a moment but first a look at the weather. frances in for liz argen. good morning. >> good morning. that sea breeze will bring us sweater weather today, another cool day on top. live doppler 7 showing us no precipitation in sight. we're dealing with morning clouds and also some fog and that sea breeze is pretty strong in san francisco and in oakland 22 miles per hour. quiet in the north bay and that's where we're seeing fog develop as the temperatures drop. live shot as we look towards downtown san francisco area. sunrise at 6:49, temps in the 40s and 50s becoming mostly sunny by noon, except along the coast where the breeze will continue 10 to 20 miles per hour throughout the day. that's why temperatures will be on the cool side. low 60s around the bay, 50s at the coast, sunsets at 5:56.

then a temperature warm-up starts tomorrow and all those details coming up. liz. >> thanks, frances. we have breaking news on the peninsula this morning to tell you about. one person dead after a crash on highway 101 in redwood city. it happened around 3:20 year whistle road. chp says 18-year-old woman driving veered off the road and hit an embankment. her car went airborne and hit a light poll. the impact killed her female passenger. officers have not released her age. chp says alcohol is believed to be involved and the driver will likely face felony dui charges. also new this morning, two people are recovering in the hospital after being rescued from mile rock beach in san francisco. the coast guard said they abandoned the boat they were in as it was heading towards the rocks. they got in a life raft and hiked up to an area where firefighters were there to evaluate them. both are thankfully expected to be okay.

just a remarkable happy ending to a mystery many assumed had ended in death. even as late as yesterday morning, it was authority that carol kiparsky and ian irwin might have been dead. then came the stunning turn of events. they were found alive. if all goes well they could back in palo alto by the end of the weekend. the couple vanished after renting an airbnb in inverness saturday. their family last heard from them on valentine's day. all of their belongings were left behind. abc news reporter cornell barnard begins coverage with how the two were found and how they managed to survive. >> reporter: a rescue helicopter pulling two missing hikers to safety. 77-year-old carol kiparsky and her 72-year-old husband ian irwin found alive at the seashore. marin search teams, along with a search dog named groot, found

the couple inside the dense brush. >> they were like thank god you found out. we're so happy. carol and ian are doing okay. they were suffering from slight hypothermia. pr both found wearing light jackets but alive and talking. the couple was found three to four miles from the house they rented in inverness. they had missing since valentine's day. >> they left for a hike on valentine's. they got lost in the dark, and they don't know what happened after that. the reason they are most likely alive is because they were drinking from a pudle they found near where they were located. >> sheriff officials say ian injured himself in a fall which likely prevented the couple from walking out. >> our prayers have been answered. >> inverness neighbors feared the worst. denies of dedicated search and rescue personnel never gave up trying to find carol and ian. >> in speaking with a search manager we have that's been doing this 40 years and was also involved in the fire service and

also speaking with the family, this is a miracle. >> reporter: a miracle is right. some of the searchers say the brush where the couple was found was so dense they actually had to crawl in. i spoke with the couple's son by phone a short time ago. he said this is the best news ever and is so grateful to the rescue teams. cornell barnard, abc 7. a renowned survival expert said the couple defied miraculous odds emerging alive at that age in heavily forested marin. the moist environment benefited the couple by providing them with a sliver of much needed water. >> you can go by a long time without food but not long without water. this is a wet area, plenty of trickling streams. even in that area, point reyes, dew will collect on the vegetation. >> he believes tall trees likely

obstructed aerial searches. landscape so rugged at some points that teams had to belly crawl around obstacles. the palo alto couple in the hospital recovering this morning. abc 7 news reporter lauren martinez talked with their family and has an update on how they are doing now. >> i hope nobody watching this understands how happy i am today. >> the sons feared the worst after rescue missions by land and sea turned into recovery efforts for this parents, carol and ian. family and officials say it was thanks to the couple's background and the outdoors that helped them survive. >> his mom is like an herbalist, a mushroom hunter. my dad with his background, they know how to find things and eat. they were eating some part of a fern. >> the couple drank from a puddle of water and had a will to survive. >> my brother said i lost a shoe, so i was walking with one shoe. then i lost the other shoe and i kept walking in my socks.

then i got tired walking in my socks, and i was walking bare feet for a while. he's 77 years old. >> recovering at marin health, the sheriff's office snapped a photo of the couple with bruises, scratches and two thumbs-up. they are just now sharing stories how they helped each other. >> he was laying his body flat into that awful thorny crap, poison oak, so carol could go over him. >> on behalf of the family, they are grateful for the hundreds of volunteers that went out each day. >> the person that found them, thank god they found them but i want to thank those who didn't for being out there on their holiday, their personal time. this is the best possible ending. >> lauren martinez, abc 7 news. >> a lot of the credit does go to the rescue for the volunteers out searching every day. a pair from marin search and rescue that found the couple. marin county sheriff's office estimates hundreds of people were out every day spending up

to 12 hours each combing through trails and brush. yesterday morning the sheriff's office saluted those teams. we heard from one of the volunteers who found the couple. >> i do not think they would have made it without this group of people you see behind me. >> halfway up we hear voices. first we thought it was another team, then they started yelling help. we looked at each other and we're like, that's them. it took us a long time to move a short distance because it's so thick. park. at least 100 people gathered near 24th and dolores. market and clayton several showed up to disperse the crowd. no injuries or arrests or if cars were towed. we have calls into the police department for more details. this is the first of what will be six upcoming weekends where there will be no caltrains service in san francisco. ongoing electrificaton work is closing the caltrain tunnel through the city. trains will terminate at bayshore station. that's where passengers can hop on a free bus to continue journeys to and from caltrain. the closure continues through the last weekend in march. weekday caltrain service is not affected. in the east bay air and soil testing under way at the high school after the cancer causing chemical found in nearby ground water. districts officials want to know whether that compound tce seeped into classrooms and buildings.

classes canceled for 350 students who attend. the district citing others nearby will hold classes. >> we do not have school monday for the students here or anywhere else. we're trying to figure out where to put them starting tuesday. we're hoping to get back to some semblance of normal by tuesday. with the students. >> the district says the results should be back next week or early the following week. they say preliminary results today show no signs of tce. oprah winfrey at chase center after her stop for the wellness tour. in the middle you have to see this, she gave a shoutout. >> this vibe is too much. what i want to know, how many of you came home every day at 4:00 watching kgo. >> a little shout out there. abc news getting a little love

welcome back. the search continues for the driver who killed a good samaritan helping a drive on 101. this happened friday morning theer the 3rd avenue exit. jose aguilar stopped after he drove by scion who crashed into the median. he was hit by a second car. >> he took lives. he's just 6-year-old. >> heartbreaking. the family set up do fund me to help with funeral expenses. investigators are looking for the driver believed to be in a blue or green box-shaped suv. happening tonight, it's a story that's caused heartache for two bay area families. in-depth into the night seven months ago when an italian police officer was killed. two men from the bay area facing a accelerated murder and attempted extortion charges in

the death of that officer. tonight you can watch "32 seconds, a deadly night in rome." it's an hour long documentary about the case. it airs at 7:00 p.m. right here on abc 7. a man's dog was stolen right out of his parked car. this morning he's thanking the community for helping him get his believed king charles spaniel back. abc reporter luz pena spoke with the owner and has more on the lengths this man went to get his little loved one back. >> right here. we turned the corner. he was walking up. he had a bag and said i've got her. >> inside a duffel bag was 3 1/2-year-old holly. she had been taken from the vehicle parked on bush and larkin around 10:30 p.m. friday. >> windows get smashed when computers get left in them, phones get left in them.

where dogs are being taken out of cars. nothing can be left in a car. >> san francisco's district attorney is proposing a new idea that could possibly be a first of its kind in the country reimbursing victims of car break-ins for cost of broken glass. what about when you pay to get your dog back. this might be a first. in the newsroom, luz pena, abc 7 news. new this morning california settling a lawsuit claiming it deprived low income students by not teaching them reading skills. the years long lawsuit came to an end. they said they didn't provide basic education. this means california will provide $50 million to improve literacy in 75 struggling schools. governor newsom included money in the budget proposal. it will need to be approved by legislature before it goes into effect. it's an issue that has such impact on our daily lives, how to improve b.a.r.t., which is

key to our mission of building a better bay area. so many spend countless hours a week on board. abc 7 news spending this week taking a closer look. starting tonight abc 7 news contributor and chronicle "insider" phil matier catches up with b.a.r.t.'s new general manager to ask what he's doing about the huge loss in weekend ridership and slight drops overall. it's one of the many questions you've asked as we've devoted this week to covering everything from better vision to improve infrastructure. watch it tonight beginning at 11:00 emme p. you can also read phil matier's article in the san francisco chronicle on sunday and wednesdays. it's sunday, which means a lot of you may be heading outside. frances, good day to be outside? >> it's a good day but you'll need to grab a jacket or one layer, on the cool side. live doppler 7 showing us no rain in sight. we are going to be dealing with some low clouds and fog, though, this morning. in fact, the visibility still very low in parts of the north bay. santa rosa down to a fourth of a

mile right now. napa also a little bit lower but it has improved. it's now up to seven miles. we're getting cooler weather because of the northwest sea breeze. this breeze is still kicking up in the hills. we can see breezes up to 28 miles or gusts up to 28 miles per hour, mount tamalpais, also mount diablo has been higher during the morning hours. at the coast is where we noticed a big temperature drop and still see cool numbers there today. we're seeing the flags blow a little bit at the surface, only 20 miles per hour. temperatures in the 40s and 50s right now. san francisco is currently 49, oakland 50 degrees, san jose cooler at 46 degrees. pacifica 48 degrees. as we look from the east bay out towards the bay bridge, we're going to see coastal clouds stick around through most of the day .tick around through most of the in santa rosa, drop to 36, we

saw ragdiational fog develop, concord and livermore at 49. our forecast animation shows us starting off the morning with low clouds and fog. by lunchtime mostly sunny for inland areas. we'll still see low clouds along the coast and clouds sweep through. tomorrow morning we're off to a clear start. that's because high pressure builds and really picks up throughout the week bringing us much warmer temperatures. we'll be well above average during the workweek. highs will be close to yesterday's numbers with a westerly, northwesterly sea breeze of 10 to 20 miles per hour. san francisco 59, oakland 62, san jose 64. warmer spots in the upper 60s, santa rosa, 68, concord 67. tonight we'll be on the cool side with temperatures in the mid-40s, low 40s in inland areas and dropping into the 30s for some of the north bay areas.

i want to jump ahead to show you what you can expect into wednesday, thursday, and friday. let's see temperatures starting into the upper 70s for inland areas like fairfield, antioch, livermore and san jose. even around the bay mid-70s and upper 70s on thursday in redwood city and hayward, some 80s as well and into friday we'll see low 80s in some inland areas and lots of 70s and upper 70s around the bay. be a great day to head to the beach if you can. here is the accuweather seven-day forecast. we've got the morning fog to deal with and then another cool afternoon. the warming trend starts tomorrow. plenty of sunshine, clear skies both morning and night. monday, tuesday, and wednesday. thursday looks to be the warmest day near 80 inland. some upper 70s around the bay, near sec70s at the coast and sa francisco. things really cool down next weekend because we're tracking a system that might bring us some rain for the beginning of march

in a little more than 24 hours 20,000 people will fill the staples center, the house kobe built. for a memorial. today marks four weeks since the tragic helicopter crash that took kobe, his daughter and seven others. screens will go dark and the space will be barricaded. people who don't have tickets to the sold out memorial won't be allowed in. you can watch tomorrow at 10:00. the group's mission provide the black community allies and experience that celebrates their experience on cultures. parade participants will get a chance to compete for best in flow award. $10,000 will be divided among four winners best choreography, ride and creativity.

good morning, everyone. it is sunday february 23rd. i'm liz kreutz. thanks for joining us. if you're joining us, we're going to start this half hour with a look at the weather. here is meteorologist frances dinglasan. in for liz argen. good morning, frances. >> good morning, liz, good morning, everyone. it's going to be a cool afternoon because of the sea breeze, low clouds and fog with live doppler 7 and satellite radar image. we've got coastal clouds that move in. we'll start to clear towards the end of the day, or rather the middle of the day. a live shot, see clouds in the distance behind san francisco's downtown area. sunrise at 6:49, temps in the 40s and 50s, becoming sunny by noon, except at the coast. it will stay breezy at the coast, so grand prix a jacket if you're heading there.

temperatures inland in mid to upper 60s, keeping it cool. sun sets at 5:56. tomorrow a warming trend starts and things are really going to heat up around the bay area. all those details for the accuweather forecast coming up. thanks, frances. the latest on the coronavirus. world health organization making the first visit sin the outbreak began. more than 2400 deaths worldwide. the majority in china. the death toll in iran jumped to eight people, the highest outside china. south korea and italy seeing a drastic rise in the number of confirmed cases as well and u.s. officials warning we could see the virus start to spread at home. abc 7 reporter has the details. >> amid growing novel coronavirus crisis, a team of specialists from the world health organization traveling to wuhan, china, the epicenter of the outbreak. there are now 77,000 cases of the virus now called covid-19 worldwide, the majority of the cases in china.

south korea seeing an uptick, more than 400 cases diagnosed, 80% of them linked to a single hospital and a church. numerous towns in italy on lockdown. closing schools and businesses and restaurants. sporting events and church masses canceled. nationwide at least 50 confirmed cases in italy. authorities in japan confirming a passenger who got off the "diamond princess" after the cruise ship's quarantine came to an end has tested positive becoming the first known case of infection from passengers. another 32 will be hospitalized in northwest england. other uk nationals from the "diamond princess" who tested positive treated at home in japan. here at home, thirteen monitored in nebraska, 11 tested positive for the virus. so far the other two are negative. center for disease control warnings americans covid-19 could begin spreading in the u.s.

other democrats increasingly confident he could be a candidate to beat donald trump. >> for other candidates heightening the importance of the upcoming south carolina primary. >> that is the choice in front of us. we can prioritize either ideological purity or inclusive victory. we can either call people names online or we can call them into our movement. >> we have a great team down there, as usual. i think we have exceeded expectation. >> the other story, voter turnout, 75,000 early voters, 74% of nevada democrats made their minds up early, 40% of those in favor of bernie sanders. vice president joe biden is hoping to build momentum and close the gap with sanders after disappointing finishes in iowa and new hampshire. >> now we're going onto south carolina and win and take this back. as for republicans, president trump expected to receive all 25 delegates from the state. republican party here canceling its caucus and deciding to bind
