days in one year. reporter, melanie woodrow looked as why bart doesn't just hire more people. >> bart provided us with the 2018 compensation for all employees. certain departments and employees stood out as receiving more overtime pay than others. we asked bart why. they say thav move up to 430,000 people a day. >> it's a very complex organization and sometimes we have to pay overtime. >> reporter: they paid one employee more than $172,000 in overtime. in some cases overtime pay was nearly twice an employee's regular pay. >> reporter: why is there so much overtime pay? >> we're proud of the fact our employees are willing to go the extra mile and give the work needed to make sure it goes.

>> reporter: the person who opens and closes the station, provides passengers information and deals with emergencies. one of the station agents in 2018 worked 361 out of 365 days at more than 40 different stations, making more than $114,000 in overtime. >> i don't think 361 day as year is good for an employee. i don't think it's great for an agency. >> reporter: he's on bart's board of directors. >> it's a very real, visceral, relatable concern about who's minding the store. >> reporter: bart's deputy general manager wouldn't answer questions about individual employees. why not hire more employees to cutback on some of the overtime pay? >> in almost every case it's more financially sound for the district to pay an employee overtime than to hire an additional head count.

if you have one person working overtime, you're paying one pension, paying for one family of health care, verses if you hire a person, you're paying double that. >> from a dollars and cents standpoint, you can make a case that overtime costs less. i think from a morale standpoint and the public perceptions standpoint is in the fact these are good jobs. they're middle class jobs that enable people to live in the bay area, i would air on the side of expanding our personnel. >> reporter: in 2018 some departments paid more in overtime than others. vehicle trouble deck. one technician made nearly $162,000 in overtime, almost twice their regular pay. add that in and more than $253,000. also police operations. remember the bart employee that

made more than 172,0$172,000 in overtime? at in regular pay more than $279,000. >> we hired over 63 officers last year alone and on track to have a fully staffed police force before the end of the year. >> reporter: for all the good they're doing around public safety issues, he doesn't want to see something like overtime pay set the agency back. >> year out there doing the right thing and then this comes along and i go oh. it's part of life as a bart director. >> reporter: bart tells the station ageent who worked 361 days in 2018 is still a bart employee but not working at any station. they would not say why. and they're in the process of compiling compensation data but doesn't have a firm timeline of when it will be repeated.
