transferred to u.c. davis medical sent arweek ago. >> thoolts where cornell bernard is live for us. cornell. >> reporter: that patient in quarantine tonight here at uc davis medical center. we're told employees have been told to stay home, a small group, to stay home and monitor their temperature. how this patient contracted coronavirus still a big mystery. >> torrid brown visiting his brother is surprised to learn the hospital is treating a patient who may be the first person in the country to have contracted coronavirus from community exposure. the patient was transferred from a hospital there. the california department of public health said the individual had no known exposure to the virus with a known infected inindividual. so what does it mean that

someone has caught the virus without being in contact with a known patient? we spoke with u.c. berkeley public health. >> there is an individual in our community exposed to someone who may have been somewhat symptomatic, certainly not enough to put them in a hospital or maybe someone who didn't have symptoms but was carrying the virus and could potentially spread it. >> since we've had such limited availability of the testing and they needed to meet such strict criteria to be tested, we have not found out about these community transmission cases before. >> we saw this employee wearing a face mask. he says he's very concerned about the patient in quarantine. >> people make jokes about it all the time but i didn't know it was that serious. that's in sacrento. >> reporter: boss baecause the patient didn't meet cdc

tuesday. amanda del castillo captured the man in the neighborhood. >> reporter: he never imagined his dash cam would catch this amazingly bizarre stunt. >> that was jarring to say the least. >> reporter: he's not fully visible until he rides into the fast lane on northbound 280 near the saratoga avenue exit. the chp is not amused. >> it's not only reckless and dangerous. >> reporter: over speakers told him to stay off to the freeway. he got away but otherwise would have received a citation. >> had someone hit him, that could have been a severe wreck.

the department of housing and urban development recent lee awarded $3.7 billion to preserve public housing. >> the i-team examined heard's own inspection data over the last five years. >> and 90% of those sited for smoke detecter issues more than twice were also overdo for an inspection. >> melanie woodrow is on the story. >> reporter: we discovered dozens of bay area housing complexes sited, often more than once. we found rampant overdo inspections. the issue deadly at one san francisco public housing complex. >> this was a young boy full of life. >> despite his young age and small stater, relatives say santana had an old soul. his mother was giving him a bath

on the second floor of their apartment at san francisco's sunny dale vulasko housing department when the fire burst down stairs. >> you'll see it bursz into flaims. >> this is where ester died and her son died. >> the bath tub providing final clues to their moments together. >> there's this obvious line. >> reporter: where the bath had been filled with water, she put him in the tub and covered him with her own body. >> he was baked alive while she tried to protect him. >> they took santana to the hospital where he later passed away. the cause of the fire was accidental. the report also notes there were four mounting [ ets for smoke detectser, one on the second floor landing and one on each bedroom.

but none on the mountain brackets. fire investigators say three of the four smoke detecters were found in a kitchen drawer without their batteries. >> we have repeated written requests kept by the housing authority's own data base showing she made multiple requests to have the electrical issues dealt with and gave them permission to enter the unit when she wasn't there. >> according to one of the work orders, an electrician went the next day, april 1st and was unable to inter. the work order was marked completed the same day, even though the notes on the report say no next to do all smoke d detecters work. >> there was plenty of time to return before the fire killed two people. >> reporter: and the attorney who represented the san frich

francisco housing authority says the electrician, quote, went back two more days and refused entry into the apartment. tenant whose do not follow the rules can, at times, create hazards and dangers to themselves. this was sadly one of those situations. they dug into heard's data from 2014 through 2019. we looked at inspections for 285 housing complexes across the bay area. 165 were sited for smoke it d tecter problems at least wuns and 28 were sited for smoke detecter problems on three out of three inspekctions including sunny dale valesco. including 59 and as low as 35 in 2017. 90% of the bay area's 69 properties sited for smoke detecter issues more than twice were also overdo for an

inspection, including sunny dale velasco. it was over do by 151 days, despite the fatal fire just a few years prior. and the spokesperson for heard region nine writes, quote, in a large majority of the instances where smoke detoekter inefficiencies were there, they t was removed by the resident boy removing the badry, however u.s. secretary of housing, ben carson, admits the inspection process has been troubled. >> when i dime heard, the place, quite frankly, was a mess. there's a lot of things that had have be corrected and they're not corrected overnight. and it needs to care for the people. >> the sunny dale valesco valeso

live doppler 7 showing you a few passing clouds. temperatures in the 40s to the 60s along the coastline as we still have a very mild air mass in place. two more days of springlike warmth. and isolated showers are possible. temperatures in the morning in the 40s, 50s. it's going to be a clear start for the bay area. mid-70s for oakland and san mateo. 78 in concord, 71 in half moon bay and 72 in san francisco. we're going to fast forward to saturday. saturday the sierra will get snow. it will really bring us cooler air. but it may actually splash us with a shower or two sunday morning, quick moving system not expected to amount to much. accuweather seven-day forecast will amount to this, sunny, warm day tomorrow.
