it's thursday, february 27th. >> we'll start with the weather. it's going to be the hottest day of the week and it could be a record breaker. here is mike nicco. >> several records could be rewritten today. hi, everybody. here's live doppler 7. you can see it's clear out there other than some high clouds streaming in from the south on this push of warmer air that is coming up at us from the south. let's see what it does to our temperatures. here's my 12-hour planner. seasonal this morning. low to upper 40s. look at noon, we're already warmer than average, upper 60s at the coast. 71 to 72 for the bay and inland neighborhoods. mid 60s at 4:00, the rest of us in the mid to upper 70s setting those records. away from the ocean, mid 60s.le crash in san francisco, that is blocking one lane. specifically at eastbound 80 at 7th street. you can see there's a slight slowdown from the map. the good news is that it's in the counter commute direction. it should be picking up shortly.

emergency crews are on the scene. moving over to mass transit, ferries are on time as well as b.a.r.t., ace 3 has some signal issues in stockton so it's about 15 minutes behind schedule. new overnight, concord police have launched an investigation after a car crashed into a fire hydrant causing this. all that water flying into the area like a geyser the this was around 12:45 this morning in concord on olivero road. water officials were on the scene trying to shut off the water. there's no word from police if the driver was intoxicated. the first case of coronavirus with unknown origin has been discovered in solano county. there's now 82,000 cases in 49 countries around the world. the trump administration named vice president pence to lead the response in the united states. some u.s. airlines are suspending some flights to italy and south carolina and issuing waivers. abc7 news reporter amy hollyfield is live for us at uc davis medical center in

sacramento where that patient from solano county is being treated. >> in all other cases in the united states the patient had traveled abroad or been in close contact with someone who had. this patient had not traveled. so this is the first case of its kind in the united states, they're calling it a possible community spread. it was found here in northern california. officials brought the patient from solano county to be treated at uc davis medical center in sacramento. uc davis put out an email to its employees saying this patient wasn't treated by the cdc for four days, so some people here may have been exposed. health officials have been on high alert for the first community spread, but they say they're not surprised that it happened. >> it's what we've expected. we've known for a long time there had to be people who were infected but we had not

identified. >> officials say that the transmission did not happen at travis air force base, which is located in solano county. that's where quarantined americans have been brought from overseas, brought to that base, some of them with the virus. no more information has been released about this patient, not even gender, that's why you keep hearing us say the patient. officials say there could possibly be a press conference coming later this afternoon. the hospital spokesman says she is hearing that. we'll work on sorting out those details. health officials are still insisting the risk to americans and the general population is low. reporting live in sacramento, amy hollyfield, abc7 news. >> definitely concerning that that patient wasn't tested for days. thank you. mountain view-based facebook says it is cracking down on ads making false claims about products tied to coronavirus. facebook is banning ads that

feature products that imply a limited supply seeking to create a sense of urgency. ads that guarantee a cure or prevention are also banned, those include ads for face masks that claim the products are 100% guaranteed to prevent the spread of the virus. abc7 news is following all the developments about coronavirus, you can get the latest on our website, abc7news.com or download our app and enable push alerts. an oakland dental surgeon is under arrest accused of human trafficking and sex crimes inrt records filed contra costa county show that cassidy doyle faces seven felony counts including attempted kidnapping. according to the bay area news group, doyle offered to buy two young girls for $30,000. the state attorney general's office moved to revoke doyle's dental license saying the allegations gave state prosecutors grave concerns about him interacting with children. this is not what anybody

expected to see on the freeway in santa clara. it shows a man riding his long board. he's going across five lanes of traffic during the evening rush hour. eric walker captured this dangerous stunt on his car's dash cam on tuesday. he said it happened on northbound 280 near the saratoga avenue exit. >> the guy put other lives at danger. there could have been a severe wreck. >> the chp says an officer saw the long border from a distance and over speakers told him to stay off the freeway but the man got away otherwise he would have gotten a citation. democratic candidates are heavily campaigning in south carolina ahead of the primary. one candidate is getting a little help from singer john legend. >> we currently have a president who embarrasses this great

as you know, san francisco's market street is now car-free. a new study shows banning cars on market had minimal effect on side streets. there was concern about increased congestion. an analytics firm that specializes in traffic measured traffic speeds before and after the closure on january 29th. the study shows changes to market street have had a small impact on traffic speeds. the closure has also made buses more reliable. that's interesting. there was concern that this was going to be a huge backup on the streets that feed it. i guess there hasn't been. >> i notice just this month and a little bit innian, traffic levels at my time to go home have dropped back to levels where they were about three, four years ago. yeah. i was starting to get home, 5, 10, 15 minutes later. now i'm back to that other timeframe. >> that's interesting. >> i'm happy when i get home, for some reason the midday traffic has been lighter this year. >> thank see it.

are we one day closer to rain or closer to setting a record. today is the 30th consecutive day without wet weather. the moderate drought is moderatg spreading throughout the central valley. it was 10% coverage of the state last week. now it's 24%. and with no rain, significant rain on the way, this is going to continue to spread even into next week. >> thanks. happening today in the college admissions scandal, a judge is expected to set the trial date for actress lori loughlin and her husband. the couple is accused of paying $500,000 to get their daughticst other parents awaiting trial may be acquitted because of new evidence.

prosecutors turned in notes showing that the fbi agents pressured the ring leader, rick singer, to lie when he said parents knew they were paying for bribes instead of making legitimate donations. defense attorneys say it raises questions about the validity of the varsity blues case. the next time you get a parking ticket should the fine be based on your income? that's the question that the boston city council is considering. one council member proposed the idea after she was hit with a $150 in fines after she took office. >> what happens when you're struggling to juggle all your finances, then you realize that you are either deciding whether or not you are going to pay a parking ticket or put food on your table? >> san francisco enacted a similar program a couple years ago. low-income residents can have their parking fines reduced by up to 80%. in boston, residents are mixed on this idea. some support it, others say if you can't pay the fine, then you shouldn't break the rules.

records at 4:00. by 7:00, still in the mid 60s to mid 50s at the coast. let's check the morning commute. jobina? >> good morning. we are following a bad crash in american canyon involving four cars here. two lanes are blocked. an ambulance has been called out to the scene. northbound 29 before highway 221. look at these speeds, 12, 7, 6 miles per hour in the area. the chp has not given us an eta as to when this will clear up. it appears to be getting worse. i'll follow that backup and incident for you. moving down to mountain view, we have progress that has been made in this three-car crash. two lanes are open. one lane is blocked. i checked the speeds, this is around 16 and 11 miles per hour northbound 85 before moffett. >> thanks. the chp responded to a wrong-way crash in santa clara county after midnight on northbound 85 south of highway 17. a witness says he saw a pick-up

truck going the wrong way and it hit an suv head on. new video shows a dog in the back of the pickup truck. we don't know how the truck a driver is doing. the driver of the suv appeared to be okay. the lanes that were shut down are now back open. this morning japan announces it's closing all public schools to help control the spread of coronavirus. japan has more than 890 cases including 705 from that quarantined cruise ship. in the u.s., health officials are warning americans to be prepared for outbreaks. here's andrew dymburt. >> it's not a matter of if, but when the coronavirus starts to seriously spread here in the united states. one of the latest cases, a person from solano county with no known travel or contact with anyone else who has the coronavirus. now the united states is wrestling with how to prepare for an outbreak on american soil. yesterday the president and his

top health advisers tried to reassure the country and down played the danger. he tapped mike pence to lead the u.s. response to the virus while asking congress for at least $2.5 billion to stop the spread. >> and the number one priority from our standpoint is the health and safety of the american people. >> airports around the world are doing all they can to prevent and prepare. at l.a.x., crews were seen disinfecting surfaces after a korean airlines flight attendant who worked on flights at that airport tested positive for the coronavirus. there are 60 confirmed coronavirus cases in the country including that patient from solano county. amy hollyfield will have a live report from sacramento in a few minutes on that. all this week on abc7 news we're focusing on b.a.r.t. it's a critical mode of transportation for hundreds of thousands of us in the bay area.

>> but a new report shows a growing disparity in tickets handed out. julian glover has more on what the actions are that b.a.r.t. will take to close this disparity. >> b.a.r.t. police have been cracking down on fare evaders, but there's an issue when it m cos to that crackdown. the numbers in 2018 and 2019 showing more than half of those quality of life citations, 50% of them, are to black riders despite the fact that black riders make up 1 in 10 b.a.r.t. riders. ed alvarez will address what appears to be a systemic issue in a meeting later today and present a plan to fix the

problem. these citations were for what b.a.r.t. considers quality of life violations, fare evasion, loud music, things like eating or smoking on the train. b.a.r.t. officers have been trained on avoiding racial profiling since 2015, but still the issue is prevalent. here is one b.a.r.t. rider's take on how we should fix this problem. >> i think whatever we put in place, there's always a workaround. i see people jump and it's not just black people. i see people of all colors jump or skip or whatever it is. they don't get caught. so why would we? >> and so again those new numbers being released showing that 50% of people cited for fare evasion were black b.a.r.t. riders despite the fact that the group makes up 1 in 10 riders who commute on b.a.r.t. each and every day. chief alvarez expected to address these concerns in a meeting with b.a.r.t. officials later today in oakland. reporting live outside of fremont b.a.r.t., julian glover, abc7 news. >> those numbers are very

or he contracted the virus. according to the california department of public health, the individual had no known exposure to the virus through travel or close contact with a known infected individual. so this could be the first person in the united states to get it from community exposure, meaning the virus could be in the community and spreading from person to person. the patient is a resident of solano county, but is being treated at uc davis medical center in sacramento. catching some who are visiting the hospital off guard. >> i did not know coming here that somebody had the virus. that's interesting. people make jokes about it all the time, i didn't know it's that serious. it's in sacramento. that's insane. >> reporter: the out an email to employees saying the cdc did not test this patient for four days, so there is a chance that some people here at the medical center may have been exposed.
