for the virus. at the state level, the cdc still needs to confirm those results. we're following the latest on the coronavirus spread across the united states. as of now, a second person has died from the virus. officials say the man outside of seattle was in his 70s. around the world, nearly 3,000 people have died from coronavirus. te trump administration has implemented the highest travel advisory to regions of italy and south korea. >> the president has also directed the state department to work with our allies in italy and in south korea to coordinate a screening, medical screening in their countries of any individual ths that are coming . >> americans are being urged to cancel travel plans to europe and asia. some airlines are waiving fees for flight changes and

buttigieg won in iowa. he did well in new hampshire, but south carolina didn't go very well for him. some supporters say as he looked at super tuesday, he must have realized that he wasn't polling wel. others say this is true to his values of putting country first and trying to unite the democratic party. >> pete probably reached the conclusion that he wasn't healing the fragmentation but continuing to contribute to it. so stepping aside was probably the best move for him. >> also dropping out, tom steyer. he said he did not see a path to victory. steyer spent $24 million of his own money campaigning just in south carolina alone. he came in third place there on saturday and then decided to end his campaign. you can't help but think about all those californians who voted early for one of these candidates. early voting does continue here

night. people saw the flames and explosion from miles away. the high winds made it hard to battle the fire. it was at poland street and evans avenue. it destroyed a towing company, a restaurant and an apartment where two people were living. surprisingly nobody was hurt. no word on what caused it. a non-profit is opening up requests for proposals for affordable housing projects in the bay area with a 1$150 millin apple fund. >> it's part of the 2$2.5 billin apple pledged back in november. developers can submit plans that would help first time home buyers secure a mortgage. the fund is looking for projects that are transit friendly and incorporates sustainable building methods. while the presidential primary has been the focus of super tuesday, there's other measures you need to know about. >> all california voters will be asked about prop 13. if that's passed, it would authorize the state to take out a $15 billion bond for education. $9 billion would upgrade k through 12 schools dealing with mold and lead in drinking water.

>> thank you. in the south bay, san jose police are investigating a deadly crash that killed at least one person. happened around 10:30 last night. a witness who works in the area says he heard a big explosion and saw smoke coming from the car. he says he saw a man lying on the ground outside of the vehicle. it's unclear what caused the crash. we have calls into the police department for more details about what happened. in fremont, i'm following two cars involved in an accident. mission boulevard. expect delays in this area this morning. we have not gotten further details from the chp. and we have a live look at some cameras. i do want to first get to the san mateo 101 project. the express lane construction, 101 project from 9:00 p.m. to 6:00 a.m., expect lane closures on 101 between 380 and south san francisco and whipple avenue and redwood city.

a live look at walnut creek. this is 680. thank you. developing this morning there's three new cases of coronavirus in santa clara county bringing the total nuber there to seven. county health officials say the increase was not unexpected. julian glover is live at the santa clara county public health department with more on this. good morning. that's the word from the santa clara ro coucounty department o public health that the increase in cases was not unexpected, that's why the cdc is sending 1,200 new testing kits to the state so they can happen in labs like here in santa clara where there's been an increase in the number of viruses. the total number of viruses now sitting at seven cases. we want to let you know what we know about the latest confirmed cases. the fifth case was confirmed yesterday and it is an adult woman said to have had chronic

county reporting two health care workers tested positive for the coronavirus. they were exposed to a patient with the virus at north bay vacavalley hospital in vacaville. officials say they will stay in isolation at home until they are cleared from the virus. health care workers must now wear protective gear when a patient comes in with a respiratory illness, whether or not that patient has traveled. >> the health care workers recognize that this is a part of their job. the truth be told, coronavirus is not that scary. if you look at the disease, how it passes from person to person, what kinds of symptoms it causes, it is in many respects very similar to what we see with influenza.

pg&e will discuss how they will reorganize to get out of bankruptcy. it's been over a year since pg&e filed for bankruptcy. at the time the company faced more than $30 billion in liabilities for recent wildfires. fire investigators determined that pg&e power lines caused the camp fire which killed 85 people a trial starts in san francisco in the long awaited class action lawsuit against fastrak. 7 on your side received so many responses from motorists wanting to know how you can join the suit. you may already be a part of it. michael finney explains why. >> reporter: the lawsuit began after the golden gate bridge switched to all-electronic tolling in 2013. drivers with jot the device are supposed to get tolling invoices in the mail. they say thousands never got their invoices, often due to address mistakes. the suit says fast track didn't try to find the motorists but simply piled on penalties. >> they shredded the return mail and imposed penalties for failing to pay the toll. >> reporter: now the golden great bridge district and tolling authority say they improved the system for handling tolls and disputes, but they want to keep their policy as secret from all of us, saying the information to, quote, game

the system and avoid paying tolls. hundreds of viewers have told their stories saying fastrak unfairly charged them with toll penalties too and they feel helpless to dispute them. sharon writes how do people join as it turns out you don't have to. you are already in it. that is if you fit the definition of this class. so, how do you know? you are in the class if you crossed the golden gate bridge since 2013 and received a toll penalty. the suit says you are entitled, at least, to a hearing. and the suit asks for a full refund if your toll invoice got thrown away by fastrak. the suit does not cover drivers on other bridges but demands fastrak use a fair system to notify drivers before attaching
