you see what's happening if new york and other places. are local officials equipped to deal with something of this size and scope? >> the short answer is yes but it has to be done in partnership with the cdc. actually, the cdc needs a local public health department that can go out in a neighborhood, a community. they have the human resources to do those things. you can't replace the scientific research of the cdc and that effort. on some cities have dealt with hiv aids, tb, other things that have spread. we dealt with it when the national government was dealing with ebola, et cetera. it cannot do it without a partnership at the federal level. in many ways, my book talks about the fact unfortunately for a whole host of reasons, the government has stepped back from their additional responsibilities so cities continue to do basics of what they do but are taking on more and more real estate of what
4:33 pm
needs to be the purview of the federal government. >> if you were running chicago right now, there is a balancing act between trying to take proper precautions but you don't want to incite panic. >> first, you have to have a very good person as the head of your public health. we have that with our doctor. she was an excellent doctor. the credibility is your realm. and trust and transparency. so you have to have credible people. two, you have to constantly be informative. third is what we say is make sure that you have a full team. so public safety, fire, you have to make sure any other services. we had in 1995, a horrible heat wave that killed many, many, many people of the we created what is considered in the united

4:37 pm
all right. we're back with rahm emanuel. lots to talk about tonight. how surprised are you given two weeks ago bernie was way in front. almost a foregone conclusion joe biden's campaign was on life support. now it is all filmed in a two-man race on the democratic side. >> yeah. i think if you step back, the
4:38 pm
one constant in this race is whatever you thought was true on tuesday was not true on thursday. so all i would say is five more turns in the barrel before you get to a nomination. the nominee, rather. >> in the last couple days we saw elizabeth warren drop out, we had michael bloomberg drop out. where do you see the supporters going? is it as simple as, elizabeth says i'm endorsing this candidate and there they all go? >> well, i think the real test is the next set of races will be washington state, idaho, missouri, michigan, michigan will be the first among all equals because it is in the midwest. i think this will be an all eyes only. this will be the first one without a debate before it. so that will be different than other states that have had them before. so that's what i would look at.
4:39 pm
i think endorsements matter. one thing i said tonight and i think was a mistake. in this process, joe biden getting endorsements matter. if you think you're going to replicate in week two what happened in week one, that is a mistake. if all do you is roll out a bunch of endorsements and say i was obama's co-pilot. i'm the best to take on trump. that's all you're going to get from me. they're going to say, don't come here and sell that. so joe has to, for him, has to go run and start filling a lot of blanks. it is an opportunity to reintroduce himself given what has happened over the last six months. if write bernie's campaign, i would run against the establishment. are yes, you'll look at delegates. but michigan is a rich symbolic. if you look at the history of what has happened over the last 20 years, he should run against
4:40 pm
the establishment. >> you mention pld obama and you worked in the administration. >> rumor has it. how active do you think and he michelle will be? >> first, i don't think the president wants to -- he wants to play role of bringing the party together. this is a process like all primaries has a little friction that will be left and bad taste so he can play a unifying role. and his role is to go out and help that candidate. not to replace them. to assist them. there will only be one nominee and one ticket. and he will play a role in supporting the nominee of the party. >> do you think either candidate can catch the lightning in a bottle we saw, especially when mr. obama ran the first time in. >> some of us still think he had lightning in a bottle the second time. that.
4:41 pm
yes, i do. and i think one of the things has to happen and has to understand the electorate. if you look at the last six, the two for obama, the two for clint, the two mid terms that made nancy pelosi speaker of the house the first time and in 2018. it was the same floorm that what i doubled the majority. the suburban coalition. that will be true this time. we just saw in super tuesday where vice president joe biden really, really turned up the joss was amazing numbers and high, high turnout in suburban districts for his candidacy. so i think that there is what we should understand is democratic voters are very angry at president trump. others are exhausted. it's not the same thing. let them have the understanding and communicate that his

4:43 pm
buy ten of them. at least two of they will. >> all right. what's in the book? i know it is a lot about your time as mayor in chicago. >> it's not. i'm not the first to identify cities, where it's at. i am the first one to write it. having been in both the oval office for two different presidents, the halls of congress, and then the fifth floor of the municipal government. when you think about where you work, you live, how you get from home to work, where you send your kids to school. all those services, libraries, parks, schools, provided by local government. that's the government that touches you. in a time of alienation from washington, from the flat government, your local government is the closest, most intimate that you feel you can impact because it impacts the way you live your life. that's first. second precious local government is now taking on things that it never did before.

the hot topic is the coronavirus and anxiety. a lot of people are so worried about it. if you find you're unable to think about anything else but this virus, try describing what you're thinking and feeling. for instance, instead of being scared, think i have a feeling of fear. turn your worries into positive actions like washing your hands, limiting how much you touch your face. you can try close go your coronavirus twitter feed which might be really, really helpful. i think it's hard. there's so much in the news. there are so many stories and it is easy to get really agitated. >> i always wash my hands. i have sanitizer. you see me holding the doors with a paper towel. this was way before coronavirus. >> you were ahead of the time. >> my concern is kids. we tell our kids, we teach them. they're still going to touch their faces, surfaces. >> it's hard not to. all right.
