lost hour of sleep. eva is off this morning. we're thrilled to have mary bruce with us on a very busy news morning. good to have you. >> thank you. it's great to be here on what's indeed a very busy news morning. let's get right to it. the top story, new developments in the coronavirus. here's the latest, at least 433 cases reported in 32 states. that cruise ship off the coast of california with at least 21 infected passengers and crew is finally coming to shore. but now there are questions about where to send all of those people. >> meanwhile over in italy, the government is resorting to a drastic measure, they're putting a quarter of the population on lockdown. back here in the u.s., washington, d.c. now has its first reported presumptive case and new york's governor has declared a state of emergency. abc's stephanie ramos is outside columbia presbyterian hospital with more. stephanie, good morning to you. >> reporter: dan, the epicenter of the virus here in new york state is just north of west chester county. one man from that area is actually being treated here at the hospital, as officials from across the globe try to curb the spread of this virus.

this morning, a scramble in northern italy as officials order a lockdown, nearly a quarter of the nation's population now under travel restrictions in a bid to slow the coronavirus. a u.s. sailor stationed in naples, italy, testing positive for covid-19. the pentagon also confirming a marine stationed in virginia has tested positive as well. after traveling overseas. and overnight, the first case of coronavirus discovered in the nation's capital, a man in his 50s. >> he appears to have no history of international travel and no close contacts with a confirmed case. >> reporter: in new york state, governor andrew cuomo declaring a state of emergency, at least 89 confirmed cases of the virus statewide. 11 in new york city, including an uber driver. a man in his 30s hospitalized in queens. uber saying in a statement, it's removed the man's access to the app and is working with public

health officials. the governor blaming the federal government claiming that the state isn't getting enough money to fight the virus. and there aren't enough tests. >> cdc is a bottleneck for this nation in doing the testing. i believe the cdc was caught flatfooted. i believe they're slow in their response, and i believe they're slowing down the state. >> reporter: the outbreak spreading from coast to coast. in nebraska, medical personnel can be seen transporting one woman in an isolation pod who tested positive to the university of nebraska medical center. where other covid-19 patients are being treated. thousands of people in the u.s. asked to self-quarantine. our own senior foreign correspondent ian pannell is going through one right now overseas after reporting from asia. >> and this is it. this is quarantine, and it's a very, very strange experience. it's quite lonely. it's quite isolating.

it's the right thing to do. there was no alternative. what i've realized having covered this up close is that unless we all act in the best interest of each other, then it makes containment all the more difficult. >> reporter: the first batch of cdc testing kits went to california and washington state. the cdc says initially there were some manufacturing issues with the testing kits, but those issues have been resolved. they say by monday an additional 600,000 kits will be made available to public health labs, dan. >> stephanie, thank you. people eager to get those tests. let's get the latest on those 3,500 people stuck on that cruise ship off the coast of california. after sailing in circles for days, they'll finally be coming ashore. and abc's matt gutman is in san francisco with much more on this story. matt, good morning to you. >> reporter: hey. good morning, dan. this is still very much a plan in progress, but after four days of uncertainty, just a few hours

ago, passengers aboard that ship finally notified they will be offloaded just across the bay from me in oakland on monday, but one of the reasons for the rising sense of urgency, i'm told that over 1,000 people aboard that ship are in the most vulnerable of age groups, 70 and above. hours ago, salvation at sea for the 3,500 people aboard the "grand princess" cruise ship -- >> leadership is strongly advocating for all crews and and guests currently on princess, and urging the government to help us get our guests safely ashore as quickly as possible. >> reporter: the ship's captain then amending that. he said the ship will now be docking monday allowing passengers to finally disembark at the port of oakland. those with medical conditions will be screened and placed in isolation. those from california will be sent to facilities in state. everyone else will be sent to out of state facilities. overnight, the "grand princess" taking on drinking water and hygiene kits, but frustration

and fear had been boiling over aboard the "grand princess" with passengers stranded at sea for days. a retired sheriff's sergeant from broward county, florida doesn't scare easily, though he's rattled now. >> to be honest with you instead of floating around san francisco, i feel like we're floating around the drain just waiting here to get the virus and we're trying to get off this ship as soon as possible to get to a more sterile environment where we can make sure that we're tested. we haven't been tested. we want to be tested properly, and we want to make sure that we're safe. >> reporter: with this ship forced to to pirouettes off the coast for days, even the beleaguered captain sounded exasperated. >> reporter: vice president mike pence making the official announcement. >> we're tracking at this point

a ship that may have shared crew with "the diamond princess" or the "grand princess," and we have -- we have taken decisive action to hold until we do a full medical assessment of the crew on that ship. >> reporter: the cruise line said there are thousands aboard that ship. there are concerns about a crew member who may have been exposed from a previous grand princess cruise. on shore, preparations mounting. tents to set up in san francisco as police are now being dispatched to hand out coronavirus flyers. officials clearly trying to avoid the kind of disaster we saw on the "diamond princess" off japan, which about 700 people were infected, but there's still a fair amount of uncertainty here. we do know that the crew will be consistent on board the "grand princess" for about 14 days. we do not know how long or exactly where and which federal facilities the passengers will be held in isolation. still the folks we're talking to are saying they're enormously relieved to finally get off that ship, mary. >> relieved, i am sure. thank you, matt.

as the outbreak widens, president trump is facing more questions about his administration's response to the emergency. it comes as his pointman vice president pence made an unexpected visit to mar-a-lago. abc's kyra phillips is in west palm beach with more. kyra, good morning. >> reporter: good morning, mary. pence was already here in florida to meet with cruise line executives so he stopped by for a quick visit with the president. meanwhile, public health officials are still warning all of us there will definitely be more coronavirus cases in the united states, and president trump has repeatedly downplayed the fears of the virus spreading, trying to quell the panic. panic you can see daily now like in skyrocketing prices of hand sanitizer which you can find bottles on amazon for hundreds of dollars now. now even though major events around the country have been canceled, the president still refusing to call off his campaign rallies. telling me directly he didn't think it would be necessary, and overnight at mar-a-lago again the president saying he isn't

concerned about coronavirus getting closer to the white house. now as you know, democrats have been increasingly criticizing trump for mismanaging the outbreak and fueling the panic by contradicting the experts that are advising him, and when it came to "the grand princess," the choose ship off the coast of california impacted by the virus, the president disagreed with his task force saying he didn't want it to dock because he didn't want the number of cases in the u.s. to jump, and then on friday, you may remember the president at the cdc wearing a bright red keep america great cap calling washington's democratic governor jay inslee a snake after the governor of that hardest hit state so far criticized the administration's response to the virus. the president tweeting a short time ago, we have a perfectly coordinated and fine tuned plan at the white house for our attack on coronavirus. mary? >> kyra, thank you so much. whit? let's bring in our chief medical correspondent, dr. jen

ashton. so great to have you back on this. we've got a lot to get to. first, i want to get to that first big lockdown in italy. we're seeing something similar in china. they've actually seen a drop in the numbers there. could that be in the future here, that kind of mass quarantine for the united states? >> absolutely it could be. it's important to understand, whit, when we talk about what we saw in china, what we're seeing in italy, those are aggressive social distancing measures, so things like closing schools, canceling large gatherings, which we're seeing here in our sporting events for example, telework, teleschool if possible. but so many people can't do that. but that's a very important step in not just slowing the spread of this virus but buying us time, both of those things are important. >> potentially brace for that here. depends on what happens. i do want to go back to that cruise ship circling off the coast of san francisco. we are beginning to see some stages of a plan developing. it has taken some time, but are

you encouraged by what you are seeing? >> short answer, no. you know, let's put this into perspective here, first of all, yes, they'll be docking tomorrow, that's one more day left unchecked. this virus has a doubling time of seven days, which means in a week -- we don't know how many people on that ship are truly infected. they need to test everyone and then they need to take aggressive measures. bring those who are sick to a hospital. mild symptoms, in isolation, no symptoms in quarantine. this is not about reinventing the wheel. we saw what happened with the cruise ship in japan. we can't let that same mistake happen again, and interesting, whit, the cdc evaluates cruise ships based on their cleanliness, sanitation. people can go to cdc vessel sanitation program to look at the ratings.

the "diamond princess," we saw what happened there, had a rating of 98. "grand princess," according to cdc, 93. so the clock is ticking. >> they still have to wait until tomorrow that ship docks. we'll come back to you answer some questions from our viewers on that outbreak. thank you again. >> yep. to politics now, and another round of key voting on tuesday, six states up for grabs with michigan of course, being the biggest prize. the campaign is now a clear two-man contest between joe biden and bernie sanders. both of them are out campaigning hard this weekend, and abc's rachel scott is out there with them in st. louis. good morning, rachel. >> reporter: mary, good morning. just last week joe biden lagged behind his rivals in fund-raising and advertising. 48 hours out from the next set of primaries, his campaign raised $22 million in five days, launching his biggest ad buy yet, and now netting another key endorsement from a former rival, senator kamala harris backing biden. with a burst of new momentum, joe biden on the campaign trail in missouri turning out some of his largest crowds in the election cycle.

this election, we're going to have trouble. >> reporter: and with limited time, the sanders campaign tells us they are focusing in on the locations where they say they can make the most effective contrast with joe biden zeroing in on the rust belt state of michigan and challenging the former vice president's record on trade. dan? >> michigan's going to be key. rachel, thank you so much. for more on this let's bring in chief anchor george stephanopoulos who's going to be hosting "this week." you have bernie sanders on the show this morning. our colleagues over at fivethirtyeight, they give sanders less than a 10% chance of winning enough delegates to take the nomination. what's his most realistic path from here? >> this is also nuts, isn't it? a week ago we're saying, is there any chance for joe biden to come back and get the nomination? now we're asking the same exact thing about bernie sanders. the short answer is anything can happen, but it's a very narrow path for bernie sanders right now, and it starts tuesday night. basically michigan is make or break.

on tuesday night there are six contests. joe biden is the favorite in mississippi, the favorite in missouri, he's likely to do better than expected in places like north dakota, idaho and washington. bernie sanders is making his stand in the midwestern state of michigan, which is a key state in the general election as well. he beat hillary clinton there four years ago, i think if he doesn't beat joe biden there on tuesday the chances that he can get a plurality of the delegates to go into the convention is very, very small. >> but if sanders falls behind and stays in the race, just like he did in 2016, where he fell behind hillary clinton but stayed in the race all the way to convention, could that hurt biden in the general election? >> it's common sense. the longer a primary fight goes on, the more challenging it is for the white house. now one thing that's important when he was still ahead in the delegates last week, in fact, he was on my show, bernie sanders said whoever has the delegate lead going into the convention lead should be the nominee even if they don't have majority. will he stick to that if he does?

it's very possible that by the end of this month, joe biden is on a path to be guaranteed having the lead going to the convention which will put hard questions to bernie sanders. >> speaking of hard questions, let's talk about the coronavirus and the hard questions that are being asked of the trump administration this morning about their handling of this crisis. there are critical stories in the post, "the washington post" and "the new york times" this morning taking us behind the scenes as the white house braced for this virus. what are the political risks for the president going ahead? >> huge. all presidents are judged by how they handle crises, but the most important impact is for the president's political fortunes is the economic impact going forward. we saw the president -- his greatest calling card for re-election was the strength of the economy, the stock market, has been down 10%, some signs now that the ripple effect into the real economy could be quite profound. we're seeing it in europe, and we're seeing it in china. if that comes here as well, that's the greatest risk to his re-election. >> all right, george, thank you very much. i want to remind everyone,

but there's talk games could go on behind closed doors, so to speak, abc's zachary kiesch joins us with more on that. sa zachary, good morning. >> reporter: whit, good morning to you. we have seen what this looks like in some countries. baseball game in japan held behind closed doors. soccer fans known for their passion and energy, absent in italy. it's been said that fans make the game what it is. in many ways, the true home court advantage. now the prospect that fans could be benched by the virus here the united states. coronavirus is the opponent no team prepared for this season. >> and it goes. >> reporter: as covid-19 spreads around the the possibility of athletes playing in empty stadiums like these is growing. >> might as well canceled the whole game. >> reporter: now the nba has told teams to have a contingency plan in place by tuesday that would limit attendees to essential staff. >> what these teams do will determine the way they feel about the city if they can go out or not.

>> reporter: a game without the fans, hard to imagine for some of the sports' biggest stars. >> how about james? >> i ain't playing. if i ain't got the fans in the crowd, that's who i play for. >> reporter: the move is the latest step for a league that already advised no autographs or handshakes with fans. overnight, the virus clearly on players' minds. take a look at these sixers players, sharing a pre-game hand shake. appearing to include washing their hands. the nba isn't the only league taking action. baseball is making changes, too. at the recommendation of the cdc, the nhl is weighing their own preventative measure including closing locker room access to media members. the league has already banned international travel. according to "the new york times," even the ncaa is considering playing its marquee basketball tournaments at fewer sites. division iii basketball tournament yesterday was played without fans. players aren't excited about this idea of no fans.

>> yeah, but they may have to get used to it. zachary, thank you very much, really appreciate it. this virus is of course, hitting at the height of spring break travel season. is it time to rethink that trip to the beach? abc's marci gonzalez is looking into all the travel concerns trying to sort facts from fiction. marci, good morning. >> reporter: dan, good morning. there isn't a one size fits all answer to this. it really depends on your age and your health. lot of people including pregnant women are having these conversations with doctors before booking or moving forward with travel, concern about whether they're putting themselves at risk but the potential of ending up quarantined while on their trip. this morning, with airlines reducing flights and major companies canceling nonessential travel for employees over coronavirus concerns, many are now asking whether their vacations should be called off, too. >> it's really a personal decision and it depends on your comfort zone. how old are you and what is your health like?

dr. jen ashton is keeping us all well informed. she's back with us to answer some questions from our viewers. >> yep. >> this has been very helpful for a lot of people. the first one here is from charlotte on instagram. should kids be using hand sanitizer? school water isn't hot. >> so people are getting really granular about the specifics about handwashing. what matters is soap and water and time. with kids, you know adults don't wash their hands properly, so kids oftentimes obviously need supervision. that's what people in school settings and at home are going to all the time. so soap and water is best regardless of the temperature, but if not, then alcohol-based hand sanitizers with older children, with supervision is important. >> got it. we have been sending our kids off to school with hand sanitizer just in case, too. our second viewer question from zahra, how long does the virus live on different surfaces? and please talk about any new possible treatment.
