richmond that is certainly going to cause a slow down for people. so, bringing up the map right now so you can see this. specifically westbound 80 past solano. goes well into hercules. speeds down in the area. three lanes are blocke right now. avoid the area, if you can. looking now at the toll plaza m on at 5:24 this morning. it does look packed that toll plaza, once you make it through the meter lights. pulling up the drive times so you can see the impact the crash in richmond is having from highway 4 to the maze. about a 45-minute ride. highway 85 to the san jose airport an eight-minute ride. developing news now, we're expecting the grand princess cruise ship to dock at the port of oakland some time today. >> this is according to governor newsom. here's where the ship is right now. take a look at the map. the "grand princess" has been

out there since thursday. it's expected to sail under the golden gate bridge and then dock at the port of oakland's outer harbor. we don't know the exact timing just yet. but amy hollyfield is live in san francisco with what some saying. amy? >> good morning, kumasi. i have been texting with a passenger who said she's looking forward to getting to land, but she's not looking forward to the quarantine. she wants to see her family and also not sure what to expect. probably not going to be like being on a luxury ship. but she does say she understands why they feel the need to quarantine them for two weeks to keep things safe just in case. the passengers have been told they will pull into oakland today. they don't know what time. and they aren't expecting to get off the ship today. health officials will greet the ship and checking everyone's health and getting the urgent people with urgent health needs off first. then they have to get everybody to the right place. they say it could take two to

julian. >> good morning, guys. we have been speaking to oakland residents about their thoughts on that grand princess cruise ship docking here in oakland and in short their reaction is mixed. we heard from governor gavin newsom that it will only be docked as long as it takes but the reality as amy said, this could take several days. up to three, in fact, for this entire process to play out. want to get you ready for video from sky 7 showing governor newsom meeting at the port with local and state emergency leaders. now the governor promised that passengers will not be released into the general public. the general public, rather, we spotted charter buses that will be used to transport the passengers from the ship to the next stop in the process whether it's a hospital for treatment or a military base for quarantine. here's what those oakland residents had to say about the governor's plan. >> i was comforted about the more precise plans and she said

yesterday morning. reporting live here in oakland this morning, i'm julian glover, abc 7 news. a political rivalry between governor newsom and president trump. >> however, the governor had praise for the help california is getting from the white house. >> i had a private conversation with him around 4:30 west coast time. and he said everything that i could have hoped for. and we had a very long conversation and every single thing he said, they followed through on. >> vice president mike pence is leading the administration's response. the governor was asked again about the white house's handling of the crisis. >> we're in 68 lawsuits with this administration, and i've not held back. but i got to tell you, i am not interested in trying to pick apart arguments and take cheap shots. the vice president of the united states was taking notes, the vice president of the united states held three specific calls with me personally in addition

to the other calls. >> we're going to stop this for just a moment and get to a special report from abc news about what is happening to the market right now. >> the falls we have seen over the last couple weeks as the coronavirus expands and exacerbated by an oil war, oil price war sparked between saudi arabia and russia. >> that's right, george. and what we've seen this morning is now a halt. the circuit wires as they're called. these are like trip wires for the market to keep things from going into free fall. were tripped up within the first few minutes of trading here at the new york stock exchange. stocks falling 7% just out of the gate this morning on those fears about the coronavirus and even larger than that, over the weekend, this new price war as far as oil is concerned. saudi arabia with opec over the weekend had a meeting to address

the falling oil prices in light of the coronavirus. those talks were meant to be supportive of oil to keep it from falling further. instead, saudi arabia walked away from the meetings and cut prices instigating a price war with russia and that price war is now weighing on u.s. oil prices. we've seen oil dip more than 20% today. that is the biggest fall since the gulf war in 1991 and the concern is now for oil companies, as well. the companies that employee 6.7 million americans. they have a lot of debt, george. as that debt comes due, particularly in a situation like this, it puts a lot of those companies potentially at risk, george. >> so, rebecca, let's walk through what is going to happen today. this halt in trading is triggered once the drop was noted in the s&p 500. trading will stop for about 50 minutes and then start again. what is the next trip wire? >> the next trip wire is 13%,

george. and, again, the trip wires follow the s&p 500. we talk a lot about the dow. the dow is also lower today. more than 1,800 points lower. but the trip wires are enacted. those circuit breakers are enacted based off the s&p 500 behavior. so, when the market reopens within 15 minutes, the halt lasts for 15 minutes. when that market reopens, the next trip wire will be the s&p 500 down approximately 13%. if it falls 13%, the markets will halt, again, for another 15 minutes. and if the market were to fall 20%, then trading would be halted for the rest of the day, george. >> and, rebecca, this is sparked by fears of a global recession that has been sparked by the coronavirus. and china manufacturing basically shut down over the weekend and italy locked down the northern part of their country which is the heartland of their economy, as well.

>> absolutely. and wall street, the biggest question for wall street coming into this morning was about how significant this virus will be and when will we get data. so much of what wall street trades off of is certainty and we have so much uncertainty surrounding the virus and its spread and what we see is the first wave of this happened in china. all of the chinese manufacturing that was shut down hit companies large and small. apple, nike, some of the bigger companies that warned that manufacturing there being shut down because of the coronavirus would impact their results. but we've also heard from countless numbers of small businesses that also manufacturer products there. they haven't been able to get those products. then the second wave of this is as the disease comes here to the united states and spreads and has issues for u.s. businesses. we've heard from so many companies who have told their employees to stay home, apple, amazon, microsoft.

we've also heard from so many companies that have canceled conferences. major events here in the united states. all of these things have a ripple effect and what economists look at with that ripple effect is how significant will it be. will it be enough to slow the economy down to something like a recession? that is the biggest question for wall street right now. how significant will this slow down be, george. >> thank you very much. dr. jen ashton, as well. rebecca said it right there. so much uncertainty but what we know right now. it is spreading in the united states and we should expect more community-wide measures. >> we have to go back to the testing process, george. we said it before, as we ramp that up and as we test more people, there will be more known cases. when rebecca talks about uncertainty in financial and economic world, in the medical and scientific world, uncertainty is also a big concern. we have to put this into timeline and historical context. this virus is not even three months old. no one has a crystal ball in

terms of the clinical manifestations and impact that it will have here. so, in the united states, we look to europe and we look to asia and we look to other parts of the world to see how people are faring. clinically, how many people are showing up in hospitals and then look at the trickle down effect on social distancing measures and how that is effective, not just in protecting vulnerable populations like the elderly or those with pre-existing medical conditions. and it buys us time. and when we talk about curves, not just financial ones and epidemiology and medicine. we're hearing a term, flatten that curve. that means reduce the number of people exposed, infected and sick. that is important not just clinically to protect people's health but to give us time to get our ducks in a row. >> the impact of this crisis has just basically just begun. >> i think so. we'll go back to our regular program right now. for many of you that is "good morning america." continue this live on abc news, as well.
