governor gavin newsom says the state is significantly ramping up testing for coronavirus. >> we will have the capacity on a daily basis to request commercial support in the state of california to process in excess of 5,000 tests on a daily basis. >> here's a look at the current nuber of cases in the bay area. this includes presumptive positive tests. santa clara county has two more today with a total of 45. >> several counties are treating nonresidents. marin reported its first case yesterday. napa has no residents test positive but it is treating patients. >> now a look at the grand princess cruise ship docked at the port of oakland. it arrived yesterday with 21 cases of coronavirus onboard. >> you can see the activity to get passengers off the ship, a process that could actually take days. we want to go live to leslie brinkley at the port for a progress update on this tiresome effort. leslie?

>> reporter: yeah, we've been here all day keeping an eye on things. relief among the passengers who have gotten off the ship but there are hundreds, thousands still onboard the ship. they're getting increasingly frustrated being stuck on board. they're worried about pets at home, jobs, businesses, and they really don't have any idea where they're going yet. >> now we are completely in the dark. they haven't told us when we're getting off the ship. they haven't told us where we're going. >> reporter: carolyn wright from santa fe, new mexico, is at her breaking point and she said she's worried about the disembarkation process, sending this photo of the herding of passengers not being kept six feet apart as recommended. >> people have taken control of our lives, are treating us like numbers. >> reporter: in this sweeping drone 7 shot of the grand princess, you can see the tents and vehicles are still there dockside as people continue to exit the ship. passengers were disembarked

starting at 8:00 a.m. with busloads of passengers going to travis air force base where one santa rosa woman and her family described the accommodations as a suite or apartment where lunch and chilled water bottles were waiting for them. she said they were told to not take pictures or video. this video is from the u.s. department of defense. california governor newsom said 269 passengers were offloaded today by early afternoon. most were headed for travis with 98 going to lackland air force base in texas. over 500 exited the ship yesterday, so thousands more are still onboard. a charter plane took many to canada yesterday. today some passengers from great britain were set to jet home. the ship docked at noon on monday after navigating into san francisco bay, passing under the golden gate and b bridges. this is kind of an unprecedented sight, this giant cruise ship

sitting at the port of oakland. hard to predict where things go from here. fewer passengers offloaded, more on the ship. officials here on the ground seem to believe we're going to be here tomorrow and perhaps even into thursday or later this week in order to get everyone off the ship. then it goes back out to sea, quarantining on board the crew members. reporting live in oakland, i'm leslie brinkley. >> sky 7 live over the ship giving you a live view of the slow, pain-staking progress which is expected to go on the next several days potentially. abc 7 news reporter luz pena has been speaking with passengers who are still on the ship and those who have started their quarantine period. give us some of their stories. >> reporter: several passengers told me that waiting has been the hardest part of this process. people are growing frustrated. we heard from a passenger who said people are fed up and even

calling 911 to get them off the ship. patience is running out. >> we have received information from port of oakland emergency response authorities that guests have been calling emergency numbers from cell phones. please do not do this. >> reporter: the captain of the grand princess cruise ship asking passengers to not call 911. many are growing sick and tired of waiting and calling for help. >> everybody on the ship is just kind of reaching the end of their patience. >> reporter: there are still thousands on the ship waiting for their number to be called out. among them, maureen and jim gates. >> the captain says he's doing his best to get us off of the ship. >> reporter: on the other side of the ship, lori and john miller. at first the view was nice. >> this is the view. >> reporter: now it's old. they have a lot to look forward

to after this is over. onboard the ship they found out their daughter is having a boy. >> we got luggage tags, which means we're probably getting off. >> reporter: on the other side of waiting, the ones on their way to travis air force base to wait for more in quarantine. hector ramirez is not only waiting for the two-week period to ending but simply to see a doctor. he found blood in his urine several days ago. >> call them again and see if they can give me an ultrasound to find out what is the problem. but one of the doctors says it mostly looks like you have a kidney stone. >> reporter: many raising concerns about the quarantine process and how effective these methods are. >> why were we contained in our rooms together in the ship if they're going to have us intermingle with each other again. >> reporter: another passenger confirmed that no one has tested them at travis air force base. this just in. check out these photos.

these are one of the passengers, maureen james and her husband bill james. they're finally out of the ship and are so excited. they start their two weeks of quarantine period. luz pena, abc 7 news. >> the grand princess cruise ship is docked at the port of oakland in the outer harbor terminal. passengers who leave the ship are either taken by ambulance to the hospital, driven to oakland international airport or put on a bus to travis air force base. travis is one of four quarantine locations for the passengers in the country. californians are either going to travis or air station miramar in san diego. out of state passengers will be quarantined at lackland air force base in texas or dobbins air force base in georgia. nonu.s. passengers are being flown to their home countries. abc 7 news reporter melanie woodrow is live at the international airport. what activity have you seen today? >> reporter: the airplane you see over my shoulder will likely

be the next one to take off. it is headed to the united kingdom with passengers. things here on the grounding seem to be moving more quickly than they were last night but for passengers on the cruise ship, time is moving slowly. from sea to land, the journey from these princess cruise ship passengers continues. people in hazmat suits greeting passengers. none of the passengers were wearing protective gear, a stark contrast to those assisting them. by this afternoon the next set of buses arrived with out of state cruise ship passengers who will be quarantined in georgia. the disembarkment process is expected to continue through the week with many more passengers still on the cruise ship. >> we're anxious. you know, we're all ready to be off. >> reporter: teresa roberts and her husband were celebrating their 50th wedding anniversary. home is oklahoma. >> but our bags are packed and ready to go. >> it feels so isolating because

we continue to look live at the grand princess cruise ship docked at the port of oakland where the process of getting thousands of passengers off the ship and into quarantine continues. passengers will be taken to hospitals or four different quarantine locations in the united states or returned to their home countries.

>> in santa clara county, public health officials hope that a mandatory ban on all large gatherings will help contain the spread of this virus, but there are real concerns about how businesses and more specifically hourly workers will be affected. chris nguyen is live in san jose with that part of our coverage tonight. chris? >> reporter: dan, good evening. that ban takes effect tomorrow but some in the community are already sounding the alarm about the potential consequences. santa clara county's decision to ban all large gatherings to prevent the spread of the novel coronavirus is the most sweeping preventative measure taken so far in california. there are concerns about the viability of small businesses, especially those in downtown san jose that rely on foot traffic and immediate cash flow. >> what are the steps ultimately that a city, a county, a state, a federal government agency can provide to support small business as they're going to really feel the impacts of

covid-19. >> at the s.a.p. center, impacted events include three sharks games, five nights of cirque du soleil, four shows by tony robbins and a concert featuring pop star marc anthony. less business means less work for those living paycheck to paycheck. >> we know this isn't going to be solved in a few days. >> reporter: policies could include a closer look at paid sick leave, a topic that's been given more weight as employees throughout the area are being told to stay home if they're ill. >> we have leadership with labor partners, public sector, private sector trying to figure this out. >> reporter: but that's going to take time. that's why the san jose mayor has posed a moratorium on residents facing a financial hardship. >> we've got to do everything we can to keep families in their homes. the point of this eviction moratorium is to ensure we don't make a crisis worse by pushing

prepared in case the situation gets worse. in mr. davis' economic class, the focus is on markets. with cleaning supplies at the front of the classroom, it's hard not to be focused on the current coronavirus. >> we want to take care, be very conscious and very aware of what's going on, but we also don't want to panic and overreact. >> reporter: principal michael mcallister says since the outbreak the school has put in procedures to keep students safe. >> there's a lot more hand sanitizer around. we are making sure we can keep the soap dispensers full. >> reporter: along with stocking up on cleaning supplies good evening. we are coming on right now with breaking news in the race for the white house. abc news can project that joe biden will win the state of michigan, the night's most critical contest. four years ago bernie sanders upset hillary clinton here extending his campaign. not this time.

biden will win most of the state's 125 delegates. voters went to the polls in six states tonight. earlier abc news projected that biden will win the state of mississippi, 36 delegates at stake there and biden will also pick up the lion's share and a big win in the state of missouri, where 68 delegates are at stake. polls still open in idaho and washington state, but no matter how those turn out the three wins biden has tonight give him an insurmountable delegate lead putting him squarely on the path to the democratic nomination. our coverage continues on abc news live. we return to our regular programs. three more wins for joe biden tonight. more later on nightline and tomorrow on gma. i'm tom yallamas in new york. have a good night. we'll tell you where this happened. and new talk tonight about a potential major change for the summer -- >> our thanks to tom. we'll keep you updated on the

six primary contests but a good night for joe biden. let's continue with abc 7 news at 6:00. on the peninsula the city of san carlos cancelled its upcoming state of the city address scheduled for thursday. the san mateo county health officer has recommended that all non-essential events be canceled because of the coronavirus, as our coverage of this continues. in san francisco, the presidio community ymca is making changes to reduce the spread of coronavirus. the size of exercise classes is being reduced so there is more space between participants. some equipment like yoga mats are being removed because they can't be thoroughly cleaned between uses. personal trainers are being told to keep extra distance from clients. >> in san francisco, officials continue to announce new efforts to contain coronavirus, including one to help the homeless. bt there are also new concerns about the impact this is having on businesses. liz is live on the embarcadero

with the latest. liz? >> reporter: ama, san francisco has announced $5 million in new investments to help protect people from the coronavirus and that includes temporary housing for people who might need to self quarantine but don't have a way to do so themselves. we're also tracking the devastating impact this is having on some businesses. it's something i spoke to the mayor about today. the latest efforts in san francisco to curb the spread of the coronavirus can be seen right here on the presidio where these 30 rvs are ready to be deployed for people who need to self-quarantine. >> whether it's our homeless population, whether it's people living in single room occupancy hotels or just those who can't necessarily self quarantine. >> reporter: earlier this week mayor london breed announced a two-week ban on any events with people at city-owned people in the hospitality and food industry say they're being hurt in a way they haven't seen

since 9/11. >> i've heard of multiple large cancellations. people having to lay off some of their catering workers. >> reporter: restaurants that rely on large conferences and private events are also seeing a significant drop in business. that includes water bar and epic steak on the embarcadero where the grand princess cruise can be seen. >> we watched it come in yesterday. >> reporter: it's a looming reminder of the impact of coronavirus. last night alone, both restaurants were down 50%. >> that's never happened before. really the ones that are being impacted the most are my employees. sole they're going to lose shifts and lose income. >> reporter: mayor breed said the city is working on ways to relieve some of the economic strain. >> what we're looking at is a number of mitigation strategies around taxes, around financial support and other things that will help our businesses in san francisco. >> reporter: just today the san francisco board of supervisors

grand princess cruise ship docked at the port of oakland. as website too. go to abc7news.com/coronavirus to check out the ship and read the latest updates about the process of getting passengers off the ship. it has been taking quite some time and will likely take another couple of days. let's talk about the weather the next couple of days. >> it's been nice and warm but rain is coming. spencer christian is tracking the forecast. >> let's start with live doppler 7. you can see little patches of green down in the southernmost part of your monitor. s it's also the southernmost part of our viewing area. from morgan hill to gilroy we see light scattered sprinkles, down around hollister as well. there's steadier rain down in the salinas area. right now we're looking at mostly cloudy skies from the abc 7 exploratorium camera, except

for an oval-shaped area of blue sky over the bay. it's currently 69 here in san francisco and in oakland, 70 in redwood city, 67 at san jose and mid-60s at gilroy and half moon bay. the view of the western sky is a rather colorful one, looking westward from emeryville. it's 72 in santa rosa, petaluma, 66 at napa, mid-70s at fairfield and concord and 70 at livermore. a view of lots of bright, sunny sky from atop mt. tam. scattered showers will continue developing mainly in the south bay tonight. we'll have a mild, dry pattern the next three days and it will be turning cold and wet this weekend. right now we're looking at our forecast animation starting at 7:00 this evening. notice how all the active weather remains fairly far south. some of it may move up to the gilroy area around midnight or so and during the overnight hours, the rain will sort of dissipate. we'll have lots of clouds there. there may be a little trail or

so of moisture slicing its way through the santa cruz mountains. then by 10:00 a.m., it will be pretty much all over. so we expect milder and sunnier conditions in the afternoon hours. rainfall estimates we project will be not measurable at all over most of the bay area but down to the ben loma area, we could see maybe 0.04 of an inch of rain so it's a pretty much far south event. overnight low temperatures will be mainly in the mid to upper 40s. 50 right around the bay shoreline. pretty mild areawide in fact. tomorrow by afternoon we'll see skies becoming sunnier and temperatures rising into the upper 60s around the bay shoreline up to 70 degrees in the mildest inland locations. low to mid-60s on the coast. looking ahead to thursday, we expect even warmer weather, especially inland, where highs will reach mid-70s, maybe a couple of upper 70s in the farthest reaches of our areas on thursday. friday it starts to cool down.

breaking news out of sacramento county where a senior citizen from elk grove has passed away from coronavirus. >> it is the first death to be reported out of sacramento county. the woman in his 90s was the resident of an assisted living facility. >> public health officials are now investigating how many

people are possibly exposed and monitoring and isolating those individuals. this is the third coronavirus related death in california. events big and small are getting postponed or cancelled because of the the coronavirus. rochella and stagecoach music fest vals were cancelled. >> they are calling off the celebration for the golden gate park 150th anniversary. >> and they decided to cancel the oakland running festival. they plan to meet tomorrow to consider the next steps. contra costa county stopped short of banning gatherings. >> we strongly recommend that all large community events be postponed or cancelled. that means gatherings where 50 or more people would be within

an arm's reach of each other. >> thousands of people are waiting right now to disembark from the grand princess cruise ship. >> we have seen a steady stream of activity at the port throughout the day with passengers leaving the ship, getting screened and tests and put on buses. >> leslie brinkley is at the port and joins us live. leslie. >> reporter: well, the ship is certainly visible as you approach the beige and freeway ramps. passengers continue to leave the ship for a 14-day quarantine. mostly californians yesterday and again today going to travis air force base. hundreds of brits and canadians also flown home. others taken to lackland air force base in texas. but only hundreds have disembarked. thousands are still onboard. some of them are growing increasingly frustrated.

they have not been told when they'll be exiting the ship or where they would be spending their quarantine time. now some nevada residents circulated a letter they passed on to us this afternoon that indicates their governor at least has made arrangements for some of them to quarantine at home rather than at military bases. here you see the ship balconies. we've seen people out on those balconies. a yellow flag with the note it's under quarantine. crew members are staying onboard and will go back out to see after everyone has offloaded, the passengers have offloaded. in the last half hour we've seen more buses line up along the shoreline pulling alongside the ship, so we are assuming that more people are still being taken off the ship at this hour and perhaps the disembarkation process will continue into the evening as well. reporting live, i'm leslie

brinkley, abc 7 news. many of the cruise ship passengers who disembarked are shuttled to oakland international airport. >> melanie woodrow has been at the airport today and has more on the next step of their journey. melanie. >> reporter: absolutely. the airplane you see over my shoulder will be headed to the united kingdom. just a few moments ago we saw another airplane leave and that one we believe is going to a military base in georgia. we have some video to show you of passengers as they were getting on that airplane. the process has been fairly straightforward today. the passengers arrived by bus. they're greeted by officials in protective suits. they have the opportunity to use porta-potties set up outside to wash their hands and they get on a plane and the plane goes. those passengers will be quarantined at military bases for 14 days before they are able to return home. as their journey continues, there are many more passengers

[ bell ringing ] following yesterday's sell-off, stocks rallied today on hopes that the u.s. and other governments will cushion the global economy from the pain of coronavirus. the dow soared 1,100 points. the nasdaq added almost 400 and the s&p 500 was up by 135. now, we sat down with margaret reed, vice president of a public bank, on abc 7 news at 4:00 to talk about the volatile stock market, especially the effect on people nearing retirement age.

released shows the number of riders on b.a.r.t. yesterday was down 25% from a week aqgo. b.a.r.t. is cleaning trains and stations during the outbreak. a lot of colleges have changed how they conduct classes. abc 7 news was on the cal campus, the first day all of its classes switched to an online format instead of in person. people were still on campus. the suspension will remain in place through spring break which starts march 29th. david louie found similar changes in the south bay. >> reporter: the exodus had begun as students at santa clara university leave their dorms and head home. in a few days they can get online to resume their classes. >> the main concern right now is us going somewhere that's safe and somewhere we feel comfortable because there's so much uncertainty here. >> reporter: to use the online service zoom, students are

comfortable with it but will they be as engaged as they are in the classroom. >> i think especially you can like mute the zoom call and zone out a little bit. but we'll see. >> reporter: as soon as they stay, the campus is quiet. she is familiar with zoom. >> i have to make the switch by monday morning. i need to be 9:00 a.m. teaching my class online hopefully live, because i do want to interact with the students. >> reporter: freshman david hollins isn't sure how quickly he will adapt to distance learning. >> they are probably like how are we going to transition to like regular -- to like online work. >> reporter: this graduate student from india is worried about getting sick. >> if something happens to me, there will be no one to take

when it comes to the coronavirus. they announced they are cancelling their annual st. patrick's day celebration. today i spoke to the city of dublin and to the people of the cmmunity to see what they thought about the cancellation. >> we're 36 years and kept going strong. this is the first time we've ever had to cancel the celebration. it was a very hard decision to make, cancelling this beloved event, so it was not done easily. it was a little heart breaking but in the end we believe it was the right thing to do and ultimately we just knew that we could not put the health and well-being of our residents and the many thousands of people coming into our community at risk. while it was a really hard call to make, we believe it to be the right call. >> i think it's a pretty bad move. it induces panic among the residents, among people in the east bay. i mean i think we've got it pretty well under control. >> it's a good idea. we don't want that coronavirus

that either grandchildren are sick with the coronavirus, money for care is supposedly desperately needed. if you get such a call or email, call your grandchild yourself or call their parents and confirm the grandchild is all right. this is one of the oldest scams around. i've been reporting about it for years and years. it is updated to seize on the latest headlines. don't fall for it. >> thank you, michael. >> on to the weather forecas. finally some rain to track. >> okay, i'm going to take a look at live doppler 7 to get us started here. you can see little patches of green down at the bottom of your screen indicating light rain and showers way down in the southernmost part of the south bay. some showers are across the santa cruz mountains. most of the activity is south of watsonville. it may work its way up into parts of the south bay.

you can see around midnight or so might see some rain around gilroy, reaching up toward davenport and sort of fizzles out. 5:00 a.m. we have clouds but no rain. a little trickle of shower activity slices across the santa cruz mountains again, down into the area south of san jose and quickly disappears. so after about 10:00 a.m. tomorrow we'll have a dry day and pretty mild one, as a matter of fact. rainfall estimates from this little system, maybe 0.04 of an inch at ben lomond. tomorrow upper 60s around the bay, up to 70, 71, 72 in the warmest inland areas. it's even warmer and sunnier on thursday. partly cloudy and pretty mild on friday as well, but over the weekend a cold air mass comes in and brings rain with it. we can expect cold showers or saturday and sunday, maybe even into monday.
