san francisco's lakeshore elementary school will close immediately and remain closed for the 14 days. school district officials tell us four lakeshore students and some of their adult family members are being tested for coronavirus. those students all displayed symptoms of respiratory illness. other lakeshore students and staff are being urged to self-quarantine as a precaution for 14 days. tomorrow, san francisco's school board will have a closed meeting with public health officials focusing on the coronavirus outbreak. also breaking tonight, the u.s. is suspended most travel from europe beginning friday at midnight. the announcement was made in a rare white house address by the president tonight. abc 7 news reporter was live at san francisco international airport with reaction. chris. >> reporter: good evening. all the passengers we spoke to here at sfo, some were already in their plane seats ready to take off. others were in the lounge ready to board when they heard the president's announcement

throwing their own plans into limbo. >> to keep new cases from entering our shores, we will be suspending all travel from europe to the united states for the next 30 days. >> reporter: effective friday, all flights from 26 countries in europe will be banned from entering the united states. the uk is exempt from the ban. so are american citizens and permanent legal residents and their families. the announcement travelled fast at sfo. these passengers of a flight to dublin were boarded and ready to take off when they heard the news. >> my phone started beeping and then i saw some of the other passengers get up and go to the front. and so i called my fiance and he said trump just announced the ban. >> we're going to europe as well. we didn't know what was going on. we walked off. people had kids, didn't want to go for 30 days which the ban is in which could be extended. so, we decided not to take the risk. >> reporter: many passengers boarding their flights were heading home to europe, relieved

to miss the man. this man was in san francisco on business derail bid coronavirus. his meetings were all cancelled. >> i'm happy to go home. >> reporter: in the early day of the outbreak, the president imposed travel restrictions on flights from china. trump said the move helped slow down the spread of the virus and this latest ban is the move to do the same. >> this i the most aggressive and comprehensive effort to confront a foreign virus in modern history. >> reporter: and you can expect the airport to get even quieter after the president's address. the state department issued a statement asking all american citizens not to travel abroad. >> chris, thanks so much. the president also announced tonight he is taking emergency action to provide workers financial relief. >> this will be targeted for workers who are ill, quarantined, or caring for others due to coronavirus. >> he is asking congress for an additional $50 billion in

funding for small business loans and says he will call on the irs to delay the april 15th tax deadline for certain businesses and individuals. well, the bay area economy has been hit hard by the coronavirus. today san francisco mayor london breed announced aid for all businesses in the city. abc 7 news reporter lauren martinez is live in san francisco with details on this. lauren. >> reporter: dan, san francisco city leaders gathered here in chinatown earlier to announce ways they can help small businesses right now. they're stressing we not only need to protect public health. we also need to protect economic health. >> there's a lot of fear. there's a lot of uncertainty. and folks are wondering what do we do? how are we going to get through this? we will get through this. >> reporter: mayor london breed stood aside leaders in chinatown to announce immediate measures to support small businesses in response to covid-19. >> we are allowing small businesses to defer the next

round of quarterly business taxes to next year in february of 2021. >> reporter: the city is also delaying collection of licensing fees and creating a relief fund of $1 million. >> because chinatown is indeed suffering. >> reporter: business owner vivian lowe said that is the case at her gift shop. >> it's so quiet and we cannot afford to pay for the rent. even local -- local people, nobody come. >> reporter: earlier in the day, mayor breed announced the decision to ban all events of more than a thousand people. the and war field cancelled or postponed shows as well. the chase center has about 1,500 part-time employees. they are now out of work because the warriors will be playing in an empty arena. reporting live from chinatown,

lauren martinez, abc 7 news. >> thank you lauren. tonight stanford con if you remember two additional cases of coronavirus, one from stanford medicine, another case from the main campus. it came the same day the university asked students to leave once the quarter is area. school officials said it's not an order but a firm recommendation. in the meantime, the "grand princess" cruise ship and the remaining quarantined passengers still on board will spend a third night docked at the port of oakland. >> j.r. is live with details. >> reporter: the good news tonight is that a number of passengers, hundreds of passengers, were able to get off this cruise ship. the bad news is that a number of those passengers are still on the cruise ship. >> she said if you don't get off, i'll call the police. she says i have police here. so, we got off.

>> reporter: more drama involving passengers disembarking from the "grand princess" cruise ship. karen is refers to the you issues they had on the charter bus. >> there's about 15 people of us on the bus and this one lady -- i'll be nice -- came on and said you all have to get off the bus and go back on the ship. >> reporter: turns out the wrong group was called so they had to do just that, get off the bus and go back on the "grand princess." >> it was a little upsetting. i got a little upset. lost it for a little bit. but i'm fine now. the government people said it was the ship's fault. the ship's people said it was the government's fault. >> reporter: wednesday night marks what will be the third night the ship is docked. there was an original hope that the disembarkment would be done now. nine hours after they originally deboarded the cruise ship, they were finally on a plane headed

to atlanta, georgia. not their home in new jersey but it will do for now. >> just tell everybody we're doing good and we're on the way. >> reporter: and back out here live at the port of oakland, you're looking at the "grand princess" cruise ship. at this point it is unclear how many passengers are still on board that ship. we did not receive any update like we did last night from officials or the cruiseline. and that's likely because there was still a lot of action going on out here this evening. there were reports that some people were on board some of the charter buses tonight for three to four hours. reporting live in oakland, j.r. stone, abc 7 news. >> what an ordeal for them. thank you. some "grand princess" passengers could move into a hotel in san carlos as soon as tomorrow. the fairfield inn would serve as a treatment center for people who tested positive for coronavirus or shown other

the world health organization has now declared the coronavirus outbreak a pandemic so what exactly is a pandemic? health experts say it's the worldwide spread of a new disease. in this case, that means the virus has found a foothold on every continent except antarctica. until now, they avoided using the term fearing the outbreak was unstoppable. the last pandemic was swine flu

in 2009 which killed hundreds of thousands of people. the dow plunged today ended the 11-year bull market officially. the index fell steeply, losing 1,400 points, down nearly 6%. that's a loss of 20% from the record high just over four weeks ago. now, the dow and s&p have wiped out more than $5 trillion in value just the last couple of weeks. nurses and their union leaders rallied across california to demand more tools to protect them from coronavirus. >> keep us safe! >> one group voiced complaints at oakland's summit medical center. union leaders blasted a new cdc regulation. it lets hospitals issue ofhe effecti m-95 masks. >> we need personally protective equipment. right now that is not available on all units.

seeing that pink is indication of mixed precip over mount hamilton. lake county hills monday. and showers may linger well into tuesday. certainly snow in the mountains. winter storm watch sunday morning. watch above 2,500 feet where heavy snow is expected. they'll be looking at snow in feet. the statewide snow pack is way behind. we're looking up to # 50 inches in donna. morning fog followed by a mild dy. still above average temps for friday and then colder and wet for saturday, sunday, monday rain snow mix, tuesday a chance of showers, and then wednesday lingering clouds. but it's a level one system. saturday through monday one storm that's just going to hang around for several days. possibility of thunder may be entering the picture. the storm that came through in the last 24 hours, fremont, trace here and there.
