permanent legal resen their families. the announcement travelled fast at sfo. these passengers of a flight to dublin were boarded and ready to take off when they heard the news. >> my phone started beeping and then i saw some of the other passengers get up and go to the front. and so i called my fiance and he said trump just announced the ban. >> we're going to europe as well. we didn't know what was going on. we walked off. people had kids, didn't want to go for 30 days which the ban is in which could be extended. so, we decided not to take the risk. >> reporter: many passengers boarding their flights were heading home to europe, relieved to miss the man. this man was in san francisco on business derail bid coronavirus. his meetings were all cancelled. >> i'm happy to go home. >> reporter: in the early day of the outbreak, the president imposed travel restrictions on flights from china. trump said the move helped slow

down the spread of the virus and this latest ban is the move to do the same. >> this i the most aggressive and comprehensive effort to confront a foreign virus in modern history. >> reporter: and you can expect the airport to get even quieter after the president's address. the state department issued a statement asking all american citizens not to travel abroad. >> chris, thanks so much. the president also announced tonight he is taking emergency action to provide workers financial relief. >> this will be targeted for workers who are ill, quarantined, or caring for others due to coronavirus. >> he is asking congress for an additional $50 billion in funding for small business loans and says he will call on the irs to delay the april 15th tax deadline for certain businesses and individuals. well, the bay area economy has been hit hard by the coronavirus. today san francisco mayor london breed announced aid for all businesses in the city.

abc 7 news reporter lauren martinez is live in san francisco with details on this. lauren. >> reporter: dan, san francisco city leaders gathered here in chinatown earlier to announce ways they can help small businesses right now. they're stressing we not only need to protect public health. we also need to protect economic health. >> there's a lot of fear. there's a lot of uncertainty. and folks are wondering what do we do? how are we going to get through this? we will get through this. >> reporter: mayor london breed stood aside leaders in chinatown to announce immediate measures to support small businesses in response to covid-19. >> we are allowing small businesses to defer the next round of quarterly business taxes to next year in february of 2021. >> reporter: the city is also delaying collection of licensing fees and creating a relief fund of $1 million. >> because chinatown is indeed suffering. >> reporter: business owner
