to the world health organization. the death toll at home and abroad rising. president trump addressing the nation instituting more sweeping travel restrictions, flights from europe to the united states banned for the next 30 days with few exceptions. >> anything coming from europe to the united states is what we are discussing. >> reporter: as more americans in desperate need for covid-19 trump announcing insurance companies will waive all co-payments for treatments and promising to take emergency action to give workers relief. he also called on congress to offer a payroll tax cut. this as a new warning from top health officials on the speed of the spread. >> which means it is ten times more lethal than the seasonal flu. i think that's something that people can get their arms around and understand. >> reporter: and now the state department advising all u.s. citizens to reconsider all travel abroad.

>> and house democrats plan to introduce a bill that will intrue deuce paid sick leave but no word on how much that bill would cost or how much support it has on capitol hill. in washington, andrew dymbert, abc 7 news. governor newsom is recommending large gatherings of 250 or more people, changing our actions will save one or two people. they should be postponed or canceled until the end of the month. the policy marks the first time the state has issued a request for california residents to adopt social distancing measures. a san francisco elementary school is closed for two weeks starting today. students and family members are being tested for the virus, according to sfusd. the students at lake shore elementary near lake merced

showed respiratatory symptoms. nearby loal high school is closed to further notice and san francisco school board is expected to meet with health officials today to go over the next steps. frustration is mounting for the quarantined passengers who are still onboard the grand princess cruise ship. it is still docked at the port of oakland this morning. the mayor was hopeful this whole process would take two or three days and today is day four. officials haven't said how many passengers are still on the ship, but one passenger tells abc 7 news she and her husband disembarked and were on a bus to leave when they were told they had to get back on the ship. she said they were told the wrong group was called. >> it was upsetting. i got a little upset. lost it for a little bit. but i'm fine now. the government people said it was the ship's fault. the ship's people said it was the government's fault. >> well, nine hours affthe woman and her husband originally got

off the cruise ship, they were finally on a plane and heading to atlanta. "grand princess" passengers can move into a hotel in san carlos as soon as today. rv treatment center for people who tested positive for coronavirus or who have shown other symptoms. those patients are not allowed to stay at quaranined facilities like the one at travis air force base. >> because what we don't want to do is put people that don't need acute hospital care into hospital beds. >> and it's our responsibility to assist those in crises. these are our neighbors, our colleagues, our friends. >> state officials say they're looking at other hotels to use as treatment centers. and santa clara county says it has three new cases of covid-19 bringing its total to 48 now. >> the oak land unified school district says two students were possibly exposed to coronavirus but the district is not closing any schools for now because of

potential exposures off campus. >> we're following the direction of the alameda county public health department and their health team and they advised us we don't need to close our schools. >> neither of the students has tested positive. both are self-quarantined. oakland is joining santa clara county and san francisco and banning large events in an effort to stop the spread. also this morning b.a.r.t.'s board will talk about a big dip in ridership. down 30% today compared on tuesday. as more people stay home from coronavirus precautions, it means losing more than 100,000 passengers. this drop in passengers meaning major drops in money. >> absolutely depends on our ridership, our fares, you know, directly go back into our operating budget. >> amid the coronavirus outbreak, b.a.r.t. estimates it's losing about half a million dollars each week day in fare

are now out of work. reporting from china town, laura martinez, abc 7 news. nurses and their union leaders are demanding more tools to proect themselves from coronavirus. >> keep us safe. keep us safe. >> one group voiced complaints at oakland's summit medical center. union leaders blasted a new cdc regulation that let hospitals issue employees, surgical masks instead of the more effective. >> we need personal, protective equipment. right now that is not available on all units. >> their demands run counter to everything that the centers for disease control and other scientists are telling us. >> nurses say hospitals need more rooms with specialized ventilation centers to contain coronavirus. a lot of the times we hear the word pandemic and think the worse, but what does it mean?

if you head across the golden gate, definitely foggy conditions there. it is a little more patchy in some spots. warm this afternoon moving forward today and tomorrow. showers and thunderstorms saturday through tuesday. and chilly highs in the 50s with snow in our mountains. measurable. yeah, it's going to happen. we have mid up toer 60s along the coast and san francisco. low to mid70s around the bay. tonight is going to be similar to this morning. you can see some of the fog in the same areas and temperatures in the low 40s to around 50 degrees. let's take a look at what is going to happen over the weekend. i'll focus on the weekend for now. 12:00 saturday in theern moi mo you can see the rain rolling in and moderate rain as we head into the afternoon and evening hours. a little bit of a lull as we head through saturday night and into sunday morning. and then sunday afternoon, you can see more rain developing. again, i'm just going to keep the rainfall potential right now to saturday and sunday. when we come back in seven
